The article systematically investigates the legal bases of planning and formation of the defense budget of Ukraine. It is stated that the legal bases of the defense budget of Ukraine are the Constitution of Ukraine, the Budget Code of Ukraine, the Law of Ukraine «On National Security of Ukraine», the Strategic Defense Bulletin of Ukraine, the National Security Strategy, the Military Doctrine of Ukraine, the laws of Ukraine on the state budget for the respective year. It is stated that at the legislative level the sources of financing of defense expenditures are fixed: funds of the state budget of Ukraine, charitable donations, income from own economic activity of the Armed Forces of Ukraine. The mechanism and conditions for providing charitable assistance to the Armed Forces of Ukraine are described. The expediency of revising the Concept of economic and economic activity of the Armed Forces of Ukraine approved on April 19, 1997, approved by the President. The current Concept does not meet current conditions. It needs revision, based on Ukraine’s NATO course, of military aggression, reformatting the structure of the Armed Forces of Ukraine. It has been determined that the amount of defense expenditures as a percentage of the gross domestic product meets international standards. However, the weakness of the national economy indicates a lack of defense spending in dollar terms and in terms of one soldier. The expediency of optimizing the structure of expenditures, reorientation of creation of new administrative and economic units for project management in the sphere of defense, creation of an effective mechanism of public control over the distribution of defense expenditures is argued. Purpose. The aim of the article is to study the features of mutual influence of expenditures of the Ukrainian state budget on national defence, youth and sports on the gross domestic product of Ukraine in the conditions of aggravation of economic rivalry in the global economy. Methodology of research. The following methods are used during the research: generalization of information and literature sources – to formulate proposals on the progressive development of the Ukrainian economy and quality of its labour resources, on the cohesion of the society and its psychological and physical health through the implementation of expenditures of the Ukrainian state budget for national defence and youth and sports; regression and correlation analysis – to analyse the mutual impact of GDP and expenditures of the Ukrainian state budget on national defence, youth and sports. Findings. Methods for educating young people are proposed in order to provide an educated and physically healthy workforce for the national economy and defence and security. The influence of arms exports and military equipment on the economy of Ukraine is analysed. The need to carry out some reforms of the Armed Forces of Ukraine in order to increase the country's defence capability and ensure economic prosperity is substantiated. The correlation between the growth of gross domestic product and expenditures of the State Budget of Ukraine through the Ministry of Defence and the Ministry of Youth and Sports, which is linear, is established. Suggestions are made to reform other specific aspects of the state mechanism in order to increase the country's defence capability and ensure the following economic growth. Originality. The article provides suggestions for reforming youth policy and the national defence sphere to ensure economic growth and strengthen the country's defence capability. Correlation between the growth of gross domestic product and expenditures of the State Budget of Ukraine through the Ministry of Defence has been established (increase of expenditures on the Ministry of Defence by 1 billion hryvnias has a direct impact on GDP growth in the amount of 29.884 billion hryvnias) and the Ministry of Youth and Sports (growth spending on the Ministry of Youth and Sports by UAH 1 million influences GDP growth by UAH 1.045 billion), which is close. Practical value. The practical significance of the obtained results is the possibility of studying the mutual influence of the expenditures of the Ukrainian state budget, spent on national defence, youth and sports, on the gross domestic product of Ukraine in the conditions of aggravation of economic rivalry in the global economy. The article provides the importance of Ukraine's economic development to ensure national security, highlights the main internal and external threats to Ukraine's national security, such as: hybrid economic war, the "needle" of loans from the International Monetary Fund, communal tariffs, opening the gas market in Ukraine, inefficient introduction of the circulation of domestic agricultural lands and insufficient use of the capabilities of the country's economy. The cyclical nature of economic development is practically proved by distinguishing four phases of economic development of the studied countries for the last ten years, weak efficiency of economic policy of Ukraine and possible applied mechanisms of economic growth. An econometric analysis of GDP of Ukraine and countries that occupy the largest share in Ukrainian imports of goods, the budget of Ukraine and the budget of the Ministry of Defense of Ukraine using the method of least squares and even linear regressions, calculated the intensity of changes in Ukraine's economic processes. The model of gross domestic product of Ukraine depending on the gross domestic product of China, Poland, Russia, Turkey, Germany, Italy, Belarus, the United States and France (nine-factor model), as well as the model of Ukraine's defense budget depending on the domestic gross domestic product product, budget expenditures, taxes, minimum and average wages and inflation (seven-factor model). On the example of the Ministry of Defense of Ukraine as a public sector institution, the registration algorithm for economic (additional) activities by military units and the distribution of revenues to increase the special fund of the state budget of Ukraine and create recovery of the country economy in general.

Economic diplomacy is the most important tool for the state and entrepreneurs in their foreign economic activity. It provides not only foreign contracts (including for the supply of large firms) and the inflow of foreign currency, but also investments attraction, which contributes to its development. Profit received from foreign economic activity goes to the state budget with taxes and then directed to social needs improving citizens welfare. Diplomatic relations between different countries are based on international conventions on diplomatic intercourse covering the diplomatic agent’s legal status. International trade agreements regulate international standards and procedures for goods carried from country to country, as well as dispute processes arising at the supranational level. International agreements forming conditions for Russian companies’ operations in the foreign markets and for the work of foreign investors in Russia. All foreign markets activities are regulated by legal acts. Such regulation is aimed to ensure goal-setting, simplicity and transparency of domestic entrepreneurs and foreign counterparties interaction and to reduce the risks of dependency on foreign markets and counterparties. This article reviews the Russian legal economic diplomacy basis, key strategic documents covering this area. Also, proposals to improve the legal framework for foreign representations promoting Russia's foreign economic interests abroad are done. Analyzing official statistics, the article examines the practical effect of the main strategic documents. All these measures are aimed to ensure comfortable working conditions for Russian manufacturers of various goods and services on foreign markets.

The analysis of current trends in ecological tourism market of Ukraine and set of recommendations for its development under the state support are carried out in the research work. In particular, the analysis of the current condition of ecological tourism in Ukraine is carried out. The essence of this analysis is to assess the impact of the following factors on the gross domestic product of Ukraine during the past three years: number of foreign tourists in Ukraine, number of tourism objects, revenues from ecological tourism to local budgets, revenues from environmental tourism to the state budget, number of jobs in the field of ecological tourism and number of domestic tourists. The given analysis showed that the gross domestic product of Ukraine is practically unaffected by the following factors: number of foreign tourists in Ukraine, revenues from ecological tourism to local budgets and revenues from ecological tourism to the state budget. The recommendations on state support of ecological tourism development in Ukraine by introducing a set of models to increase the competitiveness of Ukrainian environmental regions, taking into account the level of influence of the studied factors on the gross domestic product, are developed. The given set of models includes a functional model of the tourism competitiveness of ecological region and a structural model for assessing of tourism competitiveness of ecological region.

The purpose of the study is to analyze the level of Poland’s defense spending in the years 2008–2018, in the context of their impact on the military strength of the state. The research question of this study is whether the amount of defense spending included in the state budget is a determinant of Poland’s military strength. In accordance with the methodology adopted by NATO, the analysis includes the following aspects: total planned and executed defense spending, the share of defense spending in the state budget spending, the relation of defense spending to the GDP growth rate, and the share of defense spending in GDP. In analyzing Poland’s military strength, a world military strength ranking, Global Firepower, was used. The result of the research is that the most important factors that impact the military strength of individual state economies include the amount of budget spending incurred for the functioning and modernization of the armed forces.

The level of national security of the country directly depends on the needs of enterprises of the defense-industrial complex, their scientific, technical, financial and economic development. The financial security of defense enterprises and the financial security of the state as a whole is in a state of direct mutual influence. Thus, there is an urgent need to study the peculiarities of ensuring financial security at the enterprises of the defense industry and in the defense-industrial complex. The purpose of the work is to study the modern aspects of an international partnership of enterprises of the defense-industrial complex, the principles of their activities, and the financial aspects of development. The article considers the interpretations of scientists on the concepts of defense spending and financing of law enforcement agencies, considers the structure of the defense budget of Ukraine. The article considers the defense-industrial complex as an integral part of the entire military potential of the country and the industrial basis of the national security of the state. The article states that the enterprises of the defense-industrial complex produce high technologies, know-how, which can later be used in civilian sectors of the economy. International partnership of enterprises of the defense-industrial complex with NATO and the EU becomes a factor in the reform and development of the entire military-industrial complex of Ukraine. However, given the needs of the domestic defense-industrial complex, along with the processes of its structural restructuring, cooperation on technological modernization of the enterprises of the sector and the renewal of the manufactured armaments should deepen. It is also advisable to intensify cooperation in the field of space, both for military and civilian security-related purposes. A separate direction of cooperation should be the creation of a joint innovative infrastructure in the defense-industrial complex.

The proposed technology of financing enterprises and the Russian economy, harmoniously combining the interests of working citizens, owners and the state, makes it possible, at quite achievable rates of gross domestic product growth (enterprise revenue) by 3.5% per year, to ensure a 46.6% increase in wages of working citizens over 5 years, which will practically end poverty. To increase contributions to the development fund for 5 years by 25%, which the owners of enterprises and the entire workforce are interested in, since this ensures the growth of their incomes and the possibility of constant modernization and updating of technological equipment and the release of new competitive products. Increase in 5 years (despite a gradual decrease to 14.51% of contributions to the Pension Fund RF) the amount of funds received by budgets of all levels by 22%, which will allow the state to solve many social problems.

The study is devoted to the problem of financial regulation of the defense industry and the provision of troops, as the escalation of the military conflict in eastern Ukraine has revealed shortcomings in this area. A comparative analysis of NATO and Ukraine’s defense spending was conducted and differences in the cost structure were identified. The tendency of Ukraine’s defense spending to gradually approach the structure of NATO defense spending is pointed out, but the insufficient level of this approach is also taken into account. The analysis allowed to identify problematic issues and inconsistencies in the financial regulation of the defense industry. The state of export of defense equipment and technologies as a possible source of financing of defense enterprises is analyzed. The existence of two opposite trends in the financial regulation of military logistics has been identified: both an increase in funding in absolute terms and a reduction in the share of the total amount for the implementation of the unified logistics system of the State Armed Forces Development Program. The developed mathematical model of supply of military units is suitable for use in information systems of logistical support of troops.

The article analyzes the flaws of the classical measures of economic growth. It is based on the assumption that, while not questioning the quality of the GDP indicator as a tool for measuring economic activity, it points out that the way this indicator is constructed influences the actions of governments, citizens and other actors, affecting also non-productive areas. What we measure affects what we do - if production is measured, then the criterion determining the success of the state and society will be the growth of production, and not the level of education, health or state of the environment. Gross domestic product in many cases includes production that, from the point of view of the community, indicates unfavorable processes. These are the so-called anti-goods, i.e., phenomena that increase GDP, although they worsen well-being and are socially undesirable).
