In connection with the growing role of the regions in national socio-economic systems, the article puts forth the theoretical basis and methodology of strategizing for the development of both the private and public sectors of the region as a medial subsystem of the national economy. Essentially, the strategy of regional development is always of a socioeconomic nature and is designed to be focused on improving the material, spiritual and intellectual quality of life of the population. The development of all-encompassing regional umbrella strategies which, on the one hand, must implement the strategies of a higher political, economic or military stratum, and, on the other hand, have a significant impact on the formation of strategies for strategic objects of a lower level, is the most difficult practical task. The absence or weak substantiation of regional strategies, reduces the effectiveness of both national and corporate and municipal strategies. The expediency of analyzing opportunities and threats as it pertains to the internal environment of the strategized object, based on an OTSW analysis, versus a SWOT analysis, is proven. Creating conditions for the intellectual and emotional development of the individual, and his material well-being, is discussed as the main objective of all strategizing and its resulting transformations. The proposed methodology made it possible to discern and pursue the strategic priorities of the Kuzbass region, that have the most competitive advantages, to systematize and draw the contours of the priorities, to justify the investment capacity as it pertains to each priority, over long periods of time, and to assess their social and economic efficiency, mainly for the purposes of the regional public budget.

However all these needs to gain strong expertise and competence of technological and administrative talent is needed to make the government and suppliers together via the Internet. The aim of this work is to introduce the evaluation processes and tools using the technique of SWOT analysis in the existing studies to provide empirical illustration of how this perspective would be used to give a sense of public e-procurement in action and it also aims to make a new sustainable reliable e-governmental model that includes change management, interdepartmental coordination, resolving the security and authentication for implementing public e-procurement in the frame of Turkish e-Government infrastructure and projects. In this context, a key objective is to develop Governmental policy regarding interactions with private and public sectors. In order to minimize information transformation initiatives, risks, and policy implementation should focus on promoting strengthening effective and affordable connectivity and interoperability.

This article examines the “predictive model of personal well-being of a teacher in the professional sphere” developed by the authors based on a study conducted on a wide sample of teachers in the Russian Federation (N=7946). The presented model is based on the VIA (Values in Action) model, one of the key measures in the scientific direction of positive psychology. In the course of the study, 14 personal strengths out of 24 in the original model, which have the greatest multiplier effect of usefulness for personal well-being in the professional sphere of education were identified. Personal well-being in the professional sphere is described as a set of personal factors, including, first of all, high self-efficacy of the individual and the absence of professional burnout, and secondly, the individual’s general psychological well-being represented by life satisfaction and self-esteem. The authors believe that the resulting model can become an effective tool for the practical application of the concepts of positive psychology. On the one hand, it can be applied in the field of vocational guidance of young people. On the other hand, the model can be used as a tool for the development of professional competence of teachers in the field of personal well-being in the professional sphere, for example, in the form of selecting the most effective positive psychological interventions (PPI). The authors con clude that in the future, it is possible to scale the presented concept to other professional areas.

In this period of extreme changes in our society, issues related to the health and well-being of citizens are considered essential for the future of a united and prosperous Europe. Achieving the Sustainable Development Goals (SDGs) at EU level by 2030 requires hard work done in a transformative way in order to implement a set of coherent, evidence-informed policies that address health, well-being and all their determinants throughout the course of life and across all sectors of government and society. The objective of this paper is to assess the stage of fulfillment of all SDG targets in relation to health and well-being at EU level, based on the current trend of each indicator, for each EU member country. Based on the Eurostat SDG data set for 2007–2018, the individual trends were forecast using the AAA (Holt-Winters) version of the exponential smoothing (ETS) algorithm. The research results are surprising, on the one hand showing the possibility that some targets will be reached, but also indicating that a large percentage of targets will not be reached if the current trend is continued, especially due to disruptive change generated by the current pandemic. There is a need to increase the involvement of all member states, but also ensure a deeper involvement at the level of EU institutions, to provide full support for meeting the targets proposed by the 2030 Agenda, ensuring prosperity and health for all European citizens, and becoming a model for all the states of the world.

Is Socrates in the Protagoras a sincere hedonist? The decipherment of the latter question is fundamental to the unraveling of key aspects of Plato’s ethical thought. It has been suggested that Socrates in the Protagoras finds hedonism philosophically attractive for it functions as a necessary anti-akrasia premise and, therefore, it fits his moral psychology. At the same time quantitative hedonism provides for commensurability of moral value and, in turn, for a more straightforward, quantifiable, and action-guiding Platonic ethical theory. Although initially appealing, the latter hypothesis is deeply problematic. On the one hand, hedonism is not a necessary theoretical tool either for commensurability of value or for a quantifiable eudemonistic ethical theory. On the other hand a hedonistic interpretation of the Protagoras would result in a plethora of blatant anomalies for Platonic ethical theory as it is exhibited in the early and middle period dialogues. In particular, the endorsement of quantitative hedonism comes tied with an apotheosis of sophistic education and also with a purely instrumental conception of virtue which contradicts cardinal components of Socrates’ and Plato’s virtue theory. Therefore, a prohedonistic approach of the Protagoras is untenable and has to be rejected. As a result, a sufficiently plausible defense of the Socratic doctrine “no one does wrong willingly” needs to be constructed on non-hedonistic grounds. My suggestion is that we should recast Plato’s treatment of akrasia in terms of two –commonly defended by early Plato- descriptive theses of human psychology; that is, psychological eudemonism and motivational intellectualism. This move will lead us to the conclusion that the traditional conceptualization of akrasia as a single and unified phenomenon is incomplete as it does not pay justice to the richness of Plato’s moral psychology. Rather, as I will maintain, there are two types of akrasia implicit in Plato’s treatment of the phenomenon: synchronic akrasia and diachronic akrasia. On this revisionary theoretical basis, the differences between early Plato and later Plato on akrasia can be understood as variations in the adherence or not to psychological eudemonism and motivational intellectualism.

Background: Elderly is the final stage of the human life cycle, that is part of the inevitable life process and will be experienced by every individual. At this stage the individual undergoes many changes both physically and mentally, especially setbacks in various functions and abilities he once had. Preliminary study in Social House Tresna Wreda Yogyakarta Budhi Luhur Units there are 16 elderly who experience physical immobilization. In the social house has done various activities for the elderly are still active, but the elderly who experienced muscle weakness is not able to follow the exercise, so it needs to do ROM (Range Of Motion) exercise.   Objective: The general purpose of this research is to know the effect of Range Of Motion (ROM) Active Assitif training to increase the range of motion of joints in elderly who experience physical immobility at Social House of Tresna Werdha Yogyakarta unit Budhi Luhur.   Methode: This study was included in the type of pre-experiment, using the One Group Pretest Posttest design in which the range of motion of the joints before (pretest) and posttest (ROM) was performed  ROM. Subjects in this study were all elderly with impaired physical mobility in Social House Tresna Wreda Yogyakarta Unit Budhi Luhur a number of 14 elderly people. Data analysis in this research use paired sample t-test statistic  Result: The result of this research shows that there is influence of ROM (Range of Motion) Active training to increase of range of motion of joints in elderly who experience physical immobility at Social House Tresna Wredha Yogyakarta Unit Budhi Luhur.  Conclusion: There is influence of ROM (Range of Motion) Active training to increase of range of motion of joints in elderly who experience physical immobility at Social House Tresna Wredha Yogyakarta Unit Budhi Luhur.

An engaged and perceptive contemplation of the Qur'an forms one of the most important bases for the cultural and social advancement of Muslims in all walks of life, and the absence of such study is one of the reasons behind the general cultural attenuation in the modern world. Reflection is one of the means of the construction and formation of a civilised society. The applied faculty of intellect creates an environment which allows reflective and considered thought to be developed from a functional perspective for the general well-being of society. Meanwhile the effective neglect of such study leads to the proliferation of superstition, dissent and social conflict. Indeed it can even be argued that it diminishes the significance of the laws and conventions which serve as the backbone of society. This paper reveals a number of factors which can impede the achievement of such an engaged study of the text: thus, for instance, thoughtless obedience to societal conventions; shortcomings in educational systems and syllabi; and a failure to encompass the significance of the Arabic language. Furthermore this paper presents several effective suggestions for nurturing students' potential, encouraging an environment which allows freedom of thought, and its refinement.

Today, worldview, spiritual and moral problems that have always been reflected in education and upbringing come to the fore in society. In this situation, there is a demand for philosophical categories. One of the priority goals of education in modern conditions is the formation of a reasonable, reflexive person who is able to analyze their actions and the actions of other people. Modern science is characterized by an understanding of the absolute value and significance of childhood in the development of the individual, which implies the need for its multilateral study. In the conditions of democratization of all spheres of life, the child ceases to be a passive object of education and training, and becomes an active carrier of their own meanings of being and the subject of world creation. One of the realities of childhood is philosophizing, so it is extremely timely to address the identification of its place and role in the world of childhood. Children's philosophizing is extremely poorly studied, although the need for its analysis is becoming more obvious. Children's philosophizing is one of the forms of philosophical reflection, which has its own qualitative specificity, on the one hand, and commonality with all other forms of philosophizing, on the other. The social relevance of the proposed research lies in the fact that children's philosophizing can be considered as an intellectual indicator of a child's socialization, since the process of reflection involves the adoption and development of culture. Modern society, in contrast to the traditional one, is ready to "accept" a philosophizing child, which means that it is necessary to determine the main characteristics and conditions of children's philosophizing.

The typology of rationality is one of major issues of modern philosophy. In an attempt to provide a typology to Oriental materials, a researcher faces additional problems. The diversity of the Orient as such poses a major challenge. When we say “Oriental,” we mean several cultures for which we cannot find a common denominator. The concept of “Orient” involves Arabic, Indian, Chinese, Turkish and other cultures, and the only thing they share is that they are “non-Western.” Moreover, even if we focus just on Islamic culture and look into rationality in this context, we have to deal with a conglomerate of various trends, which does not let us define, with full confidence, a common theoretical basis and treat them as a unity. Nevertheless, we have to go on trying to find common directions in thought development, so as to draw conclusions about types of rationality possible in Islamic culture. A basis for such a typology of rationality in the context of the Islamic world was recently suggested in A.V. Smirnov’s logic of sense theory. However, actual empiric material cannot always fit theoretical models, and the cases that do not fit the common scheme are interesting per se. On the one hand, examination of such cases gives an opportunity to specify certain provisions of the theory and, on the other hand, to define the limits of its applicability.

Abstract: The longstanding effort to develop a people-based regionalism in Southeast Asia has been shaped by an inherent tension between the liberal inclination to privilege the individual and the community under formation, on the one hand, and the realist insistence on the primacy of the state, on the other. This article explores the conditions and constraints affecting ASEAN’s progress in remaking Southeast Asia into a people-focused and caring community in three areas: disaster management, development, and democratization (understood here as human rights). Arguably, the persistent gap in Southeast Asia between aspiration and expectation is determined less by political ideology than by the pragmatic responses of ASEAN member states to the forces of nationalism and protectionism, as well as their respective sense of local and regional responsibility.Resumen: El esfuerzo histórico para desarrollar un regionalismo basado en las personas del sudeste de Asia ha estado marcado por una tensión fundamental entre la inclinación liberal de privilegiar el individuo y la comunidad y la insistencia realista sobre la primacía del estado. Este artículo explora las condiciones y limitaciones que afectan el progreso de la ASEAN en la reestructuración de Asia sudoriental en una comunidad centrada en el cuidado de las personas en: gestión de desastres, desarrollo y democratización (i.e., derechos humanos). La brecha persistente en el sudeste asiático entre la aspiración y la expectativa está determinada por las respuestas pragmáticas de los miembros de la ASEAN sometidos a las fuerzas del nacionalismo y proteccionismo, así como su respectivo sentido de responsabilidad local y regional.Résumé: L’effort historique pour développer un régionalisme fondé sur les peuples en Asie du Sud-Est a été marqué par une tension fondamentale entre l’inclination libérale qui privilégie, d’une part, l’individu et la communauté et, d’autre part, l’insistance réaliste sur la primauté de l’État. Cet article explore les conditions et les contraintes qui nuisent aux progrès de l’ANASE dans le cadre d’une refonte de l’Asie du Sud-Est en une communauté centrée et attentive aux peuples dans trois domaines : la gestion des désastres, le développement et la démocratisation (en référence aux droits humains). Le fossé persistant en Asie du Sud-Est entre les aspirations et les attentes est vraisemblablement moins déterminé par l’idéologie politique que par les réponses pragmatiques des États membres de l’ANASE soumis aux forces du nationalisme et du protectionnisme ainsi que par leur sens respectif de la responsabilité locale et régionale.

Against the background of the trend of Islamizing human rights on the one hand, as well as increasing skepticism about the compatibility of Islam and human rights on the other, I intend to analyze the potential of Islamic ethics to meet the requirements for vitalizing the idea of human rights. I will argue that the compatibility of Islam and human rights cannot be determined merely on the basis of comparing the specific content of the Islamic moral code(s) with the rights stipulated in the International Bill of Rights, but by scanning (different conceptions of) Islamic ethics for the two indispensable formal prerequisites of any human rights conception: the principle of universalism (i.e., normative equality) and individualism (i.e., the individual enjoyment of rights). In contrast to many contemporary (political) attempts to reconcile Islam and human rights due to urgent (global) societal needs, this contribution is solely committed to philosophical reasoning. Its guiding questions are “What are the conditions for deriving both universalism and individualism from Islamic ethics?” and “What axiological axioms have to be faded out or reorganized hierarchically in return?”
