AbstractThe Commissioner for Human Rights is a government institution that provides protection for the rights of the people in the Republic of Tatarstan, Russia. The establishment of the Human Rights Commissioner in the Russian Federation as a state body is one of the most important achievements of the transformation of democracy in Russia. In the Republic of Tatarstan, the Institute of Commissioners for Human Rights was established in 2000 in accordance with the Constitution of the Republic of Tatarstan to strengthen guarantees of state protection of human and civil rights and freedoms, to promote their observance and respect. by state agencies, local governments and officials. This study aims to explain how the Policies of the Commissioner for Human Rights in the Republic of Tatarstan are related to public services and to find out how the Commissioner for Human Rights of the Republic of Tatarstan provides the best service for the entire community. The method used in this research is a qualitative research method with a descriptive analysis approach. The results show that the Commissioner for Human Rights in the Republic of Tatarstan has made a policy that is appropriate for the welfare of the community and carries out its duties properly based on the main duties and functions of the Commissioner for Human Rights in the Republic of Tatarstan.Keywords: Policy, Commissioner for Human Rights, Public Services, Society of the Republic of Tatarstan, Russia AbstrakKomisaris Hak Asasi Manusia merupakan sebuah lembaga pemerintahan yang memberikan perlindungan terhadap hak masyarakat di Republik Tatarstan, Rusia. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif dengan pendekatan deskriptif analisis. Hasil penelitian menunjukkan bahwa Komisaris Hak Asasi Manusia di  Republik Tatarstan telah membuat suatu kebijakan yang tepat bagi kesejahteraan masyarakat dan menjalankan tugasnya dengan baik berdasarkan tugas pokok dan fungsi Komisaris Hak Asasi Manusia di Republik Tatarstan.Kata Kunci: Kebijakan,  Komisaris Hak Asasi Manusia, Pelayanan Publik, Masyarakat Republik Tatarstan, Rusia АннотацияУполномоченный по правам человека - это государственное учреждение, обеспечивающее защиту прав людей в Республике Татарстан, Россия. To date, in public opinion, as well as in the scientific community, there have been polar assessments of the activities of the ombudsmen in the constituent entities of the Russian Federation (hereinafter referred to as the Ombudsman): from “bureau for redirecting complaints” to “a unique institution for the protection of human and civil rights and freedoms”. The spectrum of opinions, as a rule, is formed through the study of analytical materials (annual and special reports), or it can be formed from the subjective experience of a researcher (respondent) addressing the Ombudsman, taking into account the results of a specific complaint consideration.The activities of ombudsmen to ensure state protection of human and civil rights and freedoms are quite versatile.Therefore, in this article, we made an attempt to analyze the human rights activities of the Ombudsman not from the standpoint of the effectiveness of decisions made on complaints received in a particular sphere of relations, but through the prism of its ability to generally influence the law enforcement practice of state authorities, local governments and organizations, performing publicly significant functions.

The cognitive of the author is aimed at the constitutional and legal representation of decisions of state power, on the limitation of human rights and the body of a person in a pandemic, studying the problem of constitutional and legal regulation of guarantees of human rights and freedoms, as well as putting forward proposals for their extrapolation. The regulatory framework for the study was made up of legal acts of the Russian Federation and the Republic of Azerbaijan. The theoretical basis was the works of legal scholars. The methodological foundations of the research are the general dialectical method of scientific knowledge, methods of an empirical and theoretical nature, as well as special legal methods (formal legal, comparative legal). In the course of the study, official documents are explicated and analyzed that regulate the implementation of human rights and freedoms and establish guarantees in this area. Particular attention is paid to the comparative and analytical analysis of the texts of these documents, their legal and technical design, their correlation with other regulatory legal acts. As a result of the research, the author came to the apodictic conclusion that gaps are revealed in legislative acts – lack of norms regulating situations within the scope of legal impact, as well as collisions – disagreements or contradictions between individual legal norms. These problems turn the guarantees of human and civil rights and freedoms established by legislation into legal fictions. On the basis of the analysis, a well-grounded author’s position on improving the normative regulation of guarantees of human rights and freedoms, ways of eliminating gaps and collisions from the relevant acts is proposed. Raising the level of legal regulation will ensure the effectiveness and efficiency of guarantees of human rights and freedoms, will contribute to raising the level of legal culture in society.

The subject of this article is the problems of the nature, essence and purpose of prosecutorial activity. The purpose of the article is to study and justify the role of the human rights function in prosecutorial activities in the concept of a modern legal state. At the heart of prosecutorial activity is the implementation of the main function of the Prosecutor’s office – its rights and freedoms, their protection. This means that any type (branch) of Prosecutor's supervision is permeated with human rights content in relation to a citizen, society, or the state. This is confirmed by the fact that the Federal law “On the Prosecutor's office of the Russian Federation” establishes an independent type of Prosecutor's supervision-supervision over the observance of human and civil rights and freedoms. It is argued that the legislation enshrines the human rights activities of the Prosecutor's office as its most important function. It is proposed to add this to the Law “On the Prosecutor's office of the Russian Federation”.

The aim of the paper is to describe the supply of public services in the field of social protection - old age (represented by expenditures in group 10, class 2 of COFOG classification) in relation to the demand for these services represented by the population in the age group 62+ related to the size and region of the local government unit. The analysis of supply and demand takes place at the level of individual local governments and the results are then presented in relation to the size of the municipality and the region. Two approaches were used for the analysis. The first focuses on the description of the current situation through the categorization of local governments according to the approach to the provision of services, and the second consists in regression analysis. The results of the regression analysis suggest that the size of the municipality and the region do not play as important a role in terms of access to the provision of the examined services as indicated by the first, descriptive analysis. To find a "pattern" for local authorities to decide on access to services for the elderly, further research will be needed that takes into account several socio-economic indicators.

Since introduced with Universal Declaration at 1948 by United Nations Organization, human rights  has becoming a main instrument in international law and national laws. In Indonesia, regulations  concerning human rights has been legalized by Act Number 39 Year 1999. Study is needed to  explosure the extend of the rules of human rights that has determined in Indonesia Laws. This  journal analyze Indonesia Nationality Law based on universal instrument of human rights by  descriptive analysis research. Its found that Act Number 12 Year 2006 concerning Nationality of the  Republic of Indonesia has accommodate universal instrument of human rights.

Introduction. The article presents the results of a study of communication in the system of local self-government of the Republic of Tatarstan as a subject of the Russian Federation conducted by the authors in November – December 2019. The study included a survey of representatives of regional media and press services of local authorities of the Republic of Tatarstan in order to determine the model of communication in the local government system and the role of PR-activities in the regulation of social interaction in the region. Methods and materials. The main method of studying was the method of expert survey. The authors developed a questionnaire, which was used during an interview with experts. When choosing an expert – a media representative for the interview – the authors took into account three factors: the rating of the represented media, the experience of the respondent in the regional media (at least five years) and the authority to make a key decision on the publication of the material. In order to identify the experts who are representatives of local self-government bodies, the authors of the article determined the following criteria: implementation of information and analytical activities in the structure of local self-government bodies, at least 5 years of experience as a head of a structural unit (public relations / media relations department) of local self-government bodies. Analysis. The analysis showed that the development of social media accelerates the process of establishing a two-way model of communication between the government and the public. Social media have become a full-fledged source of information both for the journalistic community and for the press services of local governments. Moreover, with the help of the content posted in posts on official accounts on social networks, local governments can attract residents of the municipal territory to participate in solving local issues. Constant monitoring, responding to comments, tracking negative content on social media are becoming everyday practices in the work of press services. Results. The results of the study indicate that over the past decade in the Russian Federation the necessary prerequisites have been formed for the formation of a bilateral symmetrical model of communication between local authorities and the population. This model is aimed at providing effective feedback that allows the local government to quickly respond to the aspirations and needs of the population, monitor their dynamics, constantly monitor the attitude and assessments of citizens of decisions made on the development of the city or region.

The article is devoted to topical issues of protection of human and civil rights and freedoms by an important state body — the prosecutor’s offi ce in two states — the Russian Federation and the People’s Republic of China. The author investigated the issue of the formation of prosecutorial supervision in the European space in the mechanism of statehood on the example of the Russian Federation and in the Asian space on the example of the People’s Republic of China.At the same time, the approaches of the two states to the protection of human rights at the constitutional level, which are regulated by the Constitution of the PRC and the Constitution of the Russian Federation, have been studied. The achievements of the Russian prosecutor’s offi ce in protecting human and civil rights and freedoms, which are the responsibility of the state, including on issues of observance of the labor rights of citizens, the right of citizens to protect life and health, are consecrated.The state program of action in the fi eld of human rights adopted by the State Council of the People’s Republic of China has also been studied in detail. Achievements in the social sphere are shown, which are provided not only by the state, but also by the prosecutor’s offi ce. The approaches of legal science in the two states are consecrated not only in the regulation of human and civil rights and freedoms, but also in their provision.Based on the material studied, the author concluded that it is possible to use the positive experience of Russia and China, mutually in both states, in order to ensure the protection of human and civil rights and freedoms in each of them.

"The aim of this study is to identify and critically assess the effects of appropriation of foreign political ideologies and practices in African political systems. This paper argues that there should be no leader, whatever his worth; look on his own personal problems to be exploited for the benefits of western’s Politics. Which will enable the African systems to develop, secondly, argues that Human Rights should be looked at to be an apportioned – responsibility, shared by both the former colonial powers and the current post-colonial political elites, rather than seeing Human rights promotion as yet another excuse to interfere or control other sovereign nations. The study will involve qualitative research involving reviewing other authors' literature, identifying current affairs, and critical assessing the ways in which neo-colonialism affects the different societies in transition from a colonial past to independence. The study is based on the fact that colonized countries, during the Cold War, suffered political oppression, economic exploitation, and social degradation, while alignment either with the capitalist or communist ideology failed. Currently there is a felt pressure to adopt a neoliberal ideology in order to access to have access to aid and investment. The study concludes with recommendations to third world leaders, to look at the people they lead as their responsibility, since no leader, whatever his/her worth, can replace the will of people. This results in a felt need to embrace democracy and such democratic values as: strong institutions, an independent judiciary and the separation of powers, individual and minority rights, and civil rights. The article discusses the features of the provision of public services in electronic form. The dynamics of the provision of public services in the Republic of Tatarstan is given. A review of the existing methodologies for assessing the quality of the provision of electronic public services is given. The authors’ methodology for assessing the quality of the provision of state and municipal services in electronic form is proposed. An authorized executive body has been identified which is responsible for organizing the assessment of the quality of services. Formulas of individual indicators of the technique are developed. As an example, the assessment of the provision of the public service “Providing information obtained in the course of accounting for reclaimed land” is calculated. A polygon of the effectiveness of the provision of state and municipal services in electronic form is proposed. Measures to eliminate identified deficiencies in the provision of services are proposed. The authors make the conclusion about the importance of assessing the quality of services and the relevance of the proposed methodology.

Human society is not a history of ideas, as such, of the activities or the vicissitudes of destinies, the so-called historical personalities acting according to the arbitrariness of their mind and heart. The history of society has its “earthly basis”. This is, first of all, the history of the development of people, their existence, traditions of the people, spirituality, moral values, economic development, rules of conduct, laws of the country in which you live, in short, the ideology of the state and how it is presented by the authorities through the media.  But in Russia, as stated in article 13 of the Constitution of the Russian Federation, "No ideology can be established as a state or mandatory." The same Constitution recognizes “ideological diversity”.  Subsequent postulates of the same Constitution of the Russian Federation refute the foregoing.
