In the article legislative bases of participation of institutes of civil society are illuminated in providing of informative safety of the state. Attention is accented on that informative safety of Ukraine in a modern period is the mortgage of maintenance of the proper level of law and order in society, providing of state sovereignty, integrity and economic power of country. On the basis of analysis of norms of Constitution of Ukraine, and also legislative acts in the field of information and national safety, the state of legislative settlement of participation of institutes of civil society is described in realization of the events sent to providing of informative safety of the state. Underline, that in modern Ukraine President as country's Leader is the basic subject of creation of norms in the field of adjusting of cooperation of the system of state administration and civil society on questions providing of informative safety.          Reasonably, that on present tense in the system of national legislation of Ukraine a question is regulated not enough in relation to the administrative legal forms of cooperation of the system of state administration and civil society in the questions of providing of informative safety of the state. Also, the indefinite is remained by a question in relation to the legislative fixing of concepts "informative safety" and "institutes of civil society". Normative settlement is needed also by possibilities for the institutes of civil society to get having a special purpose information on questions informative safety and (or) informative sovereignty of Ukraine. It is noticed on the insufficient adjusting of questions in relation to the culture of the use of facilities of treatment of information and methods of her defence. It is marked that in legal science there are a doctrine ground of optimal administrative legal mechanism of joint activity of institutes of civil society and states on questions, that touch an exposure and counteraction to the threats of informative safety of Ukraine directly, perspective directions of research.

Governments are showing an interest in, or incorporating, gamification into their governance processes and/or services to citizens. The article describes the concept of gamification, examines its potential from the point of view of using elements of the game in public administration, for example, on the websites of authorities and special platforms, as well as in offline mode. The conclusion is made about the goals of introducing gamification into the practice of public authorities. The state administration can not only be the author of these projects, but also assist civil society institutions (public associations, citizens) in their development.

Currently, the special importance of social partnership is acknowledged as an effective mechanism for involving the general public in participation in the socio-political, socio-economic and cultural life of the country in Uzbekistan. In this regard, the President of the Republic of Uzbekistan Sh.Mirziyoyev pointed out the need for consistent implementation: “the principle of mutual responsibility of citizens, the state and society, the connection of their rights and obligations. This principle serves as the basis for effective interaction between the state and the individual, the state and civil society in solving the important tasks facing our country. "Electronic government" is a system for organizing and developing a system of effective interaction between the state and civil society, openness of the activities of state bodies, increasing their responsibility in the information space. The article analyzes the experience of creation and stages of development of the "Electronic government" system in Uzbekistan and the Republic of Korea. It was found that the implementation of the concept of "electronic government" is closely related to the reform of public administration and includes a number of integral aspects.

Today, Ukraine is in dire need of changes and reforms that would lead to the optimization and effective management of society and the state. One of such important reforms is the transition from state to public management, and further improvement of the foundations and principles of public management. In the management of the state, where complex processes of transition to public management are taking place, there have always been advanced trends of deepening and expanding publicity in the activities of government institutions. This is the path taken by the "old" countries of Western democracy, as well as the countries of the post-socialist camp, the Baltic republics, which today have successfully joined the EU. Ukraine must follow this path if it tries to become a civilized part of the world. Hence, the system of state management should change dramatically, when the most appropriate in the management structure is an organic combination and effective interaction of public government and local self-government. Even more, the efficiency of civil society itself in the management of public affairs and state structures of power is growing. Socio-economic development and social-power relations at the present stage are already experiencing more and more new changes, both positive and negative. They are becoming very important for the state and society. Being complex and ambiguous, such developments and relations require introduction at the legislative and political levels of new governance systems and structures, which would involve mandatory involvement of the most active representatives of civil society in governance. Note that the period of transition to public management is complex, full of various management problems, requires time and competence of politicians, government, NGOs and more. It is evolutionary in nature, when publicity in governance must develop, and representatives of the branches of government will try to solve the problem of governing the state and society competently, transparently, responsibly, flexibly, openly, socially justly, effectively for the benefit of man as the main social capital.

The purpose of this study is to assess blockchain’s impact on the activities of various structures and bodies of the state administration. The levels of blockchain development and blockchain 3.0 characteristics, which can be used for organizational and managerial decisions when building digital systems of a service nature, are considered. The deficiencies of legal regulation that impede blockchain’s integration into such systems are noted. The international experience, where blockchain is already used at the level of the state administration, as well as state and municipal services, is considered. The authors pay attention to the difficulties of introducing digital technology in the state administration, which not only complicates digitalization but can also create new problems if applying incorrect simplifications of virtual and real systems. The blockchain introduction in state services meets the increased demand of society for openness, accessibility, and absence of bureaucracy and does not interfere with its monopoly on the administrative coercion function.

Network interaction in the governance of the system of administrative services provision is a process, conceptually directed to formation of a conscious and effective interaction of the subjects of services provision not only with the subjects of applying for services, but also with ordinary citizens of Ukraine. Among the tasks of the state policy coordinating the solution of this issue, it is quite urgent to intensify the involvement of citizens in the governance process. However, becoming and formation of the network interaction in the governance of the system of administrative services provision is hampered by a number of problematic aspects, namely: (i) low level of public confidence in the state sector; (ii) shortage of effective civil society institutions; (iii) weak introduction of e-governance activities; (iv) absence of any signs of support of the emerging civil society from the state and business sectors; (v) lack of a clear understanding of allocation of responsibilities and duties in the relationship. Abstract-logical analysis of theoretical and methodological foundations of network interaction is the methodological basis of the research. Also, for theoretical generalization and recommendations on formation of network interaction, scientific recommendations of Ukrainian and foreign scientists on the need to implement subject-subject relations in the governance of the system of administrative services provision were used. Studies have allowed to assert that a number of problems hinder the parity interaction between the subjects of governance. In addition, civil society is not considered by the public sector as a source of methods and means for improving the governance system, in particular, the governance of the system of administrative services provision. The network interaction of the subjects will allow implementing relationships aimed at continuous improvement of management activities in the system of administrative services provision and the entire system of public administration as an integrated management system.

Topicality. The processes of the reforming and transforming of the state administration system in the country, which have been going on for more than a quarter of a century and do not lead to a significant increase in the level of well-being and do not allow to achieve even the values of indicators of socio-economic development of the 1991th year’s level, determine the relevance of the development of conceptual and scientific- methodological approaches to the organization of management system and public administration in the national economy. The main conceptual idea is to determine the direction of further socio-economic development of society and to regulate the transformation of the national economy management system on the basis of the prevalence of the actual significance and effectiveness of the system of state administration over the fact of its functioning for the sake of its own existence.Aim and tasks. The purpose of the article is to determine the conceptual framework for the regulation of transformation processes in the system of public administration and management in order to effectively influence the changes in national economic system and facilitate its restructuring from the raw material type to the economic system oriented on creation of the maximum possible value added.Research results. The interrelation and interdependency of the power and the system of public administration are analysed. It is defined the character and degree of influence of civil society on political and socio-economical processes which take place in the state. The essence of problems of real democratization processes in society reducing and the emphasis on arising threats that are caused by alignment of the reform processes and the failure of the tasks fulfill for the transformation of the economic system are analyzed and solved.The threat of curtailment of the processes of democratization and attainment of objects of radical socio-economical reforms going on in the country are emphasized. The specific measures on forming of civil society as an active state governor and on creation of effective system of public administration and regulation are justified and proposed. The appropriateness and validity of the proposed regulatory measures has been proved.Conclusions. It is established that one of the necessary and priority tasks is to maintain and create conditions for the rise of civil society sprouts in our country and for developed civil society establishment, which will become the basis and the key to successful implementation of the public administration reform, and will facilitate the efficiency of state power, will increase the welfare of the population. It is also necessary to support political will and aspirations of political elites to build an effective national economic system.

the article is devoted to the study of the problems of ensuring the effectiveness of interaction between civil society and the state. The multifaceted nature of theoretical and practical issues, on the solution of which the effective interaction of civil society and the state depends, is noted. It is concluded that one of the most important prerequisites for ensuring effective interaction between civil society and the state is the institution of constitutional control over the provision and protection of human rights and freedoms, which includes several components.
