Abstract The article shows that dairy farming is one of the most dynamically developing branches of agriculture, existing under the influence of internal and external environments, defined as: compliance with the breed standard, medical standards for milk consumption, increased investment in the industry, its resource potential. On the basis of a retrospective analysis, the evolution of technological structures in dairy cattle breeding in Russia is considered: pre-industrial, collective farming with agricultural mechanization, industrial, intensive technocratic, biotechnological. In addition, on the basis of the organizational and economic analysis of dairy cattle breeding in the Tambov region, the trends of its functioning have been determined: a decrease in the self-sufficiency of the region’s population with milk and dairy products; destructuring of the production sector with an increase in the share of enterprises with low-intensity and extensive milk production; low intensity of reproduction of a herd of cattle; a wide variety of breed composition of dairy cattle. It was found that agricultural enterprises of the region, as a rule, specializing in the development of dairy cattle breeding, choose the direction of organizing a purebred herd with standardized exterior features. This is a fundamentally different way of breeding work from all-Russian trends. On the basis of the research carried out, the priority directions of the development of dairy cattle breeding in an innovation-oriented context are substantiated.

The prerequisites of optimal plan for resource management of an agricultural enterprise to get the maximum profit with ensuring acceptable dynamics of resource potential are analyzed in the article. It is established that the maximum level of economic return is possible in special condition with corresponding alternation of resource-restoring and intensive mode. Moreover, the intensive mode is inefficient in special economic conditions due the aftereffect of this mode critically reduces the resource potential of an agricultural enterprise. It is proved that the optimal plan of the proposed mechanism resource management has common features with an intensive resource using mode than with a resource-restoring one. It indicates about the economic orientation of optimal resource management. The resource-restoring practice is a necessary tool for ensuring a sustainable level of resource potential. Based on the results of a comparative analysis with alternative scenarios for the development of resource management practices, the effectiveness of the optimal plan is proved. Effective management of production conditions that form the resource potential of agricultural enterprises creates competitive advantages in the form of additional economic benefits. This is a necessary prerequisite for the reproduction of resources of an agricultural enterprise as the basis of sustainable development of agricultural enterprises. It is proposed to use the principles of dynamic programming in the resource management of agricultural enterprises. Dynamic programming is defined as an effective alternative to adaptive mechanisms for improving the management of the resource potential of agricultural enterprises. The main advantage is the implementation of the goal-setting function of the management system in the system of strategic planning of enterprise development.

The article considers the state and prospects of bioenergetics development in the context of rationalization of the use of available natural resource potential of Ukraine. It is determined that one of the most perspective renewable energy sources is biomass, the main component of which is by-product of plant growing. It is noted that the use of by-products of crop production for receiving heat energy is a rational way to utilize their surpluses that are not used for other purposes of agriculture. The existing resource potential of this agricultural biomass and source of its obtainment were characterized. An estimation of the potential of this type of biomass up to 2025, which can be used for thermal power engineering was made. It was noted that the effective use of biomass potential of agricultural enterprises is possible in case of creation of the appropriate mechanism, a set of management decisions aimed at solving the energy issue. The structure of the formation of the economic model of the influence of factors on the state of the use of by-products of crop production in thermal power engineering was proposed.

The article deals with the main aspects of the stages of development and construction of an optimization of the economic and mathematical model of agricultural enterprises' resources for identifying reserves of resource potential, its rational use and increase of the economic efficiency of economic activity. Some economic indicators of functioning and development of agricultural enterprises that can be taken into account when compiling an optimization model are analysed. The basic stages of construction of the economic and mathematical model and their characteristic features are revealed. Applied testing of mathematical calculations has been carried out for the agricultural enterprise LLC UM-Vatutino, which wants to optimize the structure of its production in order to ensure maximum overall profitability. The developed economic and mathematical model provides the main activities of the UM-Vatutino LLC. They are the cultivation of grain and forage crops, cows of various productivity. Such a model can be used to analyse and identify the reserves of resource potential of enterprises of any form of ownership, at different periods of time, as well as to identify features of strategies for improving the economic efficiency of economic activity of the enterprise itself and its individual units. In addition, the constructed model can be modified both structurally and substantively. The analysis results are processed by means of one of the office programs of Microsoft Office Excel spreadsheets. Data analysis has been performed with the use of the "Solver" tool in spreadsheets. It allows finding an optimization solution with a large number of variables. As a result, it has been confirmed that the application of economic and mathematical methods is very effective in assessing not only the resource potential of agricultural enterprises, but also optimizing the volumes of sales of products, feeds, raw materials for another. The process of modelling in the activities of agricultural enterprises gives the opportunity to make managerial decisions at various stages of the operation and development of the enterprise.

The Impact

The condition of the effective development of agricultural enterprises in Ukraine is to increase the efficiency of using resource potential. At the same time, it is necessary to take into account the main factors of the development, including the tax burden on the industry. Therefore, it is important to study the impact of the tax burden on the economic performance of the agricultural enterprises. The article deals with the improvement of the traditional two-factor production function of the Cobb-Douglas through the inclusion of the additional factors. The four-factorial production-institutional function of agricultural enterprises in Ukraine has been constructed allowing to calculate econometric parameters and to evaluate the functioning of the industry. The patterns of the interaction of tax burden and economic growth agricultural enterprises in Ukraine are revealed.  The calculated econometric parameters of the functioning of agricultural enterprises in Ukraine made it possible to determine the tax loadings points Laffer's of the first and second orders, the productivity of each factor, and the phased replacement of one factor to another. It has been proved that optimizing the tax burden on agricultural enterprises makes it possible to direct the resource potential to increase the agricultural volumes production and increase tax revenues from the industry.

The article deals with the problems of increasing the economic efficiency of agricultural enterprises by improving working conditions, reducing the level of exposure to harmful and dangerous production factors. The purpose of the article is to analyze methodological approaches to forecasting possible economic losses of agricultural enterprises due to the presence of harmful or dangerous working conditions and to develop organizational and management solutions to reduce these losses. Economic services of agricultural enterprises need to have a methodology for assessing real economic losses due to unfavorable working conditions at enterprises, which will give employers an understanding that the costs of labor protection and safety not only pay off, but also give a significant economic effect and contribute to improving the profitability of production and allow them to make informed management decisions. It is shown that forecasting economic damage from occupational diseases and industrial injuries, accidents is a complex task, but it is quite solvable on the basis of the procedure for assessing and managing occupational risks and applying known patterns of crop losses or animal productivity due to violations of agrotechnical deadlines or animal maintenance regime due to the absence of an injured employee at the workplace.

Introduction. In an unstable market environment, it is quite difficult to objectively evaluate the effectiveness of marketing activities for agricultural enterprises using traditional methodological approaches. We believe that now there is a need to develop methodological approaches that will help to establish the relationship in the marketing management system, taking into account the changing market conditions and the resource potential of the agricultural enterprise. Methods. The following methods are used to achieve this goal, namely: methods of monographic comparative analysis and specific methods in the field of analysis of theoretical and analytical foundations of marketing activities to determine the strategic prospects of marketing activities, identify effective measures to improve marketing activities in agricultural enterprises. Research methods are based on theoretical developments and scientific tools, which includes analysis and evaluation of formulated methodological approaches to assess the effectiveness of management of marketing activities of agricultural enterprises on the basis of quantitative and qualitative indicators. The research methodology also provides for the generalization of scientific sources that explore the rational aspects of management and increase the effectiveness of marketing activities of enterprises in the agricultural sector of Ukraine. Results. Theoretical approaches to understanding the management of enterprise marketing activities are summarized, and the distinction and fundamental relationship between the categories «marketing performance» and «marketing efficiency» are established. It has been found that the main purpose of these categories is to achieve the desired results, in which the achievement does not take into account the method and the costs incurred, and the efficiency takes into account the way with the resources expended. The formation of a holistic system for managing the effectiveness of marketing activities is achieved through synchronization of the process of influencing marketing tools in order to create an overall synergistic effect. We have developed a balanced system of indicators of the enterprise to evaluate the effectiveness of marketing activities of the enterprise, which considers the specific activity and business orientation of the agricultural enterprise. It is proved that, depending on strategic goals, business orientations of agrarian enterprise are determined, which set the future vector of business development, therefore marketing activity should promote business development. Discussions. Promising areas of further research are the development of methods for analyzing the cost-effectiveness of marketing activities in the agricultural sector.
