The growth of the systemic impact of the challenges and threats to national security necessitates the adoption of government-management decisions that should be adequate to existing trends of rather ambiguous and contradictory socio-political and socio-economic processes. Strategic planning as a function of strategic management today is considered as a universal mechanism for balancing the goals and capabilities of the state with respect to its development. To the quality of the results of strategic planning in the field of political security put forward quite stringent requirements. Their successful implementation depends to a large extent on understanding of the subjects involved in this process, its essence, as well as on the use of their effective methodological tools for achieving the planning objectives. Scientists and planners singled out two ways of planning. At the heart of the first method of planning is – description and analysis of the current state, that is, the initial conditions, and on this basis, prediction of the future. At the heart of the second is the idea of designing the future and then trying to formulate action plans, the implementation of which can lead to the achievement of the planned future. As a result of analysis showed that in order to study the interconnections between these factors, it is expedient to use system and situational approaches and system analysis. Political and strategic forecasting is used to obtain predictive estimates of their development. The essence of strategic planning in the interests of ensuring political security is the search for an answer to the question: the declared national goals in the political sphere are adequate to the national political interests, which is the probability of their achievement (taking into account the capabilities (resources) of the state and the possible actions (goals, strategies) of other countries underlying their foreign and domestic policies). The effectiveness of public administration in the sphere of political security depends to a large extent on the quality of strategic planning, which should be based on the results of strategic forecasting (developing long-term forecasts for the development of political security situations and management strategies for adequate responses to them). Accordingly, the main attention of the subjects of this planning should be focused on ensuring the quality of the results of strategic analysis, which must necessarily take into account the consequences of the implementation of certain management decisions in the future, public support, resource capabilities, solving socio-political development, planning and the implementation of relevant foreign-policy actions. Strategic planning in the sphere of political security is the development of strategic documents. The features of the development of the object of management, adequate perception and a thorough analysis of external and internal environmental factors of its functioning should be taken into account in the process of their development.

The need for planning, as a process through which the future can be influenced to a certain extent, gave a new form of this activity, that has characteristics of generalization, flexibility and adaptability in time and in space which it refers to. That is strategic planning, which tends to coordinate the variety of development components and has for its aim successful implementation based on planning objectives. In the practice of spatial planning in Serbia, important differences can be recognized in perception of the term "strategy" as a planning document, and in consequence differences in perception of its form, content and aim. In that sense, this paper is dedicated to the interpretation of different approaches in strategic spatial planning in Serbia and it points out strengths and weaknesses of those approaches.

The implementation of national projects requires a new quality of prosecutorial oversight so that the human rights and law enforcement potential of the prosecutor’s office really contributes to the development of a democratic rule of law. The prosecutor's office as one of the state legal institutions plays an extremely important role in the public and state life of the Kyrgyz Republic. As you know, the successful implementation of socio-economic and socio-political transformations in the state largely depends on existing laws, the observance of which the prosecutor's office is called upon to monitor.

This chapter focuses on how Albert Hirschman presented that the image of the economy as a fully competitive system where changes in the fortunes of individual firms are exclusively caused by basic shifts of comparative advantage is certainly an inaccurate representation of the real world. In associations such as the family, the state, and religious, civic, and professional institutions, loyalty dominates and often trumps exit in favor of voice. “Exit” means leaving behind a product, a service, a firm, or a country to seek others, whereas “voice” refers to the choice to seek influence and have a say in determining the future quality of products or institutions. The chapter shows how Hirschman knew about exit, the search for voice, and the conflicts of loyalties first-hand through his eventful life and travels.

This paper aims to analyze whether Coordination and synchronization of programs or activities and budgeting in regional development planning agency is possible. Lack of synchronization and coordination between SKPD externally so as to affect the quality of development planning. The Relationship Between Strategic Planning and Budgeting Is expected to play a role other than as a control tool, but it can also be used as a performance quality appraisal tool, as well as a tool for the realization of a clean and authoritative government (good governance). There are relationship between strategic planning in Regional Development Planning Agency of sukabumi city  (Renstra) and its budgeting. The relationship particularly can be seen in the flow of Renstra (from vision to activities) and the achievement from targets.

Purpose of Study: The present study was designed to study possibilities, conditions, grounds and limitations regarding the use of technologies and units of artificial intelligence in public administration. Determinants of the need to use such technologies in public administration were also considered. In this study, directions of realizable engagement which is already implemented, as well as directions of the possible use of artificial intelligence units in the future for public administration were investigated to ensure the functioning of system of state executive bodies. Methodology: The present research carried out based on the application of research methods such as system analysis, synthesis, and classification. Using these research methods, the concepts of describing conditions, possibilities, modes and functional-target load of using technologies and units of artificial intelligence in public administration, as well as limitations of its application in public administration were developed. Results: It was found that the use of artificial intelligence by the state for performing its various own tasks is highly relevant as it might lead to finding many positive approbations. However, despite the fact that technologies and artificial intelligence units have been developed for a relatively long time, and some of them are already widely used, it is still impossible to talk about the integrated, fully tested and properly regulated implementation of this kind of technology and units for management, therefore, it is suggested to further investigate on this issue from a theoretical (prognostic) point of view, taking into account potential directions and possibilities regarding    the use of such technology and units. Implications/Applications: The use of technologies and units of artificial intelligence does not necessarily take into account as a panacea for solving the problems and may not lead to solving some systemic problems in public administration, but, on the contrary, may even aggravate some existing problems in public administration and contribute to the emergence of new problems and risks.


An increasing demand for space travel, the creation of commercial enterprises and travel agencies in the field of space industry, the development of vehicles intended solely for the transportation of tourists to space – all this suggests that space can soon turn from a matter of scientific research into a tourist destination. Therefore, today the study of the state and prospects of space tourism development is a hot topic. The subject of research in the article is the development of space tourism in the world. The goal is to identify the main factors constraining the development of space tourism in the world. The objectives are to explore the economic benefits of space tourism development and the possibility of increasing commercial enterprises in the field of space industry; to evaluate key concepts involved in developing ways to reduce or eliminate social, economic problems arising in the field of space tourism. General scientific methods used: system analysis and factor analysis. The results of this study: the main economic advantages, disadvantages and problems of space tourism have been revealed; the state have been analyzed, and prospects for the development of space tourism have been identified; the need to study the fundamentals of space tourism development in the future have been determined, its impact on society and those who participate in it, the importance of upcoming efforts and possible policy recommendations have been evaluated. Special attention is paid to the review of space law treaties, agreements and conventions on space tourism. The authors conclude that space tourism is showing rapid development, and the space industry remains one of the promising investment sectors which may become the main direction of development of space activities in the future. Because space tourism is a certain market niche that can contribute to the use of infrastructure in space, especially due to the upcoming discoveries.

Fixing the accessibility is a standard issue of transport analysis, which can be of interest to many socioeconomic applications. In the paper we propose and discuss accessibility and other indicators‐based urban transport system analysis and GIS (geographic information systems) calculation method for indicating problematic transportation zones in Vilnius city. The main parameter is time‐based accessibility from/to the central part of Vilnius and other transport zones in the city. Created GIS application computes the ranks for transport zones of Vilnius city according to accessibility and Vilnius statistics in these zones (street network density in city zones, number of working places, number of equipped parking places, number of attractive objects in transportation zones). The GIS decision support system is based on 2 calculation methods Topsis(Technique for OrderPreference by Similarity to Ideal Solution) and SAW (Simple Additive Weighting). Application of transportation zones analysis improves the quality of basic environment statistics and fills many data gaps related to urban statistics, providing information to decision‐makers and the general public concerning key factors determining the state of urban transportation environment. This paper outlines criteria and models used in Vilnius to develop urban transportation indicators and the reasons why the selected indicators represent the first important step to achieve a comprehensive system of indicators of urban transportation sustainability in Vilnius city. This model could be integrated in systems of urban transport planning and sustainable development planning. Santrauka Straipsnyje aptariama indikatorių sistema, reikalinga miesto transporto rajonams ranguoti, remiantis sprendimų paramos skaičiavimo metodais ir GIS (geografinės informacinės sistemos) technologijomis. Buvo identifikuojami Vilniaus miesto transporto rajonai, probleminiai susisiekimo sistemos požiūriu. Analizei atlikti buvo naudojami šie rodikliai: gatvių tinklo tankis, visuomeninio transporto tinklo tankis, automobiliu statymo vietų tankis, kelionių skaičius kiekviename transporto rajone, gatvių tinklo ilgis, tenkantis 1000 transporto rajono gyventojų, dirbančiųjų ir gyventojų tankių disproporcija transporto rajone, transporto rajono pasiekiamumas nuo miesto centro. GIS aplikacija su integruotais daugiakriteriniais sprendimų paramos sistemos skaičiavimo metodais, kaip paprastųjų svorių sudėjimo SAW ir idealiojo taško TOPSIS, ranguoja Vilniaus miesto transporto rajonus ir leidžia identifikuoti problemines susisiekimo sistemos požiūriu miesto vietas. Plečiant sukurta aplikacija, naudojant daugiau indikatorių galima sukurti bendra indikatorių sistemą miestų planavimo uždavinių sprendimams pagrįsti.

The publication represents the first fragment of the large comparative study, directed to the investigation of factors which negatively influenced to the state of health and emotional sphere of students from Chemical Faculty (CF, 102 persons) and economic (EF, 68 persons) faculties of the same university. For this goal, the genetical, psychological and sociological investigation was included into the study. The block of standard psychological scales, detecting levels of expression of social adoption, alarm, overfatigue and interpersonal relations as well as the subjective welfare scale, are used for anonymous psychological testing. For the analysis of the conduct of life, state of health and influence of socioeconomic factors the special card-interview is created. For the levels of genomic instability evaluation, the micronuclear test on the buccal epithelium cells is used. We found out that students from CF had 3 times more level of stress expression than students from EF. We detected the two significant factors, negatively influenced to emotional sphere: the student’s relation to their future profession and the duration of the contact with chemical compounds during laboratory studies. In the latter case, in addition to correlation with category “faculty”, the dependence on time of duration (hours/week) of laboratory work is revealed. The influence of material prosperity and indicators of a conduct of life on the state of health and the emotional sphere of students aren’t revealed. As the relation to the future profession is proved as an essential factor of students’ quality of life and health, it is represented to be correct to reveal the true relation to the future profession during admission examinations by means of special psychological tests. Such approach can not only become base of a new technology of health protection during the training in higher schools, but also to increase the number of students who after release will work on the chosen specialty will allow increase.

Abstrak Kondisi Kampung Aur yang memprihatinkan dari segi sosial, ekonomi, lingkungan, psikologi, mental, dan pendidikan masyarakat yang jauh dari kemapanan hidup banyak menimbulkan berbagai permasalahan. Masalah utama yang terlihat jelas yaitu lingkungan permukiman yang padat, kumuh, kurang sehat, tidak asri dan nyaman. Keterbatasan lahan dan ketersediaan ruang hijau yang minim semakin memberi kesan lingkungan yang kumuh. Untuk itu, perlu dikembangkan langkah-langkah nyata untuk menciptakan lingkungan permukiman yang lebih asri, hijau, dan nyaman tersebut. Upaya pengembangan berkelanjutan yang didengung-dengungkan, baik dalam lingkup lingkungan maupun arsitektur, menuntut setiap individu untuk waspada atas bahaya yang mengancam kelangsungan hidup manusia di masa mendatang akibat mengabaikan permasalahan lingkungan. Salah satu bahaya yang mengancam adalah praktek konstruksi dengan limbah yang dihasilkannya. Dalam upaya mendukung program berkelanjutan, maka kegiatan ini direncanakan untuk memanfaatkan limbah konstruksi seperti batu-bata, pipa paralon, bambu dan atau kayu untuk dimanfaatkan sebagai green wall yang dapat diaplikasikan sebagai pekarangan vertikal menggantikan pekarangan yang tidak tersedia karena keterbatasan lahan yang ada. Melalui pemberdayaan komunitas yang ada di Kampung Aur dalam memanfaatkan limbah konstruksi ini diharapkan dapat meningkatkan kualitas lingkungan permukiman yang lebih baik lagi dari kondisi awalnya. Dengan begitu, anggota masyarakat memiliki wawasan baru, inisiatif dan kreativitas untuk mengembangkan konsep serupa secara mandiri di masa-masa mendatang. Kata kunci: Kampung Aur, komunitas, limbah konstruksi, green wall  Abstract Many problamatic conditions of Kampung Aur concern in terms of social, economic, environmental, psychological, mental, and educational communities far from the establishment of life. The clearly main problem show the  neighborhoods are crowded, unsanitary, not beautiful and comfortable enough. The limitation of land use and the less availability of green space are gives the impression of a polluted environment. Therefore, it is necessary to develop real ways to create a more beautiful living environment, green, and comfortable. The sustainable development efforts that was touted, both in environmental and architectural, require individuals to be aware of the dangers that threaten human survival in the future as a result of ignoring environmental problems. One of the dangers is practice of construction with the waste it generates. The  effort to support the sustainable program by doing activities are planned to take advantage of construction waste such as bricks, the pipe, bamboo or wood to be used as a green wall which can be applied as vertical garden. It can be replacing its grounds are not available because of limitation of land use which exists. Through the empowerment of communities in Kampung Aur in the use of construction waste is expected to improve the quality of the living environment better than the initial conditions. Therefore, the community have a new insight, initiative and creativity to develop similar concepts independently in the future. Keywords: Kampung Aur, community, construction waste, green wall
