The article examines the international experience in developing projects of educational and professional programs (EPP) related to the preparation of bachelor's in digital and social economics. The purpose of the article is to study problematic issues and prospects for implementing such programs in Ukraine. Institutional support for the development of EPP projects in the digital socio-economy aspect in Ukraine is considered and systematized. Arguments and their support from stakeholders are analyzed. Today, the structure of the Cabinet of Ministers of Ukraine includes the Ministry of digital transformation of Ukraine (Resolution No. 856 of September 18, 2019,), the Ukrainian parliament adopted the law "on stimulating the development of the digital economy in Ukraine" No. 1667-IX of July 15, 2021 (determining the organizational, legal and financial basis for the functioning of the legal regime of "Diya city", creating favorable conditions for conducting innovative business, developing digital infrastructure, attracting investment, as well as talented specialists.), posted on the portal of the Ministry of digital development of Ukraine Service "Diya", which provides public services online in the field of digital education, business, CAA work, child safety, and the Internet, e-Residency, legal regime for the development of Ukrainian IT companies (Diya-City), European integration, etc. At the same time, in the digital age, in the context of growing competition between universities for applicants, subjects of the educational services market in Ukraine should actively harmonize their educational policy in accordance with the trends of digital transformation of the economy, state, and society.

Since 2019, the Kaliningrad Region has run a regional programme for digital transformation as part of the national initiative The Digital Economy of the Russian Federation. The programme seeks to improve the quality of life by creating information infrastructure and streamlining public administration. The regional Ministry of Digital Development has presented a report on programme implementation, which placed emphasis on economic performance. The study employed the questionnaire survey method to carry out a sociological analysis of the regional population as a participant in digital transformation. Quota sampling was used to select 384 respondents. Slightly over a half of the population had a positive attitude to digitalisation, and about 20 per cent believed that the digital economy led to the degradation of society. The development of a high-tech economy was named the main advantage of digitalisation and proliferation of digital surveillance, its distinct disadvantage. Kaliningraders reported heavy use of digital technology. Yet, the low indices of digital literacy and personal information protection raise concerns. The findings, which supplement the regional digitalisation report with sociological data, may help in planning and delivering activities within the regional digital transformation programme.

This paper is a theoretical and methodological substantiation of the provisions for the transformation of business in the digital economy and the development of practical recommendations for the formation of an organization’s digital strategy. The characteristic features of changes in consumer behavior that contribute to improving the business management model in the digital economy through the development and implementation of a digital strategy are highlighted. The relevance of theoretical and methodological recommendations and organizational provisions of compositional management and the creation of a fundamentally new enterprise management subsystem are substantiated. Theoretical approaches to improving the organizational structure of enterprises in the digital economy are investigated. The goal and main trends in the field of human resources management are identified, which must be taken into account when forming the organization's digital strategy. The research models of the roadmap of digital transformation of the business, as well as the structural model of the digital development of the business model of the enterprise are presented.

The subject of this research is the digital transformation of marketing strategies and development strategies of the construction small and medium-sized enterprises. The object of this research is the construction small and medium-sized enterprises in the conditions of modern digital economy and the global socioeconomic crisis caused by the COVID-19 pandemic. The goal of this article consists in the analysis of peculiarities of digital transformation of marketing strategies and development strategies of the construction small and medium-sized enterprises. The research data was collected via he method of in-depth interviews with the representatives of Russian construction small and medium-sized enterprises, and analyzed using the method of thematic analysis. The hypotheses were advanced and proved on the the impact of digital transformation of marketing strategies of the construction small and medium-sized enterprises upon their competitiveness in the conditions of modern digital economy. The article indicates the growing role of digital transformation of the construction small and medium-sized enterprises in the conditions of modern digital economy and global socioeconomic crisis caused by the COVID-19 pandemic. As a result of research, the author obtained the key characteristics of digital transformation of the construction small and medium-sized enterprises, including the questions of awareness of the informants about digitalization, digital transformation marketing strategies and development strategies of the informant companies, level of digital literacy of the employees of the construction small and medium-sized enterprises, barriers and changes in the process of digitalization, forecasts for the future digital development of the construction small and medium-sized enterprises, and personal perception of digital transformation by the informants. The acquired data can be used by the construction small and medium-sized enterprises in development of the technology for creating digital strategy, formulation of the corresponding scientific-methodological and practical recommendations in the area of their innovation development.

The analysis of modern publications on the stated problem suggests a great interest of the scientific community about the digital development of economic systems at various levels. However, the Russian experience of developing and implementing digital technologies has not been studied well. As a result, Russian features of digital economy development and systematization of existing approaches provide a great scientific and practical interest. It is noted that the digital economy, which generates a continuous stream of innovations, involves the development of human capital, which, in turn, requires a systematic approach to knowledge management. The development of the digital economy in Russia is declared as one of the most important directions of state policy and is considered as a prerequisite for competitiveness in the modern global market and a strategic component of the state's economic sovereignty. An organization that embarks on a digital transformation strategy needs a vision of its final achievement, and that vision should be more than a statement on the website. For the transformation to be successful, the organization must adapt its vision every day, and employees must know the way of their contribution. To make digital transformation real, you need a vision and ability to do it. Digital solutions, meanwhile, represent digital products or services – for example, a medical platform that connected to Phillips or GE's offerings on the industrial Internet. The results of the study: The analysis of the digital economy of the Russian Federation was carried out. The main directions in solving the identified problems of digitalization in Russia were Proposed. The methodological basis of the research is the scientific works of Russian and foreign scientists in the field of the digital economy, the results of various applied research on the formation of the knowledge economy.

Energy generation, along with other sectors of Russia’s economy, is on the cusp of the era of digital transformation. Modern IT solutions ensure the transition of industrial enterprises from automation and computerization, which used to be the targets of the second half of the last century, to digital enterprise concept 4.0. The international record of technological and structural solutions in digitization may be used in Russia’s energy sector to the full extent. Specifics of implementation of such systems in different countries are only determined by the level of economic development of each particular state and the attitude of public authorities as related to the necessity of creating conditions for implementation of the same. It is shown that a strong legislative framework is created in Russia for transition to the digital economy, with research and applied developments available that are up to the international level. The following digital economy elements may be used today at enterprises for production of electrical and thermal energy: — dealing with large amounts of data (including operations exercised via cloud services and distributed data bases); — development of small scale distributed generation and its dispatching; — implementation of smart elements in both electric power and heat supply networks; — development of production process automation systems, remote monitoring and predictive analytics; 3D-modeling of parts and elements; real time mathematic simulation with feedback in the form of control actions; — creating centres for analytical processing of statistic data and accounting in financial and economic activities with business analytics functions, with expansion of communication networks and computing capacities. Examples are presented for implementation of smart systems in energy production and distribution. It is stated in the paper that state-of art information technologies are currently being implemented in Russia, new unique digital transformation projects are being launched in major energy companies. Yet, what is required is large-scale and thorough digitization and controllable energy production system as a multi-factor business process will provide the optimum combination of efficient economic activities, reliability and safety of power supply.

Subject. This article analyzes the current level and prospects for the digitalization of the Russian economy as a whole, depending on investments in the digital economy and individual economic sectors of the regions. Objectives. The article aims to investigate the financial support of regional projects and assess the results of digitalization in the regions of the Volga Federal District. Methods. For the study, I used the methods of assembling, analyzing, and generalizing of the regional project passport data. Results. The article presents the results of the regions' digital development, a summary assessment of the volume and structure of the planned financial investments in the digital development of the Volga Federal District entities, and identifies their features, general and distinctive characteristics by region, digitalization area, and source of funds. Conclusions and Relevance. All the regions under study have developed the passports of regional projects to digitalize the economy and are increasing their digital potential with varying degrees of activity. The financial support of projects differs significantly in volume and structure of financing, depending on the financial capabilities of a particular region and the strategic objectives set. The findings can be used in further research to assess the financial components of the digital economy and are of interest to scientists, undergraduates, and graduate students whose research is related to the digital economics, as well as specialists in regions involved in the implementation of regional projects.

The article deals with scientific approaches to the interpretation of the concept «digital economy». It defines digital economy, meaning economy based upon digital technology and provides inclusive socio-economic development and prosperity. The article identifies the specifics, contradictions and transition issues of state policy in the sphere of informatization towards intensive development of digital economy. Under the study the realization of the Concept for the Development of Digital Economy and Society of Ukraine for 2018-2020 and the plan of measures for its implementation are determined to be in a state of stagnation. The issue of the Development of Digital Economy and Society of Ukraine is not properly transformed into corresponding obligatory functions, tasks and powers of central executive authorities and local self-government bodies yet. It is provided rationale for modern city as a priority object and self-sufficient subject of development of digital economy and society in Ukraine. The cities of Ukraine ought to be observed like local centers of potential dynamic shifts in socio-economic environment of the region and deployment of economic prosperity based on digital development. The perspectives of the concept «smart-city» in the context of modern policy of digital development are performed. The author claims that the determinant of the effective digital development policy in the administrative-territorial units of Ukraine is the adequacy of the system legislative regulation of the institutional and legal mechanisms for its implementation in accordance with the norms of the Information and Digital Codes of Ukraine, the State Strategy for Regional Development for the period until 2020. The consensual basis for synchronous development of the Information and Digital Codes of Ukraine are defined by the government approved principles for implementing the modern state policy of digital development in Ukraine, in particular openness; transparency; multiple usage; technological neutrality and portability of data; citizens-orientated; inclusiveness and accessibility; safety and confidentiality; multilingualism; support decision-making; administrative simplification; information storage; evaluation of efficiency and effectiveness. The article suggests the following: indicating the development of the digital economy and society in Ukraine among the priorities of the State Strategy for Regional Development for the period up to 2020; ensuring the priority of accelerated transformation of the socio-economic environment of cities under the approval of strategic plans, programs and actions within the state regional policy.
