The development of Information Technology (IT) changes the patterns of community’s behavior. The presence of the Internet as the main platform of online activities including electronic transaction is vulnerable to the presence of cyber attacks by irresponsible parties. Criminal acts in cyberspace (cybercrime) pose a major threat in the governance of online activities and other electronic transactions. One of the efforts of the Government of Republic of Indonesia to face those challenges is by authorising the Government Regulations Number 82 Year 2012 concerning the Implementation of Electronic Transaction Systems in order to govern the electronic transaction activities. This article will discuss about how the Government of Republic of Indonesia copes the issue of the threat on electronic transactions.Keywords: cybercrime, electronic transactions system, goverment regulation No. 82/ 2012

This article describes how as access to the Internet has increased, cybersecurity has become important, with businesses and the government spending much time and resources to combat cyber attacks. The purpose of this article was to review the existing literature related to cybersecurity. Specifically, the review synthesizes the empirical research in (1) various types of cyber attacks, (2) contributing factors related to cybersecurity behavior, and (3) strategi to improve cybersecurity behavior. The most developed line of research in this area has been focusing on the strategies to improve cybersecurity behavior, showing a questionable trend of quickly creating solutions before fully conceptualizing the problem.

Recently the impressive growth of the Web, and the Internet in general, has been considered as a promise that may both challenge and boost our representation of democratic institutions. It is well known that modern democracies are based on the possibility to control and even replace who rules by the force of the best arguments. More generally, the control of the government, and the effectiveness of democracy, is possible, if the citizens can access information. Hence, the promise of the Internet mainly relies on the fact that people may more freely access information, because it seems it cannot be controlled or manipulated by the political power. In the first part of this outline we will depict a cognitive framework to deal with the relationships between Internet and democracy. We shall show that Internet, as an information technology, can be considered as a cognitive and moral mediator; it can provide stories, texts, images, combined with sounds, so that the information fosters not only a cognitive, but also an emotional and moral understanding. In this sense, the Internet represents a kind of redistribution of the moral effort through managing objects and information to overcome the poverty and the unsatisfactory character of the options available. In the last part we will illustrate that Internet, as a moral mediator, may enhance democracy in two respects. First, it affords civic engagement and participation; second, it allows people to face different sources of information so that almost everyone can verify and test the information delivered by traditional media.

Agriculture is important to the Thai economy, contributing about 17 percent to the Thai GNP. It accounts for about 34 percent of all exports (Mahidol University, 1998). Important activities include crop cultivation, rearing of livestock, fishery, and forestry. In 1991, about 62 percent of the Thai population, approximately 36 million people, was involved in agriculture (Office of Agriculture Economics, Ministry of Thai Agriculture and Cooperatives, 1992, p. 29). Thai agricultural cooperatives play an important role and a study of them provides a window into Thai agriculture. For some Thai farmers, co-operatives provide access to information from the outside world; for others, they provide information about Thai agriculture. Particular cooperatives provide marketing information on agricultural produce that should improve the income of Thailand’s farmers. In addition, Thai agricultural co-operatives can use e-commerce to improve their trading. A report in The Nation newspaper in 1998 (1998a) supported this view, saying that market information such as product prices, could assist farm planning and protect farmers from merchants’ unfair trading practices. Merchants could also use such information to improve business planning and to evaluate investments. It is further suggested that the Thai government could use information technology to better support the Thai farming community; that information technology could be used by agricultural cooperatives as a tool for communication with farmers; and that the government could be better informed of farmers’ needs, and so provide better and more useful services. In a similar vein, Sirimance (1998) suggests that information technology could reduce the communication gap between rural communities and the cities [The Nation newspaper (1998b)]. Despite the apparent advantages, Thai agriculture, including agricultural cooperatives, have been slow to introduce and exploit e-commerce; this is basis of our research project as described in Chiecochan and Lindley (1999), Chieochan, Lindley and Dunn (2000a & 2000b). In these papers, diffusion and adoption theory was used to classify Thai agricultural cooperatives according to if and when they adopted e-commerce. The main conclusion is that Thai agricultural cooperatives are slow in adopting e-commerce. Chieochan, Lindley and Dunn (2000) show that only 60 percent of Thai agricultural cooperatives use information technology and only 5 percent access the Internet. The Internet in Thailand is used mainly as a communication tool and websites for publishing organizational information , but is rarely used to conduct commercial transactions (King Mongkut’s Institute of Technology, Thonburi, 2001). Therefore, understanding factors affecting the use of information technology in Thai agricultural cooperatives is the fundamental to understand the use of e-commerce in Thai agricultural cooperatives and Thai culture. Al-Qirim and Corbitt (2001) support that factors inhibiting and encouraging e-commerce adoption are similar to factors inhibiting and encouraging information technology adoption in Thai agricultural cooperatives. Five keys factors affecting the use of information technology in Thai agricultural cooperatives need to be examined: • Thai agricultural cooperatives • Information Technology and e-commerce • National factors affecting the use of information technology and e-commerce in Thai agricultural cooperatives • Organizational factors affecting the use of information technology and e-commerce in Thai agricultural cooperatives • Implications to Thai government and Thai agricultural cooperatives

The development of information and communication technology that is increasing has made a major contribution to meeting human needs. The presence of the internet provides convenience in making buying and selling transactions, through e-commerce. The presence of Law no. 19 of 2016 concerning Amendments to Law Number 11 of 2008 concerning Information and Electronic Transactions is one of the legal instruments in protecting e-commerce consumers. The law regulates one form of protection that can be carried out through the inclusion of a certificate of reliability (trustmark). Based on the analysis using the normative juridical research method, it was found that in the case of the inclusion of a reliability certificate (trustmark) issued by a Foreign Reliability Certification Agency, the government has not taken legal action regarding this matter, so that the inclusion of a reliability certificate (trustmark) can still be applied as long as there are no regulations issued. Arrange. In relation to legal actions that can be taken by the parties for losses in e-commerce transactions due to the absence of a trustmark logo, namely by imposing sanctions on business actors and consumers can demand rights that should be fulfilled in buying and selling transactions through existing mechanisms.


The budgetary changes that were started in the mid 90's and the globalization and advancement measures got a totally new working condition to the banks. Administrations and items like "Anyplace Banking", "Tele Banking", "Web Banking", "web Banking", :E-Banking", and so forth have become the trendy expressions of the day and the banks are attempting to adapt to the challenge by offering imaginative and alluringly bundled innovation administrations to their customers. E – Banking, The Government of India established the Information Technology Act, 2008 by and large known as IT Act, 2008 with impact from the fifth February 2008 to give lawful acknowledgment to electronic exchanges and different methods for Electronics business. Several public sector banks have earmarked substantive budgets and are drawing up IT strategies to face the future challenges. At this juncture the study of awareness of the Internet Banking is attempted to know the current scenario so as to plan properly for the future.

Abstract: This paper aims to explore the internet behavior of young generation in Indonesia. The study is conducted by analyzing the relevant literature and references based on the assumption of uses and gratifi cations theory, in order to provide comprehensive mapping. The result shows four types of internet activity namely information, communication and socialization, entertainment and recreation, as well as self-expression. This typology is expected to be a reference for the government and stakeholders to formulate strategic and soluble actions in overcoming the adverse effects of the online activities which tend to lurk young generation in Indonesia.Abstrak: Tulisan ini bertujuan untuk memaparkan perilaku berinternet generasi muda di Indonesia. Telaah dilakukan dengan menganalisis berbagai literatur dan referensi yang relevan sehingga dapat memberikan pemetaan komprehensif. Kajian pustaka didasarkan pada asumsi teori uses & gratifi cations yang berfokus pada pemanfaatan dan gratifi kasi khalayak terhadap media tertentu. Hasilnya menunjukkan empat jenis kegiatan berinternet yaitu informasi, komunikasi dan sosialisasi, hiburan dan rekreasi, serta ekspresi diri. Keempat tipologi tersebut diharapkan dapat menjadi rujukan bagi pemerintah dan pihak terkait untuk merumuskan serangkaian langkah strategis dan solusi dalam mengatasi efek buruk aktivitas online yang cenderung mengintai generasi muda di Indonesia.

           Procurement of goods/services is an activity to obtain goods/services by the Ministry/Institution/Regional Working Units/Institutions that started from the process of planning requirements until completion of all activities to obtain goods/services. Procurement of goods/services must be carried out in an efficient, effective, transparent, open, competitive, fair/non-discriminatory and accountable in accordance with the Decree of the President of the Republic of Indonesia Number 70 Year 2012 concerning the second amendment of Presidential Decree Number 54 Year 2010 on the procurement of goods/services of the government. In order to realize this, institutions apply e-procurement. E-procurement is the procurement of goods/services that are implemented using information technology and electronic transactions in accordance with statutory provisions. The purpose of this study was to determine the effect of e-procurement on the effectiveness and efficiency of the procurement of goods/services. Research was conducted at Kantor Layanan Pengadaan Barang/Jasa Pemerintah Kabupaten Bogor located in Nyaman’s Street No. 01 Tengah Cibinong Bogor. It is an organizational unit of the Ministry/Agency/Local Government/Institutions that function at implementing permanent procurement of goods/services, and can work independently or attached to other existing unit. The results showed that there is a positive and significant effect in the use of e-procurement on the effectiveness and efficiency of the procurement of goods/services at Kantor Layanan Pengadaan Barang/Jasa Pemerintah Kabupaten Bogor

Information technology plays an important role, both in the present and in the future. In thecurrent era of globalization, the highly developed technology is internet technology. Thedevelopment of the internet in Indonesia is very rapidly. However, these developments turned outto also have a negative impact. One of the misuse of the internet is the libel that someone doesagainst the other party Things or circumstances communicated or published through the internetcan be said to be defamatory or defamatory if things or circumstances that are not true for thevictim, whether it is damaging the reputation or that bring material losses for the victims.Publication or communication about the other person may be defamatory or defamatory, whetherdone with explicit words or writings or with a hidden form but containing connotations damagethe reputation of a person or a Company. The Government of Indonesia has established andenacted legal rules governing Information and Electronic Transactions in a form of legislation,namely Law no. 11 of 2008 on Information and Electronic Transactions, as a form of providinglegal protection for victims in criminal defamation. This study aims to examine and know aboutthe form of criminal defamation through the internet media viewed from the perspective of lawand to know the regulatory system against criminal defamation through the internet media interms of legal aspects. This study uses the normative juridical method, which is the approachdone by examining the legislation relevant to the problem under study or looking from thenormative legal aspects. The paper offers a look the new opportunities that open up in management in the context of the development of information technology. The aim of the study is to highlight the benefits of using technologies for collecting big data and spatial statistics for making strategic decisions in the tourism industry. In the work, using the example of the ski resort “Abzakovo”, the technologies for collecting data on the Internet are shown, the spatial dependence of the data is assessed and conclusions are drawn that allow subsequent strategic decisions as to enterprises located in this territory. So are the government bodies interested in the development of this tourist zone. Thus, the analysis of the geography of the members of the “Abzakovo” group made it possible to single out a statistically significant spatial dependence of their age, which manifests itself in the neighborhood of the older members of the group near the resort. The results of the analysis of the rating of tourist infrastructure facilities in the area of the ski resort “Abzakovo” identified spatially related zones of low and high ratings.

The rapid advance of the Internet and global information technology has changed the way many people view shopping and undertake daily transactions. Despite the Internet advantages, the rate of Internet shopping remains low; commonly explained by a lack of trust in the new shopping mode (Kim & Tadisina, 2005). Consumer trust may be even more important in electronic transactions than in traditional forms, lacking the assurance provided in traditional settings through formal proceedings, receipts and face-to-face interactions. Since trust should play an essential role in online transactions, identifying the antecedents of a consumer’s trust is important in the context of Internet transactions so that consumers can feel relaxed and confident.
