Corruption becomes one of the big problems in a country. Indonesia as a unitary state with thousands of islands stretching from the tip of Sabang to Merauke. Development in Indonesia that continues to progress significantly is driven by synergistic government and society to build the nation. Overall development of infrastructure and human resources development. Infrastructure is a big project in the current administration. Many facilities are built using state money to the lowest level of government, namely village government. Villages as the spearhead of development have an important position to disburse village funds. Some development projects in the village that cause pros and cons in the community. Projects funded with village funds sometimes differ between the budget and reports provided with the results obtained from the development. So this is detrimental to the village community who cannot enjoy the results of government development. The community needs to oversee the running of village funds so that infrastructure development using village funds can be directly monitored.

The GDM program is a concrete step by the Bungo Regency government in order to improve welfare, provide opportunities for the development of the local economy of the village. As well as increasing the capacity of the community through a variety of village-level organizational affiliations and providing an opportunity for the village government to explore the potential that exists in the village so that it can further be developed into a village economic strength. This study aims to determine how the implementation and effectiveness of the GDM program in the context of community empowerment in Bungo District. This research uses a qualitative method approach with descriptive analysis. Data analysis techniques using the model of Miles and Huberman. Furthermore, this study uses data validity testing using the Triangulation Method, namely by comparing information or data in different ways so as to obtain the correctness of information. The results showed that the implementation of village community empowerment in Bungo District did not go well so it did not create opportunities for the community to be more empowered and protect the weak groups. The implementation of empowerment was also not carried out as stated in the regent's regulations regarding the GDM program. This is because the village government tends to focus more on rural infrastructure development and not focus on empowerment activities. The flow of submission and implementation of village community empowerment activities through groups also did not include and involve the youth organization as a forum for discussion of various group needs that existed in village communities.

Based on Law No. 6 of 2014 Village development is an effort to improve the quality of life and life for the maximum welfare of the village community. Community needs that are a priority of the village include the development and maintenance of infrastructure, the environment in order to create comfort and prosperity for the community. Village Development is carried out by the village government by involving the entire village community. This research is motivated by high APBDes realization data, but there are damaged village roads. The purpose of this study was to determine the effectiveness of the APBDes in Sindanglaya Village development and its inhibiting factors. The theory used by Emitai Etzioni to measure the effectiveness of the APBDes in the development of the Sindanglaya Village based on the dimensions of adaptation, integration, motivation, and production. Researchers used a qualitative research method descriptive approach. Primary data sources used are the results of observations and interviews; Secondary data used are the Sindanglaya Village LPPD document and APBDe 2016-2018. Realization Report, the text of the Law. Data collection techniques with observation, interviews, and documentation. The data analysis technique used is the Miles and Hubberman model with the stages of reduction, data display, and drawing conclusions. The results of this study indicate the effectiveness of the APBDes in the development of Sindanglaya Village, Cimenyan District, Bandung Regency, is said to be effective. Based on the dimensions of adaptation, integration, and motivation can be said to be effective, but the dimensions of production have not been effective; Inhibiting factors include environmental characteristics, human resources, and community participation.

The concept of village development has changed since the passing of Law number 06 of 2014. These changes have had a major impact on the concept of village development ranging from broader authority granted to village governments to the authority of village financial management. All these authorities have demands and responsibilities to the village government to strive for the welfare of the village community. The welfare of the village community becomes mandatory after the enactment of Law number 06 of 2014 concerning the Village, implicitly or explicitly giving clear instructions and making guidelines to the village government to maximize all efforts in realizing the welfare of the village community either through physical infrastructure development or human resource development. Because the village is a miniature of the Republic of Indonesia,the benchmark of the success and the progress of Indonesiaare reflectedby the smallest entity in the scale of village government. The impact of development in the village will be directly felt by the village community as a whole and indirectly affect the progress of the Republic of Indonesia.

Villages have many assets and potentials. Through Village-Owned Enterprises (VOEs), business entities owned by villages, the village assets, and potentials could be managed well for the greatest welfare of the village community. As public enterprises, VOEs are expected to play an important role in the mobilization of resources and they can do so if they are financially viable. Therefore, financial performance is a vital element for Village-Owned Enterprises (VOEs) sustainability. Using a multi-method design, this research aims to examine the growth of financial performance of VOEs in Blitar Regency from 2015 to 2019 and to explore factors that affect the financial performance of VOEs in Blitar Regency from 2015 to 2019. The results discovered that, in general, the financial performance of VOEs in Blitar Regency did not show any significant growth. Out of 85 observed VOEs, 74 of them did not go up from their previous level. However, there are VOEs whose financial performance is increase and decrease, which are five and six VOEs respectively. In addition, human resources, support from the Village Government, and VOE's ability to see business opportunities that exist in accordance with community needs and the potential of the village become the factors that affect the financial performance of Village-Owned Enterprises (VOEs). These factors should be considerations for policymaker and other stakeholders in setting appropriate programs or activities intended to enhance the development of VOEs, which will eventually, contributes to the village development.

This study aims to determine the role of the village government in improving the welfare of the people of Bulili Village, Duhiadaa District, Pohuwato Regency. The research approach uses descriptive research. Informants were the village head, village head, BPD chairman, LPM Chair, village treasurer and Bulili village community leaders. The results showed that the Bulili Village Government in improving community welfare carried out three programs such as: 1) an increase in agricultural production programs planning assistance that would improve the economy of Bulili villagers such as providing rice seeds, corn seeds, tractor assistance, hansplayer assistance (tengki), assistance fertilizer, and PNPM assistance, 2) program to increase livestock production, namely the collaboration of district governments, sub-district governments and village governments in the form of providing assistance for productive superior cow and productive goat seeds to cattle farmers in the Bulili village community formed by Bulili village government . 3) development of village livestock agribusiness, which is to form a group of livestock farmers who are given the assistance of productive cow and goat seeds to each group to be managed.

Today, home industry is part of an economic driver which has a very important position. This causes the village community or village government to create economic business opportunities to meet the needs of their lives. One that is currently up and running is the skin cracker home industry. The development of the skin cracker home industry supports the economy apart from agriculture. If only the economic growth was supported by agriculture, there would certainly be many shortcomings because the available land area was very limited. Economic improvement must be marked by an increase in people's income. This increase in income is certainly helped by the presence of the skin cracker home industry. People can be absorbed into working as casual daily laborers by getting income to meet their daily needs. Therefore, researchers conducted literature studies, interviews and observations about the influence of home industry on increasing the income of the surrounding community. Habit in realizing the independence of village communities. In this study, the research method used is descriptive qualitative in the form of interviews to find data and direct observation. This research is certainly expected to find the influence of home industry and increase in income of the surrounding community in Rancaputat village, Sumberjaya sub-district, Majalengka district. Abstrak Dewasa ini home industry merupakan bagian dari penggerak ekonomi yang memiliki kedudukan sangatlah penting.  Hal ini menyebabkan masyarakat desa atau pemerintah desa  harus mencipkan peluang usaha ekonomi dalam memnuhi kebutuhan hidup masyarakatnya. Satu yang tengah dan sudah berjalan adalah home industry kerupuk kulit. Perkembangan home industry kerupuk kulit menjadi penunjang ekonomi selain pertanian. Jika saja pertumbuhan ekonomi tersebut hanya di topang dari pertanian tentu akan terdapat banyak kekurangan karena luas lahan yang tersedia sangatlah terbatas. Peningkatan ekonomi haruslah ditandai dengan peningkatan pendapatan masyarakat. Peningkatan pendapatan tersebut tentu terbantu dengan adanya home industry  kerupuk kulit. Masyarakat dapat terserap untuk bekerja menjadi buruh harian lepas dengan mendapatkan pendapatan untuk memenuhi kebutuhan hidupnya. Oleh karenanya, peneliti melakukan studi literature,  wawancara serta observasi  tentang pengaruh home industry terhadap peningkatan pendapatan masyarakat sekitar. Pembiasaan dalam mewujudkan kemandirian masyarakat desa. Dalam penelitian ini metode penelitian  yang digunakan adalah kualitatif deskriptif dalam bentuk wawancara mencari data dan observasi langsung.  Penelitian  tersebut tentu diharapkan dapat menemukan  pengaruh home industry dan peningkatan pendapatan masyarakat sekitar di desa Rancaputat  kecamatan Sumberjaya kabupaten Majalengka.

Desa Wisata Jambu berdiri sejak tahun 2018  berlokasi di Kecamatan Kayen Kidul Kabupaten Kediri yang meraih penghargaan  nominasi kategori desa wisata terbaik 2018 dan 2019 pada Penghargaan Anugerah Desa. Pada fase awal pembangunan desa wisata menggunakan modal anggaran yang berasal dari Alokasi Dana Desa (ADD) dengan tujuan untuk meningkatkan pemberdayaan masyarakat desa. Penelitian ini merupakan penelitian deskriptif dengan menggunakan pendekatan kualitatif, serta metode pengumpulan data dilakukan secara langsung turun ke lapangan dengan wawancara, observasi, dan dokumentasi. Focus penelitian ini adalah meneliti mengenai permasalahan yang diangkat yaitu sumber daya manusia yang kurang responsive terhadap pengelolaan desa wisata. Desa wisata jambu memiliki 17 spot wisata diantaranya yaitu  Kebun Bibit Kediri, Wisata Edukasi Wiwit Padi, Permainan Outbond, Wisata Tubing Niagara, Wisata Edukasi Menangkap Lele, Agrowisata Petik Kelengkeng, Agrowisata Petik Alpukat, Agrowisata Buah Lokal, Wisata Edukasi Menanam Padi, Agrowisata Okulasi dan Tabulampat, Wisata Edukasi Angon Kerbau, Edukasi Pengolakah Yogurt, Edukasi Perah Kambing Ettawa, Edukasi Pengolahan Limbah Kayu “Ask Craft”, Wisata Sungai Sejuta Ikan, Edukasi Karawitan, Pasar Papringan. Pemerintah Desa Jambu gencar mengupayakan tumbuhnya pemberdayaan masyarakat dengan mengelola desa wisata. Tujuan pemberdayaan masyarakat melalui pengelolaan desa wisata Jambu yaitu untuk meningkatkan perekonomian masyarakat desa serta mewujudkan masyarakat desa yang mampu berdaya saing dan mandiri. Dalam proses pengelolaan desa wisata terdapat kendala atau hambatan yang terjadi yaitu tanggapan masyarakat yang tidak responsive terhadap konsep spot wisata yang sudah disepakati. Selain itu kurangnya akses sarana dan prasarana spot wisata juga menjadikan kondisi desa wisata yang tidak kondusif sehingga akan menurunkan daya tarik wisatawan. Kata kunci : Desa Wisata, Alokasi Dana Desa,  Pemberdayaan Masyarakat   Jambu Tourism Village was founded in 2018, located in Kayen Kidul District, Kediri Regency, which won the nomination award for the best tourism village category 2018 and 2019 at the Village Award. In the early phase of tourism village development using budget capital from the Village Fund Allocation (ADD) with the aim of increasing the empowerment of village communities. This research is a descriptive study using a qualitative approach, and data collection methods are carried out directly in the field with interviews, observation, and documentation. The focus of this research is to examine the problems raised, namely human resources who are not responsive to the management of tourist villages. Guava tourism village has 18 tourist spots including Kediri Seed Garden, Wiwit Paddy Educational Tour, Outbound Games, Niagara Tubing Tour, Catfish Catching Educational Tour, Longan Picking Agro, Avocado Picking Agro, Local Fruit Agro Tourism, Paddy Planting Educational Tour, Grafting Agro tourism and Tabulampat, Education Tour for Buffalo Angon, Education for Yogurt Processing, Education for Ettawa Goat Milk, Education for Making Rengginang, Education for Wood Waste Processing “Ask Craft”, One Million Fish River Tour, Education for Karawitan, Papringan Market. The Jambu Village Government is aggressively seeking the growth of community empowerment by managing a tourist village. The purpose of community empowerment through the management of the Jambu tourism village is to improve the economy of the village community and create a village community that is able to be competitive and independent. In the process of managing a tourism village, there are obstacles or obstacles that occur, namely the response of the community that is not responsive to the agreed tourist spot concept. In addition, the lack of access to tourist spot facilities and infrastructure also makes the condition of the tourist village not conducive so that it will reduce the attractiveness of tourists. Reform and regional autonomy is actually a new hope for the goverment and village communities to build their villages according to the needs and aspirations of the community. The implementation of development in the village is intended to improve the standard of living and welfare of the village community itself through the establishment of policies, program activities that are in accordance with the essence of the problem and priority needs of the village community. The Village Consultative Division (BPD in Indonesian) is an institution of the realization pf democracy from the village community or an institution that represents the voice of the community and is a working partner of the village Government in administering The Goverment in the village head along with his device was overseen by the Village Consultative Division (BPD in Indonesian). The method of the approach used in this study is the Juridical Sociological approach, it uses the Juridical Sociological. The selection results obtained include : 1) Inbiting factors influenced by human resource factors both from the village Government itself as the highest office holder in the village, as well as from PD members who are tasked with assisting in the implementation of the legislative functions of approval and discussion of illage regulations. 2) Solutions and efforts, the village Goernment is expected to conduct training in human resource development such as improving the quality of education and developing capabilities in shapping regulations.

Realizing prosperity in the community needs to be supported by a good development management. In the governance system, it is necessary to have governance behaviour that is honest, open, responsible and democratic. In the community structure, a mechanism providing opportunities for the community in the decision-making process for public interests needs to be developed. This study discusses the role of the village head in empowering village communities. This study used a community-based approach so that the community knows in detail concerning the role of the village head in the Framework for the Implementation of Village Autonomy based on Law No. 6 of 2014 concerning Village. The results showed that village head must have a fair and wise attitude in carrying out his duties and obligations. Besides, the village head must give an easy access to the community in providing assistances. Yet, the most important thing is that, as a leader, the village head must be able to provide a good example for their subordinates so as to create maximum results and good community environment.�Mewujudkan kesejahteraan di masyarakat, perlu didukung oleh manajemen pembangunan yang baik. Dalam tatanan tata pemerintahan, perlu untuk memiliki perilaku tata kelola yang jujur, terbuka, bertanggung jawab dan demokratis, sementara dalam tatanan masyarakat suatu mekanisme perlu dikembangkan yang memberikan peluang bagi masyarakat dalam proses pengambilan keputusan untuk kepentingan bersama. studi ini membahas bagaimana peran kepala desa dalam memberdayakan masyarakat pedesaan. Penelitian ini menggunakan metode pendekatan kepada masyarakat sehingga masyarakat tahu lebih detail tentang Peran Kepala Desa dalam Kerangka Pelaksanaan Otonomi Desa Menurut Undang-Undang Nomor 6 tahun 2014 tentang Desa. Hasil penelitian ini yaitu dalam melaksanakan tugas dan kewajiban Kepala Desa mereka harus mempunyai tingkah laku yang adil, bijaksana dan tidak mempersulit dalam memberikan layanan kepada semua masyarakat. Namun yang lebih penting lagi bahwa sebagai seorang pemimpin harus bisa memberikan contoh untuk bawahan sehingga mendapatkan hasil yang maksimal dan terciptanya persatuan komunitas yang baik.
