Industrial estates have experienced rapid development in the last 10 years, where there are around 132 industrial estates that have been operating throughout Indonesia. However, the industrial institutional model has not changed much since the first industrial estate was established in the 1970s, which is limited to the management carried out by business entities either by BUMN/BUMD, Cooperatives and Limited Company. In this regard, this study was conducted in order to innovate the development and management of industrial estates, especially those initiated by the government through the Public Private Partnership scheme. The method used is a qualitative method with a desk study approach and Focus Group Discussion. The results of this study recommend the Government to establish a technical agency unit in the form of the National Industrial Estate Development Agency in the form of PK BLU to carry out the main tasks and functions in building and managing competitive industrial estates so that it is expected to accelerate the spread of industrial estate development throughout Indonesia.

Indonesian Criminal Code Bill proposal, suddenly became a hot issue after Indonesia commemorate their 74th Independence Day. The executive and legislative accelerated completion of Indonesian Criminal Code Bill (ICCB) at Fairmont Hotel, Jakarta. Many parties have been urging the government to revise some outdated articles since the penal code was a product of Dutch colonialism in the past. Three crucial topics were discussed and added to the draft regarding blasphemy to president, crimes against morality and decency, as well as specific intent crime. Apparently, some parties were unsatisfied with the draft. Waves of uproar sprang up between mid-September and early October 2019. the demonstrators considered that there are ten controversial articles in the ICCB that have vague enforcement parameters. To reduce the public tension, the government agreed to delay the ICCB ratification that, according to public includes multiple problematic articles. President Joko Widodo stated that more input would be conducted before disseminate the latest ICCB information to public. The postponement would be evoked after the new set of parliaments is inaugurated. Albeit being postponed, Tourism practitioner in Bali experiencing significant loss of tourists visit due to the issues. It is expected in future; the government would involve tourism practitioner in group discussion before setting new regulations that may affect the vital industry of Indonesia.

Considering the low level of public knowledge about the importance of Early Childhood Education and the low quality of management and the lack of infrastructure (in the form of APE) as well as the many assumptions from the public that Early Childhood Education can only be reached by economically capable people causing lack of motivation to involving their children in the Early Childhood Education program, it is deemed necessary to carry out a study on the optimization of the management of non-formal Early Childhood Education programs held in the community, such as the SPS Early Childhood Education Cempaka which operates in RW 09 Ciwaruga Village, Bandung Regency West. Through the application of qualitative methods with a case study approach, the results of this study reveal that the management process still does not meet the standards required by the government as the organizing program for the Similar Early Childhood Education Unit (SPS) program. Therefore, the manager must be able to define and find ways to achieve all the objectives set through the effective implementation of management functions of Early Childhood Education management.

Demographic Dividend and Industrial Revolution 4.0 seems to be a problem currently being faced of the government. Demographic Dividend is an opportunity for Indonesia if it is well prepared because this productive age population can sustain non-productive age. At present the government focuses on industries that are driving the development of the industrial revolution 4.0, especially food and beverages, electronics, automotive, textiles and chemicals. One effort that can be done is to make training for the productive age population (millennial). The target of this training place is the productive age who have not worked, productive age who have worked but want to improve their skills, lay people who need the provision of knowledge and skills in the field. The selected project locations have the following qualifications: representing large industrial estates, densely populated populations with high productive ages, the number of productive ages who are winners. From these qualifications, the Cakung area was chosen as the project location. Tread is in Cakung Barat, East Jakarta. In Cakung itself Jakarta Industrial Estate Pulogadung (JIEP) and the Perkampungan Industri Kecil (PIK) still exist today. According to the data obtained, the convection industry is mostly found in the Cakung region. For this training place to concentrate on the industrial convection. AbstrakBonus Demografi dan Revolusi Industri 4.0 nampaknya menjadi isu yang saat ini sedang difokuskan pemerintah. Bonus Demografi menjadi peluang bagi Indonesia jika dipersiapkan dengan baik karena penduduk usia produktif ini dapat menanggung usia non produktif.  Saat ini pemerintah fokus di industri yang menjadi pendorong perkembangan revolusi industri 4.0, yakni makanan dan minuman, elektronik, otomotif, tekstil, dan kimia. Salah satu upaya  yang dapat dilakukan adalah membuat wadah pelatihan bagi  penduduk usia produktif (millenial). Target tempat pelatihan ini adalah usia produktif yang belum bekerja, usia produktif yang sudah bekerja namun ingin meningkatkan skillnya, masyarakat awam yang membutuhkan pembekalan ilmu dan keterampilan di bidang tersebut. Lokasi proyek terpilih memiliki kualifikasi sebagai berikut : merupakan kawasan industri besar, kepadatan penduduk dengan usia produktif yang tinggi, banyaknya usia produktif yang menjadi pengangguran. Dari kualifikasi tersebut terpilihlah kawasan Cakung yang menjadi lokasi proyek. Tapak berada di Cakung Barat Jakarta Timur . Di Cakung sendiri sudah terdapat Jakarta Industrial Estate Pulogadung (JIEP) dan Perkampungan Industri Kecil (PIK) Pulogadung yang masih eksis sampai sekarang. Menurut data yang diperoleh, industri konveksi paling banyak terdapat di wilayah Cakung. Sehingga tempat pelatihan ini dikonsentrasikan untuk industri konveksi.

Abstract Selokan Mataram, a 31.2 km irrigation canal linking Opak and Progo Rivers in the Province of Yogyakarta, initiated and built by Sultan HB IX during the Japanese Occupation, has essential historical values and cultural heritage. It was built to provide water for agricultural activities in the area. At the moment, however, the Selokan Mataram is under the pressure of urbanization and rapid development. Such pressures are threatening its heritage values. This paper aims to examine Selokan Mataram from a cultural landscape perspective, examine the values of its cultural heritage, and document the pressures, threats, and efforts that the government has undertaken to preserve it. This research uses a case study approach, where data and information are obtained through secondary data, field observation, and interviews with multiple sources. The research argues that Selokan Mataram is a ‘cultural landscape’ that is important to Yogyakarta. It has and fulfills important values to be registered as a cultural heritage. At the same time, as one crucial cultural landscape, Selokan Mataram and the surrounding area is threatened by the rapid development of the city where the local government is not fully able to manage and control it. This research recommends that Selokan Mataram should be declared as a cultural heritage area, so that efforts can be further supported and strengthened to preserve it.

In recent years, with the rapid development of economy, industrial pollution problems have become more and more serious. In this paper, a differential game model is proposed for industrial pollution management, in which public participation is taken into consideration. Then, a feedback Nash equilibrium (FBNE) solution is obtained among the government, enterprises, and the public. Finally, a numerical example is given to illustrate the results. The results show that the public participation will take a positive part in forcing enterprises to reduce emissions. Furthermore, with the increase of the probability of the public reporting the illegal discharge of pollutants by enterprises, the probability of enterprises' active emission reduction will also greatly increase

After a period of stabilization lasting more than 20 years, the Thai sea fisheries developed rapidly during the past decade through the introduction of trawl fishing. Suitable nets and fishing techniques were demonstrated and introduced in the course of a German bilateral aid project. This new input, together with a high level of technical abilities among the fishermen, the availability of sufficient capital to finance a trawler fleet of more than 2,500 boats, and adequate support from the Thai Government, resulted in rapid development of trawling from small vessels. Landings were about 600,000 metric tons of groundfish from the coastal area in 1970. About half of this is for human consumption, the remainder mostly being used fresh for duck food or, after processing, as chicken food. The level of development achieved has unfortunately meant that the moderately rich bottom-fish resources of the Gulf of Thailand have become overexploited. In 1971 the catch per unit of effort had decreased to only a quarter of the original, making trawling operations only marginally economic. This points up the difficult problem of the control of fishing effort, which the Government of Thailand, no less than other nations, has not yet been able to resolve satisfactorily.

With the rapid development of mobile networks and citizen journalism, public opinion supervision has become an essential social supervision on engineering quality. They consider the dynamic characteristics of the spread process of public opinion and the game process of social supervision on engineering quality. The tripartite evolutionary game model of the government, contractors, and the public was constructed by coupling the Susceptible-Exposed-Infected-Removed (SEIR) model of public opinion spread and the evolutionary game model. Then, the influence laws of public opinion spread on the tripartite evolutionary game were analyzed and discussed through numerical simulation analysis. The results show that the public with more significant influence or authority is more able to restrain the quality behavior of government and contractors; increasing the probability of transforming ignorant into latent, the probability of converting latent into the communicator and topic derivation rate or reducing the direct immunization self-healing can improve the effectiveness of public opinion supervision; the true online public opinion can effectively restrain the quality behavior of contractors and urge the government to supervise actively. The research conclusions can provide a reference for improving the social supervision mechanism of engineering quality in the era of network citizen journalism.

This research entitled Activation of The Public Engagement in `NET 10` News Program. An intrinsic case study by Robert E. Stake on Activating The Public Engagement in `NET 10` Citizen Journalism NET TV’s News Program. This research aimed to understand NET TV’s public management strategy in 'NET 10' news program. In addition, this research also aimed to determine how the editorial staff considere the standard of news value and news judgment on citizen journalist news, and the function of public sphere in the mass media of citizen journalism. The method used qualitative research with intrinsic case study approach by Robert E. Stake to NET TV’s editorial. The results showed the editorial’s strategy of public management by following action: (1) provided easily of joining 'NET CJ', (2) created campaigns to increase the number of CJ, (3) nature CJ by keeping good and giving relationship evaluations, (4) provides rewards for the creator of CJ news aired in 'NET 10', and (5) educates CJ in making a citizen journalism news. NET TV used curation techniques in the process of citizen journalism news gatekeeper to keep the news value and news judment standard of citizen journalism news. Unfortunately, ‘NET 10’’s citizen journalism news rate of the proportion of news comprehensive continues to fall down because the editorial put loyalty forward. 'NET CJ' act as a opinions catalyst of the citizens to the government.

The present article examines interaction between public administration bodies of Nizhny Novgorod Fair and the state authorities in solving customs policy issues in the post-reform period of the 19th century It was the public administration bodies, whose functions included planning measures to improve the quality of trade and petitioning the government about the needs of domestic industry and trade, that influenced implementation of domestic and foreign state policy. The fair public administration, taking into account the importance that the Nizhny Novgorod Fair had in domestic and foreign trade, was the center of unification of all Russian merchants. Since the mid-1880s, public administration bodies, in particular the fair committee, formed in 1864, whose powers gradually grew, began to exercise representative functions on the issues of domestic trade and industry development. In particular, with direct involvement of the public fair management bodies in the 1880s, a large range of issues was discussed; these issues related to: the transit of foreign goods through the Transcaucasian Territory, which existed for several decades and caused significant damage to the production of Russian manufactory; sales markets in the Central Asia, Persia and the Far East; transformations of the entire customs system in Russia and changes in existing customs tariffs with the direct participation of the commercial and industrial estate representatives. As a result, a number of measures in the state customs policy carried out by the state authorities ultimately contributed to the development, expansion and strengthening the positions of domestic industrial production and trade. Public administration bodies, including the fair committee, became especially active in the 1890s. It is during this period that the authority of the fair management increases. And the fair committee itself began to express the interests of the commercial and industrial estate of whole Russia.

The present paper consists of two parts. In the first part, the issues of communication between government and business entities have been considered. The role of the communication for the modern society development has been assessed. Implementation of concepts of open government, public participation and corporate governance are the requirements to the governments who would like to “keep in touch” with business entities. In many countries, cooperation, awareness and continuous interaction not only with citizens, but also with business entities became important factors of changes in the system of management, especially in the government information policy. In such countries, a shift is observed of regulatory function toward more open and more interactive interaction. Business entities have a real chance now to influence the improvement and development of public policy and management system. The publications on this subject mainly those published abroad, have been analysed. A particular emphasis is on the characteristics of communication channels: reliability, speed and effectiveness (efficiency). In the second part of the paper, the issues of creation of “digital government”, as well as special aspects of creation of “digital government” in developing countries have been considered, although in many ways the processes of “digitalization” of government organs are characteristic for the developed countries as well. It has been noted, that the implementation of digital information technologies and digital communications in the public sector organization would have a favorable impact on the way the public services are provided. With proper implementation, the digital government may decrease the cost of provision of public services and establish conditions for better contacts with citizens, especially in distant and less populated regions. Digital government can also influence the creation of better transparency and accountability of the decisions made, stimulate the development of local digital culture and promote the development of democracy. To determine the efficiency of any particular act of communication the concept of “communicative result” is introduced. The cultural dependence of the communication result has been noticed.
