Introduction. The article presents the results of reflection on the readiness of the education system to respond to the transformational challenges of digital economy through the formation of relevant human resources. It identifies an imbalance in the response of the education system to the demand of society and business for training human resources with digital competences. The imbalance makes it difficult to implement new in-demand educational trajectories based on the principle of individualization of employee’s professional and personal self-realization. The purpose of the study is to identify the potential of enhancing teachers' digital competence in accordance with the needs of education diversification within digital transformation. Materials and Methods. The methodological basis for the study consists of reflexive modernity concepts (E. Giddens, W. Beck), reflecting qualitative changes of the social world in the context of digitalization; digital sociology of changes in social relations influenced by digital technologies (V. F. Nitsevich), mediating ordinary social contacts in everyday communication and creating new digital opportunities and risks. Existing and required digital competences of teachers were identified on the basis of desk research of teachers’ digital skills and competences models and empirical research on technical university teachers' opinions (survey method). Statistical methods were used to analyze and interpret the research data. Results. The study has identified the potential of the education system to adjust to the challenges of educational and career transformations. It is emphasized that the ways of potential realization can vary from ‘soft’ ones which imply gradual mastering based on several program versions and formats to the so called stress-options of forced competence mastering within a limited period of time. The necessity of introducing regulating measures for the transition to a new role of a teacher in the digital model of education is justified (e.g. teacher as a manager, teacher as a facilitator of the educational process). Conclusions. The article concludes that differentiation based on the level of digital competences and the degree of readiness to master digital technologies limits the speed of relevant response of the education system to the transformational demands of society. The need for content elaboration and teaching health-saving technologies within the digital culture is highlighted. Since the level of digital competencies of teaching staff is the basis for the development of educational institutions and the competitiveness of the country, measures are to be taken in order to facilitate the development of digital competencies.

Digital technologies in education are a way of organizing a modern educational environment based on digital technologies. Dynamically developing digital technologies offer new tools that effectively complement the traditional tools for the educational process, which many teachers quickly introduce into their methodological system and work with intensively. The use of digital educational resources provides fundamentally new opportunities for improving the efficiency of the educational process. Digital educational resources are an operational means of clarity in teaching, an assistant in working out practical skills of students, organizing and conducting questionnaires and monitoring students, as well as monitoring and evaluating homework; have a large place in working with diagrams, tables, graphs and symbols, editing texts and correcting errors in students’ creative works. The goal of this article is to analyze the features of the application of methods of using digital technologies in the education system. Achieving this goal required setting and solving the following tasks: to consider the essence of digital technologies in the education system, to determine the role and importance of effective digital technologies in the educational process, to study the practice of using effective digital technologies, to develop proposals and recommendations for methodological improvement of the use of effective digital technologies in the education system. The object of the study is the social relations that develop in the process of applying digital technologies in the education system. The subject of the research is digital technologies in the education system. Research methods: literature study, generalization, logical, questionnaire, comparison, and other research methods.

The digitalization of the education system imposes certain circumstances not only on the organization of the educational process and the training of specialists in demand in the modern world, but also on the skills of a teacher in the field of information and communication technologies. Within the framework of this article, an analysis of Russian and foreign approaches to defining a set of digital competencies necessary for a modern teacher of higher education is carried out. The purpose of this study is to determine an objective diagnostic toolkit for identifying the level of digital competencies among teachers of higher institutions. Based on the analysis of Russian and foreign experience in the development of digital competence among teachers, including a higher education teacher, an internal questionnaire was developed to assess the level of formation of the necessary digital skills. Data collection was carried out through an online survey of teachers using a structured questionnaire. A survey of university teachers was conducted in order to identify the readiness to use digital technologies in the educational process. The data obtained during the survey made it possible to obtain objective information about the level of formation of digital competencies among teachers and their readiness to use digital tools and technologies in the educational process. University teachers have demonstrated high results in such competencies as the use of digital solutions for effective communication of students on academic assignments; creating your own digital resources; creation and modification of digital educational materials, inclusion of students in group work using the Internet, including online services for joint project activities; taking into account the individual characteristics and needs of students in the educational process; exchange of ideas and materials with colleagues from other educational organizations, including through cloud systems, advanced training through online training.

This research paper presents the results of the author’s survey aimed at assessing the digital competence of modern university teachers. The relevance of digital competencies is becoming more and more obvious due to the transformations in the activities of educational organizations. These changes concern the use of digital technologies not only in university management, but also directly in the educational process. The development of distance learning and remote interaction formats is an objective reality in the modern world. The purpose of this article is to make an attempt of assessing a university teacher’s digital competence level based on the general perception of his/her abilities and the digital technologies used in his/her professional activities. The author analyses the teachers’ readiness to use digital technologies and their attitude to distance learning. The study showed that the majority of the interviewed teachers have a high level of basic and universal digital competencies. It was found that most of the respondents already have experience of taking online courses to improve their professional skills. The analysis makes it possible to conclude that the teachers who participated in the survey demonstrate a high readiness to use digital technologies in their professional activities. The author’s study is not supposed to give a complete picture of all Russian university teachers’ digital competence level, since this requires both greater coverage of respondents and the use of other channels (beyond digital) to collect data within the survey. At the same time, this research allows to formulate possible ideas for improving Russian university teachers’ digital competence level, which nowadays becomes the key to improving their effectiveness. The results of the study can be used when working out universities’ personnel development programs in order to ensure a higher level of the teachers’ digital competence.

Purpose of the study. The study of the qualitative parameters of the human resources potential of the economy is necessary to describe the conditions in which digitalization processes develop, to identify the problems of training specialists. The professional education system is considered in the article as an institution that provides human resources to the digital economy of the region. Innovative processes increase the requirements not only for the system of training specialists, but also for the skills of the lecturer, individual level of mastering information and communication technologies. The purpose of this study is to diagnose the levels of digital competencies of lecturers of professional educational institutions and to identify, on the basis of statistical analysis, the impact on the level of digital competencies of a lecturer of various parameters, such as the lecturer’s age; the disciplines he/her teaches; the data of continuing education in the field of information and communication technologies.Materials and methods. This paper provides an overview of approaches to solving the problems of staffing education in the context of informatization. Taking into account the proposed model of digital competencies of lecturers, the testing complex was approved. Methods of statistical data analysis were applied: descriptive statistics, correlation coefficients were calculated, a range diagram and scatter diagrams of lecturers' testing results were constructed. For the information processing, the qualitative indicators were converted into quantitative ones and the statistical analysis software packages were used: Microsoft Excel and STATISTICA 10.0.Results. As a result of the lecturers’ testing of professional educational institutions and statistical analysis, data were obtained on the level of human resources in terms of the formation of knowledge and skills in the field of information and computer technologies. The relationship between the level of digital competence and various factors has been identified. The factors that were analyzed in the course of the study: age, subjects taught, the period of limitation of the advanced training in the field of information and communication technologies.Conclusion. The introduction of the proposed model of competencies and diagnostic methods will allow diagnosing lecturers' skills in working in a digital environment and will ensure the adoption of informed managerial decisions in the development of the human resources of the vocational education system both at the level of the educational organization and at the level of public administration bodies. This model can be used to obtain information about the formation of digital competencies of different groups: employees of organizations and enterprises, state and municipal employees.

The article considers the issues of digital transformation of higher education. The approaches to the definition and content of the term “digital transformation” are analyzed, the specifics and conditions of digitalization of the economy and the development of higher education are investigated. As prerequisites for the digital transformation of higher education, one can designate not only the penetration into the educational field of various information technologies that have changed the learning process itself, but also a number of regulatory legal acts. The reasons for the digital transformation of universities are identified. There are considered the issues of the modern content of digital technologies in higher education and a set of digital competencies that a university teacher must master. The experience of individual universities (Tyumen State University, National Research University Higher School of Economics, Toliatti State University) in building a digital educational environment has been analyzed. The digital transformation of higher education involves the restructuring of all areas of activity based on information and communication technologies. Changes should take place in technologies and training programs, methods and means, forms of educational activities, planned educational outcomes, and assessment results. It is noted that digital competencies are a set of skills and knowledge necessary to carry out professional activities using digital technologies. There have been listed the digital competencies that the future university graduates should master: working with applied programs, digital equipment, digital information, communication skills in a digital environment, self-writing software, creating their own digital products, working in various programs, etc. Retraining the teaching staff implies developing advanced training programs aimed at mastering digital competencies that are in demand by the digital economy, and which must be formed among university graduates. It has been inferred that the totality of information systems, digital devices, sources, interfaces, services, which are developed and aimed at implementing the educational process and university management, constitutes a digital educational environment.

Анализируются основополагающие федеральные и региональные нормативные правовые акты, определяющие стратегию развития региона по направлению цифровизации системы общего образования. Обозначены основные траектории цифровизации региональной системы общего образования, выделенные на основе мониторинга практики Томской области по развитию цифровой образовательной среды. Определены группы цифровых компетенций педагогических кадров системы общего образования, выявлены профессиональные дефициты педагогических работников и управленческого персонала общеобразовательных организаций Томской области путем использования авторских диагностических материалов на основе задач кейсового типа. The main directions of digital transformation and modernization of general education system in Tomsk region in the frame of implementation of “Education” national project and “Digital educational environment” local project are observered in the paper. The regional general education system is characterized. The practice and experience of its phased digitalization are described. Some fundamental federal and regional regulatory legal acts that determine the strategy to develop digitalization of the general education system are analyzed. The digital competencies of management personnel and pedagogical employees of educational organizations, which are necessary for effective cooperation and organization of the educational process in the context of creating a unified digital educational environment in the region, have been investigated. On the basis of the study, the groups of digital competencies for the teaching staff in general education system have been identified, and the qualitative characteristics of digital competencies necessary for the systemic and effective digital transformation of the general education system in the region have been formulated. The author’s diagnostic materials have been developed and described using case-type tasks, focused on identifying teachers’ professional deficiencies, corresponding to three groups of digital competencies. Examples of case-type tasks aimed at identifying professional deficits are given. Based on the data obtained, an analysis has been carried out, conclusions about the skills of mastering digital technologies, the ability to effectively use digital resources and services in the educational process have been described. Based on the results of the study, the tasks and prospects of the digital transformation of the general education system of Tomsk region have been identified.

Introduction. The article deals with the training of professional educational program managers for work in the digital environment of a university. The digital environment of the university is considered from the perspective of managing professional educational programs and is a complex open system that integrates system components for managing content, process, resources, contingent, finance and quality of programs that ensure the integrity and continuity of the educational process at all levels and in all respects. The implementation of a digital model for managing educational programs at a university on the basis of a single digital ring of services for an electronic platform for managing educational programs at a university dictates the need for digital competencies of managers of major professional educational programs (OPOP).By digital competence of the leaders of professional educational programs we mean the ability and willingness to perform labor functions in the design, implementation and replication of an educational program using digital technologies that ensure the effectiveness of activitiesThe way to identify professional deficiencies in the field of digital competencies of the leaders of professional educational programs was the personalized design of educational internship trajectories with tutorial support for the internship. The internship trajectory of the heads of OPOP has a modular structure and is aimed at eliminating professional deficits in the field of information, methodological, communication, technological and organizational component of digital competencies. The internship site (virtual laboratory) is a virtual educational space that provides training for educational program managers and online events: hackaths, quests, webinars, etc.Materials and methods. When writing an article, the following methods were used - theoretical and methodological analysis and synthesis of available special domestic and foreign scientific and methodological literature, conceptual analysis of scientific articles and publications on the topic; study and generalization of both domestic and foreign developments and implementation of projects to create digital environments in education management; application of generalization, comparison, forecasting methods, online surveys.Results. The structure of the digital environment for managing professional educational programs at the university is presented. Functionally described is the ring of digital services for the management of OPOP. The analysis of different approaches to assessing the digital competencies of educators is presented. The concept of digital competencies has been clarified in relation to the head of a professional educational program. The content of the components of digital competency is described: informational, methodological, communication, technological, organizational.Discussions and Conclusions. The developed modular program for eliminating professional deficits of heads of professional educational programs in the field of digital competencies, based on the personalized design of educational internship trajectories with tutorial support for internships, will allow you to effectively administer and manage BEP in the digital environment of the university.

This article discusses the problems of ever-increasing demands on the organization and quality of the educational process on the part of society. Today there are new opportunities for the comprehensive development of students of the XXI century, new, more effective information and communication technologies (ICT), in particular cloud- oriented learning environments (COLE), are developing rapidly. The problems of the development of theoretical and methodological foundations for designing a cloud-oriented educational environment of the university and the justification of the structural scheme of its interaction with the methodological center of the ministry based on the use of cloud technologies are analyzed. It is necessary to introduce such models of the learning environment, which will allow to fully satisfy the demands of teaching staff on the organization and conduct of classes of a new type, the activation of educational activities of students, the formation of digital competence and the comprehensive development of personality. Such opportunities are provided by the use of a cloud-based educational environment of the university.

The article is devoted to the actual pedagogical problem-the development of online e-learning in the conditions of digitalization of modern society. This problem is considered taking into account the increasing importance of electronic educational resources in improving the efficiency of the organization of the educational process in a remote interactive mode. The role and significance of the factors influencing the development of e-learning are presented: technical and organizational and methodological support of the educational process, the appropriate level of digital competence of the teaching staff, personal motivation of students. The results of recent studies conducted among students of the Pedagogical Institute of the North-Eastern Federal University (hereinafter-the University) and the Arctic Institute of Culture and Art (hereinafter-the Institute) for a complete picture of the state of network learning among students studying at the Institute and university, reflecting the main characteristics of the current state of digitalization of education. Based on the primary data of the study, the current problems are identified: the lack of contact interaction between the participants, which determines an individual, differentiated approach; compliance with personal conditions (motivation of the student); access to electronic sources of information; increase in the number of independent tasks in the absence of constant feedback from students, etc. The article reflects the approaches to determining the place of online e-learning in the system of professional training of future specialists using modern technologies in the organization of the educational process. The analysis of the obtained results shows that in order to implement the tasks of network learning, namely, the practical mastery of digital competence, training should be aimed at developing students ' sustainable interest in network learning.

The study focuses on the fact that during the period of digital transformation, modern models of digital competencies have emerged, which serve as the basis for the formation of new standards in the field of education, for the expansion of the teaching professions of the future, for the transition to new learning technologies (mapping, scribing) and the development of professional competencies of students, one of which is information competence. The following issues («prospects of digital transformation in education», «types of models of digital competencies», «information competence as an existential skill and long-term metaability», «mapping as a process of translation of meaning-making», «specific characteristics of cards», «technology of scribing in education») which rise in modern research and affect the improvement of the educational process in the digital educational environment of the university are subject to discussion. Attention is drawn to the description of the pedagogical experience of using mapping and scribing for the development of information competence of university students. The examples of maps created by students and undergraduates of the direction of training «Pedagogical education» and contributing to the formation of their deep and error-free digital educational footprint are given. The influence of mapping and scribing on increasing motivation to learn and the emergence of new student startups in the field of education is investigated. The leading research methods are: analysis of digital competence models for the relevance of the process of developing information competence of university students; analysis and selection of modern technologies in the period of digital transformation in education; generalization of conceptual provisions on information competence and its role for human development; generalization of the pedagogical experience of using mapping and scribing for the development of information competence of university students. Promising areas of research are: the formation of a collection of maps for use in professional activities, for their cognitive analysis; development of the direction of video scribing for distance and additional education of students; identification of the advantages and disadvantages of mapping and scribing and their effectiveness in the development of students' information competence. The research materials are of practical value for students, undergraduates, university teachers and teachers of other educational institutions who are looking for new technologies in organizing the learning process.
