THE EXPENDITURES FOR THE DEVELOPMENT OF THE MINISTRY OF DEFENSE OF UKRAINE IN THE YEARS 2014-2020

The article presents and analyses the budget of the Ministry of Defense in the course of the latest years according to datawhich have been approved by the State budget of Ukraine, its state and perspectives of development, as well as the features thatit is influenced by. There’s a presented comparison of the defense budget of the Ministry of Defense of Ukraine in absolute andrelative indicators with a consideration for inflation. In every country the sector of defense in a variety of its manifestationshappens to be a powerful community that often plays a dominating and crucial role. The aspiration of the government to assurethe defense capability of the state is reflected in the adequate establishment of the military budget, the appropriate expendituresfor defense purposes, the peculiarities of their implementation under the conditions of a military conflict and its adherence tointernational norms. Due to the increase in short terms of combat capabilities of the Armed Forces of Ukraine it was possible tostop the illegal armed formations. Yet, the issue of supporting the combat capabilities of our Armed Forces due to the resourcesand finances used for its purpose remains part of the current agenda. At the current stage of development of Ukraine there ar ethe challenges to increase the defense capabilities of the state, the conduct of reforms of the Armed Forces of Ukraine as well asother military formations in accordance with the state of the art requirements and including the experience obtained in the courseof the United Forces Operation, yet also the development of the defense-industrial complex, which is necessary to satisfy theneeds of our Armed Forces to the maximum. The successful implementation of the set tasks is in a significant way dependent onthe appropriate financial support the basis of which is formed by the expenditures of the state budget. Thus, the issue ofdynamics and the structure of the expenditures mentioned as well as the identification of systematic obvious tendencies in thesphere of defense financing are a part of the current agenda, especially under the conditions of the Russian armed aggressionagainst Ukraine.

The study is devoted to the problem of financial regulation of the defense industry and the provision of troops, as the escalation of the military conflict in eastern Ukraine has revealed shortcomings in this area. A comparative analysis of NATO and Ukraine’s defense spending was conducted and differences in the cost structure were identified. The tendency of Ukraine’s defense spending to gradually approach the structure of NATO defense spending is pointed out, but the insufficient level of this approach is also taken into account. The analysis allowed to identify problematic issues and inconsistencies in the financial regulation of the defense industry. The state of export of defense equipment and technologies as a possible source of financing of defense enterprises is analyzed. The existence of two opposite trends in the financial regulation of military logistics has been identified: both an increase in funding in absolute terms and a reduction in the share of the total amount for the implementation of the unified logistics system of the State Armed Forces Development Program. The developed mathematical model of supply of military units is suitable for use in information systems of logistical support of troops.

Introduction. At the present stage of development of Ukraine, the task is to improve the defense capability of the state, to reform the Armed Forces and other military formations in accordance with the latest requirements and taking into account the experience gained during the anti-terrorist operation, as well as to develop the defense-industrial complex, which is necessary to maximally meet the needs of the Armed Forces. The success of these tasks depends to a large extent on adequate financial support, which is based on the state budget expenditures. Therefore, the issues of the dynamics and structure of these expenditures and the identification of regular tendencies in the field of defense financing are urgent, especially in the face of ongoing aggression by the Russian Federation. The purpose of the article is to study the tendencies of financial support of defense needs at the expense of the state budget of Ukraine, to substantiate on this basis the ways of improving the financing of national defense needs of the country. Results. The article deals with the dynamics and structure of expenditures of the state budget of Ukraine for defense from the point of view of their functional, economic and programmatic systematization. The current trends in the implementation of these expenditures have been identified and the problems in this area have been highlighted. Conclusions. The ways of overcoming the negative tendencies in the field of financing of national security and defense in Ukraine through improvement of budget planning, improvement of state management in the sphere of defense, increase of efficiency of financial control, formation of civil control, use of public-private partnership in the field of defense, attraction of foreign investments defense complex, ensuring transparency in the activities of military management bodies, implementation of the best foreign experience the financing needs of the defense.

The efficiency of meeting the needs of the military personnel of the Armed Forces of Ukraine directly depends on financial planning, which includes: correct identifying of the needs and ensuring timely and efficient use of the funds specified by law. It is determined that the level of financing of the Ukrainian Armed Forces is insufficient and adversely affects the fulfillment of the tasks assigned to them.The article defines the dynamics of defense expenditures from the State Budget of Ukraine, as well as their share of the volume of domestic gross product. A comparative analysis of the structure of budget expenditures of the Ministry of Defense of Ukraine and NATO countries is carried out. It was proved that the current structure of the state budget expenditures does not allow to satisfy fully the needs of the Ministry of Defense of Ukraine and provide military servicemen with their social guarantees.The forecast of financial support of the Armed Forces of Ukraine on general and special funds till 2023 is presented. In course of conducted research, the following scientific methods were used: modeling – to determine the projected financial support for the Armed Forces of Ukraine; economic and statistical – to assess the dynamics of defense expenditures; analysis and synthesis – to find out the reasons for the change in the structure of expenditures; tabular and graphical – to represent the results of the study; abstract-logical – in implementation of theoretical and methodological conclusions.

The article reveals the authors' views on the definition of the functions, structure of the military-economic science, its potential and development prospects in modern conditions of the relationship between war and economy.Military science and the military economy are linked by a common object of research, which is - war. The military economy makes recommendations on the most expedient economic policy within the military development of the country's armed forces, in order to address the issues of comprehensive provision of military (defense) needs of the state.The development of their own Armed Forces requires the creation of certain optimal conditions for their livelihoods. Creating and substantiating these conditions is one of the main tasks of military-economic science. Today, the main objective that it faces in the development of the Armed Forces should be to help the Government and the Ministry of Defense of Ukraine, based on military groups located on the territory of Ukraine, to create their own Armed Forces that must meet the necessary (definite) level of military hazards, and also be economically feasible for Ukraine.Military-economic science studies economic processes and relationships that arise in connection with the preparation, conduct of the war by its localization and evasiveness. Military-economic science has its own laws, for example, the economic development of the country depend: the course and consequences of the war; defense capability of the state; moral spirit of personnel; development of armament and military equipment; the combat capability of the Armed Forces, etc.The main results of the article are the definition of: the main directions of the development of military-economic science; the basic principles of satisfaction of material and military-economic needs of the state; ways to meet military and economic needs, as well as the main issues of satisfaction of military and economic needs.In modern conditions, the relationship between war, politics and the economy has become more durable. The economy began to directly participate in the preparation and conduct of the war. Therefore, the national economy must be well prepared for the war and for the economic provision of its own Armed Forces.

Presents the results of empirical study, which was attended by 246 people of different age (112 men and 134 women), which living in Donetsk, Mariupol and Kiev. We used the following methods: 2 author’s research questionnaires; Impact of Event Scale (M. Horowitz, N. Wilner). Empirically it is shown that in a situation of military conflict in Ukraine in comparison with the period before the military conflict: 1) displaced persons from the combat zone and the people currently living in Mariupol emphasize the negative impact of the situation of the military conflict in Ukraine on the well-being of their family members; 2) increased aggressiveness and proneness to conflict has been observed among the participants of the study currently living in Mariupol and among the displaced persons from the combat zone; 3) the situation of the military conflict in Ukraine has been stressful for the study participants and their families, this is especially pronounced persons from the combat zone and the people currently living in Mariupol; 4) a fairly strong and very strong degree of sleep disorders has been observed among the participants of the study currently living in Mariupol, among the displaced persons from the combat zone and among the participants residing now in Donetsk; 5) irritation and anger in connection with the event – the military conflict in Ukraine – in rather strong and very strong degree have been observed among the participants of the study currently living in Mariupol, among the displaced persons from the combat zone and among the participants residing now in Donetsk. Empirical evidence shows that the most powerful influence of the situation of the military conflict in Ukraine on relations with the immediate relatives has been observed among the displaced persons from the combat zone, in comparison with other groups of research participants. 39,84% of all study participants indicate disappointment in the state, because the state does not protect the rights of citizens. Regarding the organization of the relationship between the citizen and the state respondents think that such relationships should be based: 1) on the protection of the rights of citizens; 2) on trust, honesty; 3) on respect for the Constitution. 21,95% of all study respondents indicated a lack of confidence in the government. 10,98 % of all study respondents note that they have increased aggression to politics. 13,01 % of all study respondents indicate that there is more to discuss military and political issues. 11,38 % of all study respondents have avoided the subject of war and militarypolitical events. 17,07 % of all study respondents began to perceive military and political-legal events are more critical with less confidence.

Today, the study of the military-economic significance of agriculture is given considerable attention by both the leadership of the Armed Forces of Ukraine and the state as a whole, so the main purpose of the article is to determine some methodological aspects of the militaryeconomic significance of agriculture to strengthen the military-economic potential of the state and reveal the problems of using food resources for military purposes. In the article, the authors analyse statistical data on the dynamics of the main indicators that characterise the military-economic significance of the agro-industrial complex in the general system of national security of the state, as well as the dynamics of their growth over the years, with further research of correlations between these indicators and defence expenditures of Ukraine in order to develop recommendations for assessing the importance of indicators for the development of the agricultural sector in ensuring a sufficient level of military-economic potential of the state. Through the analysis, the economic capabilities of the state to provide Armed Forces were established, the views on determining the share of GDP in the protection of national interests in order to strengthen the country’s MEP were formed, the main priorities for further development of the country as a whole were formulated. Also in the article, using the method of an expert survey based on pairwise comparisons, the indicators of the contribution of the main components to the overall indicator of sufficiency of the level of military and economic potential of the state are evaluated in order to determine the importance of the agricultural sector in the development of this potential. Based on the results, it was determined that the basis of any MEP of the state is the stability of the functioning of industry and the agricultural sector, since this is the basis for ensuring the country’s defence capability as a whole. The collected statistical data and practical results obtained can be useful for specialists in the defence and agricultural sectors of the state, as well as scientists for conducting further research in the area defined in the article

The article deals with the main problems of military development, which were solved by Ukraine in the early 2000s. A special emphasis is on the development of the legal framework for the functioning of the domestic security and defense sector. The dynamics and main features of the state programs on reforming the Armed Forces of Ukraine (ZSU) as the main element of the functioning of the security and defense sector and the military organization of Ukraine are highlighted. The problematic internal political situation in the country forced the authorities to develop and reform the Ukrainian army on the principle of defense sufficiency, which consisted of creating a compact but highly professional army capable of fulfilling its tasks. The Armed Forces reforming was accompanied by a legislative increase in the number of state bodies related to the national security sector and intended to improve the quality of the military organization of the state in case of a crisis. Practically, the essence of the reforms was to reduce the number of personnel. It should reduce state budget expenditures, as well as increase bodies of the military organization, which due to legislation drafting errors, often doubled functions, thereby decreasing its efficiency. At the same time, the legislators did not pay attention to numerous urgent problems of the Armed Forces, mainly socio-economic. Despite many attempts to provide legal support for military construction in Ukraine in the early 2000s, all of them neither had the proper effect nor significantly influenced the strengthening of the state's defense capabilities. A large number of defense structures proved to be ineffective when the Armed Forces funded on a residual principle. This, in turn, nullified any attempt to reform Ukraine's Armed Forces fully. The article attempts to differentiate between public administration as a subject of legal relations and as a relevant activity, a function that is inherent in it. It is stated that public administration as a separate legal institution within the framework of administrative law is at the stage of development in post-Soviet countries, including Ukraine, competing with theories and sciences of public administration, which a large number of experts recognize as inappropriate with modern public administration. and administration. At the same time, there is no unanimity of views, terminology is used, which has a double meaning. In the administrative law of Western European and North American countries, public administration is mainly defined as a set of bodies and institutions that exercise public power through the implementation of laws, regulations and other actions in the public interest. There are a large number of scientific definitions of public administration and public administration. The definition of "public administration" has the following closely related meanings - an integrated state apparatus (policies, rules, procedures, systems, organizational structures, staff, etc.), which is funded by the state budget and is responsible for managing and coordinating the executive branch and its interaction with other stakeholders in the state, society and the external environment; - management and implementation of various government measures related to the implementation of laws, regulations and decisions of the government and management related to the provision of public services. Thus, it would be logical to follow a structural approach, according to which public administration will be considered primarily as a set of state bodies and other public institutions designed to organize the effective functioning of society.

The purpose of the study is to analyze the level of Poland’s defense spending in the years 2008–2018, in the context of their impact on the military strength of the state. The research question of this study is whether the amount of defense spending included in the state budget is a determinant of Poland’s military strength. In accordance with the methodology adopted by NATO, the analysis includes the following aspects: total planned and executed defense spending, the share of defense spending in the state budget spending, the relation of defense spending to the GDP growth rate, and the share of defense spending in GDP. In analyzing Poland’s military strength, a world military strength ranking, Global Firepower, was used. The result of the research is that the most important factors that impact the military strength of individual state economies include the amount of budget spending incurred for the functioning and modernization of the armed forces.

Fines are sanctions or punishments that are applied in the form of the obligation to pay a sum of money imposed on the denial of a number of agreements previously agreed upon. There is debate over the status of fines in Islamic law. Some argue that fines may not be used, and some argue that they may be used. In the context of fines for delays in payment of taxes, in fiqh law it can be analogous to ta'zir bi al-tamlīk (punishment for ownership). This can be justified if the tax obligations have met the requirements. Whereas according to Islamic teachings, fines can be categorized as acts in order to obey government orders as taught in the hadith, and in order to contribute to the realization of mutual benefit in the life of the state. As for the amount of the fine, the government cannot arbitrarily determine fines that are too large to burden the people. Penalties are applied as a message of reprimand and as a means to cover the lack of the state budget.
