Penelitian ini bertujuan untuk mengkaji peranan subsidi harga solar terhadap keberlanjutan usaha perikanan tangkap. Penelitian dilakukan pada tahun 2010 di dua lokasi dengan tingkat pemanfaatan sumber daya perikanan yang berbeda, yaitu Bitung dan Palabuhanratu. Data yang digunakan terdiri dari data primer dan data sekunder. Data primer diperoleh melalui wawancara kepada nelayan yang menggunakan alat tangkap berbeda di kedua lokasi penelitian, kemudian dianalisis dengan menggunakan regresi linier berganda. Hasil penelitian menunjukkan bahwa adanya subsidi harga solar menyebabkan semakin besar keuntungan yang diterima oleh nelayan karena biaya operasional yang ditanggung oleh nelayan semakin rendah. Di Bitung hasil analisis menunjukkan bahwa variabel dummy (D) berpengaruh signifikan terhadap penerimaan sebesar 2,28 yang artinya bahwa pemberian subsidi solar kepada nelayan dapat meningkatkan penerimaan sebesar 2,28%. Dengan demikian, subsidi solar mampu mendorong usaha perikanan tangkap nelayan di Bitung secara berkelanjutan. Sementara itu di Palabuhanratu menunjukkan bahwa jumlah hari melaut (trip) dan subsidi solar (D) berpengaruh negatif terhadap penerimaan. Makin lama hari melaut di fishing ground Teluk Palabuhanratu justru mengurangi penerimaan nelayan. Hasil ini menunjukkan bahwa pemanfaatan sumber daya perikanan di Teluk Palabuhanratu terindikasi adanya kelebihan upaya penangkapan sehingga subsidi yang diberikan seharusnya bertujuan memfasilitasi nelayan untuk menangkap di luar Teluk Palabuhanratu. Title: Role of Price Subsidies on Diesel Fuel to Sustainability of Fishing Effort in Bitung, North Sulawesi and Palabuhanratu, West JavaThis study aims to assess the role of price subsidies on diesel fuel to the sustainability of fishing. Research was carried out at two locations of Bitung and Palabuhanratu representing different level of fishery resources utilization in 2010. Data used consists of primary and secondary data. Primary data were obtained through interviews with fishers using different gear on both sites and then analyzed using multiple regression. Results showed that diesel price subsidies causes the greater benefits received by the fishermen because the operational costs incurred by the fishermen are getting lower. In Bitung result of the analysis shows that the dummy variable (D) significant on revenue of 2.28 which means that the provision of diesel subsidies for fishermen to increase their revenue to 2.28%. Thus, the diesel subsidies could encourage fishermen fishing effort in Bitung in a sustainable manner. Meanwhile, in the Palabuhanratu result showed that number of days at sea (trip) and diesel subsidies (D) have negative effect to the revenue. The longer days at sea in the fishing ground Palabuhanratu Bay instead reduce fishing revenue. It means, utilization of fishery resources in the Palabuhanratu Bay have indicated on excess fishing effort, so that subsidy given should be aimed at facilitating fisher to fishing outside the Palabuhanratu Bay.

This study aims to describe the role of Farmers Group "Tenggang Rasa" to the development of cocoa plants in the village of Inomunga, Kaidipang Sub-district, Utara Bolaang Mongondow District, North Sulawesi Province. The study lasted for 3 (three) months from January to March 2017 in Inomunga Village, Kaidipang Sub-district, Bolaang Mongondow Utara District. The data used were primary data collected through interviews with all members of farmer group "Tenggang Rasa" which amounted to 15 people as respondents. Secondary data were obtained from the Agricultural Office, the Inomunga Village Office and the District Office in Bolaang Mongondow Utara. The analytical method used is descriptive through Likert Scale and presented in tabular form. The results showed that “Tenggang Rasa” Farmer Group in Inomunga Village has a very important role as learning class, cooperation vehicle and production unit to develop cocoa plant by getting index of role which belong to high category that is 82,85 percent. With the existence of farmer groups, farmers are very helpful in overcoming their problems to get solution for the development of cocoa plants.

Yellowtail scad fish was an economic value fish that many fishermen in Kelong Village catch. One of fishing ground in Bintan was Merapas Waters. Fishing activities without considering fish stocks in nature will caused overfishing. The objective of this research was to determine the Maximum Sustainable Yield (MSY), rate and effort of utilization, and Total Allowed Catch (TAC) of Yellowtail Scad fish in Merapas waters landed on Kelong Village. The fishing gear that Fishermen in Kelong Village used to catch Yellowtail Scad fish was hand line. This research used survey method. Primary data from this research were catch and effort of Yellowtail Scad Fish, while secondary data obtained from fishermen interviews and related literature. Data analysis of this research used Schaefer method. The result of this research was the potential value of MSY is 2,501.37 kg/month with the optimum effort (f opt) 178 trip. The utilization rate of Yellowtail Scad fish was 38.48% and effort rate of Yellowtail Scad fish was 22.16%. Total allowed catch value of Yellowtail Scad fish was 2,001.1 kg. Overall, the catch of Yellowtail Scad Fish hasn’t reach overfishing, so the fishing effort can be more optimized.

THE ROLE OF EXTENSION WORKER IN FOSTERING A JOINT VENTURE PIGBUSINESS GROUP “SINGKATUHANG”(A Case Study in Buha village, Mapanget SubDistrict). The research had been done from April until August 2019, in Buha village, Mapanget district, Manado city.   The aim of this research was to find out the role of  extension workers  (animal husbandry instructor) in fostering and changing the behavior (knowledge, skill and attitude) of farmers  in a joint venture pig business groups “Singkatuhang” (Bantik ethnic language means brotherhood) on how to manage the proper pig raising system. This research was a qualitative research, where the data were obtained using observation and interview methods, after data processing then descriptively explained. Primary data covering all group activities and pig breeding business were taken from “Singkatuhang” group leader or members and the head of field extension workers, while secondary data covering the general condition of the region and extension institutions were obtained from Buha village office and Manado city of Agricultures, Marines and Fisheries office.  An ordinal scale was used to measure behavior variables and Ratio scale was used to measure group profits. Based on the analysis results, it can be concluded that the role of extension  workers has been changed the farmers’ behavior and influenced (quietly increased) the farmers’ income in a joint venture pig business group “Singkatuhang” compared to the minimum wage in North Sulawesi province 2019.

Skipjack (Katsuwonus pelamis) is a leading economic activity in the fisheries sector of the North Sulawesi, commonly captured by pole and line fishing gear. To improve the fishing efficiency with the gear, it is indispensible to know the distribution of fishing ground and fishing seasons. This study was aimed describing the pole and line fishing gear and its fishing process, mapping the position of skipjack fishing ground landed in Belang Coastal Fishing Port, and predicting the skipjack fishing season, by using a descriptive method. Primary data gained by interviews and direct measurement techniques to know the position of fishing ground during fishing operation, supported by secondary data. Position data of skipjack catches landed at Belang port was plot on the base map as a thematic map. Fishing season was analyzed by comparing the average monthly catches and average total catches for the given year. Fishing ground of pole and line based in Belang Coastal Fishing Port for the year 2012 was situated in Moluccas Sea at geographical position 0000’5.48’’ N - 1016’2.12’’ N and 124004’5.48’’ E - 126022’5.38’’ E. Fishing season occurred in April for the first phase, then from July to September for the second phase, where the second phase is larger and longer.

The purpose of this study was to determine the role of the Esa Ate Farmer Group in Corn Farming in Mapanget Barat Village, Mapanget District, Manado City, North Sulawesi Province. The research conducted from July 2019 to September 2019. Respondent selection method was Census which is all members of the Esa Ate Farmer Group, as respondent, consisting of administrators and members with a total of 15 people. Primary data collection methods were obtained from interviews and questionnaires. The research method used is a Likert scale analysis method. Whereas secondary data was obtained from the Mapanget West Kelurahan Office of Mapanget Sub-District, Manado City, North Sulawesi Province. The results showed that the Interval Criteria were on a scale of 45 to 135 or with a role status with a percentage interpretation of 60%. This shows that the Esa Ate Farmer Group still has a role both as the Learning Class and the Cooperative Forum and also has a role in procuring production facilities within the Esa Ate Farmer Group.*eprm*

The one of the main business of banks is give a credit that generate revenue for the company, but on the other hand lending has risks. The risk is the emergence of NPL (Non Performing Loan) or often referred to as bad credit. The higher non-performing loans of a banking company will affect the health of banks. It required a system of internal control lending is effectively enforced in order to assist the company in order to minimize the Non-performing Loan. This study is to explain the role of the internal control system of credit in minimizing non-performing loans at PT Bank Mitraniaga, Tbk. by using primary data and secondary data. The analytical method that used is a qualitative and quantitative descriptive statistics. These results indicate that the correlation analysis values obtained significant correlation of -0.844 and 0.000, it could mean that the internal control system of crediting a significant negative effect on non-performing loans at 5% degree of confidence. Koefisisen Value Determination (Kd) of 71.3% means that the role of the internal control system of credit to non-performing loans amount to 71.3%, while the remaining amount 28.7% is explained or influenced by other factors that not examined such as external factors, customer internal factors, and factors of business failure.Keywords: Internal Control Systems of Credit and Non Performing Loan.

<p align="center"> </p><p><em>As happened to the Notary Eli SatriaPilo, S.H, Mkn, who was appointed as the Notary who made the Deed of Relinquishment of Land Rights in the Land Acquisition activities for the Construction of Campus III of the State Islamic Institute (IAIN) of Padang which was located in Sungai Bangek District, Padang</em><em> </em><em>in 2010. The method used was descriptive, in which describing the applicable legislation associated with legal theory in the facts and realities about the Notary’s Responsibility in Making Deed of Land Acquisition for the construction of Campus III of IAIN Padang in Sungai</em><em> </em><em>Bangek. This study used a Normative Juridical approach, in which researching by using and processing secondary data or literature related to the</em><em> </em><em>study. The data collected were in the form of primary data obtained from the District Court of Padang, secondary data obtained from secondary legal materials and primary legal materials. Based on the study, it was found that the role of Notary Eli</em><em> </em><em>Satria</em><em> </em><em>Pilo, in the land acquisition of campus III IAIN was proven to have misused the authority resulting in violation of the Notary Ethics Code and was responsible for accepting termination disrespectfully. Furthermore, he was also shown to be committing a Criminal Corruption made based on the Deed of Relinquishment of Land Rights in the land acquisition for the construction of Campus III of IAIN Padang, so that the State incurred losses of Rp. 1</em><em>.</em><em>946</em><em>.</em><em>701</em><em>.</em><em>050 (one billion nine hundred forty-six million seven hundred one thousand and fifty rupiahs). And he was responsible for receiving and carrying out the sentence that had been handed down by the District Court of Padang, a prison sentence of 4 (four) years, and paying a fine of Rp. 200</em><em>.</em><em>000</em><em>.</em><em>000 (two hundred million rupiahs)</em><em>.</em></p><p> </p>

Purpose The purpose of this paper is to identify the main features of smart work centers (SWCs) and show how these innovative offices would support the implementation of smart working and related changes in workspaces (“bricks”), technologies (“bytes”) and organizational practices (“behaviors”). Design/methodology/approach In this study, scientific literature is combined with white papers and business reports and visits to 14 workplaces, including offices designed as SWCs, co-working spaces, one telecenter, one accelerator and one fab lab. Primary data were collected through interviews with managers and users and non-participant observation, whereas secondary data included web-sites, brochures, presentations, press releases and official documents. Findings The authors developed research propositions about how the design of spaces and the availability of technology within SWCs would support the “bricks” and “bytes” levers of smart working. More importantly, the authors assumed that this new type of workplace would sustain changes in employees’ behaviors and managers’ practices, thus helping to overcome several challenges traditionally associated with remote working. Research limitations/implications The exploratory nature of the research only provides preliminary information about the role of SWCs within smart working programs. Additional qualitative and quantitative empirical investigation is required. Practical implications This study provides valuable knowledge about how the design of corporate offices can be leveraged to sustain the implementation of smart working. Originality/value This study advances knowledge on workplaces by focusing on an innovative design of traditional offices (SWC). It also lays the foundations for future investigation aimed at testing the developed propositions.

The position of the Military Court is a body that executes the judicial power in the circle of the Indonesian National Armed Forces to enforce the law and justice with due observance of the interest in the state defense and safety. The Military Court is authorized to try the crimes committed by someone who when committing such crime is a soldier of the Indonesian National Armed Forces, a member of a group or office or body or equal to a soldier pursuant to the Law and someone is not included in the said group as set forth in the Law Number 31 of 1997 on Military Court. Following the reform of 1988, the existence of the Military Court is developed by some activists and the public that observe the Military Court, insisting the Parliament of the Republic of Indonesia to revise Law Number 31 of 1997 on Military Court, with the focus point for a soldier of the Indonesian National Armed Forces who commits a general crime to be tried in the General Court with the reason that the Military Court practice is closed in nature, and another reason is the equalization of rights before the law. The method used in this research is the normative law research that is carried out to obtain the necessary data relating to the problem. The data used is secondary data consisting of primary law materials, secondary law materials, and tertiary law materials. In addition, primary data is also used as the support of the secondary data law materials. The data is analyzed by the qualitative juridical analysis method. The results of the research show that the Military Court is one of the mechanisms that are always tried to be maintained. The outcome from the research discovers that the role of the Martial Court in Indonesia remains effective, fair, and democratic to this date realistically marked by fair punishment within the jurisdiction offended, which corresponds to the need of TNI institution in the aspects of Culture, Benefit, Assurance, and Fairness. It is recommended that the RI Government continuously develop and improve the same by maintaining the role of the Martial Court in punishing criminal offenses committed by military members on the Martial Court system currently in force.
