The issue of carrying out repair and restoration works of the cultural heritage object of the XIX century “Building of the Noble Assembly” in Simferopol and its adaptation to a new functional purpose with the preservation of authenticity is considered. As a rule, the original purpose of the building loses its relevance, the adaptation of the object to new functions is sometimes the only way to preserve the object of cultural heritage. Such objects need an integrated approach not only in assessing the technical condition, ensuring a suffi cient level of safe operation, but also in complex microclimatic studies to ensure a comfortable future use. Adaptation of a cultural heritage site with underestimation of microclimatic parameters leads to a confl ict of authenticity and comfort. The article presents the results of a survey of the 19th century cultural heritage site “The Building of the Noble Assembly” in Simferopol with an assessment of its technical condition. Recommendations have been developed for strengthening the load-bearing structures of the building, allowing for further safe operation, while maintaining its authenticity.

The article deals with the phenomenon of neighboring estates of the highest nobility, as part of the historical city-forming aspect in the formation of St. Petersburg and its surroundings. The adaptation of cultural heritage sites for modern usage is relevant and necessary measure. Analytical method of studying allows to reveal specific characteristics of such type of sites as “neighboring estates of the highest nobility”. The main stages of construction and development of the territory of the Kushelev-Bezborodko mansion are considered as the example of the highest nobility estate. Talented outstanding architects created this object, and in the 19th century, works began on the development of its territory for a developing city. The object is assigned to the category of lost neighboring estates of the highest nobility, since the object has not been preserved in its original form. The stages of development of the territory are analyzed and a historical and cultural key plan is made. The condition of preservation of the historical environment is studied and the specific characteristics of the site and the environment are analyzed. Ways to preserve the object and the environment are proposed. It is established that in order to preserve the heritage site, it is necessary to establish requirements for the building and development of the surrounding area

The article is devoted to the analysis of the activities of the Samarkand Regional Statistics Committee in the second half of the XIX -early XX centuries. Statistical committees and departments established in the second half of the 19th century in the province of Turkestan and all regions to study the socio-economic, political and cultural life of the country, compile statistical reports and collections, as well as consolidate the colonial policy of the empire. The article analyzes the data of the Statistics Committee and the Department of Samarkand region.

Different aspects impacted the work of primary school teachers in the 19th century: the lack of materials for the teaching of classes, the delay in paying salaries and the release of resources to pay the rent of the houses where the classes worked, the health issues that implied the removal of the teacher for treatment, among others. Given this context, the objective is to inform how the teaching profession was configured based on the challenges faced by primary teachers in the 19th century. As a research in the field of History of Education, newspapers and official communications will be taken as sources, being analyzed from the conceptions of configuration and representation. It is possible to perceive that the profession of primary teacher was configured in the face of challenges and confrontations, corroborating the construction of the representation of the qualified teacher in the 19th century.

Thus, our scientific research led to the conclusion that the applied art which originated in the previous centuries continued to develop along with other branches of the culture of Artsakh in the second half of the XIX century and the beginning of the XX century.  In this scientific article, we have presented mainly the following branches of the applied arts of Artsakh: carpet weaving, handicrafts, embroidery, silversmithing, pottery. We have mainly presented interesting information about the branches of the applied art which were covered in the periodicals of the second half of the XIX century and the beginning of the XX century. Noting about the carpet weaving of Artsakh, we emphasized that the carpets of that region of Artsakh stood out with their color structure, richness of ornaments, technical mastery. We highlighted the role of handicrafts in the life of Armenian women, emphasizing that this form of the applied art was developed in Artsakh in the Middle Ages. In this article, we also presented a number of pottery samples found during excavations by foreign archaeologists.

This work is aimed at studying the origination, formation and development of the first institutions in England for abnormal children. The analysis of historical documentation, books, photographs from the collections of the Russian and foreign libraries, and recollections of employees from these institutions help to reconstruct of the building architecture and planning. The study determines the basic laws of the building creation, change, extinction and advantages and disadvantages of the architecture affecting the comfortable conditions of buildings. The latter are intended for the non-trivial functional purpose and reflect the historical connection with the architecture of the building complex. The historical experience is important for further study in this area.

The article analyzes the culture of Turkestan in the second half of the 19th century. The social, economic, politicaland cultural life of Bukhara during the Mangit dynasty is revealed. Clarified trade and diplomatic relations between Bukhara and Russia.On the basis of the works of Ahmad Donish, the economic and political situation in Bukhara, as well as relations with neighboring countries, are studied. The author draws attention to the military-bureaucratic colonial system of tsarism in Turkestan and reveals the reasons for the emergence of ideas of national liberation in the country. Examples are used to analyze the life of Bukhara before and after the invasion of tsarism

In this publication, the author conducts a specific historical reconstruction of the customary law ideas of the Don Cossacks about the responsibility of the perpetrators of the offenses committed by them in the second half of the XIX century in order to establish what actually, despite the ethnic identity and features of bringing these persons to various types of punishment under customary law, was the basis for the occurrence of a particular type of responsibility and constituted its essence. For the first time, the author proposes to consider of thecustomary representations of the Don Cossacks about responsibility for offenses through the concept of abuse of their duties (obligations) to the Don Cossack communities by all, without exception, members of communities and in various spheres of their life.

The article deals with the problems of restoration design and study of cultural heritage objects that have a long history of existence and operation since the first half of the 19th century. The main aspects faced by researchers of monuments in our time are listed. The list of problems that designers face when studying such objects in St. Petersburg is given. A small dive into the technology of historical development for 250-300 years in St. Petersburg is made. The features of historic masonry and reinforced masonry structures are discussed. In particular, the problems of the state of brickwork walls of cultural heritage monuments of the early 19th century are listed. As a result, it can be stated that the technical and technological difficulties of restoration and the most problematic objects in the design were left to the current generation. We can also say that the current community of restoration designers, to a greater extent, does not take into account many factors that affect the integrity and load-bearing capacity of masonry historical walls. Using the example of a cultural heritage object - the building of the mansion of A. A. Polovtsov, the stages of design of restoration work and analysis of the result obtained and forced corrections after detailed restoration implementation in the structure during its restoration and conservation are given.

Summary Andrés Bello (1781–1865) is the most important Spanish grammarian of the 19th century. In his work, he attempts to apply a scientific objectivity, free from any dogmatism, to the study of language and social reality with a view to improving man and his community: Social progress, and not simply individual progress, is one of the driving ideas of his work. In linguistics, the source of his inspiration was general grammar, both synchronic and pedagogical. His work reaches its crowning in his Grammar of the Castillian Language for the use of Spanish-Americans of 1847. In his conception, it is the goal of norms and of the respect of usage that they determine to continually remind the community of speakers of a particular behaviour in order to avoid the bad consequences of a cultural and linguistic disruption. It is in the light of earlier considerations that Andrés Bello brings to bear all his concern for the preservation of the Spanish cultural heritage, in particular the common language as an instrument of communication and integration, and as the repository capitalizing on the cultural language. In this way, he appears to us, apart from his eminent position of renewer of the study of Spanish grammar, as the initiator of the immense task which consists of the development of a socio-cultural and linguistic variant within the Spanish unity. He thus contributed, in a decisive manner, to the formation of an Spanish-American man who is conscious of his tradition and his historical place in the world.
