A comparative assessment of the dynamics of technological development of Ukraine and Russia for 2014–2019 has been carried out in the context of the Russian-Ukrainian war. A method for assessing the economic losses of the conflicting parties due to a slowdown in their technological development, under the influence of militarization, based on the parameter of technological progress of the Solow-Tinbergen production function, built according to the World Bank 1991–2019 data, was proposed and tested. It is substantiated that during the Russian-Ukrainian war, starting from 2015, the technological development of the Russian Federation was curtailed and the economy transitioned to an extensive basis, when the parameter of technological progress acquired a negative value. In the case of Ukraine, a deterioration in technological development was detected due to a decrease in the values of the parameter of technological progress during 2014–2019. It has been proven that the economic recession of the aggressor is the worst in comparison with the victim country, but the relative losses of GDP due to the curtailment of technological development caused by the war are much less. In the case of the Russian Federation as an aggressor country, it is substantiated that the main catalyst for the economic recession was the curtailment of the participation of the real sector of the economy in the international transfer of technologies under the influence of international economic sanctions. In the case of Ukraine, as a country-victim of military intervention, it is justified that the replacement of international partnership in the field of technological cooperation ensured a slowdown in the economic recession. The results of the development of methodological support for the process of assessing GDP losses of the parties to a military conflict are universal for use in international comparisons. The proposed methods are relevant in assessing the technological development of countries that are or were in a state of military confrontation, which significantly expands the basis for future research by the authors

Subject. The article investigates the program-targeted planning methodology, which is implemented in the Russian Federation and leading foreign countries, for high-tech industry development. Objectives. The aim is to identify the specifics of program-targeted planning for the development of high-tech industries, to shape programs and plans for innovative development in the Russian Federation and leading foreign countries. Methods. The study employs general scientific methods of systems analysis, including the statistical and logical analysis. Results. I reviewed methods of program-targeted planning, implemented by the world’s leading countries (the Russian Federation, United States of America, France, Great Britain, Netherlands, Norway, Japan, Canada), in the interests of the development of various high-tech sectors of the economy. The study established that the methodology of program-targeted management is an effective tool for resource allocation by various types of economic activities in accordance with national priorities. I developed proposals by priority areas for improving the methodology for program-targeted planning and management in the Russian Federation in modern economic conditions. Conclusions. The findings and presented proposals can be used to improve methods for program-targeted planning to develop high-tech sectors of the economy; to design various long-term programs and plans, reducing the risk of their implementation; to determine the ways and methods of sustainable socio-economic and innovative and technological development of the world's leading economies.

"The transition of Russia to sustainable economic growth is impossible without stimulating the use of the achievements of science and education, high technologies, promoting innovative activity as an essential premise for the development of social production and subjects of economic relations. For the state, the promotion of innovation is a priority in the economic policy sector, since it is the level of scientific and technological development that largely determines the long-term strategic advantages of the country, and the prospects for the development of the state largely dependent on the level of innovation development. For a long time, the Ministry of Economic Development of the Russian Federation has been implementing the Strategy for Innovative Development of the Russian Federation. It includes 20 key steps and is developed based on the provisions of the concept of long-term development of the Russian Federation. The main results should have been, firstly, an increase in spending on science and innovation, and secondly, an increase in the share of industrial enterprises that introduce innovations in production. It was assumed that their share will increase by 4-5 times by 2020, compared with 2010 year. Not everything has been achieved, and there is a lot to strive for. This study is devoted to the driver of scientific and technological progress - the chemical complex of Russia. The chemical complex plays a significant role in the implementation of the most important socio-economic programs of the country. The study is devoted to the consideration of the most important prospects and key alternatives for the development of the chemical industry related to different areas of innovation. Conclusions will be made on key technologies and products that can change the position of the chemical industry in the global market."

Increased competition between producers has now become one of the critical features of the country’s economy. Within the framework of the Water Strategy of the Russian Federation, technological issues play a significant role both in the protection of water resources and in compliance with the safety requirements and favourable quality of the water used. For more than 20 years worldwide, there has been a transition from a hazard-oriented to a risk-oriented approach in the organization of nature and water protection activities. The use of a risk-based approach determines the mandatory monitoring of all pollutants and calculation methods for assessing various types of toxicity of a substance, their hazardous concentrations based on knowledge of the structure and information about the hazard of substances from international databases and registers. Based on the analysis of the main provisions of the Water Strategy of the Russian Federation until 2020 in conjunction with the conditions of water use affecting the health of the population, the priority problems of technological development in the water protection sector and their medical and preventive support were identified. Measures have been outlined to ensure the compliance of the technology for the protection of water bodies, sources of household and drinking water supply to the population and industrial development for monitoring the effectiveness and efficiency of hygienic regulation, sanitary and epidemiological examination of project documentation and a risk-oriented approach to ensuring the activities of business entities on the territory of sanitary protection zones of drinking water sources: water supply, wastewater treatment from point and diffuse sources of pollution.

The article identifies the volume of underserved markets for the development of Ukraine's foreign trade with the EU. The Ukraine's export potential on the EU underserved market is analyzed. It is established that the intensification of trade relations between the Ukraine and EU is a mutually beneficial process, and export potential of Ukraine in the EU market for goods whose exports to the Russian Federation have decreased is of particular importance. The main foreign markets of Ukraine for the export of agricultural and industrial goods from Ukraine have been identified. The main commodity groups of underserved markets to the EU have been identified, the exports of which to the Russian Federation have decreased the most. According to the results of the study, it has been concluded that the underserved markets of the European Union play an important role in the development of Ukraine's trade: first, they allow reorientation of exports of Ukrainian goods, the import of which is prohibited into the customs territory of the Russian Federation, to EU markets; secondly, they help to identify directions for the modernization of Ukrainian production in accordance with the unmet needs of the European goods market. It is concluded that the process of deepening mutual trade in underserved markets in a free trade area is mutually beneficial for Ukraine and the European Union, as trading partners can benefit from increased trade flows, and establishing international partnership between the parties can bring additional benefits in the long run.

Томат – важнейшая овощная культура с ежегодным увеличением объемов его производства во всем мире. В Российской Федерации последние несколько лет активно развиваются предприятия защищенного грунта, специализирующиеся на производстве томатов. Вместе с тем растения томата поражают более 200 различных вредителей и болезней. Возбудители вирусных болезней растений – важный ограничивающий фактор для многих отраслей растениеводства, в том числе овощеводства. В последние годы в европейских странах производство томатов в открытом и защищенном грунте пострадало от серьезных потерь, вызванных, главным образом, вирусными фитопатогенами. В статье представлен обзор трех наиболее опасных вирусов, возбудителей болезней томатов – коричневой морщинистости плодов томата, мозаики пепино, пятнистого увядания томата. Эти вирусы неоднократно были выявлены в целом ряде стран практически на всех континентах и вызвали значительные экономические потери в странах своего распространения. Ввиду очень быстрого распространения и обнаружения опасных вирусов томата в ряде стран, занимающихся производством и дальнейшим экспортом семян и плодов томатов, Федеральная служба по ветеринарному и фитосанитарному надзору Российской Федерации (Россельхознадзор) с 27 июля 2020 года ввела в качестве временной карантинной фитосанитарной меры требование об отсутствии этих вирусов в семенах, посадочном материале и плодах растений-хозяев при их ввозе и перемещении по территории Российской Федерации. Результаты анализов фитосанитарного риска, проведенных в ФГБУ «ВНИИКР» в 2020 году, показали, что вирусы коричневой морщинистости плодов томата, мозаики пепино и пятнистого увядания томата соответствуют критериям карантинных для Российской Федерации организмов, вирусы способны проникнуть на территорию страны с подкарантинной продукцией, распространиться и нанести существенный ущерб развитию сельского хозяйства и экономической деятельности страны. Tomato is the most important vegetable crop with an annual increase in its production worldwide. In the Russian Federation, greenhouse industry specializing in the production of tomatoes have been actively developing over the past few years. At the same time, tomato plants affect more than 200 different pests and diseases. Pathogens of viral diseases of plants are an important limiting factor for many branches of crop production, including vegetable growing. In recent years, in European countries, the production of tomatoes in open field and greenhouses has suffered from serious losses caused mainly by viral phytopathogens. The article presents an overview of the three most dangerous viruses, pathogens of tomato diseases – tomato brown rugose fruit virus (ToBRFV), pepino mosaic virus (PepMV) and tomato spotted wilt virus (TSWV). These viruses have been repeatedly detected in a number of countries on almost all continents and have caused significant economic losses in the countries of their distribution. In view of the very rapid spread and detection of dangerous tomato viruses in a number of countries engaged in the production and further export of tomato seeds and fruits, Rosselkhoznadzor, from July 27, 2020, introduced as a temporary quarantine phytosanitary measure the requirement that these viruses are not present in seeds, planting material and fruits of host plants when they are imported and moved through the territory of the Russian Federation. The results of the phytosanitary risk analyses conducted at the Federal State Budgetary Institution «VNIIKR» in 2020 showed that ToBRFV, PepMV and TSWV meet the criteria of quarantine organisms for the Russian Federation, viruses are able to enter the territory of the country with quarantined products, spread and cause significant damage to the development of agriculture and economic activity of the country.

The article analyzes the problems associated with the reform of control and supervisory activities to reduce the administrative burden on business entities. Special attention is paid to the mechanism of the "regulatory guillotine" in the Russian Federation, as a comprehensive update of mandatory requirements. This reform is especially relevant for organizations that produce high-tech products, since it is at these enterprises that the requirements corresponding to the current level of scientific and technological progress should be applied. As a research goal of the article, the authors analyzed the features of the introduction of the "regulatory guillotine" mechanism for industrial enterprises. As a result of the analysis, it is established that it is necessary to apply a process-oriented approach in the implementation of control and supervisory activities. It is determined that on the one hand, the mechanism of the "regulatory guillotine" for enterprises will reduce unnecessarily unjustified control and supervisory checks, form a system of regulation of control and supervisory activities, and minimize administrative pressure. The new regulatory and legislative framework (mandatory requirements) should be consistent and unambiguous, meeting the requirements of the time and technological development of enterprises, based on the most significant public risks. This will allow businesses to reduce costs and remove barriers to development. On the other hand, it is established that the implementation of the "regulatory guillotine" mechanism strongly depends on organizational and managerial aspects: the definition, justification and development of mandatory requirements that ensure a risk-based approach to control and supervisory activities is a difficult task for all participants of the reform, requiring them to be prompt and consistent. The implementation of the "regulatory guillotine" may take years and enterprises will have to work in the mode of uncertainty of the regulatory framework for several more years, and the establishment of a large number of uncontrolled exceptions contributes to the ambiguity of control and supervisory procedures. The article defines the difficulties of implementing the mechanism of the "regulatory guillotine" in industrial enterprises.
