In this commentary, we discuss the state of affairs concerning the clinical care of females with Turner syndrome (TS) in Germany. TS is a rare disease and new international guidelines describe an appropriate setup for optimal clinical care. Several countries have implemented a program with centralized adult Turner syndrome clinics, which are now found in France, Denmark, the Netherlands, Sweden, parts of England and possibly other countries, but hitherto not in Germany. Such an approach should ensure the availability of high quality multi-disciplinary care for all women with TS to be treated and to detect all the conditions that have been associated with TS, which typically appear at odd times during the lifetime of a female with TS. Care should be offered at no added cost for the patient, and treatment with relevant drugs should be available at reasonable cost for the individual patient. Currently, it is quite problematic that many female sex hormone preparations are not available at low cost in a number of countries. Additional problems include supply chain issue which lead to patients not being able to buy their usual drug for a certain period of time. We think it is timely that countries improve the care for individuals with rare conditions, such as TS.

Carbon emissions and single-use plastics (SUPs) are the main forms of environmental pollution relating to waste arising from oral healthcare. Ownership of this problem is shared with the whole supply chain, from manufacturing to distribution, procurement, clinical use and finally, waste management. Mitigation strategies focus on the individual stakeholders in the supply chain, including the provision of clinical care. Key to this is establishing a baseline analysis of the nature and the size of the problem through life cycle assessments (LCAs). Reduction of CO2 emissions, other associated environmental impacts and plastic waste is considered through remote clinical consultations, recycling, patient education and the provision of high-quality care to achieve high impact environmentally sustainable outcomes. CPD/Clinical Relevance: Environmentally sustainable oral healthcare requires the combined efforts of all stakeholders across the supply chain. The provision of good oral healthcare can deliver environmentally sustainable outcomes from a reduced need for interventions.

The article analyzes the state of affairs in the Syrian Arab Republic in football. Despite the fact that football is one of the most popular sports in the country, there is no reason to talk about notable sports achievements. Of course, a whole range of measures should be aimed at achieving high sports results. The object of our consideration is the effectiveness of the management of the training process. It should be noted that in the Syrian Arab Republic, the system of training qualified football coaches is not fully formed. Many coaches work without a certificate and rely solely on their sports experience. The article attempts to outline the most obvious problems in Syrian football. The purpose of the article is to examine the correlation between the satisfaction of a football coach in the Syrian Arab Republic with the pedagogical activity and the individual style of pedagogical activity.

The state and the law are based on inescapable power, which means that justice can only be regarded as being independent of the law and thus of the principles of generality and equality. Justice aims to satisfy both ‘the event’ and ‘the individual’, which can only be achieved by examining the problems connected to it without bias. Therefore, every conceptual approach related to this state of affairs has to be analysed down to its last inconsistency. That is the point of deconstruction, which has always been concerned with doing justice to the event in question. Democracy cannot be completed, only further developed, which contradicts the idea of a strong state. Democracy demands responsible citizens, that is, those who are willing and able to deconstruct, who have perennially come to the fore whenever people have distrusted the diverse interpretations of the world that have been proposed. Derrida’s understanding of the state assumes there is an unbridgeable gap between the law and justice that exposes democracy as being notoriously insufficient, which both the state and its citizens therefore have to uphold in order to strive for their emancipation as individuals.

In dynamic production environments, positive business outcomes often require pursuing high quality, shorter throughput time, and low cost simultaneously. This research tries to track the timing effect of having undetected defects continue to progress through the supply chain. The purpose is to demonstrate the influence of throughput time on quality variance amplification and the effect of quality loss on manufacturing performance. A time series model is developed, and numerical analyses are conducted to understand how various parameters affect the quality variance fluctuation and quality loss amplification phenomena. The results show that the variance in quality increases as materials move down a supply chain, away from a supplier. In addition, the quality loss experienced by a manufacturer is greater than that faced by a supplier. Finally, both quality variability and quality loss amplification phenomena are larger when throughput time is longer.

Purpose Batteries installed on electric vehicles (EVs) should normally be removed when their capacity falls to 70-80 per cent, but they are still usable for other purposes, such as energy storage. This paper studies an EV battery closed-loop supply chain (CLSC) consisting of a battery manufacturer and a remanufacturer. The manufacturer produces new batteries by using natural resources, while the remanufacturer collects returned batteries and makes decisions based on the return quality, that is, to reuse or recycle. The purpose of this paper is to maximise the individual profits through optimising the amount of manufacturing and remanufacturing, respectively, and optimising the purchase price of returned batteries. Design/methodology/approach Based on the Nash equilibrium, this paper develops a three-period model in the CLSC. In period 1, batteries are made from raw materials; in period 2, returned batteries from period 1 are sorted into low quality and high quality. Some high-quality returns can be reused for other purposes while those non-reusable returns are recycled into materials. In period 3, all the returns are recycled into materials. The analytical results are derived. Findings The result of the analyses suggest that first, among the variables that affect the (re-)manufacturing decision, the purchase price for returned batteries plays a critical role. In particular, the price of low-quality returns has more influence than the price of high quality returns. Second, the higher purchase price for re-usable returns does not necessarily lead to a higher return rate of reusable returns. Third, the manufacturer’s profit is normally higher than the remanufacturer’s. This suggests the need to design incentives to promote the remanufacturing sector. And finaly, although it is appreciated that maximising the utilisation of batteries over the life-cycle would benefit the environment, the economic benefit needs further investigation. Originality/value Although the CLSC has been widely studied, studies on the EV battery CLSC are scarce. The EV battery CLSC is particularly challenging in terms of the reusability of returns because used EV batteries cannot be reused for the original purpose, which complicates CLSC operations. This paper explores the interrelationship between manufacturer and remanufacturer, explaining the reasons why recycling is still underdeveloped, and suggests the possibility of enhancing remanufacturing profitability.

The availability of low-cost and high-quality wearable cameras combined with the unlimited storage capacity of video-sharing websites have evoked a growing interest in First-Person Videos. Such videos are usually composed of long-running unedited streams captured by a device attached to the user body, which makes them tedious and visually unpleasant to watch. Consequently, it raises the need to provide quick access to the information therein. We propose a Sparse Coding based methodology to fast-forward First-Person Videos adaptively. Experimental evaluations show that the shorter version video resulting from the proposed method is more stable and retain more semantic information than the state-of-the-art. The need of additional universities in Indian higher education system to provide higher education to all eligible population of the country and the success of private university model in the USA tempted the Indian government to give permission to establish Private Universities in the country. Accordingly, based on section 22 of UGC act, the Indian government has allowed the state governments to establish private universities in the respective states. Presently there are 264 private universities in the country spread over 22 states. Due to non-availability of any financial support from the state and central governments, private universities are trying to sustain through their only strategy of service differentiation through 21st century curriculum and industry integrated programme design. In this paper, we have studied and compared some of the private universities in India in terms of their infrastructure, faculties, variety of courses, and fee structure of identified courses. We have also studied the performance scores given by NIRF, MHRD, Govt. of India for various criterions like Teaching, Learning & Resources, Research and Professional Practice, Graduation Outcomes, Outreach and Inclusivity, Public Perception. Based on the annual fee charged by the private universities established before 2010, we have identified three types of strategies which include low-cost – low quality, high-fee – high-quality, and nominal-fee – high quality strategies and analysed them based on the philosophy and background of such universities in general. We have also identified other innovative strategies offered by many private universities, in general, to differentiate themselves from publicly funded universities. The paper also contains some recommendations based on the observations to improve the quality, relevancy, and effectiveness of educational services and research contributions of private universities.

The article highlights the general and functional issues of socialization of the individual in educational institutions and educational structures of the state. The means of managing the directions of the acquisition of knowledge about the environment by young people and potentially useful skills in relation to the implementation of socially useful activities, the development of norms and value orientations of behavior, the potential opportunities for the inclusion of an individual in interaction are combined. The attention of pedagogical specialists is drawn to the existence of changes in the processes of upbringing, training and socialization of a person and their convergence, which is explained by the influence of market relations, individualization of relations and the introduction into circulation of the principles of pedagogical management and socialization. To improve the state of affairs, the tools for the development and socialization of the individual should be based on the program of youth policy. Its movement is recommended to be carried out in the network of benefit performances of youth startups, exchange of experience between regions, cells of scouts and scouts, laboratories of youth initiatives at youth centers, connected with the latest technologies, developed in the updated management system of state general education, vocational education, educational workers and scientific reproduction cells adapted to market demand. It is recommended to continue monitoring the psychological perception of the socialization process in terms of the totality of its forms and characteristics.

The paper deals with transforming social systems and their reflection in the concepts and models of the corresponding processes. A new approach to modelling and research of large social systems was proposed. The author emphasis's and describes qualitatively some aspects of the approach that are important for considering the transformation of society. The main feature of such systems is the following properties. Firstly, these systems operate in a small number of reasonably stable states. (In our approach, this is interpreted as so-called associative memory). Secondly, the evolution of such systems (actually, history for long periods) has an analogue in the learning process in models, when connections are established between the system elements. Furthermore, thirdly, the proposed approach was able to consider individuals’ internal properties (mentality) – participants in large social systems. New models of socio-economic systems are described, and an interpretation of their behaviour as trajectories on certain surfaces in the space of variables is given. The ways of transforming systems are explained: revolutionary, evolutionary and with a unique trajectory of transition. The classes are considered, into which the internal (mental) variables of individuals are divided. The internal representations of the individual from some slice of reality (in psychology, for example, this is called “internal plans”) are represented as a network of objects, concepts and the like, depending on the “object” and purpose of modelling. There are three networks (patterns, drawings) of descriptions: the actual state of affairs, presented in the form of a network; the state of things in the imagination of a particular individual and the desired (ideal) state of affairs in the imagination of a particular individual. The dynamics of changes in the parameters that characterize the individual depends on the state of the environment “externally” and on the “internal” mental variables and the above three ideas about the external environment. Adequate consideration of the external environment by representing and internal representations of surrounding individuals is possible. Such an approach is proposed when considering archetypes in the transformation of the social system. The problem of sustainable development of education and science systems is considered.

Researchers used graph-theory approaches to design the state-of-theart low-cost heuristics for profile reduction. This paper evolves and selects four low-cost heuristics for profile reduction using a genetic programming hyperheuristic approach. This paper evaluates the resulting heuristics for profile reduction from the genetic programming hyperheuristic approach in two application areas against the low-cost heuristics for solving the problem. The results obtained on a set of standard benchmark matrices taken from the SuiteSparse sparse matrix collection indicate that the resulting heuristics from the genetic programming hyperheuristic approach does not compare favorably with a high-quality heuristics for profile reduction.
