В статье рассмотрены актуальные вопросы уголовно-правовой охраны нефтяной отрасли Российской Федерации от преступных посягательств корыстной направленности. Иллюстрирован существенный ущерб, причиняемый преступными группами охраняемым общественным отношениям на национальном и международном уровнях. Проведен статистический и сравнительно-правовой анализ наиболее эффективных норм законодательства России и Казахстана, применяемых в ходе борьбы с подобной противоправной деятельностью. Предложено направление дальнейшего совершенствования российского уголовного закона. Нефтяная промышленность является одной из ведущих отраслей Российской Федерации, структурными сегментами которой являются в том числе объекты добычи, хранения, переработки и транспортировки нефти, а также объекты транспортировки, хранения и сбыта нефтепродуктов. Данные обстоятельства требуют принятия мер по ее защите от противоправных действий по хищению нефти и нефтепродуктов. Наряду с охранными, режимными и организационными мерами, которые осуществляют хозяйствующие субъекты, немаловажное значение имеет защита отрасли от преступных посягательств уголовно-правовым способом. В статье указывается необходимость совершенствования законодательства по обеспечению безопасности деятельности нефтяной отрасли, учитывая ее значение для экономики страны. Отмечается, что положительные результаты в поиске возможных путей совершенствования законодательства дает применение сравнительно-правового анализа уголовных норм СНГ по борьбе с преступностью в этой сфере деятельности. The article examines current issues of the criminal law protection of the oil industry of the Russian Federation from criminal attacks for mercenary reasons. The considerable damage caused by criminal groups to protected public relations at the national and international levels is illustrated. A statistical and comparative legal analysis of the most effective norms of the legislation of Russia and the Republic of Kazakhstan applied in the fight against such illegal activities has been carried out. The direction of further improvement of the Russian criminal law is proposed. The oil industry is one of the leading industries of the Russian Federation, the structural segments of that are the objects of oil production, storage, refining and transportation, as well as the objects of transportation, storage and marketing of oil product. Under these circumstances it is required totake measures for protection it from unlawful actions connected with stealing of oil and oil products. Along with security, safeguards and organizational measures that are implemented by business entities, protection of the industry from criminal attacks by a criminal law method is of no small importance. The article indicates the need to improve legislation to ensure the safety of the oil industry, based on its importance for the country's economy. It is noted that positive results in the search for possible ways to improve the legislation are provided by the use of a comparative legal analysis of the criminal norms of the CIS in the fight against crime in this area of activity.

This article analyzes the situation of innovative approaches to building business processes and interaction between universities, the government,  and representatives of the business environment. A methodology is proposed by the authors for calculating the feasibility of government support for small innovative enterprises (SIEs) as independent small business entities organized at higher educational institutions of the Russian Federation, the activities of which are aimed at research, development, implementation, and commercialization.The importance and role of small innovative entrepreneurship in the economy of the country and large cities is becoming the main world trend. Russia is trying to match its innovation strategy in small business, but the success is, unfortunately, still negligible. On the part of the government, millions of rubles are allocated to support small innovative entrepreneurship, as well as the construction of technology parks, the creation of business incubators, technological laboratories, and platforms being organized at universities in order to ensure the implementation of innovative projects. In accordance with the Federal Law of the Russian Federation No. 217-FL of August 2, 2009, universities were able to register small innovative enterprises on their territory as independent small businesses in the sphere of innovative development, whose activities are focused mainly on the commercialization of intellectual property objects and their active promotion in the market.Nevertheless, the implementation of new technologies and know-how is associated with greater risks of SIEs and needs a methodical approach to assess the appropriateness of providing government support to such enterprises. We are going to consider and calculate the indicator of the feasibility of government support for a small innovative enterprise in the amount of 50 million rubles for a period of five years for its development and will prove the increase in the efficiency of the enterprise and the possibilities for its development through the government support mechanisms for innovations.

The article provides an overview of modern instruments for business structures in a pandemic and remote work. The most popular and relevant services that allow you to organize work on a project and maintain productivity in self-isolation have been summarized. The features and advantages of software products, which may be the future of project management, have been analyzed. A review, a critical analysis of the possibilities of the digital agenda of the studied countries made it possible to determine the importance of strengthening the interaction of government authorities and business structures in the framework of the implementation of social and economic digital projects for the development of international cooperation between the Republic of Belarus and the Russian Federation. A number of prerequisites were identified as a motivational toolkit for the involvement of business entities and society in the implementation and use of digital technologies on the territory of the union states - the Russian Federation and the Republic of Belarus. A complex of restraining factors of development in the post-pandemic period for the Republic of Belarus and the Russian Federation has been identified and substantiated, which makes it possible to recognize the problems of capacity building in states and the disunity of interests of the subjects of project management.

The article discusses the problems of maintaining and stimulating entrepreneurial activity in territories of various stadial affiliation, first of all, in emergency situations in order to preserve their efficiency, stability and vitality. As you know, in the context of increasing external instability and the spread of a new coronavirus infection in the constituent entities of the Russian Federation, small and medium-sized businesses, a significant part of which were engaged in providing services to the population, suffered the most. The prolonged lockdown had a negative impact on the economic performance of small businesses, development opportunities, and the employment of workers in them. The article analyzes the dynamics of the development of small and medium-sized businesses in the Republic of Bashkortostan. The trend of reduction since 2018 of both the total number of small and medium-sized businesses and the number of employees employed in them is shown. Analysis of the situation in small business showed that there have been not only quantitative, but also structural changes in the development of small and medium-sized businesses in Belarus. In the current situation, the process of re-registration of small enterprises of the republic into individual entrepreneurs and micro-enterprises was initiated, due to their more competitive tax parameters in the current conditions and the possibility of reducing personnel to minimum values. The study shows significant improvements in the business climate in the Republic of Bashkortostan in recent years. At the end of 2019, in accordance with the Index of Administrative Pressure - 2020, the republic took 11th place among 85 constituent entities of the Russian Federation, having risen from 38th place over the year, which is due to a significant simplification of registration procedures, the introduction of the institution of “self-employed” on the territory of the republic, and other innovations. Nevertheless, at present, small business in the republic has not overcome the consequences of the economic crisis caused by an unfavorable epidemiological situation. The crisis is changing the forms of employment, it is becoming remote, remote, non-standard, online professions appear. The traditional mechanism of entrepreneurs' actions in conditions of deteriorating economic conditions is described. The author analyzes the measures taken by the SMEs themselves in the territories of various stages of the life cycle, in particular, the transition to Internet commerce and the state (three packages of support measures in the Republic of Belarus) to continue activities in the context of the coronavirus crisis. The article substantiates the urgency of developing a mechanism to stimulate entrepreneurial activity in emergency situations in the territories of the ascending and descending stages of the life cycle.

This research is aimed at resolution of the question of forecasting tax revenues for consolidated budget of the constituent entity of the Russian Federation in terms of changing the composition of taxes within taxation system under the conditions of high level of uncertainty. For assessing the economic effect from transition of small business entities from Unfixed Tax on Imputed Income (UTII) to other special tax regimes, the author analyzes the established by legislation conditions, requirements and limitations applicable to special tax regimes, and formulates the benchmark data for forecasting. Based on the results of analysis of existing approaches towards tax planning, it is substantiated that the forecast assessment of tax revenue after cancellation of UTII requires employment of expert approach with the use of the method of scenario analysis. The scenario leans on the fact that the business interest of taxpayer, which defines his choice in terms of changing the taxation regime, is the reduction of tax burden. The key variables for the scenario analysis include: legislatively established restrictions towards application of special tax regimes by the taxpayers, as well as the amount, categories, and organizational-legal forms of small business entities that after the cancellation of UTII selected another taxation regime. The result of approbation of the proposed approach consists in the forecast assessment of economic regime of transition from UTII to other taxation regimes, reflected in change in the volume of tax revenue tor the consolidated budget of the Republic of Crimea. The proposed methodology is valuable for the simplicity of calculations and accessibility of the necessary database, and can be utilized for forecasting the tax revenue of any constituent entity of the Russian Federation in the context of changing taxation of small businesses.

Relevance and purpose of the work. In modern conditions of activating state support for small business development in the Russian Federation and the spread of regional practices, new generalizations and conclusions about the stages and institutions of modern business development in the form of small business are required. In accordance with this, the purpose of the study was formulated - to identify the stages and describe the regional model of small business development institutions. Object of study - the Republic of Tatarstan (RT). Materials and methods. A quantitative description of the number of small businesses in a comparative assessment with medium and large businesses based on the calculation of indicators of the relative size of the structure of small businesses (OVSmp), growth rates (Tpr). Characteristics of the stages of small business development in the Russian Federation by the method of verbal description of criteria. Comparative functional analysis of small business development institutions in the Russian Federation with detailing at the meso-level in descriptive modeling of a regional model of small business development institutions in the Republic of Tajikistan. In the presentation of the results, gauge-analytical methods were used - tables and figures. Results and conclusions. According to the results of a retrospective analysis of the stages of small business development, an impact on the change in the number of small business enterprises of state support is found. The most productive in the context of the development of small business is the period of 1992-1995. Within the framework of foreign trends in the development of state support for small businesses in the Republic of Tajikistan, a federal program of state support for small businesses is being implemented on co-financing terms, within which business incubators are supported; export-oriented small business; fund of assistance to small enterprises in the scientific and technical field.

Such support does not always have the expected impact. The complexity arises in the process of selecting small and medium-sized businesses, monitoring the targeted nature of the use of subsidies, etc. The identified problems actualize the need to develop the theoretical and methodological base of the implemented forms of state financial support for small businesses.

The modern diversity of the agricultural sector in the constituent entities of the Russian Federation stimulates further optimization of decisions in the field of managing the country’s territories. Regional differentiation is largely related to the priorities of economic entities in the formation of agricultural policy. The hypothesis is formulated in the article and arguments are presented that show that between the All-Russian agricultural censuses of 2006 and 2016 there was a further deepening of differences in the rural industry of the regions of the Russian Federation. This is manifested in the redistribution of production specializations and in the development of the resource potential of economic entities. The authors present the results of All-Russian population censuses of 2006 and 2016 in the Republic of Tatarstan and Penza region. They calculated the relative indicators of agricultural activity of agricultural organizations, peasant farms and private farms in these constituent entities of the Russian Federation. It has been revealed that Tatarstan is characterized by a soft intensification of agriculture and a policy of strengthening all business entities. In Penza region, their reduction and accelerated development of some entities is observed. In it, the surviving business entities have become more economically sound. A comparison of the regions revealed a deepening of their production specializations. They are similar in that the rural entrepreneurship did not become a significant participant in the agricultural sector, although there is an increase in the availability of its equipment.
