An increasing demand for space travel, the creation of commercial enterprises and travel agencies in the field of space industry, the development of vehicles intended solely for the transportation of tourists to space – all this suggests that space can soon turn from a matter of scientific research into a tourist destination. Therefore, today the study of the state and prospects of space tourism development is a hot topic. The subject of research in the article is the development of space tourism in the world. The goal is to identify the main factors constraining the development of space tourism in the world. The objectives are to explore the economic benefits of space tourism development and the possibility of increasing commercial enterprises in the field of space industry; to evaluate key concepts involved in developing ways to reduce or eliminate social, economic problems arising in the field of space tourism. General scientific methods used: system analysis and factor analysis. The results of this study: the main economic advantages, disadvantages and problems of space tourism have been revealed; the state have been analyzed, and prospects for the development of space tourism have been identified; the need to study the fundamentals of space tourism development in the future have been determined, its impact on society and those who participate in it, the importance of upcoming efforts and possible policy recommendations have been evaluated. Special attention is paid to the review of space law treaties, agreements and conventions on space tourism. The authors conclude that space tourism is showing rapid development, and the space industry remains one of the promising investment sectors which may become the main direction of development of space activities in the future. Because space tourism is a certain market niche that can contribute to the use of infrastructure in space, especially due to the upcoming discoveries.

Turkey has a high level of competitiveness and prerequisites for reaching the leading positions on the world stage of tourist services. It is a result of the effective state tourism policy, which ensures the stable functioning of the organized national market of the tourism industry. Therefore, the analysis of the state regulation of the tourism sphere based on the experience of Turkey is relevant and can contribute to the overcoming of the disadvantages and to the development of strong and unique aspects of tourism national market.The subject of research of the article is the state regulation of tourism in Turkey, which can become an example for the development of tourism in Ukraine. The goal is the analysis of the state regulation of the tourism sphere in Turkey and the development of proposals for improving the state tourism management policy in Ukraine. The objectives are to research the tourism development and the state regulation in Turkey and Ukraine, to determine the possibilities of adaptation of the Turkish Republic experience in practice of the domestic tourism. General scientific methods are used, such as system analysis – to determine the peculiarities of the state regulation of tourism in the Republic of Turkey and in Ukraine, comparative analysis– to characterize the recreational resources, tourism infrastructure, statistical analysis– to review the dynamics and patterns of the tourism development in Turkey and Ukraine.The following results were obtained: on the basis of the analysis the problem aspects and the priority orientations for the reorganization of mechanism of the state tourism regulation in Ukraine based on the experience of Turkey were identified. Conclusions: the experience of the state regulation of the tourism sphere in Turkey should be used as recommendations for determination of the modernized strategy of Ukraine in the world tourist market.

Purpose of Study: Child exploitation and slavery have become a new phenomenon of global crime because it occurred in every part of the world. The exploitation of infants and children in our public perception is underestimated because of cases subject to prosecution only mild and included unusual punishment. Methodology: This research was normative, in analyzing phenomena that occur in society, the authors attempted to answer some of the problems of the rule of positive law in Indonesia in solving the problems of exploitation of children, how to tackle the exploitation of children by other countries, and recommendations to resolve the problems of exploitation against children. Results: Exploitation crimes against children or slavery more appropriately included as an extraordinary crime committed against children, because such measures will not only affect the physical and psychological health but also will greatly affect the future of children and the future of a nation. Implications/Applications: Comparative law between the State of Australia, Senegal, and England, can be recommended for the legislature to make the formulation of regulations on the handling of the exploitation of children more effectively and quickly.

This article reads Antjie Krog’s volume of poetry Mede-wete and its English version Synapse (both published in 2014) against the background of Rebecca Walkowitz’s proposal that the future of comparative literature will entail what she calls ‘foreign reading’. In her contribution to the American Association of Comparative Literature’s 2015 report on the state of the discipline of comparative literature (http://stateofthediscipline.acla.org) Walkowitz argues that literary texts increasingly enter the world in different languages and that this requires readings that move away from the idea that literary texts ‘belong’ to a single language, that explore the diverse ways in which they are read in different languages and that acknowledges that literary texts exist in the space created by a language’s relationship to other languages. This article takes Walkowitz’s observations as the vantage point for a discussion of the ways in which Krog’s volume (1) foreignises the Afrikaans language in order to become part of an interconnected whole; (2) urges readers, critics and literary practitioners to move beyond the confines of language-based literary systems; and (3) forces them to engage in a variety of different readings, including partial readings and collaborative readings, in order to become embedded in a larger community

Durban climate conference decided to continue the second commitment period of the Kyoto protocol, and announced to start Green Climate Fund, which provided great opportunities for the rapid development of the carbon trading market. The problem of grassland carbon sink has already received more and more attention from the countries all over the world, and the grassland carbon sink potential and value also got more attention from people. Xilinhot has abundant grassland resources and it is one of the main grasslands in Inner Mongolia. The huge carbon sink has important ecological function and also contains huge economic benefits. Based on the principle of additionality, this paper proposed the method of calculating the carbon sink potential of grasslands, and calculated and analyzed the carbon sink potential of degraded grasslands in Xilinhot. The results indicated that the existing huge carbon sink potential of Xilinhot grasslands was 0.733-0.869Tg C/a. According to the carbon sequestration cost price of afforestation cost method (260.9 RMB yuan / ton C), we estimated the value of grassland carbon sink was 191.2 - 226.7 million RMB yuan / year in Xilinhot.

The article has analyzed the dynamics of the creation of the united territorial communities (UTC) inthe Odessa region and Ukraine, the state and development trends of the tourism resources market in theOdessa region were studied, and the main problems of tourism development were identified, the SWOT m atrix – the analysis of the tourism activities of the united territorial community was built, strengths and weaknesses, opportunities and threats of further social and economic development of the society were identified,the main competitive advantages of the territorial community were identified, the dynamics of the development of the tourism infrastructure of the united territorial community were investigated, a one-day touristroute for the united territorial community - “I love you Avangard” was worked out, strategic directions for thedevelopment of the tourism business were identified, a financial plan for the development of the united territorial community of the future for the implementation of strategic areas of tourism was proposed.

Purpose of Study: The present study was designed to study possibilities, conditions, grounds and limitations regarding the use of technologies and units of artificial intelligence in public administration. Determinants of the need to use such technologies in public administration were also considered. In this study, directions of realizable engagement which is already implemented, as well as directions of the possible use of artificial intelligence units in the future for public administration were investigated to ensure the functioning of system of state executive bodies. Methodology: The present research carried out based on the application of research methods such as system analysis, synthesis, and classification. Using these research methods, the concepts of describing conditions, possibilities, modes and functional-target load of using technologies and units of artificial intelligence in public administration, as well as limitations of its application in public administration were developed. Results: It was found that the use of artificial intelligence by the state for performing its various own tasks is highly relevant as it might lead to finding many positive approbations. However, despite the fact that technologies and artificial intelligence units have been developed for a relatively long time, and some of them are already widely used, it is still impossible to talk about the integrated, fully tested and properly regulated implementation of this kind of technology and units for management, therefore, it is suggested to further investigate on this issue from a theoretical (prognostic) point of view, taking into account potential directions and possibilities regarding    the use of such technology and units. Implications/Applications: The use of technologies and units of artificial intelligence does not necessarily take into account as a panacea for solving the problems and may not lead to solving some systemic problems in public administration, but, on the contrary, may even aggravate some existing problems in public administration and contribute to the emergence of new problems and risks.

The purpose of the paper is to study the current problems of ecology and environmental protection, which is associated with the current sustainable trends in economic development. The growth of the world economy as a whole and the economic progress of most developed countries with market relations tends to an increasing use of natural resources and at the same time to an increasing depletion and pollution of the environment. The goal is to determine the essence, prerequisites for the emergence and development of the green economy as a modern concept of interaction between society and nature through the economy, as well as reflect the prerequisites for the activation of the green movement on a global scale in order to preserve nature and ensure the natural conditions of human habitation. The topic of the article is due to the need to disclose modern economic dynamics and rates of social progress and their impact on the environment. In this regard, the essence of the green economy, directions and principles of its implementation for the restoration and strengthening of natural potential are considered. Methodology. A correct assessment and analysis of the dynamics and trends in the development of the world economy in terms of increasing economic potential and increasing the production of economic benefits to ensure the welfare of society allows us to assess the level of impact on nature and the environment. Without the results of these assessments and calculations, significant errors appear in the choice of state priorities for socio-economic policy and in making optimal decisions in the field of production. The study is based on an assessment of the interaction between the world economy and the environment in modern conditions. Results. The questions of modern economic trends in nature and environment are studied. The need for the implementation of the green economy in modern conditions has been determined. The necessity to preserve nature and reduce environmental pollution is becoming more and more urgent. Practical implications. The state of the natural environment and the possibilities of preserving and improving the environment are being studied. An adequate assessment of the state of nature and natural resources will allow the world community to pursue a balanced and effective socio-economic and environmental policy for the harmony of society and nature where it lives. Value/originality. It has been determined that nature is the basis of social life, and at the same time, its preservation is the main goal of social progress. The economy is just the means by which nature creates welfare for society. Nature can exist without humanity, but humanity cannot exist without nature. Therefore, the preservation and strengthening of the environment are more than relevant. To this end, a green economy policy is being implemented in the modern world.

The state of development of the tourism industry in Ukraine for the period 2007- 2017 is analyzed. It is established that it does not correspond to the existing potential of tourist resources, and the economic efficiency of the tourism industry is low. One of the main reasons for this situation is the lack of theoretical understanding of the socio-economic nature of tourism as a social phenomenon and its economic significance as a profitable industry. The tourism industry is one of the fastest growing sectors of the world economy. This increases the competitiveness of countries and regions, creating new jobs and improving living standards. It is proved that self-regulation of the tourist market is a necessary condition for its functioning. The dynamics of export-import of tourist services of Ukraine is analyzed. There is a tendency to a slight increase in the cost of services in the last years of the study period. In the interaction “government regulation - market” the primary link is the market, and government regulation is a tool that provides the general conditions of its existence, equalizes the conditions of the start of its subjects and eliminates, if possible, the negative manifestations of the market element. The activities of the tourism industry in Ukraine are analyzed. There is a tendency to reduce the number of enterprises in the tourism industry in recent years of the study period. The rating of tour operators by the number of served tourists and by the reviews of tourists is analyzed. The place and role of the Ukrainian tourism business in the world market of tourist services has been identified. The situation on the world market of tourist services of Ukraine is considered and it is concluded that one of the favorable conditions for tourism development in Ukraine was the adoption of visa-free regime with EU countries, the tourist market gradually recovered after the crisis of 2014, and Ukrainians begin to conquer Europe. 2017 can be called the year of tourism development in Ukraine: the flow increased rapidly, and the number of permits for sale, according to the State Statistics Committee of Ukraine, increased by 36%. Citizens of Ukraine who went abroad formed the group that used the services of tourism entities the most. It was found that the largest number of tourism entities is concentrated in the city of Kyiv and in Dnipropetrovsk, Kharkiv and Odessa regions.

Purpose. The aim of the article is the system analysis of foreign experience and development of indicators and directions of an «economic breakthrough» in technological and innovative areas within the framework for the preparation of the Strategy of an economic breakthrough of the state by the Ministry of Economic Development, Trade and Agriculture of Ukraine. Methodology of research. General and special methods have been used to achieve this aim in our scientific and analytical development: the axiomatic method and scientific abstraction method (to define the terminological consistency of notions by studying the categorical apparatus «technological breakthrough», «economic breakthrough» and «innovative breakthrough”; induction and deduction methods (to determine the core factors of an economic breakthrough); the method of synthesis and system analysis (to substantiate the theoretical essence of the basic notions and develop our own system of indicators of an «economic breakthrough»; the decomposition method (to single out the functional components (technological and innovative) in the system of an «economic breakthrough»; tabular and graphical methods (to reflect the analytical calculations and the final results of the study). Findings. The experience of 19 countries that have made an «economic breakthrough» in technological and innovative areas is systematised, in particular: the experience of the USA, Canada, Australia, Japan, China, Singapore, South Korea, Finland, Sweden, Denmark, Norway, France, Germany, Egypt, Switzerland, Great Britain, Austria, Brazil and India. The original system of indicators has been suggested and the comparative monitoring of the indicators, which helped to provide a «technological and innovative breakthrough» for the selected countries of the world in comparison with Ukraine, has been carried out. The recommendations to public authorities, aimed at creating the main benchmarks of an «economic breakthrough» of Ukraine in the technological and innovative areas of activity, have been prepared. Originality. A system of indicators of an economic breakthrough of Ukraine in technological and innovative directions has been formed for the first time, the foreign experience of economically developed countries of the world in the direction of achieving economic growth of national economies has been systematised. The recommendations to public authorities concerning the identification of the main benchmarks for Ukraine's technological and innovative breakthrough in the near future have been further developed. Practical value. The outlined priority directions of the policy «Economic breakthrough» and intensification of the state policy on ensuring the economic welfare and growth in Ukraine are substantiated by the applied analysis of critical technological, innovative and state-building factors of the exacerbation of economic problems in Ukraine. AbstractThe outbreak of COVID 19 has been provoking several problems to the health system around the world. One of the concerning is the crash of the health system due to the increasing demand suddenly. To avoid it, knowing the total number and daily new cases is crucial. In this study, we fitted curves growth models using a Bayesian approach. We extracted information obtained from some countries to build the prior distribution of the model. The total number of cases of the COVID 19 in the state of Goias was analyzed. Results from analysis indicated that the date of the outbreak peak is between 51 and 68 days after the beginning. Moreover, the total number of cases is around 3180 cases. The analysis did not take into consideration possibles changes in government control measures. We hope this study can provide some valuable information to public health management.
