"Electronic government" is a system for organizing and developing a system of effective interaction between the state and civil society, openness of the activities of state bodies, increasing their responsibility in the information space. The article analyzes the experience of creation and stages of development of the "Electronic government" system in Uzbekistan and the Republic of Korea. It was found that the implementation of the concept of "electronic government" is closely related to the reform of public administration and includes a number of integral aspects.

Currently, the special importance of social partnership is acknowledged as an effective mechanism for involving the general public in participation in the socio-political, socio-economic and cultural life of the country in Uzbekistan. In this regard, the President of the Republic of Uzbekistan Sh.Mirziyoyev pointed out the need for consistent implementation: “the principle of mutual responsibility of citizens, the state and society, the connection of their rights and obligations. This principle serves as the basis for effective interaction between the state and the individual, the state and civil society in solving the important tasks facing our country. Purpose. The aim of the article is to identify the key features of the innovative system formation in the Republic of Korea, to evaluate its advantages and disadvantages in the way of transformation of innovative processes taking into account the trends of global economic development. Moreover, it is crucial to identify the main trends in development of the Korean innovative system for the innovative development of Ukraine that is experiencing the modernization of its public administration. Research methodology included the application of the theory and the practice of innovation as well as the concept of national innovative systems (NIS), the principles of economic and technological paradigm as a methodological basis for the analytical assessment; methods of systematic approach, analogy and goals structuring, generalization – for identification of the key determinants of NIS development and development of proposals for innovative policy improvement as a component of state strategy of social and economic development of Ukraine. Findings. The research has identified the success factors of South Korea's National Innovative System (NIS), namely: close cooperation between the state, business and the scientific community in shaping and realizing national innovative potential; leading role in the innovative process of large financial-industrial groups; models of technology transfer, creation of innovative and creative clusters; the strategic role of the state in regulating the innovative system. In addition, the research has singled out NIS deficiencies which determine the further course for the transformation of innovative processes, namely: the need for further institutional restructuring of large corporate structures, the lack of development of venture capital institutions, the need to develop their own innovative potential in the sectors of creative and digital economies as well as science and technologies. The basic lessons that can be learned from the experience of the Republic of Korea are formulated and substantiated for the formation of the newest model of the national innovation system in Ukraine on conditions of modernization of its public administration. Originality. Scientific novelty of the research comprises identification and substantiation of the specific features of national innovative systems based on the example of the NIS in the Republic of Korea and deepening the scientific, theoretical and practical provisions of a new innovative policy taking into account the possibilities of its implementation in the context of modernization of public administration in Ukraine. Practical value. The practical significance of the research results is conditioned by the possibility of using the findings and recommendations developed within the framework of the innovative strategy for the development of the Ukrainian economy. The problems and limitations of the current Korean NIS, identified during the research, warn against such mistakes in the implementation of the innovative strategy in Ukraine which will allow the authorities that are responsible for managing innovation processes on different levels to put them in place more accurately when forming the appropriate innovation mechanism as a component of strategic innovation development - technological cooperation, to develop and implement innovative programs within the framework of integration of the Ukrainian economy into the global world. The article discusses the interrelated relationship between education and the labour market. The balance of the labour market-university system is considered as the main problem. It is substantiated that today, with the state system's management, it is possible to achieve greater efficiency. In the absence of public administration, employers and universities find it difficult to find systematized solutions independently. The article presents some of the most relevant solutions, which are more practical for urgent correction of the situation.

In our state there are a number of complex problems in the field of information security that require urgent and radical solution. That’s why theoretical, methodological and political research of the problem of information security in Ukraine, which is experiencing a crisis phase of its development, is becoming especially relevant today. In order to develop an effective system of national information security, a detailed study of the experience of the leading countries of the world, which carry out effective information protection of their states and citizens, is necessary. Today there are national information security systems that have really proven their effectiveness and structural and functional perfection. Indeed, the successful development of a democratic state and civil society is possible only if the information resources are properly used and the state policy is implemented, which would ensure a high level of national information security. In the modern world, the basic principles and tools for the formation of effective information protection of the national security space have been developed already. At the same time, Ukraine needs to apply adequately the foreign experience of the most successful countries in this regard, correctly transforming it taking into account national specificity and the unique role of Ukraine in modern geopolitics. As an important indicator of the protection of citizens, society and state, information security is an integral part of national security. Therefore, its determination mainly focuses on preventing harmful effects that may result in various information threats, as well as eliminating and overcoming those effects with the least possible harm to society and humans. In this aspect, the study of not only the philosophical and phenomenological and socio-psychological determinants of information security of citizens, but also political and legal resources and mechanisms of protection of the information space of the state in the conditions of the functioning of the global information society acquires a special significance. А content analysis of the notion «information security» as a form of national security aimed at ensuring human rights and freedoms in relation to free information access, creation and implementation of secure information technologies and protection of the property rights of all participants of information activities, includes consideration of possible diversions in this area, especially at the international level. Today there is a situation of incompleteness of formation and fragmentary filling of the information space content of the country and the legislative base in our society. The efficiency of the information weapon itself has increased too quickly due to the rapid information circulation and the spread of information networks. As a result, mass media forms the «mass» person of our time, in turn this fact displaces traditional direct contacts, by dissociating people and replacing them by computers and television. At the same time it gives rise to apathy, uncritical attitude and indifference, it complicates the adequate orientation, causing the social disorientation. Informative safety has the human measuring. Therefore an important role in opposition to destructive external and internal informative influences is played by education of citizens. Her proper level called to provide the state and civil society. An in fact uneducated population easily is under destructive influence of informative threats of the modern global world. Unfortunately, Ukraine, does not have sufficient resources and technologies for adequate opposition to the external threats. Taking into account it strategy of forming of the national system of informative safety of our state can be only the maximal leveling of destructive influences from the side of external informative threats. To the end it is necessary to carry out democratic reforms Ukraine, generate civil society, to provide functioning of the legal state and increase of political and civil culture of population. At the same time it is necessary to bear reformers in a mind, that global nature of informative society predetermines rapid transformation of external threats in internal, converting them into permanent calls which are opened out within the limits of national in a civilized manner-informative and socio-political space. Besides modern global informative systems, mass medias, network facilities do a limit between external and internal threats almost unnoticeable.

The article examines and analyzes the process of the formation and development of the public administration system in the Republic of Kazakhstan. Attention is paid to the period after Kazakhstan declared its independence and the Republic’s secession from the USSR in 1991. The article provides a detailed analysis of the three stages of administrative reform aimed at the formation of a modern system of public administration in Kazakhstan; the work also contains a detailed description of the regulatory documents adopted at each stage. The system of training and education of civil servants in the Republic of Kazakhstan is described in detail; the main element is universities, which are the foundation in the system of training civil servants. The system of civil service and civil service personnel training is shown in the context of the socio-economic and political transformations of the Republic, its fundamental legislative acts and regulations, decisions of the country’s authorities, strategies, and state programs. The authors emphasize the close interconnection between the civil service and civil service personnel training system with the state policy of the Republic of Kazakhstan as an integral and most important part of the state. At the beginning of the article, there is a comparative analysis of the socio-economic development of Kazakhstan, based on information from the official international indices of economic and social development.

The article discusses the goals and principles of the State System of Scientific and Technical Information (SSSTI) of the Republic of Belarus as an integral part of the national innovation sphere, which accumulates, stores and processes data created in the country in the field of science and technology, their inclusion in the global information space and access of Belarusian users to its resources. The author provides a methodology for assessing and determining the optimal volume of expenditures for the SSSTI, its functioning and development.

The Article is devoted to the theoretical and legal heritage of the prominent Russian lawyer Vasily Nikolaevich Leshkov (1810–1881), his ideas about society as a subject of public administration, about the interaction of civil society and the police as subjects of the implementation of the law enforcement function. The methodological basis of the research is general scientific (historical, systemic, functional) and special (formal-legal, historical-legal, comparative-legal) methods of legal research. A theoretical legacy, V. N. Leshkov, which contemporaries did not understand, and the descendants of the forgotten, to comprehend the researchers in the twenty-first century.

Governments are showing an interest in, or incorporating, gamification into their governance processes and/or services to citizens. The article describes the concept of gamification, examines its potential from the point of view of using elements of the game in public administration, for example, on the websites of authorities and special platforms, as well as in offline mode. The conclusion is made about the goals of introducing gamification into the practice of public authorities. The state administration can not only be the author of these projects, but also assist civil society institutions (public associations, citizens) in their development.

The Ministry of Public Administration was established pursuant to the Act of 31 December 1944 on the appointment of the Interim Government of the Republic of Poland. The matters arising from the relations between the State and the Churches and religious denominations were handled by Department V, which in 1946 consisted of two sections addressing Christian and non-Christian denominations, respectively. The Socio-Political Departments in the Provincial Offices, which employed officials responsible for matters relating to religious denominations, were subordinate to Department V. The same held true in Starostwa Powiatowe [County Offices]. In 1947, Department V was divided into three units addressing matters of the Catholic Church, Christian Denominations and Non-Christian denominations, respectively, and one year later still one more department, i.e. the Department of General Matters, was established. Since 1947 matters relating to religious denominations fell within the competences of Department IV. The Department of Religious Denominations in the Ministry of Public Administration from its beginnings was responsible for shaping the policy of the State towards religious denominations. The aforementioned policy was supposed to be concordant with the directives and principles of the communist party. The socio-political reforms conducted by the Ministry of Public Administration in relation to the Churches and religious associations were one of the means of repression, which within the years 1944-1950 was in its initial phase based on the trial-and-error method. However, it was the cooperation of the Ministry with Urząd Bezpieczeństwa Publicznego [Public Security Office], and later the establishment of Urząd ds. Wyznań [Office in charge of Religious Denominations] in 1950 which changed and regulated actions of the communist authorities towards the Churches and religious associations in Poland regarding the matters concerning the relations between the State and the Church and religious associations. From then on the competences to date of Department IV of the Ministry of Public Administration were transferred onto the Office in charge of Religious Denominations.
