Role of Village Head’s Leadership in Increasing Work Satisfaction of Apparatus of Mokupo Village, Karamat District, Buol Regency

In a village government, the need to carry out social functions internally and externally can significantly affect the survival of the village. Therefore, the principle of leadership is of paramount importance for the achievement of a village’s objectives. In this regard, leadership is influential to several aspects of an organization, including the members' work performance and work satisfaction. Thus, the achievement of work satisfaction is a crucial objective to generate optimum performance and contribute to community development. Employing a qualitative method, the study found that the role of a village head is very influential in directing, guiding, and encouraging the village apparatus in carrying out their duties and contributing to the village development. Moreover, the village head’s leadership has contributed to the achievement of work satisfaction due to several factors, such as the job desk that matches each individual's abilities, feedback, and a fair payment system.

The Role of Tourism Office Batu City and Punten Village Government in tourism empowerment is very influential to the progress of Apple Picking Tour which is located in Punten Village, Batu City. This research aims to describe the role of Culture and Tourism Office also The Village Government in manifestation and implementation the mechanism of the tourism maximally. The research uses qualitative method with data collection techniques through interview, observation, and documentation. Data analysis is done in several stages, including data eduction, data presentation and taking the conclusion. The results show that the role of Culture and Tourism Office and Village Government in empowering An Apple Picking Tour was carried through collaboration and give encouragement to the society, to establish the Group of Tourism Consciousness/Kelompok Sadar Wisata, and Joint Farmer group/Gabungan Kelompok Tani (Pokdarwis & Gapoktan), having coordination among the Culture and Tourism Office, Village Government and community, and also to have a Development Plan Deliberation (Musrenbang) in a village level. Peranan Dinas Pariwisata Kota Batu dan Pemerintah Desa Punten dalam pemberdayaan wisata sangat berpengaruh pada perkembangan wisata petik apel yang ada di Desa Punten, Kota Batu. Penelitian ini bertujuan untuk menggambarkan peranan Dinas Pariwisata Kota Batu serta Pemerintah Desa Punten dalam memajukan pariwisata secara maksimal, terutama wisata petik apel yang ada di Desa Punten. Penelitian ini menggunakan metode kualitatif dengan tehnik pengumpulan data melalui wawancara, observasi dan dokumentasi. Analisis data dilakukan dengan beberapa tahap, diantaranya reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa peranan Dinas Pariwisata Kota Batu serta Pemerintah Desa Punten dalam mengembangkan wisata petik apel dilakukan melalui kerjasama dan memberikan dorongan kepada masyarakat dengan membentuk Kelompok Sadar Wisata dan Gabungan Kelompok Tani (Pokdarwis & Gapoktan), melakukan koordinasi antara Dinas Pariwisata, Pemerintah Desa dan masyarakat, serta mendorong adanya musrembang di tingkat desa.

A fundamental change in the government system in Indonesia after the reforms is the implementation of decentralization and real regional autonomy. Giving village funds is a form of fulfilling the village's rights for the implementation of its own autonomy to grow and develop following diversity, participation, autonomy, empowerment, democratization of the community and increasing the role of the village government in order to provide services and improve the welfare of the community in areas that are adrift . Therefore, this study aims to reveal the impact of village fund policies on improving people's welfare and reducing unemployment in Ponggok Village, Tegalrejo Village, and Kalangan Klaten Village. Ponggok village was chosen because it is a pilot village that has managed to manage village funds provided for the welfare of its people. Ponggok Village uses its village funds to provide infrastructure to support the sustainability of Ponggok Tourism Village, conduct training programs, toilets for each house, as well as other assistance that can improve the welfare of its citizens, and the entire community participates in the programs. As a result, the program can significantly reduce unemployment. Tegalrejo Village uses its village funds to improve village infrastructure and train its community. Desa Kalangan uses its village funds to improve village infrastructure, reforestation, training and community development. However, the results of the management of the village fund of the two villages have not been able to improve the economy and reducing unemployment, due to the lack of community participation in the programs being implemented. Abstract: This research aims to determine and test the effectiveness of the role of the village government in creating a Tourism Village strategy to build competitive advantage in the Era of Industry Revolution 4.0 and to find out the factors that hinder and influence the role of the village government in managing the village of Blimbingsari Tourism Village which is a Special Interest Tourism Village (Spiritual). This research used descriptive qualitative method. The informants in this research were the Headman of Blimbingsari, Village Secretary, BUMDes Treasurer, Secretary of the Tourism Committee, Homestay Owners, Village Community Leaders and Academics. The technique of data collection is done by using triangulation technique (combined), the results of qualitative research emphasize the quality of the meaning of good research.The research results obtained by researchers from interviews, observations, and documentation are the role of the Blimbingsari Tourism Village Government to be carried out well. The Blimbingsari Tourism Village Government has a good role as a stabilizer, innovator and motivator. The provision of internet infrastructure and human resource development is a factor in the development of Blimbingsari tourism village in building competitiveness in the era Industry Revolution 4.0. Abstrak: Penelitian ini bertujuan untuk mengetahui dan menguji efektifitas peran pemerintah desa dalam menciptakan strategi Desa Wisata untuk membangun keunggulan bersaing di Era Revolusi Industri 4.0 serta mengetahui faktor-faktor yang menghambat dan mempengaruhi peran pemerintah desa dalam pengelolaan desa Desa Wisata Blimbingsari yang merupakan Desa Wisata Minat Khusus (Rohani). Penelitian ini menggunakan metode deskriptif kualitatif. Informan dalam penelitian ini yaitu Perbekel Desa Blimbingsari, Sekretaris Desa, Bendahahara BUMDes, Sekretaris Komite Pariwisata, Pemilik Homestay, Tokoh Masyarakat Desa dan Akademisi. Teknik pengumpulan data dilakukan dengan teknik triangulasi (gabungan), hasil penelitian kualitatif lebih menekankan pada kualitas makna penelitian yang baik.Hasil penelitian yang didapat peneliti dari wawancara, observasi, dan dokumentasi adalah peran Pemerintah Desa Wisata Blimbingsari dilakukan dengan baik. Pemerintah Desa Wisata Blimbingsari memiliki peran yang baik sebagai stabilitator, innovator dan motivator. Pengadaan infrastuktur internet dan pengembangan sumber daya manusia menjadi faktor pada pengembangan desa wisata Blimbingsari dalam membangun daya saing di era Revolusi Industri 4.0.

This research was conducted at the office of Dulohupa Village ofBoliyohuto District. The village government role in community development in the village Dulohupa Boliyohuto District of Gorontalo district, very important to support the conditions of this village because most of the people in this village have subsistence corn farmers so as to enable the empowerment of corn plants.The aims of this research were to determine and analyze the extent of countryside government and factors that encourage and inhibit the role of countryside government in supporting the income of corn farmer at Dulohupa village, Boliyohuto sub district of Gorontalo district. The results showed that the village government Doluhupa plays an important role to determine the appropriate steps to increase incomes of farmers’ corn or empower the people in the village of the District Dulohupa Boliyohuto.

The Village

Capacity building of human resources is needed in order to improve the effectiveness, efficiency, and responsiveness of village government performance. Based on this view, this study to analyze the strengthening of village government capacity in relation to the implementation of Village Law No. 6 of 2014 in Sinjai District Especially in Sanjai Village. This research uses the qualitative method. Data collection techniques are conducted with in-depth and open interviews, direct observation or observation in the field as well as a review of the relevant written documents. The results of the research indicate that strengthening the capacity of the village government should still be met in terms of recruitment, working conditions, leadership, organizational culture, and managerial structure. Ongoing training and active participation from village government to attend training undertaken by the district government are a contributing factor to strengthening the capacity of the Sanjai Village government. In addition to supporting factors, it is found inhibiting factors such as low participation of the community and inactive role of village institutions.

Abstract: The fee collected by the Village Government in implementing PTSL activities resulted in the Village Government in various regions being affected by Hand Catching (OTT) by Tim Saber Pungli. This causes constraints on the implementation of PTSL in various regions. This condition is different from the activities of PTSL in Semarang Regency which went smoothly due to the Village Regulation as a basis for the implementation of PTSL implementation. The purpose of this study was to determine the implementation of the Village Regulation as an instrument supporting PTSL implementation. The method used is a qualitative method with a descriptive approach. Based on the results of the study, the implementation of the Village Regulation was based on the results of deliberation and was not a one-way policy from the Village Government. Therefore, the Village Regulation has a role in implementing PTSL activities. It is the role of the Village Regulation that helps implement PTSL in Semarang Regency. The steps that need to be taken are improvement of the Village Regulation so that it is more efficient and effective in order to achieve the expected goals and justice.Keywords: fee collection, village government, village regulation, deliberation, roleIntisari: Pungutan biaya yang dilakukan Pemerintah Desa dalam pelaksanaan kegiatan PTSL mengakibatkan Pemerintah Desa di berbagai daerah terkena Operasi Tangkap Tangan (OTT) oleh Tim Saber Pungli. Hal ini menyebabkan terkendalanya pelaksanaan PTSL di berbagai daerah. Kondisi ini berbeda dengan kegiatan PTSL di Kabupaten Semarang yang berjalan lancar karena adanya Peraturan Desa sebagai dasar pegangan dalam pelaksanaan PTSL. Tujuan penelitian ini untuk mengetahui pelaksanaan Peraturan Desa sebagai intrumen pendukung pelaksanaan PTSL. Metode yang digunakan yaitu metode kualitatif dengan pendekatan deskriptif. Berdasarkan hasil penelitian, pelaksanaan Peraturan Desa didasarkan atas hasil musyawarah dan bukan merupakan suatu kebijakan yang bersifat satu arah dari Pemerintah Desa. Oleh karena itu, Peraturan Desa memiliki peranan dalam pelaksanaan kegiatan PTSL. Peranan Peraturan Desa itulah yang mem-bantu pelaksanaan PTSL di Kabupaten Semarang. Langkah yang perlu diambil yaitu penyem-purnaan terhadap Peraturan Desa tersebut agar lebih efisiensi dan efektif dalam rangka mencapai tujuan yang diharapkan serta mewujudkan keadilan.Kata kunci: pungutan biaya, pemerintah desa, peraturan desa, musyawarah, peranan

The Village

The purpose of this study is to describe the management of the Village Fund in empowering villagers and to find out the results of managing village fund allocations in community empowerment. The Village Fund Allocation Management Research in Community Empowerment was conducted at the Deket Kulon Village, the Deket District, Lamongan Regency. Village fund allocations are central and regional financial balance funds received by regencies / cities which are distributed in proportion to each village proportionally, at least 10% (ten percent). The allocation of village funds is intended for the administration of village government and community empowerment. This research uses a qualitative method with a descriptive approach. The results show that the results of village fund management can be used for environmental, economic and community empowerment. By emphasizing community participation as the key through the role of stakeholders so that the planned program can work effectively.

Abstract In the implementation of Village Fund Management, the Village Government cannot be separated from the role of Participation and the Village community as one of the stakeholders. Community participation is needed in the management of village funds as a form of transparency and accountability aspects that are a reference of the village funds themselves. The purpose of this study was to analyze the degree of community participation in the management of Sukodermo Village Fund, Purwosari Subdistrict, Pasuruan Regency, and the impacts arising from community participation in the management of Village funds. The research method in this study is a qualitative method. The results showed that community participation in the implementation of Sukodermo Village Fund Purwosari Subdistrict Pasuruan Regency was divided into 3 main focuses, namely: first, the level of community participation in the process of village fund management planning, second, the level of community participation in the implementation of village fund management, third, the level of community participation in Evaluation of fund management. Abstrak Dalam implementasi Pengelolaan dana Desa, Pemerintahan Desa tidak bisa lepas dari peran Partisipasi serta masyarakat Desa sebagai salah satu stakeholders. Partisipasi masyarakat sangat dibutuhkan dalam pengelolaan dana Desa sebagai bentuk aspek transparansi dan akuntabilitas yang menjadi acuan dari dana Desa itu sendiri. Tujuan penelitian ini adalah menganalisis derajat partispasi masyarakat dalam Pengelolaan dana Desa Sukodermo Kecamatan Purwosari Kabupaten Pasuruan, serta dampak yang muncul akibat partisipasi masyarakat dalam pengelolaan dana Desa tersebut. Metode Penelitian dalam penelitian ini adalah metode kualitatif. Hasil penelitian menunjukkan bahwa partisipasi masyarakat dalam Implementasi dana Desa Sukodermo Kecamatan Purwosari Kabupaten Pasuruan terbagi dalam 3 fokus utama yakni: pertama, Tingkat Partisipasi Masyarakat dalam Proses Perencanaan Pengelolaan dana Desa, Kedua, Tingkat Partisipasi Masyarakat dalam Pelaksanaan Pengelolaan dana Desa, Ketiga, Tingkat Partisipasi Masyarakat dalam Evaluasi Pengelolaan dana.

The Village

This study aimed to determine the role of the village government in managing pine forest tourism to increase the Village Original Revenue (PAD) in Bendosari Village, Pujon District, Malang Regency and identify the problems faced by the Bendosari Village Government. The study used a qualitative method with data collection technique using a combination of interviews, observation, and documentation triangulation. While the sampling technique used Puporsive Sampling. From this research, the results showed that the role of Bendosari village government were disseminating and planning the development of pine forest tourism areas, forming POKDARWIS, conducting tourism promotion on social media, and conducting comparative studies in other tourist villages. While the factors that influenced the implementation were the natural conditions that were affected during the rainy season and the human resources, such as the lack of awareness and ability of the community to manage the pine forest tourism. So there is a need for an intensive training and mentoring from the Bendosari village government.

The gampong government is a group of people the community has trusted because of their abilities and good backgrounds. In this case, the role of the gampong government is closely related to fostering religious activities. Because it is used as a guide for religious activities in the community, we want to know what roles the village government plays in fostering religious activities. The existence of religious activities is fundamental in human life, especially during a pandemic recently. This study uses a qualitative method that aims to find out the kind of activities in the village Ie Masen. This study found that teaching and learning tajwīd and reading Al-Quran activities are fully supported by the gampong Doy Banda Aceh government.
