It has now become obvious that market economy is not able to develop successfully without government support. Moreover, state regulation is becoming increasingly important, particularly in the periods of recession. The pandemic of COVID-19 has changed the world and required strengthening the regulatory function of the state. In 2020, the government had to provide for organizing and financing the national health care system, free vaccination and medicines for the public, allowances to families with children and to people on unpaid leaves, as well as subsidies and reduced-rate lending to businesses. The demand for statism – a doctrine that the political authority of the state is the objective and result of social development – is a new trend in the world. Russian economy currently features a slow pace of growth, a lack of private investments, and a decrease of real disposable income. In this context, studies of efficiency of economy regulatory tools used by the state are becoming topical. The article analyzes the role of the state in the society, determines its functions and objectives, objects and subjects, and describes its administrative and economic regulatory tools. The authors point out the country’s economic problems of the recent decade and estimate the efficiency of the economy regulation tools used by the state.

The work can not be considered in isolation from the recreation as a process of an individual’s vital forces restoration. In emerging economies, recreational management needs an actualization at both the macro and micro levels. The purpose of the study is an analysis of the possibilities of combining the functions of regulation and motivation in the direction of increasing productivity and employment due to improved recreation. The research methodology is the Breton-Brennan-Buchanan model, within which homo economicus feels the influence from the government and adjusts the ratio of “work – leisure”. A modified view on this model is that the state is seen not only in terms of income maximization. If the collected taxes are returned to the individual, in particular in the form of qualitative recreation, then in this case the demotivation in the form of non-effective work is reduced. The paper substantiates the directions of recreational sphere activation in Ukraine, namely in relation to: increasing the motivational role of the state, along with its exclusively regulatory function; participation of enterprises in the processes of discussion and implementation of measures relevant to improving the quality of the recreational environment and infrastructure within the framework of public space renovation.

Ensuring public administration of national security is currently gaining extreme significance as seen from the perspective of geopolitical transformations. The addressed issue is particularly relevant and calls for a thorough and systematic research, in view of the global economic crisis, the fight against the COVID-19 pandemic and the global geopolitical transformations and threats that have swept over the world during the recent decade. Despite the sound regulatory framework for public administration in the field of national security and the existing mechanisms of state regulation therein, the effectiveness of public administration in protecting national interests and ensuring the security of individuals, society and the state from external and internal threats requires further enquiry. That said, public administration of national security encompasses the mechanisms to ensure the safeguarding of vital interests of man and citizen, society and the state, and accordingly the sustainable development of society, prompt detection, prevention and neutralization of real and potential threats to national interests.   In this article theoretical and еmpirical analysis of social security are conducted. Ways of the optimization social security are argumented. The author notes that significant transformation processes are taking place in the country. They affect the state of security. It is noted that with the development of scientific and technological progress the number of threats and dangers does not decrease. At the same time, the essence of the phenomenon of "danger" is revealed. Empirical studies have been carried out on the basis of an analysis of problems related to ensuring the necessary safety of people. It is established that in recent times organized crime, including cybercrime, has spread widely in Ukraine. It has a negative impact on ensuring national security and sustainable development. A number of factors have been singled out. They are a potential threat to national security. Groups of possible dangers are determined. Summarizing the opinions of scientists, the essence of the concept of "social security" is characterized. It is emphasized that its state is influenced by the level of economic development, the effectiveness of social policy of the state and state regulation of social development. The authors have grounded the formation of national and social security, have proved that sustainable development is connected with the observance of social standards; have considered the development and implementation of a balanced social and environmental and economic policy. This policy would involve active use of the latest production technologies, minimizing the amount of harmful emissions to the environment, strengthening the role of the state in solving social and economic problems and sustainable development.

The economic crisis that convolved the world economy a few years ago is the result of a series of government policies in the economic field. Starting from the Subprime Mortgage in America, the crisis eventually spreads across all sectors of the economy. As analysts say that the explosion of the current economic crisis is caused by the trend of low interest rates that are applied by the Fed. The trend of low interest rates will give rise to expectation of market to future economic situation. It is characterized by the overflow of capital expansion in all sectors, especially in property sector. Today, along with the growing mobility of capital from one country to another as part of unavoidable economic liberalization, mobility of capital, on the one hand, has spawned some of the imbalances in the life of a State. The powerlessness can not be separated from economic ideology and system on state role in the economy. Capitalism with its laissez faire brings the concept of state minimal role in the economy. In the empirical facts, it is broken by the crisis situation in 1930 and today's financial crisis. Socialism tends to carry the central role of the State in the economy through the centralistic planning system. The fall of the Soviet Union in the 1980s brought the world to a choice whether reconstructing capitalism or socialism as Fukuyama and Gidden said. On the other hand, as the new system, the economic system of Islam brings the concept of the role of the State in the economy on the basis of universal values of Islam, such as justice in the economy which is reflected in the mechanism of the prohibition of riba (usury), just income distribution and redistribution of income through zakat and social security. This article is an exposure of the State's role in the economy which is studied through the perspective of today’s economic system. The systems are capitalism, socialism, and Islam. The article not only explores conceptual framework, but also also contains an empirical framework mapping and how the conceptual framework is operated. In modern conditions of functioning of the market economy, in the era of development of globalization and globalization processes, the prevalence of international relations, the spread of various forms of international capital movement, in particular foreign direct investment, an important place is occupied by investment activities and policies implemented by the state within the framework of the latter. It is difficult to overestimate the importance and role of investment, because world experience shows that the effective development of business entities, and therefore the country's economy as a whole, cannot be imagined without making investments. Therefore, the government of almost any country in the world is focused on creating a favorable investment climate. The article defines the theoretical foundations of investment security of the state: the essence of the concept is outlined, the principles on which investment security is based, its place and role in the state's economic security system are justified. Qualitative and quantitative criteria for a comprehensive assessment of the state's investment security are presented. The calculation and analysis of the main indicators – quantitative criteria of investment security: gross accumulation of fixed capital; the degree of accumulation of fixed capital; the ratio of the cost of newly introduced fixed assets to the volume of capital investments is carried out; the ratio of net growth of foreign direct investment to GDP; the size of the Ukrainian economy as a percentage of global GDP. The dynamics of the total volume of foreign direct investment in the Ukrainian economy in the context of world countries is analyzed. The main investor countries that ensure the receipt of the largest volumes of investment flows to the Ukrainian economy are identified. Ukraine's place in the World Bank's “Doing Business” rating over the past ten years has been demonstrated. The positive dynamics regarding Ukraine's place in the World Bank's “Doing Business” rating and the main factors that influenced such positive changes were noted. The investment climate of the state is assessed and possible measures are proposed to improve the mechanism of managing the state's investment security.

The discussion about development discourse in a country talking about how an idea affect economic policies. In Indonesia, the development discourse continues to change depending on the ruling regime. After the reformation, the dominant discourse is a neoliberal one that minimizes the role of the state in development. During the reign of Jokowi-JK, however, the role of the state strengthened. The government plans to build a massive infrastructure of the physical economy. The government legitimized its choice of action as the implementation of the Pancasila and Trisakti ideologies. Using the theories of Ernesto Laclau and Chantal Mouffe, this article argues that the state legitimizes its policies as implementing ideology by building infrastructure development discourse, but covers only pragmatic practices that occur. The practices themselves are pragmatic because the government ignored the fate and rights of citizens affected by infrastructure development.

Organization of the state regulation of tourism in Ukraine and opportunities for its improvement on the basis of learning from the experience of leading tourist countries in Europe is the purpose of the study. The notion and main purpose of the state regulation of tourist activities is substantiated. It is established that the history of the state regulation of tourism in Ukraine points to the frequent change and re-organization of its central body, which did not facilitate the development of tourism. Analysis of the role of the state in the organization and development of tourist activities in different countries of the world allowed determining four types of models of the state participation in regulation of tourism as a constituent element of economy of the mentioned countries: American, Budget-Forming, European and Mixed. Experience of leading tourist countries (France, Spain, Great Britain and Italy) convinces of the necessity for the efficient building-up of the state bodies responsible for the development of the mentioned branch. Efficient organization of tourism in a country and its state regulation, cooperation with non-governmental institutions, active promotion of the national tourist product, implementation of efficient promotion and PR activities and a developed tourist infrastructure facilitate interest in this country by the tourists and inflow of monetary resources.

The study examines the applicability of the comparative framework of Hallin and Mancini (2004) with their three models of media‒politics relations (Mediterranean or Polarized Pluralist Model, North/ Central European or Democratic Corporatist Model, and North Atlantic or Liberal Model) to a post-communist country like Bulgaria. The answer to this question is sought through a study of the role of the state in relation to the media system, particularly the state funding of media in its various forms. The analysis leads to the conclusion that the Bulgarian media system is most similar to the Mediterranean Model due to the power of еtatism (the state finances public media, and the government buys media love through state and municipal advertising). At the same time, ineffective media regulation favors media concentration and the instrumentalization of large government media groups. The processes of rapid liberalization, privatization and deregulation in the media sector after 1989 brought Bulgaria closer to the countries included in the Liberal Model. Therefore, its media system is hybrid to some extent, but the similarities with the Mediterranean Model remain in the lead. The clientelism through which they are tamed, resp. corrupt the media, brings Bulgaria closer to the Latin American countries where it is much stronger than in the Mediterranean region (Hallin, Papathanassopoulos 2002). The concluding part predicts that, in the future, the analysis of the Bulgarian media system can be enhanced with a study of the applicability of the concepts of the “captured liberal model” of the media (in Latin America) and the “captured media” in the post-communist world.

The article is devoted to the study of the results of state regulation of business in the context of a pandemic and the associated global economic crisis. The impact of the system of anti-crisis measures, implemented by the Government of Russia, to support small and medium-sized businesses has been studied. The problems of development and survival of enterprises in a crisis economy are identified and the ways of their solution are proposed. The measures taken by the state to prevent massive bankruptcies during the pandemic are considered.
