The present paper consists of two parts. In the first part, the issues of communication between government and business entities have been considered. The role of the communication for the modern society development has been assessed. Implementation of concepts of open government, public participation and corporate governance are the requirements to the governments who would like to “keep in touch” with business entities. In many countries, cooperation, awareness and continuous interaction not only with citizens, but also with business entities became important factors of changes in the system of management, especially in the government information policy. In such countries, a shift is observed of regulatory function toward more open and more interactive interaction. Business entities have a real chance now to influence the improvement and development of public policy and management system. The publications on this subject mainly those published abroad, have been analysed. A particular emphasis is on the characteristics of communication channels: reliability, speed and effectiveness (efficiency). In the second part of the paper, the issues of creation of “digital government”, as well as special aspects of creation of “digital government” in developing countries have been considered, although in many ways the processes of “digitalization” of government organs are characteristic for the developed countries as well. It has been noted, that the implementation of digital information technologies and digital communications in the public sector organization would have a favorable impact on the way the public services are provided. With proper implementation, the digital government may decrease the cost of provision of public services and establish conditions for better contacts with citizens, especially in distant and less populated regions. Digital government can also influence the creation of better transparency and accountability of the decisions made, stimulate the development of local digital culture and promote the development of democracy. To determine the efficiency of any particular act of communication the concept of “communicative result” is introduced. The cultural dependence of the communication result has been noticed.

The use of internet technology in the government environment is known as electronic government or e-government. In simple terms, e-government or digital government is an activity carried out by the government by using information technology support in providing services to the community. In line with the spirit of bureaucratic reform in Indonesia, e-government has a role in improving the quality of public services and helping the process of delivering information more effectively to the public. Over time, the application of e-Government has turned out to have mixed results. In developed countries, the application of e-Government systems in the scope of government has produced various benefits ranging from the efficiency of administrative processes and various innovations in the field of public services. But on the contrary in the case of developing countries including Indonesia, the results are more alarming where many government institutions face obstacles and even fail to achieve significant improvements in the quality of public services despite having adequate information and communication technology. The paradigm of bureaucrats who wrongly considers that the success of e-Government is mainly determined by technology. Even though there are many factors outside of technology that are more dominant as causes of failure such as organizational management, ethics and work culture. This study aims to develop a model of success in the application of e-Government from several best practice models in the field of information technology that have been widely used so far using literature studies as research methods. The results of the study show that the conceptual model of the success of the implementation of e-Government developed consists of 17 determinants of success..Keywords: Model, Factor, Success, System, e-Government

В статье рассмотрены современные особенности методологии обеспечения экономической безопасности предпринимательской деятельности и обоснованы ее компоненты. Гармоничное применение методов исследования (от анализа до моделирования) позволило разработать полицентричную модель методик обеспечения экономической безопасности предпринимательской деятельности, которая выступает в качестве компоненты ее единой методологии, отличающейся направленностью элементов на выявление, оценку и противодействие ее угрозам, а также соответствующей современным атрибутам цифровизации экономики. In the course of the study, the components of the unified methodology to ensure the economic security of business activities were substantiated, allowing considering it not only from the standpoint of practice, but also from that of the scientific theory and academic discipline. This predetermined the necessity to form the stages of the techniques development to ensure the economic security of entrepreneurial activity and to adapt their elements. The developed polycentric model of techniques to ensure the economic security of entrepreneurial activity is the substantiation for the logic of the research and for achieving its goal; its presentation in the three-dimensional space clearly shows its structure, content and the interaction of elements: from the formulated attributes of the methodology digitizing to the corresponding software products and information technologies. The universality of the model, as well as the identified elements of the techniques, will allow them to be implemented by both business entities and by the government authorities, due to the common goal and common interest in ensuring the economic security. Within the developed model, the techniques are harmonized, which is manifested primarily in their standardization. At the same time, the trends in digitalization and in the development of information technologies emphasize the dynamic nature of the model, as manifested both in the expansion of the range of techniques (e.g., in the development of a separate techniques for identifying, assessing and countering digital information threats to economic security) and their elements.

Dalam kehidupan berbangsa dan bernegara, maka pemerintah memiliki fungsi memberikan berbagai pelayanan publik yang diperlukan oleh masyarakat, mulai dari pelayanan dalam bentuk pengaturan ataupun pelayanan-pelayanan lain dalam rangka memenuhi kebutuhan masyarakat dalam bidang pendidikan, kesehatan, utilitas, dan lainnya. Berbagai gerakan reformasi publik yang dialami oleh negara-negara maju pada awal tahun 1990-an banyak diilhami oleh tekanan masyarakat akan perlunya peningkatan kualitas pelayanan publik yang diberikan oleh pemerintah. Peningkatan kualitas pelayanan publik mutlak diperlukan mengingat kondisi sosial masyarakat yang semakin baik sehingga mampu merespon setiap penyimpangan dalam pelayanan publik melalui gerakan maupun tuntutan dalam media cetak dan elektronik. Apalagi dengan adanya persaingan terutama untuk pelayanan publik yang disediakan swasta membuat sedikit saja pelanggan merasakan ketidakpuasan maka akan segera beralih pada penyedia pelayanan publik yang lain.Hal ini membuat penyedia pelayanan publik swasta harus berlomba-lomba memberikan pelayanan publik yang terbaik. In the life of nation and state, the government has a function to provide various public services needed by the community, ranging from services in the form of arrangements or other services in order to meet the needs of the community in the field of education, health, utilities, and others. The various public reform movements experienced by developed countries in the early 1990s were much inspired by public pressure on the need to improve the quality of public services provided by the government. Improving the quality of public services is absolutely necessary given the improved social conditions of the community so as to respond to any deviations in public services through the movement or demand in print and electronic media. Especially with the competition especially for public services provided by the private makes little customers feel dissatisfaction it will soon switch to other public service providers.This makes private providers of public services must compete to provide the best public service. This should be imitated by government public service providers so that people feel satisfied to enjoy the public service.Keywords: public service in riau province

In the Russian Federation, as in a number of other economically developed countries, there are legal restrictions on the admission of foreign investors to participate in commercial corporate organizations of strategic importance for national defence and state security. Failure by foreign investors to comply with this mechanism leads to the nullity of transactions and, as a consequence, to legal disputes, the subject of which are mainly restitution claims. There have been numerous problems and academic debates in recent court practice regarding the reasons and the possibility of satisfying such claims. In particular, in view of the changed circumstances after the conclusion of the contested transaction, the real public interest is not always visible pursued by the claim for application of consequences of its invalidity. The author proposes that in the course of judicial proceedings in such cases, when the defendant raises the relevant reasoned objections, not only to state the fact of violation of the law by a foreign investor, but also to reveal the public interest defended by the foreign investor. The author proposes that, in such cases, the defendant’s arguments should not be limited to stating that the foreign investor has breached the law. If one is not established, a claim may be dismissed under certain conditions, taking into account established doctrinal approaches to the understanding of the right of action.

Accountability and oversight are constitutional requirements in all the spheres of government in the Republic of South Africa and their foundation is in the Constitution of the Republic of South Africa of 1996. All spheres of government are charged with the constitutional mandate of providing public services. The level of responsibility and public services provision also goes with the level of capacity of a particular sphere. However, most of the direct and visible services that the public receives are at the local sphere of government. As such, enormous resources are channelled towards this sphere of government so that the said public services could be provided. It is imperative that the three spheres of government account for the huge expenditures during the public service provision processes. The parliaments of national and provincial governments exercise oversight and accountability over their executives and administrations through the Public Accounts Committees, while the local sphere of government relies on the Municipal Public Accounts Committees. This article is theoretical in nature, and it seeks to explore the current state of public accountability in South Africa and to evaluate possible measures so as to enhance public accountability. The article argues that the current public accountability mechanisms are not efficient and effective. It is recommended that these mechanisms ought to be enhanced by inter alia capacitating the legislative bodies at national, provincial and local spheres of the government.

The relevance of this research topic lies in the fact that public procurement requires in-depth consideration and comprehensive analysis, including the scientific and methodological level of analysis. The use of special legal documents in public procurement and the specific procedure for the execution of these documents is not a factor in the full understanding of this direction, including the economic assessment of the entire process. An economic and statistical approach using system analysis is required, which was used by the authors of the scientific article as the proposed research methodology. One of the main parts of the progressive process of commodity exchange in the economies of the analyzed countries is the mechanism for building public procurement. Currently, the problem of material and technical support of public needs in developed countries is solved as a result of logistics processes in the system of public procurement through the acquisition and supply of goods, works, and services, tangible and intangible resources. The article submits a review of foreign experience in building a public procurement system with special features characteristic of this region of the world, presented as an object of research. Country aspects in the object under study and allowed the authors to formulate the relevant main results and conclusions concerning various parties in the public procurement system, which determined the further strategy to improve the procurement system of the government and international integration union. The transportation is the core functional elements in the logistics activities. If not focusing on implementation of eco-friendly management in the process of logistic transportation, it is impossible to build an eco-friendly logistic system as a whole. Developed countries attach great importance to environmental issues and spare no effort in promoting the reform of logistics transportation. In order to comply with sustainable development in society and economy, China's transportation industry is urgently in need of more scientific management. Based on the relevant issues of current logistic transportation, from the perspectives of multi-subject such as the government, the enterprises and the public, this article analyzes the feasible approach to achieving the eco-friendly transportation management to ensure harmonious development of efficient transportation, social economy, environment and resources.

Electronic government has the potential of transforming the way government works and interacts with citizens. However, recent research has found that the promised benefits are rarely completely achieved. Some of these studies highlight the importance of institutions in shaping the development, implementation, and use of information technologies in government settings. Based on a survey and a set of interviews with Mexican federal government managers, this chapter explores the relationships between institutional arrangements, organizational forms, information technologies, and the outcomes of Mexican IT initiatives. Overall, the authors found that there are important interactions among these variables and important similarities exist between developed countries and other realities, such as Latin America. The research presented here contributes to the field by testing causal relationships often cited in the digital government literature, but with little empirical quantitative exploration. Moreover, understanding those relationships offers guidance in the implementation of interorganizational IT applications in government, potentially increasing their probability of success as well as the benefits for citizens and other stakeholders.

Effectiveness is a key feature of good governance, as the public sector must make the best use of resources to comply with the needs of the population. Several indicators can be analyzed to evaluate the effectiveness of a service. This study analyzes theoretical references and presents a systematic research of indicators to assess the effectiveness of digital public services in the perspective of the user. First, a literature review was carried out to identify the most common indicators employed to evaluate effectiveness in the public sector; then, the perception of academics and professionals regarding digital government was assessed to analyze the relevance of these indicators. As a result, two groups of indicators were found: technical factors based on service quality and usefulness of the service. This work contributes to enrich the discussion on how to create an effective model to evaluate the effectiveness of public services to guarantee quality standards and comply with the expectations of users.

Mobile applications available in anytime and from anywhere. The utilizing of mobile governmental applications is significant to reduce the efforts and time that are required to accomplish the public services by citizens. The main challenges that face the acceptance and adoption of mobile governmental applications are the privacy and security issues. The users, who do not trust the security of mobile governmental applications, may reject the use of these applications which discourages the government to adopt the mobile services. This study focuses in investigating the security and privacy requirements of mobile government applications. Many related works are reviewed and discussed to understand the important security requirements of mobile government applications. The main results indicate that effective privacy and security of mobile government applications should be assured so as to enhance the level of adopting and using these applications. The security requirements involve many considerations such as the hardware characteristics, software characteristics, and communication characteristics. This article mainly gives better understanding of security requirements of mobile government applications.
