Abstract.Globalization of information has placed Indonesia as part of the world information society, thus requiring the establishment of regulations on information and electronic transactions at the national level as answers to developments that occur, both at regional and international levels.Based on these conditions, the Government of the Republic of Indonesia has enacted the Law of the Republic of Indonesia Number 11 of 2008 concerning Information and Electronic Transactions (hereinafter abbreviated as ITE Law) in the State Gazette of the Republic of Indonesia of 2008 Number 58.Information technology is very useful for university development strategies. Some forms of university development strategies that can utilize information technology and electronic transactions, namely the fields of education, research and development of science, development of the field of community service, development of human resources, development of fields of cooperation, development of university management, development of facilities and infrastructure and development source of funds.The provisions in the ITE Law (including the threat of sanctions) certainly constitute one side of normative efforts to protect the development of higher education institutions that have used information technology. In addition to the provisions of the prohibitions in the ITE Law, it also regulates matters that are prohibited but are considered not criminal acts, because one's actions are intended to conduct research activities, test Electronic Systems, to protect the Electronic System itself legally and not fight law. This provision encourages and protects lecturers / researchers from universities or research institutes of universities to conduct research for research institutions. Keywords: ITE Law, Electronic Transactions, Information Technology. Abstrak.Globalisasi informasi telah menempatkan Indonesia sebagai bagian masyarakat informasi dunia sehingga mengharuskan dibentuknya pengaturan tentang informasi dan transaksi elektronik di tingkat nasional sebagai jawaban perkembangan yang terjadi baik di tingkat regional maupun internasional.  Berdasarkan kondisi tersebut maka Pemerintah Negara Republik  Indonesia telah  mengundangkan  Undang-Undang Republik Indonesia Nomor 11 Tahun 2008 tentang Informasi dan Transaski Elektronik  (selanjutnya disingkat UU ITE) dalam Lembaran Negara Republik Indonesia Tahun 2008 Nomor 58. Teknologi informasi sangat bermanfaat untuk strategi pengembangan perguruan tinggi.  Beberapa wujud strategi pengembangan  perguruan tinggi yang dapat  memanfaatkan teknologi informasi dan transaksi elektronik yaitu bidang pendidikan, penelitian dan pengembangan ilmu, pengembangan bidang pengabdian kepada masyarakat, pengembangan sumber daya manusia, pengembangan bidang kerjasama, pengembangan manajemen perguruan tinggi, pengembangan bidang sarana dan prasarana dan pengembangan sumber dana. Ketentuan dalam UU ITE (termasuk ancaman sanksinya) tentu merupakan satu sisi upaya normatif  untuk melindungi pengembangan perguruan tinggi  yang telah memanfaatkan  teknologi informasi. Di samping adanya ketentuan larangan-larangan tersebut dalam UU ITE juga mengatur  hal-hal yang merupakan larangan tetapi dianggap bukan tindak pidana, karena perbuatan seseorang itu ditujukan untuk melakukan kegiatan penelitian, pengujian Sistem Elektronik, untuk perlindungan Sistem Elektronik itu sendiri secara sah dan tidak melawan hukum.  Ketentuan ini  mendorong dan melindungi  para dosen/peneliti perguruan tinggi atau lembaga penelitian perguruan tinggi  melakukan penelitian-penelitianbagi  lembaga penelitian. Kata Kunci: Undang-Undang ITE, Transaksi Elektronik, Teknologi Informasi.

           Procurement of goods/services is an activity to obtain goods/services by the Ministry/Institution/Regional Working Units/Institutions that started from the process of planning requirements until completion of all activities to obtain goods/services. Procurement of goods/services must be carried out in an efficient, effective, transparent, open, competitive, fair/non-discriminatory and accountable in accordance with the Decree of the President of the Republic of Indonesia Number 70 Year 2012 concerning the second amendment of Presidential Decree Number 54 Year 2010 on the procurement of goods/services of the government. In order to realize this, institutions apply e-procurement. E-procurement is the procurement of goods/services that are implemented using information technology and electronic transactions in accordance with statutory provisions. The purpose of this study was to determine the effect of e-procurement on the effectiveness and efficiency of the procurement of goods/services. Research was conducted at Kantor Layanan Pengadaan Barang/Jasa Pemerintah Kabupaten Bogor located in Nyaman’s Street No. 01 Tengah Cibinong Bogor. It is an organizational unit of the Ministry/Agency/Local Government/Institutions that function at implementing permanent procurement of goods/services, and can work independently or attached to other existing unit. The results showed that there is a positive and significant effect in the use of e-procurement on the effectiveness and efficiency of the procurement of goods/services at Kantor Layanan Pengadaan Barang/Jasa Pemerintah Kabupaten Bogor

THE PORTUGUESE PARLIAMENTARY ELECTIONS OF 19 JULY 1987 initiated a profound change in the Portuguese party system and in the system of government. From 1974 onwards, Portugal had moved peacefully towards a democratic political system, enshrined in the 1976 Constitution. This evolution lasted about eight years and culminated in the revision of the Constitution in 1982. From 1982 onwards the present political regime has been a democratic one, coexisting with a capitalist economic regime attenuated by state monopoly in key sectors and by public companies which were nationalized between 1974 and 1976. It is also since 1982 that the system of government has been semi-presidential. There is pure representativeness as referendums do not exist at national level and have never been regulated at local level. But the government is semi-presidential in the sense that, owing to French influence, it attempts to balance Parliament with the election of the President of the Republic by direct and universal suffrage.

This research is aimed to examine the association of human resources’ competencies and information technology on the implementation of government accrual based accounting on the state assets management. As mandated by Government Regulation No. 71 of 2010 concerning Government Accounting Standard, the Government of the Republic  of  Indonesia  should  prepare  its  financial  reports  based  on  accrual  accounting  by  2015.  This  study examines the practice of implementation of accrual  accounting in the management and administration of state asset. The examination conducted in this study is different from previous studies which gave more highlight on the preparation and the implementation of accrual accounting in general, while this stud y gives more focus on one specific object in accrual accounting, that is state assets.  This study conducts survey by using questionnaires which are then distributed to units in line ministries and government that responsible in managing state assets. 250  questionnaires  were  distributed  to  16  line  ministries  and  3  government  institutions,  234  of  those  were successfully returned. From the questionnaires returned, 188 are considered valid.  The result ot the study shows that the competence of human resources is associated with the application of accrual accounting on government assets. While, the information technology has different result, it is not associated with the application of accrual accounting on government assets. Keywords: accrual accounting, government assets

"War againt the forgot" – Some time ago the government through a bill drafted by the Ministry of Home Affairs rolled leadership succession issues covered in the bill of Privileges Yogyakarta which hands polemical dichotomy of choice 'Sultan is not automatically Governor' (by election) or 'Sultan is automatically Governor' (direct designation). Social and political conditions that nation endlessly polemical dichotomy is heating up at the public grassroot level to the national level lead to opposite parties and keep fire as unresolved. A Fine Arts Festival event titled "Nagari Ngayogyakarta Hadiningrat" one century to coincide with HB IX, was presented in Jogja National Museum (JNM) 13 April 2012 and 2 weeks later, became a kind of 'witness marker' of the existence and the constellation 'Nagari Yogyakarta Sultanate - HB IX' with the Republic of Indonesia. Form of attitudes, arts events as a marker – ‘Titi pranoto mongso’ - in ancient agrarian societies of Java was used as a natural event signs to be observed, the Arts Festival events can be read as a reminder to not forget, will conduct historical Yogyakarta. Practice of art criticism writing is about the Arts Festival event "Nagari Ngayogyakarta Hadiningrat" in the perspective of art criticism, which is not only a cultural festival article coverage of events, but also the existence of a strong side shoot 'Nagari Yogyakarta Sultanate - HB IX 'is presented in the form of representation of the works of art are very diverse and are free to respond to a given topic.

The UN E-Government Survey 2016 on «E-Government in Support of Sustainable Development» offers a brief overview of e-government trends in the world. According to the survey, more and more governments are using information technology to provide services and engage people in decision-making processes in rural areas in their countries. Talking about the emerging economies in East Europe, the Ukrainian economy is growing faster with 50% of population living in rural areas, which develops incredible pressure on the government to give more focus on many ways of environmental safety of Ukraine. Ukraine is predominantly rural country and in order to improve the environmental conditions it is important that both central and local governments carried out national environment information activity. Modern information technology helps to disseminate environmental information in rural areas and is a major provider of information opportunities for the rural population. By 2020 Ukrainian government has a goal to achieve interaction at all levels by electronic mode. There are various electronic databases that are already functioning at the national level such as the Real Estate Register, Public Cadastral Map, etc. that can help the Ukrainian government to achieve greater transparency and successful governance. However, access to such registers is currently not possible for regional communities. Therefore, disposing of environmental information, avoiding environmental threats to the local population and enhancing the effectiveness of local governance is a goal for local governments. This paper offers a modern vision of information technologies in the field of natural resources management. E-government projects and ways to solve problems in the sphere of dissemination of information in rural areas in order to improve e-governance in contemporary Ukraine were explored. The paper is devoted to study of the modern innovative environment in the Republic of Belarus, its most important characteristics, problem areas. A conceptual apparatus has been given in the paper that determines an innovative environment, institutional conditions that contribute to its formation, priorities for development of research activities have been given and specified in the paper with due account of the requirements for modernization of the economy. The paper presents a definition of the innovation system which is given by distinguished western scientists and researchers who have been seriously engaged in its study. The aim of the research is qualitative, quantitative analysis of the innovation environment of the Republic of Belarus and also a comparative  analysis of  the innovation  environment of  the  Republic of  Belarus, its main  components  (legal, financial support, institutional specific features of function- ning) against the background of Russia and Kazakhstan. The paper contains SWOT-analysis which is used  to find possible directions of  innovative development of  the economy of the Republic  of  Belarus  on the basis of the existing national economic system and taking into account the peculiarities of the national mentality. Attention has been attracted to the fact that such factor of innovative development as “innovative behavior of employees” which is one of the key factors of competitive advantage in the world's leading companies is very important for evaluation and analysis of the innovation environment. The paper presents  an own model of the national innovation  system which consists of three subsystems: human capital, technological infrastructure and innovation support subsystem. Process of creating innovative products  has been shown in the paper and these products make it possible to understand interrelation of  the innovative ideas market  and the market of innovative product. It is proposed to use a categorical apparatus of legal acts of the Republic of Belarus to describe and characterize the markets of innovative ideas and innovative products. The analysis has been performed while using legislative acts, resolutions of the Government of the Republic of Belarus, analytical articles, conference materials, electronic resources, official statistics of the National Statistical Committee of the Republic of Belarus.

This paper presents features, approaches and institutional conditions, implications of digital technologies focused on the sustainable industrial development of the regional economy. The objective of the study is to analyse possibilities of the practical implementation of measures on digital ecosystem creation of separate region, Kostanay Region of the Republic of Kazakhstan, the industrial region of country having a certain innovation potential. This paper uses scientific methods of enquiry, statistical data and mathematical modelling in economics. In the result of study digital technology development priorities at the national level were established and the digitalization impact on the regional development was emphasised. The empirical analysis basis served the results of studies conducted within R&D “Developing the Government Regulation Policy on Accelerated Clustering of Industrial Regions” conducted under the grant financing of Ministry of Education and Science of the Republic of Kazakhstan.

The continual innovation in technology has ripple effect on the way services are offered and undoubtedly has affected educational policies leading to educational reform. Governments, including the Government of Ghana have shown support to Universities in their implementation of eLearning. However, there is gap in the eLearning practice in Ghana. A well structured eLearning system with a supervisory role of Government and support system from university management for eLearners is little to none. How should online course be accredited? What pedagogy would ensure that the impact of skills and knowledge are not compromise for distance learners? What security measures should be put in place to ensure that learner’s data is secured? How Universities collaboration challenges can be minimized? and How students’ satisfaction level of eLearning system can be enhanced? This study seeks to answer these questions as a basis for eLearning policy debate at the National level.

The development of Information Technology (IT) changes the patterns of community’s behavior. The presence of the Internet as the main platform of online activities including electronic transaction is vulnerable to the presence of cyber attacks by irresponsible parties. Criminal acts in cyberspace (cybercrime) pose a major threat in the governance of online activities and other electronic transactions. One of the efforts of the Government of Republic of Indonesia to face those challenges is by authorising the Government Regulations Number 82 Year 2012 concerning the Implementation of Electronic Transaction Systems in order to govern the electronic transaction activities. Information globalization has placed Indonesia as part of the world's information society, requiring the establishment of arrangements for the management of information and electronic transactions at the national level. In line with these developments, the internet has changed everything, from the way people think, communicate, connect, work, shop, to the pattern of people in making love. Sexual access can now be easily obtained, from contemporary pornographic content to online prostitution, produced and distributed massively and very quickly on the internet.The idea of sexuality that used to be taboo now obtains a space to discuss. Through the internet, sexuality is used as a recreational arena and a biological necessity as an essential outlet for desire and lust. As Foucault shows that sexuality is not merely a biological drive, but is a form of behavior and thoughts that are subordinated by power relations that are carried out for the purpose other objectives outside the interests of sexuality itself. It is this power that should be used as "social control", legal decisions, to government regulation of sexuality freedom on the internet. The purpose of this study is to find out how the reality of online prostitution is now growing and its relation to government arrangements. This study uses a virtual ethnographic method. The results showed that the Internet became a medium of online prostitution development that increases rapidly so that almost abandon the government power to regulate it.
