Penelitian bertujuan mengetahui pengaruh perubahan lingkungan Segara Anakan terhadap kehidupan sosial ekonomi masyarakat pesisir telah dilakukan pada bulan Mei - Juni 2011. Data yang dikumpulkan pada masyarakat di Desa Ujung Alang dan Klaces, Kecamatan Kampung Laut, Kabupaten Cilacap Provinsi Jawa Tengah dianalisis menggunakan analisis kesejahteraan rumah tangga berdasarkan indeks rumah tangga miskin menurut Badan Pusat Statistik (BPS) dan analisis deskriptif. Hasil penelitian menunjukkan bahwa sepanjang periode tahun 1980 – 2011 terjadi pergeseran aktivitas perekonomian masyarakat pesisir dari pemanfaatan sumberdaya perairan ke pemanfaatan sumberdaya daratan(sektor pertanian) seiring dengan bertambahnya wilayah lahan timbul. Pendapatan rata-rata riil sebesar Rp 335.078/kapita/bulan lebih tinggi dibandingkan dengan garis kemiskinan untuk wilayah pedesaan di Propinsi Jawa Tengah (Rp. 179.982 /kapita/bulan) yang ditetapkan oleh BPS. Meskipun demikian, pada periode tersebut terjadi penurunan pendapatan sebesar 59%.Title: Impact of Environmental Changes to the Economic Activities and the Welfare of Coastal Communities in Segara AnakanThe study aims to determine the effect of environmental changes at Segara Anakan to the social and economic life of coastal communities have done in months May - June Data collected in the community in the village of Ujung Alang and Klaces, Sea Village District, the District Cilacap Central Java Province were analyzed using analysis of household welfare based index of poor households according to the Berau Statistic Central (BPS) and descriptive analysis. The results showed that during the period 1980 - 2011 there was a shift of economic activity from the coastal communities utilization of aquatic resources to the resource utilization of land (agricultural sector) along with increasing the area of land arise. The average real income of Rp 335,078/kapita/bulan higher than the poverty line for rural areas in Central Java (Rp 179,982 / capita/ month) set by the BPS. However, in the period revenue decline of 59%.

In a national economy, the considerable part of its available territory consists of the so called rural area which is mainly used by the agricultural sector. In our days, the rural areas are characterized by the loss of their economic, administrative etc. functions. The agricultural sector is able to utilize the rural areas, though other economic activities play important role as well. To evaluate the agricultural sector in terms of the agribusiness, it is clear that the situation of the agricultural sector is not only decisive for the rural areas, but also for the whole national economy, and therefore, it is part of its balanced development.

<strong>English</strong><br />Qualified human resources with a good commitment to develop agricultural sector is one of the determining factors toward sustainable agricultural development. However, agricultural development deals with significant issue especially reduction in the number of young farmers. This paper aims to review structural changes from perspective of aging farmer and declined number of young farmers in Indonesia and other countries. Specifically, this paper identifies various factors causing the changes and describes the policies needed to support young workers to enter agricultural sector. The method used in this paper is both descriptive analysis and cross tabulation. The results show that aging farmers and young farmers decline in Indonesia keep increasing. The phenomena are also found in other countries in Asia, Europe, America and Australia. Various factors causing lack interest of young workers in agricultural sector, namely less prestigious, high risk, less assurance, unstable earning. Other factors are small size land holding, limited non-agricultural diversification and agricultural processing activities in rural areas, slow farm management succession, and lack of incentive for young farmers. To attract youth to enter agricultural sector, it is necessary to transform youth’s perception that agricultural sector currently is interesting and promising. The government needs to development agricultural industry in rural areas, introduces technology innovation, offers special incentives for young farmers, modernizes agriculture, and conducts training and empowerment of young farmers.<br /><br /><br /><strong>Indonesian</strong><br />Sumber daya manusia yang berkualitas dan memiliki komitmen membangun sektor pertanian merupakan salah satu faktor keberhasilan pembangunan pertanian berkelanjutan. Namun, pembangunan pertanian menghadapi permasalahan cukup serius, yaitu jumlah petani muda terus mengalami penurunan, baik secara absolut maupun relatif, sementara petani usia tua semakin meningkat. Tujuan makalah ini adalah melakukan review tentang perubahan struktural tenaga kerja pertanian dilihat dari fenomena aging farmer dan menurunnya jumlah tenaga kerja usia muda sektor pertanian di Indonesia dan di berbagai negara lainnya, mengidentifikasi berbagai faktor penyebab perubahan tersebut, serta kebijakan yang diperlukan untuk mendukung tenaga kerja muda masuk ke  sektor pertanian. Metode penelitian yang digunakan adalah analisis deskriptif dan tabulasi. Hasil analisis menunjukkan bahwa secara umum fenomena penuaan petani dan berkurangnya petani muda di Indonesia semakin meningkat. Kondisi seperti ini bukan hanya terjadi di Indonesia, namun juga di negara-negara lain di Asia, Eropa, dan Amerika.  Berbagai faktor penyebab menurunnya minat tenaga kerja muda di sektor pertanian, di antaranya citra sektor pertanian yang kurang bergengsi, berisiko tinggi, kurang memberikan jaminan tingkat, stabilitas, dan kontinyuitas pendapatan; rata-rata penguasaan lahan sempit; diversifikasi usaha nonpertanian dan industri pertanian di desa kurang/tidak berkembang; suksesi pengelolaan usaha tani rendah; belum ada kebijakan insentif khusus untuk petani muda/pemula; dan berubahnya cara pandang pemuda di era postmodern seperti sekarang. Strategi yang perlu dilakukan untuk menarik minat pemuda bekerja di pertanian antara lain mengubah persepsi generasi muda bahwa sektor pertanian merupakan sektor yang menarik dan menjanjikan apabila dikelola dengan tekun dan sungguh-sungguh, pengembangan agroindustri, inovasi teknologi,  pemberian insentif khusus kepada petani muda, pengembangan pertanian modern, pelatihan dan pemberdayaan petani muda, serta memperkenalkan pertanian kepada generasi muda sejak dini.

The purpose of this study is to see how the demographic characteristics of the working poor in The Province of Aceh and analyze the factors that determines the income of the working poor as well as the influence of each of these factors. The data used is the data of the National Socioeconomic Survey (Susenas) in 2015 using the model of Multiple Classification Analysis (MCA). Descriptive analysis showed that there is a significant relationship between income and each independent variable gender, region of residence, marital status, age, education level, field of business, sector employment and working hours. MCA results indicate that the independent variables simultaneously significant effect on income. From 8 demographic variables studied, the undertaking of independent variables, sex, age and level of education have a considerable effect on the incomes of the working poor. In an effort to alleviate the working poor, it takes real action especially the improvement of education and vocational training, the development of the agricultural sector, increased investment in potential rural areas, and the development of informal sector.Penelitian ini bertujuan ingin melihat bagaimana karakteristik demografi dari pekerja miskin di Provinsi Aceh dan menganalisis faktor-faktor apa yang menjadi penentu pendapatan dari pekerja miskin serta besar pengaruh dari masing-masing faktor tersebut. Data yang digunakan adalah data hasil Survei Sosial Ekonomi Nasional (Susenas) 2015 dengan menggunakan model Multiple Classification Analysis (MCA). Hasil analisis deskriptif menunjukkan bahwa terdapat hubungan yang signifikan antara pendapatan dan masing-masing variabel bebas jenis kelamin, wilayah tempat tinggal, status perkawinan, umur, tingkat pendidikan, lapangan usaha, sektor pekerjaan, dan jam kerja. Hasil MCA menunjukkan bahwa variabel bebas secara simultan memberikan pengaruh yang nyata terhadap pendapatan. Dari 8 variabel demografi yang diteliti, variabel bebas lapangan usaha, jenis kelamin, umur dan tingkat pendidikan mempunyai pengaruh yang besar terhadap pendapatan pekerja miskin. Dalam upaya pengentasan pekerja miskin, maka dibutuhkan tindakan nyata terutama peningkatan pendidikan dan pelatihan kerja, pengembangan sektor pertanian, peningkatan investasi di daerah perdesaan yang potensial, serta pengembangan sektor informal.

This study examines two cultural forms of livelihood in coastal communities Dukuh Tapak, Kelurahan Tugurejo, Semarang. This research purpose is to identify the conditions of each individual and family livelihood, a reason to the dualism of livelihood, and the influence of industry on the social and economic life. This research use a qualitative method, collecting primary data through in-depth interviews and observation, secondary data obtained from study of literature and documents. The results showed that Dukuh Tapak's people have a livelihood as factory employees while managing the fish farm as a sideline. Most people who work in factories are women and youth as a bid to shore up their family economy. Industrialization did not significantly affect the socio-economic conditions, in which a sense of kinship and mutual help are still well preserved. While in terms of economic, a family with two types of livelihood tend to be more established than a family with only working either in the industry or the agricultural sector.

Off-farm employment in rural areas can be a major contributor to rural poverty reduction and decent rural employment. While women are highly active in the agricultural sector, they are less active than men in off-farm employment. This study analyzes the determinants of participation in off-farm employment of women in rural Uganda. The study is based on a field survey conducted in nine districts with the sample size of 1200 individual females. A two-stage Hechman’s sample selection model was applied to capture women’s decision to participate and the level of participation in non-farm economic activities. Summary statistics of the survey data from rural Uganda shows that: i) poverty and non-farm employment has a strong correlation, implying the importance of non-farm employment as a means for poverty reduction; and ii) there is a large gender gap to access non-farm employment, but the gender gap has been significantly reduced from group of older age to younger generation. The econometric results finds that the following factors have a significant influence on women’s participation in off-farm employment: education level of both the individual and household head (positive in both stages); women’s age (negative in both stages); female-headed household (negative in first stage); household head of polygamous marriage (negative in both stages); distance from major town (negative in the first stage); household size (positive in the second stage); dependency ratio (negative in the second stage); access to and use of government extension services (positive in the first stage); access to and use of an agricultural loan (negative in the second stage); and various district dummies variables. The implications of these findings suggest that those policies aimed at enhancing the identified determinants of women off-farm employment can promote income-generating opportunities for women groups in comparable contexts. In order to capitalize on these positive linkages, policies should be designed to improve skills and knowledge by providing education opportunities and increasing access to employment training, assistance services and loans for non-farm activities and by targeting women in female-headed, large and distant households. The government should increase investments in public infrastructure and services, such as roads, telecommunications and emergency support.

Abstract This study aims to describe the diversification of livelihoods as a strategy achieved by the rural dweller to maintain and improve their standard of living. This issue is important to be studied in order to explore various alternative ways of the fundamental problem that is passed by them. There are four problems related to socio-economic life in rural areas, namely low labor productivity, land ownership that is getting narrower along with the large number of small farmers, relatively low household income and lower wages for agricultural laborers than construction and industrial workers. As a consequence, subsistence farming has weak prospects and cannot be relied on as the only source of livelihood for the rural population. Even though agricultural sector is no longer being promoted as a source of income, some rural residents continue to pursue farming while carrying out various supporting activities to fullfill their needs. In fact, there is a tendency for them to take advantage of the opportunities that exist in order to improve their standard of living. The rural population actually has various levels in maintaining the existence of life and increasing the standard of living of their household in accordance with the unique social, economic, ecological and cultural arrangements in an area. One of them is the focus of this research, namely the diversification of household livelihoods in rural areas in the context of rural-urban relations. We hope to find a formula that can support the capability of rural residents to diversify their livelihoods in response to urban development. To realize this goal, the research team has conducted investigations on: a portfolio of livelihood activities of rural small people in the context of the struggle for survival and improvement of their standard of living and (b) diversification of livelihoods carried out by small people in the context of rural-urban relations. Abstrak Penelitian ini bertujuan untuk mendeskripsikan diversifikasi mata pencarian sebagai strategi yang dilakukan oleh penduduk pedesaan untuk mempertahankan dan meningkatkan taraf hidupnya. Isu ini penting untuk dikaji guna menggali berbagai alternatif cara dari permasalahan mendasar yang dilalui mereka. Ada empat masalah yang berkaitan dengan kehidupan sosial ekonomi di pedesaan, yaitu produktivitas tenaga kerja yang rendah, kepemilikan lahan yang semakin sempit seiring dengan banyaknya petani kecil, pendapatan rumah tangga yang relatif rendah dan upah buruh tani yang lebih rendah dibandingkan buruh bangunan dan industri. Akibatnya, pertanian subsisten memiliki prospek yang lemah dan tidak dapat diandalkan sebagai satu-satunya sumber mata pencarian penduduk pedesaan. Meskipun sektor pertanian tidak lagi digalakkan sebagai sumber pendapatan, sebagian penduduk pedesaan tetap bertani sambil melakukan berbagai kegiatan penunjang untuk memenuhi kebutuhan hidupnya. Bahkan, ada kecenderungan mereka memanfaatkan peluang yang ada untuk meningkatkan taraf hidupnya. Penduduk pedesaan sebenarnya memiliki berbagai tingkatan dalam mempertahankan eksistensi kehidupan dan meningkatkan taraf hidup rumah tangganya sesuai dengan keunikan tatanan sosial, ekonomi, ekologi dan budaya di suatu wilayah. Salah satunya yang menjadi fokus penelitian ini, yaitu diversifikasi mata pencarian rumah tangga di pedesaan dalam konteks hubungan desa–kota. Kami berharap dapat menemukan formula yang dapat mendukung kemampuan penduduk pedesaan untuk mendiversifikasi mata pencarian mereka dalam menanggapi pembangunan perkotaan. Untuk mewujudkan tujuan tersebut, tim peneliti telah melakukan investigasi terhadap: (a) portofolio kegiatan mata pencarian masyarakat kecil pedesaan dalam rangka perjuangan untuk bertahan hidup dan peningkatan taraf hidup mereka dan (b) diversifikasi mata pencarian yang dilakukan oleh masyarakat kecil di konteks hubungan desa–kota.

To support economic growth and stability, the development of the agricultural sector is directed at increasing agricultural production and added value, expanding employment opportunities and increasing the income of most members of the community, ie women farmers. By using the above ideas, this paper takes the form of descriptive analysis to find the direction of explanation of the events experienced by the people of Indonesia. Subsequent events are organized into governance frameworks to address the problems occurring in Indonesia. Governments should continue to provide mutual support and engage women's cooperatives for collective decision-making to address unemployment and the poverty line. In addition we can not deny again that with the characteristics of Indonesia is very unique it is necessary role of Food SOEs to exist in the national food management. It takes the scope of cooperation through the MoU in order to benefit both parties in order to meet the regulations in their respective countries as well as to facilitate communication and exchange of information from the governments of both countries.Keywords: village, village administration, Decentralization

Until recently, traditional methods of farming in the PRC required a much larger volume of water consumption than is necessary when irrigating individual crops, but in the 21st century, the situation began to change gradually. The modern level of technologies and measures taken for agricultural water conservation allows to control water consumption precisely. In the article measures taken for monitoring water consumption in the agricultural sector and associated transformations of the economic activities of modern Chinese villages are considered.

Although the beneficial impact of Common Agricultural Policy (CAP) on the stabilization on farming income is undisputable, the distribution of benefits derived from the CAP between operators and regions gives rise to some controversy. The objective of this paper was to estimate regional differences in the benefits derived from the Common Agricultural Policy in Poland based on the partial equilibrium model of the European Union (EU) agricultural sector with simulated interventions. The expectations of farmers from different regions of Poland were represented as a non-cooperative game to define vectors of change in the agricultural policy. The theory of moves was applied to set the game between different groups of farmers. Our results demonstrate that both the 1st and the 2nd pillars of the CAP were more profitable to farmers from regions with a more advantageous agrarian structure and a higher agricultural potential compared to their peers from the regions with a fragmented agriculture. However, considering long-term development objectives of the Polish agriculture, the theory of moves outcome argues against compensating for these differences by increasing redistributive payments to farmers in less favorable regions. To prevent widening of regional differences and ensure the social and economic development of rural areas in regions with less favorable agrarian structures where agriculture is currently unable to compete, it would be critical to enhance conditions for alternative types of economic activities.
