The talent management concept is the most consistent with the task of developing human resources for a higher educational institution. On the basis of the synthesis of theory and practice, the authors have developed a number of practical recommendations aimed at improving the efficiency of the university's human resources management: substantiated the need to create a Coordination Council for the development of the university's human resources; development of the concept of the Center for Personnel Development, designed to provide access to a new level of talent management at the university; the issues that require special attention for the search for management decisions in the field of policy for the development of the university's personnel potential are identified. The current transformations of the domestic system of higher professional education, including the transition to a multilevel model of education, the introduction of new educational standards, the development of innovative methods of organization and management of the educational process, diversification and expansion of educational programs, necessitate strengthening the development of human resources implementation of modernization processes. Thus, the issue of building a management system for the development of higher education staff, which takes into account the specifics of the main categories of employees: teaching staff, scientists and administrative staff. In general, the system of personnel development management as a set of interrelated actions, covering such subsystems as the development of strategies and policies for human resources development, training, work with the human resources reserve, talent management, career planning and support, competence and performance management, requires certain decisions in the field of organizational design. In other words, the effectiveness of the implementation of a systematic approach to the development of human potential of the university depends, among other things, on the degree of rational distribution of areas of responsibility and the performance of relevant functions between its structural units.

Law of Republic of Indonesia Number 43/2009 concerning archives mandates that the university archival implementation is the responsibility of the university itself. Therefor the preparation of competent human resource in archives is very important It is predicted that there are universities or higher education institutions that have not yet been fully considered the importance of archivist competency. This research aims to determine the grand design of developing competency on archival human resources. This research uses qualitative approach. The data resources used is The  Regulation of The Head  of Indonesian National Archives number 12 year of 2017 concerning the  grand design of archival human resources development. The grand design of archival human resources development includes archival human resources development strategy; the pattern and implementation of archival human resources development; performance and funding targets. The strategy of archival human resources development is held through improving performance management and improving the quality of archival human resources. The pattern of competency-based archival human resources development is implemented to develop integrated competency management from recruitment, selection, training dan development, assessment, remuneration, and career. Fostering process of archival human resources is carried out through the stages of planning, organizing, implementing and monitoring. ANRI construct the performance target of archiving human resources development which is measured and evaluated periodically at the end of the current year. The fund resource of archival human resources development comes from the state budget which is carried out in accordance with statutory provisions. Funding for developing archival human resources can also be done through financial support from local governments, state-owned business entities/local-owned business entities and state universities. The The urgency of this research is to find out a grand design of a systematic well-planned archival human resources development that having major impact on developing universities as an educational institution for young generation.

Human resources development is the process of increasing the knowledge, the skills, and the capacities of all the people in a society. In economic terms, it could be described as the accumulation of human capital and its effective investment in the development of an economy. In political terms, human resources development prepares people for adult participation in political processes, particularly as citizens in a democracy. From the social and cultural points of view, the development of human resources helps people to lead fuller and richer lives, less bound by tradition. In short, the processes of human resources development unlock the door to modernization. Education is essential for all and is fundamental to their all-round development, material and spiritual. Education has continued to evolve, diversify and extend its reach and coverage since the dawn of human history. Even Alfred Marshall emphasized the importance of education as a national investment and in his view the most valuable of all capital is that invested in human beings. Every country develops its system of education to express and promote its unique socio-cultural identity and also to meet the growing challenges with the changing times. In this regard, major initiatives/programmes taken by the Central as well as State governments. This paper deals with the changes in our education structure and system after independence of country like increment of literacy rate, growth of educational institution, enrolment ratio of girls, pupil teacher ratio in educational institutions, government's expenditure on education, structural change of education and vocationalisation of education.

The article argues that the relevance of providing the quality of the official website content of modern universities is predetermined by the objective requirements of the present day, such as the priority of the state policy in the field of integration of higher educational institutions into the European education space, the globalization of information technologies and increasing of the Internet activity among the population. The subject of the study is the features of the websites' information content of the universities from different countries. It is determined that the website content of a modern institution of higher education contains information on various types of university activities (educational, scientific, pedagogic, financial, and marketing). The content of websites of foreign and universities was analyzed according to the following criteria: language; informativeness; utility; administrative and financial transparency; technical design. The analysis of website content of various universities was carried out in accordance the availability of information of university’s general characteristics, of the organization of the university’s educational process and features of student life, of university's scientific activities, of ways of advertising and the formation of a positive image of an educational institution in the imagination of Internet visitors. The attention is focused on the features of the websites' information content of the leading foreign and domestic universities. The main distinctions are in the ways of positioning the institution in the future; outlining the competitive advantages of an educational institution and highlighting the opportunities for improving the quality of the educational process; popularizing the university's scientific activities, and identifying the ways to confirm the reputation of the university. It is proved that the development of top-quality content contributes to the improvement of the image of the higher educational institution on the Internet, as well as increases the competitiveness of the university in the market of educational services both in the country and abroad. Awareness of the relevance of providing the quality of the official website content of the institution of higher education allows to tackle the problem of creating and distributing vital, unique, classified, and interesting information.

The study aim to examine the impact of educational leadership on human resources development of Jordanian university. The study is an analysis descriptive research and the methods will be use survey in order to collect information needed for get the results. The population of the study includes all Jordanian universities. The sample of the study will includes (200) professors working in governmental universities located in Amman city. The study results indicated that there are positive attitudes towards educational leadership, the study also indicated that there are positive attitudes towards variables: communication, learning, influence, confidence, and knowledge. The study results accept main hypotheses that states: There is a statistically significant impact of educational leadership on human resources development of Jordanian university. The study results also accept the first three sub hypothesis which related to the impact of (communication, learning, and influence) on human resources development of Jordanian university, but the study results reject the sub hypothesis which related to the impact of (confidence, and knowledge). The study recommended to identify best practices in leadership styles, for positive change at the university, and how to increase the absorption of the change points when their employees, and to support and provide all the resources that help educational leadership in order to achieve: communication, learning, influence, confidence, and knowledge.

The purpose of this research is to find out the relationship between the competence of pedagogic, competence of personality and disciplines with the study of students motivated. The research was conducted at the mathematics and science students of master degree at Indraprasta University Jakarta. This research using survey methods with a sample of 100 master degree students of mathematics and science selected randomly. The result of this research find outs that there is correlation between 1) competences of pedagogic and the study of students motivation, 2) competences of personality and the study of students motivation, 3) discipline and the study of students motivation and 4) competence of pedagogic, competence of personality and discipline altogether with the study of students motivation. Therefore, the competence of pedagogic, competence of personality and discipline should put into human resources development in managing the study of students interested at the University of Indraprasta Jakarta. However other variables are necessary to be taken by other researchers.

The rapid competition of the banking business requires the company to improve the quality of service by improving employee performance. Therefore, companies need to pay attention to factors that can affect employee performance. The main factors that can affect employee performance are continuous development and improvement of individual factors including talent and knowledge. This research aims to test the influence of human resources development, talent management and knowledge management on the performance of permanent employees working in the field of services and marketing at Bank DKI KCU Balaikota with a sample number of 50 respondents. The sampling techniques in this study used saturated samples and data processing using SPSS 21. The results of this study show that human resources development variables partially affect the performance of employees of Bank DKI KCU Balaikota. Talent management variables have no effect on the performance of Bank DKI KCU Balaikota employees and knowledge management variables also partially have no effect on the performance of employees of Bank DKI KCU Balaikota.

New information technologies penetrate all areas of the modern economy, including organizations of higher education. Ways to improve the management process of educational activities of a higher educational institution considered. It is advisable to reorganize the educational process at the management system of the university to improve the quality of specialist education. The urgent task is to build a holistic model of the educational institution management system. In the framework of the consideration of theoretical aspects, definitions of the concepts “system” and “system model” given, and it also indicated why the system model developed and what it describes. The general structure of the model of the university’s educational activities management system is presented, which includes the main subsystems: “Educational process planning”, “Educational process management”, “Monitoring the educational process,” including processes and subprocesses. The results of this study presented in table form. The theoretical aspects of the IDEF0 notation of the SADT methodology considered. The feasibility of applying this methodology to create a functional model of the educational process of a higher educational institution is substantiated. The rationality of using IDEF0 modelling for conducting a complex (structural-functional) analysis of the educational process management system of an educational institution argued based on the main advantages of the named methodology. The presented structure of the system allows obtaining a general idea of ​​its elements and relationships between them. Functional charts of the main business processes of managing the educational activities of the university are given. The presented functional models reflect the structure and functions of the system, as well as the flows of information and material objects converted by these functions. The functional model for managing educational activity is constructed from the perspective of the administration because the model purpose is to analyze the business processes of a higher educational institution, that are part of the complex of managerial tasks facing the university’s leadership. This paper presents the developed functional model of the subsystem “Planning the educational process”, which includes IDEF0 charts of several levels. The top-level chart - the context chart - is detailed by child charts containing subprocesses, functions and specific procedures, as well as incoming and outgoing data flows, control information and resources. The article presents an integrated approach to the study of the system "Management of educational activities of the university". The given study allows us to select the main ways of improving key management processes of the educational activities of the institution, in particular, to optimize the transition from “patchwork” university informatization to integrated management of the entire system as a whole.

The article is devoted to the study of the peculiarities of the organization of educational activity in a higher educational institution. It is prepared on the basis of monitoring results of students of higher educational institutions in Penza. More than 410 students from 6 regional universities took part in the monitoring. Elements of educational activity of students, such as participation in the educational process, building relationships in the university, independent work of students are considered. The main problems of students in the organization of the educational process, the features of the activity of students in training classes, during the passing of tests and examinations are revealed. The psychological atmosphere in higher education institutions in which students are trained, the level of building relationships in the student environment is analyzed. The answers to many questions on the educational activities of students are answered. Based on the results of the study, recommendations were developed to improve the effectiveness of student learning activities.
