This paper addresses the field of economic measurements of the value of assets, carried out by the methods of independent expert evaluation. The mathematical principles of application, within a comparative methodical approach, of additive and multiplicative models for correcting the cost of single indicator of compared objects have been considered. The differences of mathematical basis of the compared models were analyzed. It has been shown that the ambiguity in the methodology of correction procedure requires studying the advantages and disadvantages of known models, as well as the justification and elaboration of recommendations for their application. Possible forms of correction representation using several alternative units of measurement have been defined; formulas for their interconnection have been built. Analytic expressions have been derived that mathematically describe the algorithms for performing the evaluation correction procedure using various forms of correction representation. The influence of the correction execution model on the characteristics of uncertainty in the independent evaluation result has been analyzed. The scope of two possible types of correction introduction models has been determined. A specific numerical example was used to demonstrate the methodological advantages of using a multiplicative model when summarizing percentage corrections. The independence of the correction result on the sequence of correction introduction has been confirmed. It is proposed to use the selected measure of partial corrections as a criterion for the adequacy of the correction introduction model. It is proved that the result of the independent expert evaluation depends on the chosen model and does not depend on the sequence of correction introduction. The reported study results are important in terms of theory and practice since they make it possible to improve the accuracy and reliability of the result of independent expert evaluation.

The monograph addresses the issues of expert evaluation of complex systems. The survey techniques, the methods for calculating the weighting factors of influencing factors, the approaches to the formalization of the objects of study are described. The advantages and disadvantages of the procedures and algorithms used are analyzed. It is shown how expert estimates can be applied in various models and metrics. Examples of implementation in the tasks of territorial zoning, assessment of situations, and the selection of the most promising alternative are given. The monograph is designed for researchers, graduate students and undergraduates and engineers of various specialties who use in their research and development methods of multi-criteria evaluation of complex systems.

Purpose. In modern times, every country acts as a provider of sustainable socio-economic development of its regions, effectively using the potential of natural resources. Among these resources, tourism resources attract more attention. Thus, the potential of tourism resources is higher and plays a direct role in the development of the regions. Tourism provides a basis for high income and quick return on investment. In a broader sense, tourism is a means affecting the formation of the state budget, the improvement of villages and cities, the preservation of historical and architectural monuments, and the development of small and medium enterprises. The purpose of the article is to study the existing tourism potential in Tovuz region and to identify opportunities for effective use of this potential. In addition, it is to analyse the tourism facilities operating in Tovuz region and make recommendations for the organisation of new tourist routes. Methods. Comparative approach, historical-territorial, typological, field research, systematic analysis, and cartographic (GIS) method have been used during the study. Results. The article studies both natural and anthropogenic tourism resources of Tovuz region, analyses hotel industry, and provides tourist routes and their advantages. The article also identifies opportunities to use the tourism potential of Tovuz region, and finally gives the results and proposals developed on a scientific basis. Scientific novelty. The state programs adopted in connection with the development of the tourism sector in Azerbaijan have been analysed, the natural-climatic conditions in terms of tourism organisation in Tovuz region have been studied, as well as the advantages and disadvantages of accommodation enterprises operating in the region have been revealed. For the first time, both natural and anthropogenic monuments of Tovuz region have been analysed in a complex way, and a map reflecting “Tourism objects and tourist routes of Tovuz region” have been provided. The organisation of the following tourist routes in Tovuz region have been proposed: Tovuz-Govlar-Abdal-Aghdara-Aghabashlar; Tovuz-Dondar Gushchu-Vahidli; Tovuz-Yukhari Oysuzlu-Alibeyli; and Tovuz-Gushchu-Azafli-Bayramli-Asrik Jirdakhan. The practical significance. The obtained results can be used in the Tourism Agency of the Republic of Azerbaijan, the tourism information centre operating in the region, as well as in the implementation of tourism-oriented activities.

Subject. The study analyzes generally accepted approaches to assessing the value of companies on the basis of financial statement data of ExxonMobil, Chevron, ConocoPhillips, Occidental Petroleum, Devon Energy, Anadarko Petroleum, EOG Resources, Apache, Marathon Oil, Imperial Oil, Suncor Energy, Husky Energy, Canadian Natural Resources, Royal Dutch Shell, Gazprom, Rosneft, LUKOIL, and others, for 1999—2018. Objectives. The aim is to determine the specifics of using the methods of cost, DFC, and comparative approaches to assessing the value of share capital of oil and gas companies. Methods. The study employs methods of statistical analysis and generalization of materials of scientific articles and official annual reports on the results of financial and economic activities of the largest public oil and gas corporations. Results. Based on the results of a comprehensive analysis, I identified advantages and disadvantages of standard approaches to assessing the value of oil and gas producers. Conclusions. The paper describes pros and cons of the said approaches. For instance, the cost approach is acceptable for assessing the minimum cost of small companies in the industry. The DFC-based approach complicates the reliability of medium-term forecasts for oil prices due to fluctuations in oil prices inherent in the industry, on which the net profit and free cash flow of companies depend to a large extent. The comparative approach enables to quickly determine the range of possible value of the corporation based on transactions data and current market situation.

SUMMARYHerein we review theoretical and methodological considerations important for finding and delimiting cryptic species of parasites (species that are difficult to recognize using traditional systematic methods). Applications of molecular data in empirical investigations of cryptic species are discussed from an historical perspective, and we evaluate advantages and disadvantages of approaches that have been used to date. Developments concerning the theory and practice of species delimitation are emphasized because theory is critical to interpretation of data. The advantages and disadvantages of different molecular methodologies, including the number and kind of loci, are discussed relative to tree-based approaches for detecting and delimiting cryptic species. We conclude by discussing some implications that cryptic species have for research programmes in parasitology, emphasizing that careful attention to the theory and operational practices involved in finding, delimiting, and describing new species (including cryptic species) is essential, not only for fully characterizing parasite biodiversity and broader aspects of comparative biology such as systematics, evolution, ecology and biogeography, but to applied research efforts that strive to improve development and understanding of epidemiology, diagnostics, control and potential eradication of parasitic diseases.

This paper examines public policy towards small and medium-sized enterprises in the Central Asian countries during the COVID-19 pandemic. A study of analytical surveys for 2020 and 2021 produced by international organizations (such as the World Bank, the Asian Development Bank, KPMG, and the Organization for Economic Cooperation and Development), as well as of legal and regulatory documents and strategic programs adopted in the countries of Central Asia during the coronavirus pandemic, has made it possible to identify the advantages and disadvantages of government decisions regarding business and to analyze public strategies for supporting small and medium-sized enterprises. This analysis leads to the conclusion that the potential for economic recovery in the Central Asian countries is directly dependent on the measures taken by their governments to maintain and support the business sector. In particular, the study results show that the main business support tools during the coronavirus pandemic are mechanisms such as tax holidays for businesses, soft loans, loan restructuring and refinancing, and administrative support measures.

The objective of our analysis has been to find out and elaborate on why some countries could not benefit from remittance inflows sent by migrants or even are getting into traps due to them. In the authors’ view, the remittance trap may be appraised, notably in the long run, as the dilemma in which a country finds itself when the high value of migrant remittance inflows leads to a high value of human and financial capital outflows, as well as to the moral hazard problem of the country's population and government. Accordingly, remittance trap negatively affects the sustainable growth and development of the economy which eventually deepens the country's dependence on remittances, proving the vicious nature of the trap. Furthermore, the paper focuses on identifying a competent set of policy recommendations for the countries that are remittance dependent. A natural conclusion of our research is that there is a thin line between remittances’ advantages and disadvantages, since in fact, short-term benefits very often turn out into long-run side effects, mainly as a result of mismanagement of remittance inflows, which correlates with unfavourable business climate and decreased willingness of the population to invest. Accordingly, the benefits and adverse side effects of remittance inflows are interdependent.

Background: The present study of evaluation of the use of electrocautery to incise the skin has been done to evaluate and assess basically. The advantages and disadvantages of the electrocautery to incise the skin when compared with that of scalpel. The results of the use of electrocautery on skin wound are then assessed to formulate the criteria for proper case selection for this procedure.Methods: A total of 100 patients were taken for this study. 50 patients underwent electrocautry monopolar mode incision (group A) who were compared with 50 scalpel incision patients (group B). Study was done from 01 January 2016 to 30 September 2017. Variables used in this study were complication like pain, lack of apposition and skin infection at the site of incision, pain, sinus formation and induration. This method was also evaluated with respect to following parameters: days of hospitalization, cosmetic result, rate of infection, wound apposition and requirement of secondary suturing.Results: As per our study, results are in favour of electrocautry by means of hemostasis. But we found that infection rate and complications are more with it. Moreover number of dressings required and hospital stay was also more with patient undergoing skin incision with electrocautry.Conclusions: For locally overlying healthy skin with no compromise of vascularity or any oedema and there is less fat, electrocautery use for skin incision can still be recommended for better cosmetic result and shorter healing time with less complication and rapid surgery.

The features, advantages and disadvantages of using QGIS, ArcGIS and MapInfo Pro when creating atlases of various types (geographic, complex and thematic) are considered in this paper. Schemes for their potential organization are presented and technological schemes for their automated creation in these geographic information systems are proposed. As a result, approaches and solutions for improving geographic information software can be formulated. Algorithms and modules were developed, primarily aimed at formalizing the structure of atlases and automating the design process of their mathematical basis. The development of functionality was implemented using built-in developer tools implemented in MapInfo as the MapBasic language, and in ArcGIS and QGIS in the Python programming language. A summary table was compiled, which presents the basic functionalities required to create atlases in GIS and their implementation in the appropriate software. These proposals will ensure the fulfillment of all requirements necessary for atlas design, primarily at the regional mapping level.
