This paper is a theoretical and methodological substantiation of the provisions for the transformation of business in the digital economy and the development of practical recommendations for the formation of an organization’s digital strategy. The characteristic features of changes in consumer behavior that contribute to improving the business management model in the digital economy through the development and implementation of a digital strategy are highlighted. The relevance of theoretical and methodological recommendations and organizational provisions of compositional management and the creation of a fundamentally new enterprise management subsystem are substantiated. Theoretical approaches to improving the organizational structure of enterprises in the digital economy are investigated. The goal and main trends in the field of human resources management are identified, which must be taken into account when forming the organization's digital strategy. The research models of the roadmap of digital transformation of the business, as well as the structural model of the digital development of the business model of the enterprise are presented.

Since 2019, the Kaliningrad Region has run a regional programme for digital transformation as part of the national initiative The Digital Economy of the Russian Federation. The programme seeks to improve the quality of life by creating information infrastructure and streamlining public administration. The regional Ministry of Digital Development has presented a report on programme implementation, which placed emphasis on economic performance. The study employed the questionnaire survey method to carry out a sociological analysis of the regional population as a participant in digital transformation. Quota sampling was used to select 384 respondents. Slightly over a half of the population had a positive attitude to digitalisation, and about 20 per cent believed that the digital economy led to the degradation of society. The development of a high-tech economy was named the main advantage of digitalisation and proliferation of digital surveillance, its distinct disadvantage. Kaliningraders reported heavy use of digital technology. Yet, the low indices of digital literacy and personal information protection raise concerns. The findings, which supplement the regional digitalisation report with sociological data, may help in planning and delivering activities within the regional digital transformation programme.

The subject of this research is the digital transformation of marketing strategies and development strategies of the construction small and medium-sized enterprises. The object of this research is the construction small and medium-sized enterprises in the conditions of modern digital economy and the global socioeconomic crisis caused by the COVID-19 pandemic. The goal of this article consists in the analysis of peculiarities of digital transformation of marketing strategies and development strategies of the construction small and medium-sized enterprises. The research data was collected via he method of in-depth interviews with the representatives of Russian construction small and medium-sized enterprises, and analyzed using the method of thematic analysis. The hypotheses were advanced and proved on the the impact of digital transformation of marketing strategies of the construction small and medium-sized enterprises upon their competitiveness in the conditions of modern digital economy. The article indicates the growing role of digital transformation of the construction small and medium-sized enterprises in the conditions of modern digital economy and global socioeconomic crisis caused by the COVID-19 pandemic. As a result of research, the author obtained the key characteristics of digital transformation of the construction small and medium-sized enterprises, including the questions of awareness of the informants about digitalization, digital transformation marketing strategies and development strategies of the informant companies, level of digital literacy of the employees of the construction small and medium-sized enterprises, barriers and changes in the process of digitalization, forecasts for the future digital development of the construction small and medium-sized enterprises, and personal perception of digital transformation by the informants. The acquired data can be used by the construction small and medium-sized enterprises in development of the technology for creating digital strategy, formulation of the corresponding scientific-methodological and practical recommendations in the area of their innovation development.

Within the article, information on the current state of clustering is systematized,  for which the data on the cluster formations functioning in the world are analyzed, on the basis of which seven world models of clusters are singled out, their main and characteristic features are outlined. The orientation of Ukrainian clusters is clarified, special features are revealed and their characteristics are given. It is proved that modern manifestations of digital economy significantly influence the process of clustering and cluster formation. The analysis of digitalization of Ukraine in the regional section is carried out, grouping of regions on digital development of regions is conducted. The influence of digitalization on the development of socio-economic relations is revealed and outlined. The main transformational changes of modern clustering in the conditions of digitalization are formulated, it is proved that its change led to the appearance of such cluster formations as clusters of digital economy, their concepts, essence, features and advantages are clarified.

The analysis of modern publications on the stated problem suggests a great interest of the scientific community about the digital development of economic systems at various levels. However, the Russian experience of developing and implementing digital technologies has not been studied well. As a result, Russian features of digital economy development and systematization of existing approaches provide a great scientific and practical interest. It is noted that the digital economy, which generates a continuous stream of innovations, involves the development of human capital, which, in turn, requires a systematic approach to knowledge management. The development of the digital economy in Russia is declared as one of the most important directions of state policy and is considered as a prerequisite for competitiveness in the modern global market and a strategic component of the state's economic sovereignty. An organization that embarks on a digital transformation strategy needs a vision of its final achievement, and that vision should be more than a statement on the website. For the transformation to be successful, the organization must adapt its vision every day, and employees must know the way of their contribution. To make digital transformation real, you need a vision and ability to do it. Digital solutions, meanwhile, represent digital products or services – for example, a medical platform that connected to Phillips or GE's offerings on the industrial Internet. The results of the study: The analysis of the digital economy of the Russian Federation was carried out. The main directions in solving the identified problems of digitalization in Russia were Proposed. The methodological basis of the research is the scientific works of Russian and foreign scientists in the field of the digital economy, the results of various applied research on the formation of the knowledge economy.

The article examines the international experience in developing projects of educational and professional programs (EPP) related to the preparation of bachelor's in digital and social economics. The purpose of the article is to study problematic issues and prospects for implementing such programs in Ukraine. Institutional support for the development of EPP projects in the digital socio-economy aspect in Ukraine is considered and systematized. Arguments and their support from stakeholders are analyzed. Today, the structure of the Cabinet of Ministers of Ukraine includes the Ministry of digital transformation of Ukraine (Resolution No. 856 of September 18, 2019,), the Ukrainian parliament adopted the law "on stimulating the development of the digital economy in Ukraine" No. 1667-IX of July 15, 2021 (determining the organizational, legal and financial basis for the functioning of the legal regime of "Diya city", creating favorable conditions for conducting innovative business, developing digital infrastructure, attracting investment, as well as talented specialists.), posted on the portal of the Ministry of digital development of Ukraine Service "Diya", which provides public services online in the field of digital education, business, CAA work, child safety, and the Internet, e-Residency, legal regime for the development of Ukrainian IT companies (Diya-City), European integration, etc. At the same time, in the digital age, in the context of growing competition between universities for applicants, subjects of the educational services market in Ukraine should actively harmonize their educational policy in accordance with the trends of digital transformation of the economy, state, and society.

The article investigates the role of digital transformation processes and their impact on enterprise management. It is emphasized that the introduction of innovative technologies in the enterprise will open new opportunities for further effective development and implementation of positive changes. The need to optimize management processes in the enterprise by adapting them to the conditions of digitalization, which requires the use of qualitatively new approaches to digital transformation of economic entities. The essence and meaning of the term “digitalization” is revealed, the main goals and directions of digital development are defined. The importance of digitalization of the economy as an innovative dynamic process, which is based on the active introduction of innovations and information and communication technologies in the economic activity of enterprises, is substantiated. The main components of the digital economy (support infrastructure, e-business, e-commerce) are identified and their impact on innovative business development is studied. The classification of enterprises according to the level of digitalization is carried out and the necessity of their orientation in the direction of introduction of cyberphysical systems, the Internet of Things, big data, 3D-modeling and 3D-graphics into their own activity is substantiated. The state of digital transformation at domestic enterprises is analyzed, the ratio of the use of digital technologies in business activity is revealed. The main problems faced by enterprises on the way to the introduction of innovative technologies are identified. The presence of the necessary conditions for the implementation of the domestic digital breakthrough and technological transition of enterprises to a higher level has been determined. It is concluded that the digitalization of business is a condition for improving its competitive position in the market and the driving force of the country’s economy and its investment attractiveness.

Introduction of digital technologies causes transformation of all mechanisms of enterprise management. On the basis of processing and systematization of theoretical and practical and applied works by Russian and overseas researchers and reports of official statistics the authors study specific features of the process of ensuring economic security (ES) in conditions of digitalization, analyze and systematize the lines in its development and show ways of further upgrading. The lines in developing mechanisms of ES ensuring lie in the field of available tools, methods of risk estimation and threat identification, indicators and coefficients of the economic security level, supporting subsystems, including personnel, legal, informational and managerial systems. Upgrading the system of risk estimation can be carried out in view of criteria of their identification. Within the frames of the research the authors showed specific risks of economic security arising in the process of digitalization of company management: inadequacy of digital infrastructure, insufficiency of digital tools, undeveloped digital competences. The principle internal risks of economic security are misunderstanding of digital transformation concept at the top management level and the gap in digital development of employees. The authors think that improvement of mechanisms of the enterprise ES is connected with raising the level of technical, informational and program support, the level of employees’ competences.

The article is devoted to solving the current issues on current trends in digital transformation of business as an innovative paradigm due to the development of a multimedia society and the new economy. The essence and the process of forming a digital culture are considered that allowed determining the quantitative and qualitative parameters of its model in accordance with the specifics of the activity and the chosen strategy of the company's development. The process of forming an innovative model of enterprise development on the basis of digital transformation is characterized. The stages of forming an enterprise management policy in the context of innovative development are described. Innovative models of digital development are characterized, according to which the possibility to objectively assess factors and conditions of the organization of digital transformation selecting the necessary direction of development becomes available. The "critical" components of the innovative strategy of increasing the organizational stability of the company are identified. The paper proposes a methodological approach to implementing the transformation program that is accompanied by the development of a digital business model with a step-by-step transition to an innovative basis of activity and adaptation to the digital environment of the business ecosystem.

In a digital economy, the intellectual capital of the enterprise is the most important strategic resource at the fundamental level of modern business processes; and human and relational capital of organizations are generated in accordance with the innovative potential of the enterprise. The study is devoted to the analysis of theoretical approaches and models for studying the intellectual capital of the enterprise in the era of formation and development of the digital economy. Our research is based on objective principles of a systematic approach, economic analysis, logical approach and multimethodology. We have used a set of general and special methods in this article (they are historical method, method of analysis and synthesis, abstract-logical method, scientific abstraction) has also been used in the work. Paind 3D and XMind programs were used for graphic images. Scientists in various fields and disciplines have proposed different conceptual frameworks to identify and justify the correlation between enterprise intellectual capital and economic results at the micro level in systems theory, institutional theory, resource dependence theory and others, as well as the concept of enterprise intellectual capital. The article presents the results of a comparative analysis of the works of Ukrainian and foreign scientists, economists and experts in the management of intellectual capital of the enterprise. The model of intellectual capital of the enterprise has been offered, in which 19 elements in structure of human, structural and relational capitals of the organization have been defined. In the process of analyzing the intellectual capital of the enterprise, conclusions and proposals have been made under the prism of the specifics of the formation of its constituent elements in the era of formation and development of the digital economy. The findings, as well as an overview of approaches to assessing and measuring the intellectual capital of the enterprise can be used in developing organizational methods and improving the policy of human resources management of organizations. The leading vector of further development of intellectual capital of enterprises in the digital economy should be the design of the process of accumulation, classification, measurement and transformation of knowledge capital, as well as the development of tools presentation its elements as materialized and innovative assets.
