Purpose. The aim of the work is a comprehensive analysis of the current state of affairs and the main problems in the interaction between railways and seaports in the organization of freight traffic, as well as possible ways of solving these problems. Methodology. In the process of research, the methods of analysis and synthesis were used to study the content and the main provisions of scientific publications on the issues of establishing effective interaction between rail and sea transport, in particular, when organizing export traffic, with their subsequent comparison and generalization; methods of statistical analysis and forecasting to determine the existing and future traffic volumes in the rail-water communication, taking into account the unevenness. Results. Export is one of the main sources of filling the state budget of Ukraine, accounting for a third of its GDP. More than 60% of export cargoes go through Ukrainian ports; while 75% of export volumes are delivered to ports by rail. In recent years, the existing system of interaction between railways and seaports is increasingly showing its ineffectiveness, which results in an increase in the delivery time of goods, a deterioration in the operation of rolling stock, and an increase in the cost of transportation. One of the reasons for this situation is the inconsistency of the existing capacity of the port railway infrastructure with modern operating conditions, which are characterized by a change in the economic model, a change in the directions and structure of cargo flows, and the active development of port terminals. An effective way to solve the problem of reducing the imbalance in the processing capacity of ports and the pre-port railway infrastructure is public-private partnership in the implementation of appropriate investment projects, the assessment of which should be carried out using modern scientific approaches. Scientific novelty. The results obtained as a result of the study make it possible to provide a scientific basis for the further development of public-private partnerships for the development of railway pre-port infrastructure. Practical significance. The development of the infrastructure of pre-port railway stations and sections at the expense of public-private investments will increase the efficiency of logistics of freight transportation in rail-water communication, reduce their cost and, accordingly, increase the competitiveness of Ukrainian goods in foreign markets.

Purpose. The aim of the work is a comprehensive analysis of the technical and technological parameters of pre-port railway stations in Ukraine as key elements of the port infrastructure, ensuring the interaction of railway transport with seaports. Methodology. In the process of research, the methods of analysis and synthesis were used to study the content and the main provisions of scientific publications on the issues of establishing effective interaction between rail and sea transport,  with their subsequent comparison and generalization; methods of statistical analysis for research and systematization of technical equipment of port stations. Results. More than 60% of export cargoes go through Ukrainian ports; while 75% of export volumes are delivered to ports by rail. Currently, due to changes in the conditions for the functioning of the economy and the transport system of Ukraine, there is an imbalance between the capacities of ports and the port railway infrastructure for processing freight flows. Based on the analysis, it was found that the throughput of most stations does not correspond to the prospective, and for some stations - and the actual, volumes of work. In particular, for some stations, the capacity of track development is insufficient; a significant problem is also the low efficiency of the shunting means. An effective way to solve the problem of reducing the imbalance in the processing capacity of ports and the pre-port railway infrastructure is public-private partnership in the implementation of appropriate investment projects, the assessment of which should be carried out using modern scientific approaches. Scientific novelty. The authors have systematized the existing technical equipment of the port stations of Ukraine from the point of view of its sufficiency to ensure the existing and prospective volumes of transportation. Practical significance. The results obtained make it possible to provide a scientific basis for further research into assessing the throughput capacity of pre-port railway stations and the effectiveness of infrastructure projects aimed at increasing it.

The COVID-19 pandemic has changed the activities of social pedagogues in schools. The importance to find new forms of work to improve pedagogical skills, strengthen stress resilience, organize and provide emotional and social support to all participants in the educational process. Under such conditions, the requirements for the quality of advanced training courses for social educators, their scientific basis and practical significance increase. The purpose of the article is to present the curriculum of advanced training courses to overcome the consequences of the COVID-19 pandemic in the activities of social educators of educational institutions. This program is based on a study of current psychological and pedagogical problems and inquiries of employees of the psychological service of the education system of Ukraine, for which the following methods were used: review of scientific publications and information sources on the research topic, online survey of employees of the psychological service of the education system of Ukraine. interviews with social educators and practical psychologists of eight regions of Ukraine to identify issues related to the consequences of the COVID-19 pandemic. The article presents the results of scientific research on the development of the curriculum, which consists of organizational, scientific-theoretical and practical modules. The program is undergoing experimental testing and will be recommended for use in the activities of postgraduate pedagogical education. A necessary precondition for the courses implemetation is not only the provision of students with the Internet and hardware, but also the teacher’s willingness to choose different organizational models and teaching strategies, according to opportunities, needs and challenges (increase or decrease offline or online components, expand independent work of students). Organizational and methodological features of the implementation of the curriculum by distance and mixed format of advanced training courses is the perspective for the further research.

The purpose of the article is to substantiate the features of financial risks of the budget component of financial security of Ukraine on the example of the analysis of expenditures for individual security-forming sectors. Research methods. A monographic method was used to review scientific publications of researchers and the regulatory framework on budget security, empirical, systemic and comparative analyzes and synthesis for monitoring indicators and sub-indices of financial and budget security, a graphical method to reflect the dynamics of the studied indicators, a statistical method to identify the integration of risks, abstract logical for theoretical generalizations and conclusions. Research results. Financial risks for the sphere of budget security are classified. The dynamics of the integrated index of economic security and subindex of financial security, and in its structure, budgetary security is analyzed; operational budget expenditures and expenditures on the food and national security sectors. The directions based on which the types of budget security are regulated are determined: focus on achieving the strategic goal; the need to guarantee the priority of budget expenditures for specific industries in the context of political, economic, artificial and global crises; for economic sectors - compliance with the balance of the industry's contribution to GDP and the share of its funding from the State Budget. Scientific novelty. The definition of financial risks of budget security as threats to organizational, regulatory, and administrative measures for the formation of state budget revenues and expenditures has been further developed. The analysis of financial security sub-indices for the current period is in-depth. The connection between financial and budgetary security has been established. The dependences of the dynamics and efficiency of budget expenditures on individual security-forming industries are studied. Methodological support of budget security analysis processes and approaches to the effectiveness of state regulation has been improved. Practical significance. Improvement of the grouping of financial risks, methodical approaches to the definition of directions of the state regulation of decrease in the level of financial risks in the field of budgetary safety is offered. Тhe problems of the formation of market veterinary services and the marketing activity of business entities that provide such services are analyzed in the article. The practical significance of these problems is combined with inappropriate attention to this issue in scientific publications. They were not taking into consideration in the process of agriculture reforming on the basis of private property and market relations. The competitive environment in this area has not been formed by this time. Improper veterinary services, due to the limited funding of public veterinary services and the slow formation of non-state veterinary services, restrain the formation and development of family-type farms that mostly need of such services. Due to the problems of ensuring the safety of products, the possibilities of increasing the export of livestock products are limited. State support to newly created business entities with a focus on the provision of veterinary services was not provided. Because of  the high risk of such activity, bank loans were not involved in purchasing the necessary equipment. State veterinary services have significant competitive advantages because the material and technical base has been formed for a long time. The advantages of these services are being increased by repayment at the expense of state budget funds. Formally, the state departments of veterinary medicine were aimed at the formation and development of non-state alternative services. However, as a result of such efforts, one should expect coming the competitors in the market of veterinary services, the capacity of which was reduced. Accordingly, it is hopeless to expect that such efforts will be effective. It has been shown that the marketing activities of the services providing veterinary services should be carried out taking into account that the main competitive advantage of the veterinary service is a set of characteristics that is valuable for potential consumers. The customers of veterinary services first of all evaluate the possibility of obtaining operational professional assistance, reputation and professional behavior of the person providing the service, the level of the organizational process, availability of the necessary equipment and the package of services. A significant number of veterinary services are urgent and have destined seasonal nature, indicating the importance the efficiency factor in the veterinary service system.

The subject of the study is the mechanism for determining the fiscal fee forthe main transportation of hydrocarbon goods as a resource concept. The purposeof this article is to justify the nature and prospects of using, instead of currentrent, hydrocarbon fiscal-main income as a fiscal payment, which is brought intothe state budget by operators of the main hydrocarbon-transport system as business entities for their transportation of hydrocarbons and products of their processing through main pipelines appropriate to the economic requirements. Theresearch methodology is determined by a combination of methods: a) cognition:legal analysis (study of the regulatory framework for the use of rent); b) justification: abstract logical analysis (definition of the concepts of hydrocarbon fiscalmain income); c) generalization (substantiation of conclusions and proposals).Results of work. In the process of analyzing the regulatory legal acts that regulate the use of current annuity as payment to the budget for the main transportation of hydrocarbons, it was established that it is not a tax in the interpretationof PKU, since the essence does not meet the official definition of tax, does notmeet the accepted definition of the concept of rent. The accepted nature andmechanism of paying rent for the transportation of hydrogen resources and associated revenues of the state and users of the main hydrogen transport systemand the unpromising nature of its use as a fiscal payment are analyzed. Conclusions.It is proposed that the state pay for the territorial pumping of hydrocarbon resources according to our triple principle as hydrocarbon fiscal-main income, whichcorresponds to its essence, and accordingly change the mechanism for calculatingand depositing funds to treasury accounts. Since the funds come to the revenueside of the state budget, that is, inherently belong to state revenue. The creationof such a mechanism needs certain studies, justifications and government decisions. The same applies to land use, since the quality indicators of soils, wherethe laid pipelines are territorially different. In addition, there is a process ofchanging land for its intended purpose, for the property. The fee for movinghydrocarbon resources should be calculated depending on the type of transport,including pipelines, for a set of indicators: quantity and quality of goods, time,main tariffs and distance of its movement. The amount may be adjusted usingfactors officially established by the CMU. Since the pipelines are located in territorial lands, part of this fee should be transferred to the territorial local budgets.Theoretically, the economic use of trunk pipelines should be considered as a typeof economic environmental management. Therefore, this type of government revenue should be determined by a set of indicators, as well as taking into account the economic interests of business entities authorized by the CMU. Thus, theimplementation of our proposed fiscal payment is relevant, has scientific noveltyand promising practical significance, therefore, for state recognition it is proposedto include it in the Tax Code of Ukraine.

Current geopolitical and economic conditions for the functioning of railway transport in most post-Soviet states are such that it is extremely difficult to provide required quality of transport services and break-even operations at high expenses for maintaining the railway infrastructure and rolling stock. Dynamics of transportation of the Tajik Railway (TSR) is shown, which displays that most of its sections are classified as low-intensity ones. The paper proposes methodical principles, setting and qualitative analysis of the task of rationalization of operational work and organization of car flows for international transportation, taking into account the specifics of the Tajik Railway. There is a problem of complex maintenance of the efficiency of operational work in modern conditions based on the synthesis of the tasks of self-management (rational internal operational technology of the Tajik Railway) and coordination tasks (technological interaction with railway administrations of other states). Author substantiated the necessity of solving this problem. Proposed classification of technological restrictions and controlled variables in the performance of transport takes into account methods for changing external conditions for the functioning of the railway landfill and methods for increasing internal efficiency of its operation. The search for the solution of the problem involves direct search of variants along its ordered set with clipping of groups of variants that do not correspond to constraints, with the subsequent finding of compromise control over a set of effective alternatives.

Accurate and comprehensive methods for the assessment of radiated electromagnetic emissions in modern electric transportation systems are a necessity. The characteristics and susceptibility of modern victim signaling and communication radio services, operating within and outside the right-of-way, require an update of the measurement methods integrating or replacing the swept frequency technique with time domain approaches. Applicable standards are the EN 50121 (equivalent to the IEC 62236) and Urban Mass Transport Association (UMTA) with additional specifications from project contracts. This work discusses the standardized methods and settings, and the representative operating conditions, highlighting areas where improvements are possible and opportune (statistical characterization of measurement results, identification and distinction of emissions and line resonances, and narrowband and broadband phenomena). In particular for the Electromagnetic Compatibility (EMC) assessment with new Digital Communication Systems, the characterization of time distribution of spectral properties is discussed, e.g., by means of Amplitude Probability Distribution and including time distribution information. The problem of determination of site and setup uncertainty and repeatability is also discussed, observing on one hand the lack of clear indications in standards and, on the other hand, the non-ideality and intrinsic variability of measurement conditions (e.g., rolling stock operating conditions, synchronization issues, and electric arc intermittence).

Effective use of fuel and energy resources is one of the main tasks in modern industry and transport. The main directions of increasing the energy efficiency of the electric rolling stock of railways are considered in the paper. For the electric rolling stock of railways, a significant proportion of electric power consumption falls on traction needs. The consumption of electrical energy and its recovery directly depends on the proper operation and fine-tuning of the magnetic system and switching of traction electric motors of the rolling stock. The methods of testing traction electric motors currently used in railway transport do not fully correspond to their operating modes during operation. For more reliable control of their condition, a methodology for estimating the nature of the operation of traction electric motors in conditions close to real ones was proposed. Studies of the influence of transient processes on the quality of switching of traction electric motors taking into account operating conditions are carried out. Based on the results of the study, the analysis of the data obtained is carried out, and a criterion for estimating the switching stability of traction electric motors in transient operation modes is proposed. The proposed criterion allows carrying out quality control of the tuning of the magnetic system and switching of the traction electric motor, and also estimating the nature of its operation in various modes, taking into account the operating conditions.

The paper analyzes the formation of the bullwhip effect in logistic systems as a significant threat to preserving stability in the face of non-negligible goods transport delay and uncertainty of demand and stock records. The popular order-up-to policy is selected as the method governing the goods flow. A dynamic model of entity interaction is constructed and examined, first, analytically, then in numerical tests for various scenarios of practical significance, e.g., a supply chain with external and local demand signals or real-world European goods distribution system. It has been found that the order-up-to policy does not trigger the bullwhip effect despite the delays in the goods delivery in the nominal operating conditions in supply chains. However, in networked environments, even the basic configuration triggers the bullwhip effect.
