Network interaction in the governance of the system of administrative services provision is a process, conceptually directed to formation of a conscious and effective interaction of the subjects of services provision not only with the subjects of applying for services, but also with ordinary citizens of Ukraine. Among the tasks of the state policy coordinating the solution of this issue, it is quite urgent to intensify the involvement of citizens in the governance process. However, becoming and formation of the network interaction in the governance of the system of administrative services provision is hampered by a number of problematic aspects, namely: (i) low level of public confidence in the state sector; (ii) shortage of effective civil society institutions; (iii) weak introduction of e-governance activities; (iv) absence of any signs of support of the emerging civil society from the state and business sectors; (v) lack of a clear understanding of allocation of responsibilities and duties in the relationship. Abstract-logical analysis of theoretical and methodological foundations of network interaction is the methodological basis of the research. Also, for theoretical generalization and recommendations on formation of network interaction, scientific recommendations of Ukrainian and foreign scientists on the need to implement subject-subject relations in the governance of the system of administrative services provision were used. Studies have allowed to assert that a number of problems hinder the parity interaction between the subjects of governance. In addition, civil society is not considered by the public sector as a source of methods and means for improving the governance system, in particular, the governance of the system of administrative services provision. The network interaction of the subjects will allow implementing relationships aimed at continuous improvement of management activities in the system of administrative services provision and the entire system of public administration as an integrated management system.

"Electronic government" is a system for organizing and developing a system of effective interaction between the state and civil society, openness of the activities of state bodies, increasing their responsibility in the information space. The article analyzes the experience of creation and stages of development of the "Electronic government" system in Uzbekistan and the Republic of Korea. It was found that the implementation of the concept of "electronic government" is closely related to the reform of public administration and includes a number of integral aspects.

Problem setting. The rapid development of modern society requires the creation of new forms of cooperation and mutual understanding and requires new forms of communication, which will be characterized by even greater efficiency, openness, transparency, efficiency and quality. The total penetration of communication into all spheres of public life actualizes its significance and functional role. Modern transformational processes taking place in society necessitate the creation of responsible institutions of civil society, which include public organizations that act as a mediator between the community and the state. The level of public trust in them depends on the effectiveness of communicative activities of NGOs because successful communication is the basis of constructive dialogue between public organizations and society. Recent research and publications analysis. Ukrainian scientists study various aspects of the activity of NGOs, in particular, the development of mass and civil communication, public relations are studied in their works of such domestic scientists as: E. Afonin, V. Bebyk, M. Bilynska, O. Valevskyi, T. Vasilevskaya, N. Hrytsyak, N. Hudyma, V. Hurkovskyi, O. Dmytrenko, L. Klymanska, M. Lohunova, D. Nelipa, I. Panteleichuk, O. Petroye, G. Pocheptsov, O. Pukhkal, V. Rebkalo , V. Rizun, E. Romanenko, A. Savkov, S. Seryogin, G. Sytnyk, S. Teleshun, I. Chaplai and others. Highlighting previously unsettled parts of the general problem. Understanding the general features and trends of the development of public organizations, as well as the establishment of their effective internal and external communicative activity, require more detailed consideration and detailed study. The paper aims at theoretically substantiating the tools for ensuring the effectiveness of communicative activities of NGOs as a basis for open and rational dialogue in a consolidated society. The issue of improving the communicative interaction of public organizations with government bodies and the media does not disappear from the agenda of either government agencies or public associations. The effectiveness of communication of public organizations in Ukraine depends primarily on the literacy of their communication campaigns, which implies the presence in NGOs of communication strategies, which involve high-level professionals with many years of practical experience. Today, the participation of Ukrainians in the social movement and the trust in the institutions of the third sector and their influence on the development of society and community are growing. The results of the study showed that the efficiency of communicative activities of NGOs directly depends on public confidence in them. Social networks are a unique platform for consolidating different groups of actors based on the commonality of their interests, and as a result of communicative interaction, there is a large-scale synergetic effect. This way of showing civic activity can be considered the most efficient and widespread. The article considers the advantages and risks of the use of social networks by public organizations in the communicative activity of the public sector, outlines several rules of communication in social networks for public organizations. The article states that the effectiveness of communication of NGOs also depends on cooperation with journalists and the choice of audience. The quality of feedback and the level of public trust in NGOs depend on the ability to convey relevant information to the audience in a timely and high-quality manner. We should not underestimate the growing role of public organizations in the consolidation of society, a necessary condition for which is the creation of a single information space. National consolidation will be successful when the state policy in this area is complemented by the activities of civil society institutions, their effective internal and external communication activities. In our opinion, there is a necessity to establish consolidated communication as a process of multifaceted communication within society through various communication channels and tools to strengthen, unite, integrate and pull together society to form a common coherent approach to solving societal problems. Conclusions of the research and prospects for further studies. Effective NGOs, as an element of civil society, are the catalyst for its development. Every NGO, since its inception, seeks to plan its activities in such a way as to achieve its goals in the shortest possible time, to become known, to influence public opinion. This area is an important factor that affects the necessity for communicative interaction between the state and civil society. Among the tools for ensuring the efficiency of communicative activity of NGOs, we consider it appropriate to name: the presence of feedback and the level of public confidence in them; literacy of public communication campaigns; correct use of social networks in the communicative activity of the public sector; establishing active cooperation with journalists; definition of the target audience; use of modern communication formats; selection of communication channels that correspond to the target audience; establishing consolidated communication. Further research in this direction should be aimed, in particular, at an in-depth studying of consolidated communication as a major factor in the consolidation of Ukrainian society.

Today, Ukraine is in dire need of changes and reforms that would lead to the optimization and effective management of society and the state. One of such important reforms is the transition from state to public management, and further improvement of the foundations and principles of public management. In the management of the state, where complex processes of transition to public management are taking place, there have always been advanced trends of deepening and expanding publicity in the activities of government institutions. This is the path taken by the "old" countries of Western democracy, as well as the countries of the post-socialist camp, the Baltic republics, which today have successfully joined the EU. Ukraine must follow this path if it tries to become a civilized part of the world. Hence, the system of state management should change dramatically, when the most appropriate in the management structure is an organic combination and effective interaction of public government and local self-government. Even more, the efficiency of civil society itself in the management of public affairs and state structures of power is growing. Socio-economic development and social-power relations at the present stage are already experiencing more and more new changes, both positive and negative. They are becoming very important for the state and society. Being complex and ambiguous, such developments and relations require introduction at the legislative and political levels of new governance systems and structures, which would involve mandatory involvement of the most active representatives of civil society in governance. Note that the period of transition to public management is complex, full of various management problems, requires time and competence of politicians, government, NGOs and more. It is evolutionary in nature, when publicity in governance must develop, and representatives of the branches of government will try to solve the problem of governing the state and society competently, transparently, responsibly, flexibly, openly, socially justly, effectively for the benefit of man as the main social capital.

Problem setting. One of the most common administrative services in Ukraine is the registration of civil status acts, including registration of births and deaths, marriages and divorces, name change of an individual, etc. The focus on the introduction of the service model of the state, which is gradually being implemented in Ukraine, has significantly affected the system of providing administrative services in the field of registration of civil status acts. However, according to numerous surveys, the depth and pace of relevant changes do not fully meet the expectations of the citizens.  Of particular importance for the transition to a new model of administrative services in the field of civil registration is the experience of post-Soviet countries, in particular Georgia, which has a similar heritage to Ukraine and accordingly, in the development process, had to solve similar problems. While studying the experience of Georgia, it is also necessary to avoid certain negative aspects that Ukraine may face in the process of reforming this area. Recent research and publications analysis. A large number of studies by specialists in public administration, law, political science, namely: O. Bukhanevich, Y. Danshina, O. Karpenko, I. Koliushko, A. Lipentsev, V. Soroko, V. Tymoschuk, V. Telitska, N. Vasilieva, O. Turkova, is devoted to the problem of organization  of administrative services in other countries At the same time, the study of foreign experience in providing administrative services in the field of registration of civil status is insufficiently studied in domestic management science, although scientific interest in these problems is quite high. Highlighting previously unsettled parts of the general problem. In order to improve the quality of administrative services in the field of DRACS, it is advisable to study the experience of Georgia in creating an effective system of administrative services in the field of civil registration and develop general recommendations for implementing this experience in Ukrainian public administration. Paper main body.The reform of the system of providing administrative services in Ukraine, including the field of registration of civil status acts, is largely based on the experience of Georgia. Among the many reforms and innovative projects successfully implemented by the Ministry of Justice of Georgia, the House of Justice has a special place. It is a transparent, open, continuous modern structure that offers citizens fast, simplified and subject-oriented services. There are more than 300 services combined, 400 operators work at the same time, the maximum capacity of the service center is 15,000 people a day. The main principle of the House of Justice is that everything is in one place,  all structural subdivisions that provide services to consumers are located under one roof. The reform of the civil registry began in 2004, when the Passport Office, the Citizens’ Registration Office, and the Civil Registry Office were merged under the auspices of the Georgian Ministry of Justice. In 2006, a new semi-autonomous Civil Registry Agency was established. A feature of the system of registration of civil status in Georgia is the granting of some powers to notaries. The notary has the right to register marriage and divorce and to issue certificates of civil registration. The structure and organization of the providing of services in the field of registration of civil status creates a “front office” (customer service area) and a “back office” (area for employees of supermarkets).  In addition, AGR began to offer new types of services. The agency initiated the improvement of services in the Wedding Houses. It upgraded infrastructure and built new wedding houses in district centers. Various services were provided for the marriage ceremony, such as live music, photographs at the request of citizens, and so on. The divorce procedure in Georgia is also much simpler. In the absence of disputes, it is envisaged to issue a divorce certificate on the 6th day after filing for divorce, not a month later as in Ukraine. Public service reform in Georgia has been neither easy nor simple process. The development led to the opening of Public Service Centers, known as the House of Justice, at the regional level and Community Centers at the community level. Conclusions of the research and prospects for further studies.The analysis of the Georgian experience in the providing of administrative services allows us to conclude that the provision of state services in Georgia and Ukraine differ in content and purpose of their operation. As a rule, the system of providing public services is aimed at properly ensuring the level of social guarantees in society. In world practice, there is openness and transparency between the state and citizens in the provision of public services, and in Ukraine, we do not see the effective interaction between consumers and service providers yet. In addition, it was found that the world practice, on the example of Georgia, is usually focused on the quality of administrative services in the shortest possible time and at the lowest cost, while in Ukraine the filling of the state budget remains a priority. Thus, the experience of Georgia is quite useful for Ukraine in the process of choosing the optimal form of organization of administrative services in the field of registration of civil status.

The aim of this study was a holistic analysis of aspects of expanding the interaction between the state and civil society on the example of the experience of foreign countries, namely Austria, Belgium, France, Italy, and Poland. The research involves such methods as sociological analysis, systemic and case study methods, structural and comparative methods, as well as the dialectical method. The factors of expanding the interaction of the judiciary as a representative of the state, which protects the rights and interests of civil society, were identified in accordance with the results of the study. As a result, conclusions were drawn on the need for the judiciary, as a representative of the state, to use methods to expand the interaction between the state and society, in the person of every citizen. The use of those factors in relation to such interaction will further help increase public confidence in the state, which will ensure effective protection of the rights and interests of society.

The consideration of the main normative acts regulating and accompanying the process of reforming the units of the National Police as a part of the public administration in Ukraine is offered.It was stated that the current state of the National Police does not fully meet the challenges and realities of today. Police reform should not be a process for the sake of the process, the end result should be systemic change, this requires a clear understanding of the stages of reform, their regulatory support at both strategic and tactical levels and performance based on certain indicators. In the area of regulatory support for police reform, it should be noted a certain inconsistency, ie even in the presence of documents at the strategic level, it is noted that some systemic elements of the reform are not clearly spelled out, which leads to legal confusion and delays. It is believed that systemic changes are required by the Code of Ukraine on Administrative Offenses and a number of bylaws, including: in terms of depoliticization of the National Police and financial issues of its work; creation of a system for assessing the work of the police on the basis of the level of public confidence by conducting an independent opinion poll; overcoming the impunity of law enforcement officers and in order to strengthen their personal responsibility through identification, which will provide additional opportunities for influence and participation of citizens to improve the activities of the police. It was stressed that comprehensive reform of the entire security and defense sector is urgently needed for Ukraine. At the same time, the National Police cannot be reformed as a separate declared project - a model of law and order, as its activities are constant interaction with the executive, the National Guard, the State Emergency Service, the State Migration Service, the Border Service and the Armed Forces. prosecutor's office, courts, etc. All this necessitates a review of the organizational structure and functions of these bodies to achieve balance, coordination and effectiveness of their actions and, as a consequence, to achieve the key goal of reforming the National Police - the trust of citizens.
