Although the beneficial impact of Common Agricultural Policy (CAP) on the stabilization on farming income is undisputable, the distribution of benefits derived from the CAP between operators and regions gives rise to some controversy. The objective of this paper was to estimate regional differences in the benefits derived from the Common Agricultural Policy in Poland based on the partial equilibrium model of the European Union (EU) agricultural sector with simulated interventions. The expectations of farmers from different regions of Poland were represented as a non-cooperative game to define vectors of change in the agricultural policy. The theory of moves was applied to set the game between different groups of farmers. Our results demonstrate that both the 1st and the 2nd pillars of the CAP were more profitable to farmers from regions with a more advantageous agrarian structure and a higher agricultural potential compared to their peers from the regions with a fragmented agriculture. However, considering long-term development objectives of the Polish agriculture, the theory of moves outcome argues against compensating for these differences by increasing redistributive payments to farmers in less favorable regions. To prevent widening of regional differences and ensure the social and economic development of rural areas in regions with less favorable agrarian structures where agriculture is currently unable to compete, it would be critical to enhance conditions for alternative types of economic activities.

One of the most challenging issues for the countries that are in the process ofaccession to the European Union is the reform of agriculture, precisely agriculturalpolicy and its compliance with the Common Agricultural Policy of the EuropeanUnion (CAP). The strategic orientation of the Republic of Srpska and Bosnia andHerzegovina is a full EU member status, which is defined with signatory to theStabilization and Accession Agreement in 2008 and confirmed with Applicationfor membership in the European Union, submitted in February 2016. Consideringthe upcoming accession negotiation process, the reformation of agricultural sectoris necessary in all areas of development: production, policy and legal frameworkand institutional development. Until 2015 Republic Srpska made and adopted twokey strategic documents that determine the directions, objectives and measures fordeveloping of agriculture and rural areas. Recently the Republic of Srpska adopteda new strategic plan for the development of agriculture and rural areas for theperiod 2016- 2020. Considering that agriculture budget represents a first indicatorof the countries sector priorities, objective of this paper is to provide analysis ofagricultural policy through the agricultural budget of the Republic of Srpska and itscompliance with Common Agricultural Policy of the EU. Comparative analysis isrelated to the period 2006 – 2014 using EU methodology for the classification ofagricultural measures (pillars and axis). Research results show that the structure ofmeasures and scope of budgetary support, defined within agricultural policy of theRepublic of Srpska is not compatible with Common Agricultural Policy of the EU.

The Common Agricultural Policy (the CAP) is the most important common policy of the European Union, for which reason it traditionally monopolizes a large part of the European Union budget. Without doubt, the aids that farms receive from this policy are the pillar on which it sustains the battered agricultural sectors. Among CAP aid, direct payments are particularly important, in 2008 accounting for about 37% of the total EU budget. The main objective of this paper is to analyse the effects that the distribution of the CAP direct payments have on the agrarian economy. Specifically, we have analysed the equality level in distribution of CAP direct aid in the countries of the European Union using a concentration index. In this way, we have examined the fairness of distribution of CAP direct aid in the agricultural sector.

At present, the state of the economy of the agricultural sector in many countries of the world, including in the countries of the European Union (EU), inherent in developed industry, has led to the transition to a new environmentally oriented agricultural policy. An important role is assigned to state support of agricultural producers, through subsidies, preferential credit policy, and in some countries, the complete abolition of taxation of entrepreneurial activity in rural areas, which confirms the relevance and national economic significance of the article. In domestic agroeconomic science and practice, there is no scientific concept of state participation in the process of bringing the agricultural sector out of the crisis. Research objectives – consider the development policy of the agricultural sector of the EU countries; study the level of state support for agricultural producers. The purpose of the work is to consider the degree of development of the agricultural policy of the EU countries in the context of ensuring food security. The methods and methodology of the research were general scientific, particular methods of cognition, including the historical and logical, the method of observation and comparison. Shows the main approaches to state regulation of the development of the agro-industrial sector at the level of the European Union as a whole and in the context of member countries; characteristic features and principles that determine the success and integrity of a unified agricultural policy; factors contributing to the productivity of agricultural land; agro-ecological requirements restricting the import of genetically modified products; the main tasks in the development of a new policy of the agrarian sector of the economy; priority directions of regulation of measures to support agricultural producers, integrated development of rural areas, increasing the competitiveness of the EU agricultural sector. The practical significance of the work lies in the fact that this study will allow the state bodies of Belarus to better understand how it is necessary to form an agricultural policy in the context of ensuring food security.

Summary The agricultural policy of the European Union - Common Agricultural Policy (CAP) - was introduced in the 1960s as the first EU policy. Over the next decades it constituted the largest share in the expenditure of the EU budget. Today, although cohesion policy has replaced it in the first place, it is still being prioritized by the countries of the Community. Observation of the next financial perspectives, however, allows to conclude that the nature of the CAP is changing, which is a manifestation of the evolution of views on the role of the food sector in the economic development of the European Union. The aim of the study is to indicate the directions of reforms of the Common Agricultural Policy during its sixty-year functioning, the reasons for these changes and the consequences they have had for the agricultural sector in EU countries. These outcomes were supplemented by outlining the perspectives for the development of the EU agricultural policy in the coming years. The authors focused on the basic instruments of the CAP including income-generating, environmental and rural development-related. On the basis of the analysis of objectives and instruments of the CAP, it was stated that it departed from traditional market support to create more sophisticated intervention related to the changing macroeconomic conditions and expectations of the society. The paper is a review, with elements of meta-analysis, deduction and inductive reasoning.

Abstract Agriculture is an important source of nitrogen and phosphorous loads to the Baltic Sea. We study how the European Union’s (EU) Common Agricultural Policy (CAP), and in particular how its first pillar, containing most of the budget and the decoupled farm payments, affects eutrophication. To aid our study, we use three simulation models, covering the agricultural sector in the EU, a hydrological nutrient flow model and a model of eutrophication in the Baltic Sea. We compute changes in key eutrophication indicators in a business-as-usual baseline and in a hypothetical situation where the first pillar of the CAP, containing the direct payments, greening and accompanying measures, is not present. Comparing the outcomes, we find that in the scenario without the first pillar, production and agricultural land use is lower, while yields and fertiliser use per hectare are higher, causing less nitrogen and phosphorous loads (0.5 to 4% depending on the basin) and less eutrophication in the Baltic Sea as net effect. We therefore conclude that the policies of the first pillar of the CAP contribute to increased eutrophication in the Baltic Sea.

Common Agricultural Policy (CAP) has been having a great past, it is over numerous direction and structure changes in the last half century. After the Treaty of Rome, the harmonization of he agricultural structure and the production of Member States has been launched, during which the economic changes in the world and in Europe were continuously being kept track of. By using common experience, they strived to develop an agricultural sector that supplies the Member States of the Community with food, while the competitiveness and living circumstances of family farms are being improved. The general directions outlined in Stresa in 1958 were significantly redrawn owing to the transformed market conditions and EU accessions. The subsidization of family farms and the improvement of their profitability are having a stressed importance nowadays, too. Our country, as the fully qualified member of the European Union tries to meet its obligations undertaken in the accession treaty and therefore to develop an agricultural sector carrying out diversified agricultural production with a healthy age structure. The aim of the study is to specifically overview the issue of common agricultural policy by stressing the main development points and to introduce the Hungarian conditions of family farms. Besides, there will be an evaluation of the research works examining the income conditions of family farms in the North Great Plain region.

The author devoted his research to the role of the global food security in the priorities of the Common Agricultural Policy of the European Union (CAP). The research sheds light on the parameters of the Common Agricultural Policy and the basic steps on the path of its reform. The research demonstrates that the priorities of the EC are mainly concentrated on achieving food security for the member-states of the EC, its population and the interests of the agricultural sector. The modern challenges to the Global Food Security (global food crises of 2007-2009, acute food shortages and hunger in crises regions of Africa and chronic malnutrition) are placed high on the agenda of the CAP. In this situation, the EU is trying in the interests of stabilization of the world agricultural market to solve simultaneously the tasks of providing assistance for development and mitigation of the threats to the Global Food security. The deepening rift between the strategy of the CAP oriented towards promotion of agricultural export and real contribution of the EC to the Global Food Security and assistance for development is becoming more and more the most «vulnerable» place of the CAP.

Abstract The Common Agricultural Policy of the European Union is reflected in the development of agricultural production in Slovakia. The development of livestock production faced significant changes reflected in its overall decrease. The decrease in the level of agricultural production in Slovakia between 2002 and 2010 is shown by several indicators assessed in this paper. Its main aim is to highlight differences in Slovak agriculture at the level of LAU I, which are districts of Slovakia, according to the selected indicators of agricultural production between 2002 and 2010. We analyse the development of regional differences in Slovak agriculture that have widened under the influence of the EU Common Agricultural Policy. The development of selected indicators of agricultural production was analysed using the change index, which best represents differences in the development of agriculture in the Slovak regions.

The aim of the work is presenting the evolution of the Common Agricultural Policy, mainly the changes which occurred in this policy during the last decade, as well as the forms and size of support of agriculture and rural areas. The study was prepared with the use of OECD rapport, mainly the rapport on monitoring and evolution the Common Agricultural Policy 2015, and the subject matter literature. Three groups of factors influencing the Common Agricultural Policy changes were distinguished. There are: factors influencing the state of agriculture in member countries; factors influencing relations of the European Union with the world economy and factor linked with the world financial crisis. The changes occurred in both pillars of the CAP were presented, in Pillar I related to the price and market spheres and in that related to direct payments, and in Pillar II, which cover complex of instruments influencing agriculture and rural areas. The special and specific payments were also described. Among instruments supporting agriculture special attentions was given to instruments of internal markets, instruments influencing services and foreign trade regulations. One of the main conclusions is statement that periodical changes of aims and instruments of the CAP did not destroy the background of the policy and the necessity of the community support for agriculture.

As it is known, in 2010, a customs union with three participants, Belarus, Russia and Kazakhstan, was formed on the territory of the former Soviet Union. In 2015, the union moved to another stage, the economic union. In 2015, Kyrgyzstan became a full member of this union and is currently trying to adapt to new economic conditions. In particular, the Agricultural Policy Department of the Eurasian Economic Commission is currently actively working on the development and implementation of common agricultural policy. Kyrgyzstan, despite the limited territory for agricultural production, is an agricultural country and has a comparative advantage in this sector. Therefore, the country should take an active role in the development of a common agricultural policy and create favorable conditions for the development of the own agrarian sector and use advantages. The purpose of this work is to analyze the developed plans and policies of the Agricultural Policy Department of the Eurasian Economic Commission, as well as conduct a comparative analysis with the common agricultural policy of the European Union, and at the end to make proposals.
