In recent years, the oil and gas industry of Uzbekistan has been developing very fast, and oil and gas production has grown significantly. Uzbekistan achieved oil independence. Natural gas fields in the Republic are being exported to foreign countries as well as satisfying the needs of all types of industrial enterprises and population. Growth of oil and gas extraction is achieved by opening up of new oil and gas constructions and fields, increasing the efficiency of mining operations, and applying new methods of increasing the level of resource utilization. Determining the ultimate goal of socio-economic transformations in our country is the starting point of the current reform strategy. At the same time, the focus is on ensuring the dynamic development of the fuel and energy complex, increasing oil and gas extraction and processing, and gaining energy independence of the republic. LUKOIL is one of the world's largest vertically -Integrated companies engaged in the extraction and processing of oil and gas, manufacturing of petroleum products and petrochemicals. The main areas of its activity, the Company holds a leading position in the Russian and global markets.

sustainability reporting, critical paradigm, upstream oil, and gasThe operating activities of the upstream oil and gas industry directly impact the environment. This industry faces significant social challenges and directly impacts the environment. Many Reputable international sustainability institutions organize sustainability awards. However, community conditions do not have a positive impact on sustainability practices. There are vari-ous serious violations related to sustainability, environmental pollution, multiple cases of cor-ruption, human rights, and other violations. In contrast, the companies receiving this award also received inspection findings of violations committed by The Audit Board of the Republic of In-donesia. This study uses critical discourse analysis that begins with phenomena related to viola-tions of sustainability reporting from scientific journals and other references using a systematic literature review approach over the last ten years. It produces a critical paradigm that is not val-ue-free, which is the basis for framing thought utilizing the theory of hegemony. The results of this study indicate that the upstream oil and gas industries are obliged to implement Corporate Social Responsibility (CSR) practices and Sustainability Reports (SR), has biased factors that are contrary to the sustainability concept and are not under the sustainability award based on evi-dence obtained from the stages of manuscript analysis with systematic literature review

Many forecasts agree that the volume of the world oil production will soon peak and then begin to decline. Other studies conclude that stocks oils are not running out, they are becoming less available. The future is uncertain, it is impossible to plan it precisely. Nevertheless, this industry is one of the most profitable in the Republic of Kazakhstan, where oil production is constantly increasing, all regulatory mechanisms are in place, and although their effectiveness is not assessed high, however, a mechanism for interaction with all sectors of the economy has been established. Major problems were found in the regulatory and environmental management of the oil industry; however, it can be noted that in the processing industry of manufactured enterprises there is no interaction with many sectors of the economy. The authors proposed to compare the effectiveness of regulatory mechanisms in the oil and gas industry and in the industry of processing of industrial waste. Subsequently, it was revealed that the mechanisms for regulating the industrial waste processing industry were practically not developed, and the problems arising in this industry ignored by government agencies. In this way, avoiding the problems of the industrial waste processing industry brings Kazakhstan to environmental disaster.

The Republic of Tatarstan is located between Europe and Asia. It is important to emphasize geographical location, which is a key element in the processes of identities formation and transformation. Tatarstan is located in the core of the Russian Federation, situated in the European part of Russia and 800 kilometres from Moscow, at the confluence of the Volga and the Kama Rivers. The capital of Tatarstan is Kazan. The economic potential of the republic is based mainly on raw materials (including oil and gas), industry and agriculture. According to the constitution of the republic (approved on 6 November 1992) Tatarstan (previously known as Tataria) is defined as a multiethnic republic, with two official languages, Russian and Tatar. The largest ethnic groups are Tatars and Russians; as a consequence it makes sense to talk in terms of a bicultural society with two main confessional groups, namely Muslim and Orthodox Christians.

The article deals with the process of establishment of engineering and technical clerisy and the corresponding organizational structures (infrastructures) on the example of the development of the oil and gas industry in Ivano-Frankivsk region – the Western region of the Ukrainian Soviet Socialist Republic. The main points of the research are the traditional principles of historicism, objectivity, systematicity, comprehensiveness, representationism and humanism. The purpose of the article is to describe the process of forming the scientific and technical potential and its infrastructure in Ivano-Frankivsk region in the twentieth century which is based on the analysis of scientific and historical literature and archive sources. The system of «scientific and technical progress» management of the country, the republic and the region has been revealed, which is based on the establishment of appropriate organizational structures for the coordination of research works.  It has been proved that the clerisy differs from seven western regions of the Republic in his powerful scientific and technical potential, which was concentrated in Ivano-Frankivsk Institute of oil and gas. Ivano-Frankivsk region is behind the neighboring Lviv region in the development of a number of scientific problems and production communications; it has been thought to be a sample in the process of the «socialist transformations». During the period from the late 40’s to the mid 60’s of the twentieth century an extensive network of scientific institutions and organizations in Ivano-Frankivsk region has been established that constituted the basis for the scientific and technical potential of the Western region of the USSR. The design and engineering agencies, design and technological organizations, research stations, research units and branches of higher educational institutions are various in the functional use and forms of activity, that have directed their work at solving the urgent economic problems of the region.
