This article examines the problems of nostrification of foreign diplomas in Ukraine and the recognition of educational programmes, taken by graduates of foreign universities. Ukraine today is a wide market of professions, where our citizens with foreign diplomas and foreigners, who were educated at home, find jobs. The state is also guided by the educational process, which takes place in European countries and has its own characteristics and traditions. Work on universalization of education should have a positive impact on faster and better implementation of programmes of exchange of scientific and pedagogical experience between countries, academic mobility of students, postgraduates, teachers, etc. The article also mentions the traditional exchange of students and professors, the exchange of scientific achievements between universities in different countries, building mutually beneficial partnerships, which is why Ukrainian universities have to focus on the European labour market. The article also discusses the peculiarities of the document flow for nostrification of diplomas, lists the main documents and reveals the problems, associated with their processing. The research problem has an interdisciplinary status, because it raises problems of documentation work, recognition of diplomas and problems, faced by graduates of foreign universities

The article considers approaches to improving the quality of higher education in the system of state regulation. It is established that the reform of the educational system in the Russian Federation requires adequate changes in the internal management of universities, their transition to the principles of strategic planning, monitoring of the educational services market, personnel management, expansion of academic freedoms and academic mobility of all participants in the educational process.

The article is devoted to objectifying the consequences of the emergency transition to distance education in universities and the global decline in academic mobility during the 2020 pandemic through the prism of active implementation of the methodology of success and excellence in education. The author highlighted the current trends in education by the beginning of the second decade of the 21st century: increasing inequality in the education system; the predominance of the idea and methodology of success and excellence; a stable division into global and regional; the replacement of the model of internalization of values with the model of knowledge generation; refusal of targeted state subsidies in favor of self-financing; precarization of the middle teaching class; demonstration of the superiority of digital solutions in the translation of knowledge; creation of outsourcing chains of interaction in the educational sphere (research centers – universities, universities – commercial publishing houses, schools – career guidance centers, universities – online plaftorms, etc.). The article analyzes the aspects of changes in the modern model of higher education, taking into account the desire to position universities in the world educational rankings. The basis for a discussion of the choice of development priorities has been formed, taking into account the growing dissatisfaction of teachers with the need to match the model of success and excellence in their educational and scientific activities. It was found that pre-pandemic trends in education were multidirectional, and their impact on education systems and learning models (global or regional) was more stimulating for development, rather than mandatory for survival. The crisis has divided the manifestations of the new into two components: necessary renewal and sufficient improvement to ensure stability. It is noted that education is characterized by a fairly conservative approach to the organization of the educational process, so the extreme transition to distance learning during the pandemic actually replaced the evolutionary period of transformation of education, which would have lasted for more than one decade. Academic mobility, which has become widespread in the world, but which was forced to temporarily stop its activity during the pandemic, in the new conditions can continue to contribute to improving the ranking of universities, but can also carry threats of precarization to their working teachers and become a source of social tension, which should be taken into account when developing university development programs in the context of universal digitalization. Conclusions are drawn about trends have been tested by the pandemic reality, which will determine the vector of future development of higher education. Acknowledgements. At present, profound changes are taking place in the system of higher education in Russia: goals, strategies, objectives and content of education, as well as the ways of organizing the educational process, are radically changing. One of the priority areas ensuring the transformation of the higher education system is the introduction of network educational programs. The study of the methodological foundations of their design is relevant and necessary today. The research problem: characteristics of network educational programs and methodological foundations of their design to ensure maximum flexibility of the educational trajectory within the framework of network interaction. The purpose of the research is determination of the methodology for constructing effective network educational programs, based on the formation of the student's personality and his practical preparation for future professional activity through individual development. The research methods are critical analysis of pedagogical, psychological and regulatory sources, design, modeling, systematization. The results of the research: changes in the technological, substantive and technical plan in the design of educational programs have been analyzed, the necessity of technological elaboration of psychological and pedagogical support of the educational process has been substantiated for the flexibility of educational programs and the development of individual learning paths; building a competence model of a specialist and strengthening practical training in the implementation of projectbased modular training in the format of network educational programs have been emphasized; the role of motivational behavior of students and teachers has been determined; the principles of network learning have been formulated; the experience of designing and implementing network educational programs at RANEPA and VAVT have been analyzed. Key findings: network education and introduction of flexible educational programs have defined a new methodological platform and architecture for higher education. The analysis of fundamental changes in personal, behavioral and cognitive development of modern youth under the influence of electronic media and their accounting will allow educational organizations of the higher education system to innovatively approach the development of content, learning technologies and to develop new criteria for assessing the quality of education at a university. Designing flexible educational programs in a network format based on the studied methodology provides an opportunity for Russian universities to develop a networked format of education effectively, increase the academic mobility of students and teachers, provide flexibility in the educational path of learning, and significantly raise the prestige of Russian education in the global educational space.

The article discusses current problems and opportunities for competitiveness assessment of graduate in the context of the requirements of professional standards. The authors present the technology of competitiveness assessment of a future specialist taking into account the following criteria: professional knowledge in a psychological and pedagogical and subject area, the level of communicative culture in organizing interaction with the subjects of education, the level of student motivation in creating an individual educational route and forming long-term professional goals, reflexive skills of students in assessing the results of learning and cognitive activities and monitoring the dynamics of student progress in the educational space. The article material presents the results of empirical and comparative theoretical study of the level of development of educational outcomes and functional literacy of students of Russian and a number of foreign universities. The competitiveness assessment of future specialists was based on the study of the level of development of universal skills “soft skills” on the example of the implementation and design of individual educational routes of students. The authors have formulated conclusions that this process of assessment of scientific and educational achievements of students is associated with trends in humanization and internationalization of higher education, which determines the need to use in the educational process of a modern university open learning systems aimed at organizing the learning of students on individual educational routes, providing academic mobility of students.

In 2004 South Africa embarked on a mission of reforming its higher education system, merging and incorporating small universities into larger institutions, and renaming all higher education institutions university. The democratic country’s universities and technikons, which were incorporated with others and thus no longer exist, will be mentioned in this study. There are also a large number of institutions in South Africa, some are local campuses of foreign universities, some conduct classes for students who write their examinations at the distance education University of South Africa and some offer unaccredited or non accredited diplomas. Public universities in South Africa are divided into three types; traditional universities, which offer theoretically oriented university degrees; universities of technology, which offer practically-oriented diplomas and degrees in technical fields; and comprehensive universities, which offer a combination of both types of qualifications. Disciplinary problems at universities interfere with the educational process and place a burden on Management and academics. Misdemeanours have long been linked to negative outcomes for students, such as course failure and dropping out of universities. University senior management team is interested in keeping the institution safe and maintaining positive environment conducive to learning. To accomplish this mission, universities employ a range of policies and approaches to managing student behaviour, including positive behaviour support, exclusion, suspension and expulsions. Research was conducted in three types of South African universities. Management of each type of university was interviewed. From each type of university, three institutions were randomly selected. This left the researcher with a total of 9 universities out of 23. Responses from management of various institutions were related.

The article analyzes the issues of creating and implementing international joint educational programmes as a mandatory element for internationalization of all aspects of university activities. The participation of Russian universities in the Bologna process and in the formation of the European Higher Education Area allowed them not only to expand the scale of cooperation with leading foreign universities, but also to gain valuable practical experience in organizing joint educational activities in the framework of international educational programmes leading students to obtain degrees from several universities. The article examines in detail the readiness of Russian universities to implement such programmes, as well as the attitude of employers in Russia towards them. Speaking of the need to increase the competitiveness of Russian universities, the development of international joint programmes is revealed through the prism of exporting educational services to other countries. It is concluded that, studying in international joint programmes, students generate unique skills that are in demand in the international labor market, owing to their development by innovative approaches in the field of higher education through international inter-university cooperation in the field of education. The article also demonstrates the experience of Lobachevsky University in implementing international cooperation with foreign universities, which can be used by other Russian universities in the creation and implementation of international joint programmes.

Team-based learning strategy is widely applied in the world's higher education institutions in the most diverse fields of studies. Its popularity is due to its positive impact on student’s achievement. Team-based learning increases student’s motivation and involvement into the study process, and its implementation enables students to acquire the competencies necessary in the modern labor market. The research problem: what are the opportunities to adapt team-based learning strategies into university studies? Research object: team-based learning strategy. Aim: to explore the possibilities of Team-based learning strategy in bachelor studies. The research found, that in order to successfully adapt this strategy, it should be taken into consideration that a significant part of students is working students, and classes are missed. In cases where attendance is not compulsory, larger teams should be formed. It has been found that it is difficult for students to apply theoretical knowledges by solving real practical situations, so the teachers must to be prepared various of practical examples, in order to successfully adapt the team-based learning strategy, it is expedient to use already available, high-quality studies materials and properly adjust schedules.

Abstract. We consider the methodological potential of environmental pedagogy in foreign language learning. The using modern educational technology of mixed learning “inverted class” in higher education, the introduction of new principles of the educational process in higher education, the search for new organizational forms of learning, interactive methods and technologies of foreign language teaching are necessary. The solution of the research problem is based on theoretical, methodological and practical issues considered in the study. Teaching a foreign language is based on the methodological potential of the noospheric approach. Foreign language teacher is a facilitator, consultant and ensures successful communication of students in the process of carrying out interdisciplinary or meta-disciplinary research projects. It has been determined that in order to form the ecological competence of future bachelors of biology in foreign language classes, it is necessary to use authentic texts, the selection of which takes into account the criteria of authenticity and genre diversity. It is concluded that environmental competence contains a system of environmental knowledge, skills and abilities, includes a behavioral aspect. The development of this competence is carried out in cooperation with special (biological, environmental) disciplines in teaching a foreign language.

The modernization of education emphasizes the importance of training highly professional specialists in the field of computer science. In this regard, the formation of professional competencies of future game project engineers in higher education institutions at the bachelor's level acquires special knowledge. The article considers the theoretical foundations of the formation of professional competencies of future engineers of game projects, conducted a theoretical analysis of psychological and pedagogical sources on the research problem. Some aspects of the formation of professional competence of future professionals, which requires extensive use in the educational process of higher education technologies that help attract future engineers of game projects to acquire and manage knowledge, gain experience in solving professional problems, implementation of game projects. The concept of "motivation" and modern theories of learning motivation are theoretically substantiated and described: expectancy-value theory, attribution theory, social-cognitive theory, goal orientation theory, self-determination theory. Teaching strategies and pedagogical conditions that motivate students to educational and cognitive activities in the online environment, taking into account the theory of self-determination, are determined. In particular, in order to succeed in mastering something new, a student must feel competent (acquire the appropriate skills to perform practical tasks), related (feel belonging and attachment to groups or individuals), autonomous (feel that he/she controls his/her behavior and is responsible for its goals, capable of self-learning). The pedagogical conditions for the formation of positive motivation and involvement of students in learning online are substantiated and determined, namely: giving a student the opportunity to be an accomplice in the learning process; structuring educational materials in accordance with learning objectives; promoting student initiative and creativity, ensuring group activities and a multidimensional assessment system. The key to fulfilling the pedagogical conditions is the teacher's motivation to implement online learning at the level of the course author, mentor and tutor for higher education students. External and internal factors of motivation of teachers for introduction of elements of distance (online) and mixed (alternation of online and offline) training by teachers in the educational process of establishments of higher education are defined. Experimentally confirmed: positive impact on the motivation of the implemented online learning strategies and pedagogical conditions; revealed a significant direct relationship between the student's ability to self-development and self-learning and his/her motivation for online learning
