Purpose. The aim of the work is a comprehensive analysis of the technical and technological parameters of pre-port railway stations in Ukraine as key elements of the port infrastructure, ensuring the interaction of railway transport with seaports. Methodology. In the process of research, the methods of analysis and synthesis were used to study the content and the main provisions of scientific publications on the issues of establishing effective interaction between rail and sea transport,  with their subsequent comparison and generalization; methods of statistical analysis for research and systematization of technical equipment of port stations. Results. More than 60% of export cargoes go through Ukrainian ports; while 75% of export volumes are delivered to ports by rail. Currently, due to changes in the conditions for the functioning of the economy and the transport system of Ukraine, there is an imbalance between the capacities of ports and the port railway infrastructure for processing freight flows. Based on the analysis, it was found that the throughput of most stations does not correspond to the prospective, and for some stations - and the actual, volumes of work. In particular, for some stations, the capacity of track development is insufficient; a significant problem is also the low efficiency of the shunting means. An effective way to solve the problem of reducing the imbalance in the processing capacity of ports and the pre-port railway infrastructure is public-private partnership in the implementation of appropriate investment projects, the assessment of which should be carried out using modern scientific approaches. Scientific novelty. The authors have systematized the existing technical equipment of the port stations of Ukraine from the point of view of its sufficiency to ensure the existing and prospective volumes of transportation. Practical significance. The results obtained make it possible to provide a scientific basis for further research into assessing the throughput capacity of pre-port railway stations and the effectiveness of infrastructure projects aimed at increasing it.

Purpose. The aim of the work is a comprehensive analysis of the current state of affairs and the main problems in the interaction between railways and seaports in the organization of freight traffic, as well as possible ways of solving these problems. Methodology. In the process of research, the methods of analysis and synthesis were used to study the content and the main provisions of scientific publications on the issues of establishing effective interaction between rail and sea transport, in particular, when organizing export traffic, with their subsequent comparison and generalization; methods of statistical analysis and forecasting to determine the existing and future traffic volumes in the rail-water communication, taking into account the unevenness. Results. Export is one of the main sources of filling the state budget of Ukraine, accounting for a third of its GDP. More than 60% of export cargoes go through Ukrainian ports; while 75% of export volumes are delivered to ports by rail. In recent years, the existing system of interaction between railways and seaports is increasingly showing its ineffectiveness, which results in an increase in the delivery time of goods, a deterioration in the operation of rolling stock, and an increase in the cost of transportation. One of the reasons for this situation is the inconsistency of the existing capacity of the port railway infrastructure with modern operating conditions, which are characterized by a change in the economic model, a change in the directions and structure of cargo flows, and the active development of port terminals. An effective way to solve the problem of reducing the imbalance in the processing capacity of ports and the pre-port railway infrastructure is public-private partnership in the implementation of appropriate investment projects, the assessment of which should be carried out using modern scientific approaches. Scientific novelty. The results obtained as a result of the study make it possible to provide a scientific basis for the further development of public-private partnerships for the development of railway pre-port infrastructure. Practical significance. The development of the infrastructure of pre-port railway stations and sections at the expense of public-private investments will increase the efficiency of logistics of freight transportation in rail-water communication, reduce their cost and, accordingly, increase the competitiveness of Ukrainian goods in foreign markets.

Annotation. The article analyzes the interaction of the main railway and sea transport in modern conditions. A review of new studies and publications in this direction showed that their disadvantage is the lack of a systematic approach and focus on solving only certain organizational issues of interaction. The researches of scientists of the Dnipro University of Railway Transport named after academician V. Lazaryan, characterized by a comprehensive coverage of all problematic issues, are highlighted. Cases of servicing ports by non-public railway stations, in which additional costs of stevedoring companies arise in the absence of a mechanism for their compensation, are highlighted.To obtain an answer to the main research question - the nature of the shortage of receiving-departure and marshalling tracks at railway stations of port railway junctions and the associated delays of wagons waiting for delivery to the port for cargo operations, the work of the Odessa railway junction and the Odessa-Port station serving State Enterprise "Odessa Sea Trade Port".The paper analyzes the technical equipment of the railway infrastructure of the stations of the Odessa junction and formulates a conclusion about the sufficiency of the track development of spans, stations and the throughput of sorting devices. Based on the analysis of the plan for the formation of trains at the junction stations, the organization of work with dispatch routes and container trains, elements of a negative impact on the organization of the work of the port and the Odessa-Port station were identified. These include systemic violations of the train formation plan at the Odessa-Port station, as well as peak loads on the railway infrastructure of the station and cargo devices when servicing railway routes upon arrival and during the formation of dispatch routes and container trains. Inaccuracies in the unified technological process of operation of State Enterprise "OSTP" and the Odessa-Port station were noted when determining shunting locomotives serving the station and the port, which lead to an underestimated number of locomotives and, as a result, additional delays of the rolling stock.The main reason for the disruption of the normal operation of the infrastructure of the railway stations of the Odessa railway junction was established – a systematic violation of the current plan for the formation of trains.As a recommendation for the creation of an operator of the railway infrastructure of the Odessa-Port station and the access road of the State Enterprise "OSTP", the need to improve the draft law of Ukraine "About Railway Transport" was considered in order to create a legislative framework for companies of operators of railway infrastructure similar to European ones.

The purpose. In modern conditions, the task of improving systems for storing material stocks has significant scientific and practical significance. At the same time, the nature and degree of influence of the parameters of the incoming flow of goods on the required technical equipment of warehouses from the standpoint of logistics and a systematic approach have been insufficiently studied. The absence of a final solution to the problem of developing a universal methodology for determining rational technical and technological parameters of warehouses for packaged goods formulated the goal of the study, which is to determine the rational equipment of a warehouse complex on the basis of simulation modeling of the process of its functioning, formalized by a Petri net. Methodology. In the work, the authors present a methodology for formalizing the process of functioning of a transport and warehouse complex using a Petri net in the QPNet environment. The technique of technical and economic comparison of options for equipping a warehouse complex, which is based on the use of modified reduced costs, is presented. Results. The paper reviews the existing imitation models of warehouse complexes, identifies their advantages and disadvantages. On the basis of the analysis performed, a simulation system was determined for the development of a model of a warehouse complex. The article presents a universal method for determining the rational technical and technological parameters of warehouses for packaged goods using a simulation model of a warehouse, the technological process of which is represented by a Petri net. With the developed simulation model of the composition, a series of experiments were performed, differing in the operational conditions of operation, as a result of which a set of technical and operational indicators of the warehouse complex was obtained. The obtained indicators of the warehouse functioning became the basis for determining its rational technical equipment. The practical significance of the methodology presented in the work for constructing a universal model of a warehouse complex and a technical and economic assessment of the indicators of its functioning will make it possible to more accurately determine the rational number of technical means and technical equipment in the design of new or reconstruction of existing transport and warehouse complexes.

Purpose. In modern conditions, the problem of increasing the efficiency of the railway transport of industrial enterprises is very urgent, and, first of all, this applies to enterprises of the metallurgical and mining industry, which are the largest recipients and consignors of goods by the railways of Ukraine. In this regard, the purpose of the study is to develop measures to increase the throughput and carrying capacity of the railway infrastructure of a mining enterprise in the context of an increase in the transportation of raw materials. Methods. The analysis of the technical equipment and technology of the railway transport of a large mining and processing plant in Ukraine was carried out using the methods of graphical analytical modeling. Results. The track development of the mining and processing plant ensures the delivery of iron ore from the quarry to the crushing and processing plant. The plant is presented as a system for transporting raw materials from loading points to unloading points, in which the process of its consumption is uniform (unloading ore on the tracks of a crushing plant), and the process of its replenishment is uneven (loading ore at loading points). Smoothing the uneven supply of raw materials between the points of loading and unloading provides the track capacity of the station adjacent to the crushing plant. The carrying capacity of the existing railway infrastructure of the plant does not ensure the mastery of the estimated volumes of transportation of raw materials. Analysis of the results of graphical modeling of the mining and processing plant showed that the limiting elements are the processing capacity of the crushing plant and long distances between the loading points and the abutment station. Organizational and technical solutions are proposed to increase the throughput of the railway infrastructure of the mining and processing plant. Practical significance. The results obtained can be used in the implementation of recommendations aimed at increasing the efficiency of the functioning of the railway transport of the mining and processing plant in conditions of an increase in the volume of transportation of raw materials.

Purpose. The purpose of the work is to determine the directions for improvement the methods of formation of structures of track development of railway stations and their technical and technological assessment. Method. To determine the areas for improvement the methods of forming structures of track development of railway stations and their technical and technological evaluation, it is necessary to analyze the known scientific approaches, identify their weaknesses and strengths. Based on the analysis of these approaches to develop generalized procedures for the formation of rational structures of track development and evaluation of technical and technological parameters of railway stations. To develop the first procedure, it is necessary to choose the optimization criterion. Results. The paper analyzes the known scientific approaches to the formation of structures of track development of railway stations and their technical and technological evaluation. As a result, it was determined that the most effective way to calculate the design parameters of railway stations is to use automated design procedures, effective ways to calculate technological parameters and evaluate design decisions is to use simulation methods. The generalized procedures of formation of rational designs of track development of railway stations and their technical and technological estimation are offered. Scientific and practical significance. Improved procedures for the formation of rational structures of track development of railway stations and their technical and technological evaluation, which in contrast to the existing ones are based on determining the costs of the railway station with the cumulative total for the calculation period or project life cycle. The implementation of rational design solutions will ensure the implementation of the specified size of train and shunting operations of railway stations with a sufficient reserve of capacity and minimum costs. In addition, the results of technical and technological assessment of track development structures can be the basis for adjusting certain requirements for the construction of station necks.

The article reveals the main reasons that hinder the development of infrastructure and logistics of Russian grain exports. These include, first of all, the underdevelopment of production, transport and market infrastructure; traditional discrepancy between the placement of grain production volumes and the capacities of elevators and granaries; significant stretching of rail and road communications, as well as shortcomings in the use of vehicles; the imperfection of the logistics schemes for the promotion of grain cargo and the relatively high cost of the services provided during their storage and transshipment. Therefore, the accelerated development of infrastructure and transport and logistics support for grain export deliveries in the country should include: an increase of almost one and a half times the nominal grain transshipment capacity; priority development of port infrastructure in the Baltic and Azov-Black Sea basins; increase in throughput capacity of port railway stations, access roads and highways; improving the management of grain commodity flows, the basis of which should be the introduction and development of the principles, forms and methods of logistics, the development and implementation of logistics schemes; reduction of infrastructure and logistics costs within the vertical grain supply chain.

The improvement of the technical equipment effectiveness is currently becoming particularly important. This applies not only to large and high-energy-intensive machines, but also to household appliances, the total energy consumption of which often exceeds the energy consumption of the overall equipment. These types of devices include, in particular, grinding and cutting equipment. The mathematical description of the processes carried out on this equipment is generalized and can be extended to a wider class of machines, including waste processing and mining equipment. The technological parameters, the design of screw grinders, and the processes of movement, deformation, extrusion and cutting carried out in them are characterized by a significant number of factors affecting the energy intensity. The main ones are the geometric parameters of the screw, machine’s body, cross knife, grinding plate’s thickness, the number and diameter of holes in it, as well as the product’s physical-mechanical characteristics and operating conditions. The most important for the mathematical description are the zones and processes where the main share of the consumed power is spent. The complexity of their analytical description is due to a simplified consideration of either individual technological zones of grinders’ existing designs, or the use of unreasonable simplifications.

Introduction. For over two decades, Russian education has been in a state of permanent reform. Due to the long and unproductive nature of the modernisation process, researchers are paying special attention to systemic factors, noting that system optimisation processes are structured primarily around organisational and technological models derived from industry. The prevalence of the technological component over the axiological results in the consolidation of a pragmatic, narrowly functional, technocratic vector of education development. To overcome this situation and to break this deadlock, a profound reconsideration of the values underlying mechanisms of reform is required, taking into account multifaceted personal, social, national and universal relations, as well as unity of content, forms and means of education.The aims of the research were identified as follows: to analyse the current trends of modernisation in comprehensive schools and higher educational establishments; to justify humanistic mechanisms for improving the modernisation in the context of language education, which performs personally developing and socialising functions under ideological pluralism and opposition of value systems.Methodology and research methods. The research was conducted taking a person-activity-based approach, referring to cultural-historical concepts, ideas of philosophical hermeneutics and traditional principles of pedagogical methodology. The theoretical framework was based on the publications and philosophical foundations of Russian and foreign scholars, who define the key role of humanistic principles and value orientations in education. The following standard research methods were used: comparison, induction, deduction, abstraction, synthesis, specification, structural and logical modelling, content analysis of documents and scientific publications on the stated problem, observation, questioning, peer review and experiment. In addition, non-standard methods and research techniques such as metaphorical modelling, biographical method and interpretational techniques were used.Results and scientific novelty. Modernisation processes in Russian education were considered: regulatory base, purposes, priorities, problems and prospects. The following thesis was proposed: at the new stage of socio-historical transformation, it is necessary to overcome the negative effects of long-term practice in the reform of the national educational system through developing established traditions as well as updating the humanistic potential of education and ensuring its axiological enrichment. The authors consider pedagogical hermeneutics as a potentially productive means and methodological tool. Pedagogical hermeneutics implies a heuristic and poly-variable apperception of reality through education in order to understand and interpret different genres of cultural texts, providing simultaneous support both to the general public and to the individual, on the basis of rational and emotionally intelligent experience accumulated in science, religion, art, language and national traditions – i.e. culture as a whole. It was shown that language education based on principles of pedagogical hermeneutics is capable of establishing humanistic mechanisms of personactivity-based social norms and cultural models. The authors presented a number of modelling options for the realisation of the proposed hermeneutical approach: various experimentally-validated techniques, educational approaches and procedures designed by teacher-researchers were briefly described, focusing on the achievement of qualitative conformance of educational results to the humanistic appeals and urgent needs of society.Practical significance. The use of hermeneutical techniques as educational tools and procedures allows us to decode semiotic information of curricula subjects; in addition, when using meta-language, it is possible to expand the content by adding personal value-sense and dialogical subjectivity, as well as to transform it into a personal sign-symbol or behavioural template. The acquisition of language experience in the process of humanistic-centred education increases the immunity of a student to various manifestations of character defectivity, strengthening identity and resistance to manipulation of consciousness in political and ideological processes and mass media. Moreover, language experience resists the deformation of the communicative sphere and verbal-cognitive processes, encouraging personal self-realisation.
