Abstract. Special needs children as a part of the group with social welfare problems need to get more attention to the fulfillment of their rights and needs in accomplishing their social functions. A problem that faced by persons with disabilities, especially for special needs children, is unfriendly environmental conditions. Yayasan Peduli Kasih ABK, a non-profit organization which has concern on disability issues commited to create a friendly environment for special needs in Mulyorejo Surabaya. they create the environment by providing services and organizing activities that can help families with special needs, community, and health workers to optimize early detection and basic treatment for special needs children. By the qualitative method, this study discusses the process of creating a special needs friendly environment through community development. The result of this study showed that the activities starting from group discussion, gathering the participation of special needs and families, socialization, assesment, counselling, training for health workers, talent assistance for children and parents. The activities as a whole can be interpreted as a community development because community awareness and concern raise through the participation of all components in society, that are local government, community health workers, the community itself, and families with special needs altogether make a change by utilizing resources from the community so that independence arise. Abstrak. Anak berkebutuhan khusus (ABK) sebagai salah satu bagian dari kelompok penyandang masalah kesejahteraan sosial perlu memperoleh perhatian lebih terkait pemenuhan hak-hak serta kebutuhan dalam proses melaksanakan fungsi sosialnya. Permasalahan yang dihadapi oleh penyandang disabilitas, khususnya bagi anak berkebutuhan khusus salah satunya adalah kondisi lingkungan yang belum ramah. Yayasan Peduli Kasih ABK, sebuah lembaga non-profit yang memiliki perhatian terhadap isu disabilitas berkomitmen untuk menciptakan lingkungan yang ramah anak berkebutuhan khusus di wilayah Kecamatan Mulyorejo Surabaya melalui penyediaan layanan dan penyelenggaraan kegiatan yang dapat membantu keluarga dengan ABK, masyarakat, dan fasilitas kesehatan untuk optimalisasi deteksi dini serta penanganan dasar bagi ABK. Dengan metode kualitatif, penelitian ini membahas proses mewujudkan lingkungan ramah ABK melalui upaya pengembangan komunitas. Hasil penelitian menunjukkan bahwa aktvitas yang diinisiasi mulai dari diskusi kelompok, menghimpun partisipasi ABK dan keluarga, sosialisasi, assesment dan konsultasi psikologis, pelatihan bagi kader dan tenaga kesehatan, hingga pendampingan minat dan bakat bagi ABK dan orang tua secara utuh dapat dimaknai sebagai upaya pengembangan komunitas, karena kesadaran dan kepedulian komunitas tumbuh melalui adanya partisipasi seluruh komponen masyarakat yaitu pemerintah lokal, tenaga kesehatan setempat, komunitas warga, dan keluarga dengan anak berkebutuhan khusus untuk mewujudkan suatu perubahan dengan mendayagunakan sumber yang berasal dari komunitas sehingga timbul kemandirian.

The offer of leisure time activities for persons with disabilities in the Czech Republic is still not paying enough attention. Our aim is to find out what is the offer of services and obstacles for the expansion of its menu. These findings can then be used for more effective support to the development of these bodies, extensions and targeting of activities for persons with a Disability or other special needs. Research investigation was attended by 40 of 165 originally polled bodies (educational and nonschool organizations, commercial businesses and non-profit organizations) in the 6 counties. 55 % of them carries out actions for persons with a disability, most commonly combined and physical. The children of school age are the main focused group, and it is a single (rather than annual) event is an educational and artistic focus. Although it is based on 97,5 % of organizations to implement meaningful events for persons with a Disability, has only 25 % of them plenty of information and resources for their implementation.

The law stresses that education is the right of all citizens, including children with special needs. The need for education is the same as school-age children in general, but the training provided is adjusted to the specifics of the children. It is certainly guaranteed that all children need character education and akhlaqul karimah. This research aims to explore how character education and akhlaq in children with special needs in Al-Ghazali Jatinangor Inclusion Elementary School. The method used is phenomenological quality research. The data is collected in by observations, interviews, documentations, and Focus Group Discussion (FGD). Then, it was analyzed using interactive analysis techniques. The results indicate that the education program at Al-Ghazali Inclusion Elementary School is different from most other elementary schools. It has long hours of activities and most of the  time conducted at school activities are filled with daily routines that build consistent characters and akhlaqul karimah for both children.

ABSTRAK Anak dengan penyandang disabilitas adalah kelompok khusus yang beresiko terpapar COVID-19. Mereka melakukan activity daily living, mobilitas dan komunikasi membutuhkan pendampingan dari orangtua maupun pengasuhnya. Mereka memiliki keterbatasan dalam memahami bagaimana pencegahan penukaran COVID-19. Identifikasi permasalahan yang dihadapi mitra adalah pengetahuan pengurus Paguyuban Peduli Penyandang Disabilitas SEMAR CAKEP tentang perawatan anak penyandang disabilitas di masa pandemi COVID-19 masih kurang dan belum ada penyuluhan tentang perawatan anak penyandang disabilitas di masa pandemi COVID-19 oleh petugas kesehatan. Tujuan kegiatan PKM ini adalah memberdayakan atau pendampingan pengurus Paguyuban Peduli Penyandang Disabilitas SEMAR CAKEP tentang perawatan anak penyandang disabilitas di masa pandemi COVID-19. Metode yang digunakan adalah pendampingan dengan memberikan pengetahuan tentang perawatan anak penyandang disabilitas di masa pandemi COVID-19 dan Masalah nutrisi pada cerebral palsy. Hasil Kegiatan ini terdapat peningkatan pengetahuan sebanyak 10 orang (91%) dan yang memiliki pengetahuan rendah sebanyak 1 orang (9%). Peningkatan upaya promotif dan preventif sebagai upaya deteksi dini pencegahan anak penyandang disabilitas terpapar COVID-19. Keberadaan pendamping bagi anak berkebutuhan khusus memiliki makna yang berarti bagi proses perlindungan dan tumbuh kembangnya. Diharapkan dengan implementasi ini, pengurus paguyuban peduli penyandang disabilitas SEMAR CAKEP bisa menerapkan dan memberikan informasi kepada orang tua dalam perawatan anak penyandang disabilitas di masa pandemi COVID-19. Kata  Kunci : Paguyuban; Perawatan Anak Disabilitas; COVID-19  ABSTRACT Children with disabilities are a special group who are at risk of being exposed to COVID-19. They carry out a daily living, mobility, and communication activities that require assistance from parents and caregivers. They have limitations in understanding how to prevent the exchange of COVID-19. The identification of problems faced by partners is the knowledge of the Paguyuban Caring for Persons with Disabilities, SEMAR CAKEP management about caring for children with disabilities during the COVID-19 pandemic is still lacking and there has been no counseling about the care of children with disabilities during the COVID-19 pandemic by health workers. The purpose of this PKM activity is to empower or assist the administrators of the SEMAR CAKEP Care for Persons with Disabilities regarding the care of children with disabilities during the COVID-19 pandemic. The method used is assistance by providing knowledge about the care of children with disabilities during the COVID-19 pandemic and nutritional problems in cerebral palsy. The results of this activity there was an increase in knowledge by 10 people (91%) and 1 person (9%) who had low knowledge. Increasing promotional and preventive efforts as an effort to prevent children with disabilities from being exposed to COVID-19. The existence of a companion for children with special needs has meaningful meaning for the process of protection and development. It is hoped that with this implementation, the management of the association caring for people with disabilities, SEMAR CAKEP, can apply and provide information to parents in caring for children with disabilities during the COVID-19 pandemic. Keywords: Association; Care for Children with Disabilities; COVID-19

In a village government, the need to carry out social functions internally and externally can significantly affect the survival of the village. Therefore, the principle of leadership is of paramount importance for the achievement of a village’s objectives. In this regard, leadership is influential to several aspects of an organization, including the members' work performance and work satisfaction. Thus, the achievement of work satisfaction is a crucial objective to generate optimum performance and contribute to community development. Employing a qualitative method, the study found that the role of a village head is very influential in directing, guiding, and encouraging the village apparatus in carrying out their duties and contributing to the village development. Moreover, the village head’s leadership has contributed to the achievement of work satisfaction due to several factors, such as the job desk that matches each individual's abilities, feedback, and a fair payment system.

ABSTRAK Penelitian ini dilatarbelakangi oleh adanya pendidikan yang diperuntukkan bagi semua anak, termasuk anak berkebutuhan khusus. Anak berkebutuhan khusus memiliki karakter yang berbeda-beda, khususnya slow learner dalam pembelajaran mengalami keterlambatan dalam memahami materi. Oleh karena itulah diperlukan peran orangtua dan guru pembimbing khusus untuk membantu memberikan pendidikan yang lebih baik sesuai dengan karakternya. Rumusan masalah penelitian ini yaitu bagaimana peran orangtua dan guru pembimbing khusus kepada slow learner di SD Negeri 5 Arcawinangun. Tujuan penelitian ini yaitu untuk mengetahui peran orangtua dan guru pembimbing khusus kepada slow learner di SD Negeri 5 Arcawinangun. Jenis penelitian ini yaitu penelitian kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dokumentasi dan triangulasi sumber. Hasil penelitian ini menunjukan bahwa terdapat beberapa peran orangtua yaitu meliputi: orangtua sebagai pendamping utama, orangtua sebagai advokat, orangtua sebagai guru, orangtua sebagai diagnostian. Serta peran guru pembimbing khusus yang meliputi: merancang dan melaksanakan program kekhususan, melakukan identifikasi, asesmen dan menyususn program pembelajaran individual, memodifikasi bahan ajar, melakukan evaluasi, dan membuat laporan program dan perkembangan anak berkebutuhan khusus. Dengan peran peran tersebut, maka sebagian besar anak berkebutuhan khusus di SD Negeri 5 Arcawinangun dapat memberikan layanan dengan baik. Saran untuk penelitian ini orangtua senantiasa mendorong anaknya untuk belajar bersungguh-sungguh di rumah dan di skolah, serta menyediakan fasilitas belajar yang mendukung perkembangan pendidikan bagi anaknya. Kata Kunci: peran guru pembimbing khusus, peran orangtua, slow learner   ABSTRACT Background of the study was the existence of education aimed at all children, including children with special needs. Children with special needs have different characters, thus affecting their learning achievement. Therefore, the role of parents and special tutors were needed to help them improve learning achievement. The research question of this research was how the role of parents and special guidance teachers towards learning achievement of children with special needs in SD Negeri 5 Arcawinangun. The focus of this research was the role of parents and special guidance teachers on learning achievement of children with special needs in grades 1, 2 and 3 of SD Negeri 5 Arcawinangun. The purpose of this study was to determine the role of parents and special guidance teachers on the learning achievement of children with special needs in Arcawinangun 5 Public Elementary School. This type of research was qualitative research with a case study approach. Technique of data collection was observation, interviews, documentation and source triangulation. The results of this research indicated that there were several roles of parents, namely: parents as the main companion, parents as advocates, parents as teachers, parents as diagnostics. As well as the role of a special mentor teacher which includes: designing and implementing specific programs, identifying, assessing and arranging individual learning programs, modifying teaching materials, evaluating, and making program reports and development of children with special needs.With this role, most of the children with special needs in SD Negeri 5 Arcawinangun can improve their learning achievement well.Suggestions of this research were parents always encourage their children to study seriously at home and at school, and provide learning facilities that support the development of education for their children. This meta-analysis aimed to analyze the oral health inequalities among special needs children during 2004–2019 in Asia to reveal the importance and the needs of establishing integrated and equitable special needs dentistry care system in Indonesia. PubMed, Scopus, Cochrane Library, Web of Science, and Wiley Online Library were systematically searched for full-text observational studies published from 1 January 2004 to 15 January 2020, in English in Asia. Studies that included children under 18 years of age with special needs and compared them to healthy controls were selected. Study quality was assessed using the Joanna Briggs Institute 2017 Critical Appraisal Checklist. Risk of bias was assessed using the ROBINS-E tool. The decayed, missing, and filled permanent teeth (DMFT) index indicated that special needs children who suffer from intellectual disability or autism spectrum disorder had significantly more caries than normal children (p < 0.001). The special needs children who had more caries than normal children lived in countries that had a high average DMFT value among 12 years old children (p < 0.001), and these two variables showed a positive correlation in meta-regression analysis (p < 0.001). Having an integrated and equitable care system and elevating children’s oral health are important to maintain special needs children’s oral health.
