Intense competition in industrial markets leads to constant changes in consumer behavior. Difficult pricing negotiations and abuse of power make it difficult for participants to interact in sales management. Taking these facts into account, it should be noted that for the sales manager, price becomes an indicator of success in the end result of negotiations. At the same time, surveys of heads of sales departments in the industrial sector show that, among other important elements of negotiations, are the duration of the business relationship, the reputation of the supplier. Despite these tendencies, questions remain about other factors that can consciously or unconsciously influence the negotiation situation, both in a positive and negative direction. The research results were carried out in accordance with the order of the Financial University under the Government of the Russian Federation of March 20, 2020 No. 0564 / o "On the organization of the implementation of the second stage of fundamental research works carried out within the framework of the state assignment in 2020." on the topic "Theory of consumer behavior in the modern economy".

Despite these trends, questions remain about other factors that can consciously or unconsciously influence the negotiation situation, both in a positive and negative way. This article examines the behavior of industrial market participants in purchasing activities, on the basis of which a model is proposed. The article was carried out as part of the second stage of fundamental research works on the state task in 2020 on the topic “Theory of consumer behavior in the modern economy”: Order of the financial University under the government of the Russian Federation dated 20.03.2020 No. 0564/o “On the organization Of the second stage of fundamental research works performed under the state task in 2020”.

The course taken by the Government of the Russian Federation to modernize the economy has the goal of bringing the national economy to the path of stable growth and development. For this purpose, various regulatory acts aimed at stimulating the innovative development of the agricultural sector were adopted and are being adopted. Within these measures, a key place is given to the development of the institution of public-private partnership (hereinafter - PPP), which is an important tool for ensuring economic security of the country. We assume, that the need for PPP instruments stems from the very specifics of the agro-industrial sector, which needs the state support to function successfully. The effective development of the agro-industrial sector requires scientifically sound accounting of natural, technical, socio-historical and organizationaleconomic factors. In this regard, there is a need to identify the peculiarities of the organizational and economic mechanisms for the development of the agro-industrial sector and to work out new approaches to its formation, considering that one of these approaches isPPP.

The author considers the problem of cyclical treatment of waste generated at commercial real estate. Despite the insignificant, in comparison with the industrial sector, the share of negative impact on the environment of the imported 1 m2 area, the total share of negative impact brought by the whole complex of buildings and service infrastructure of commercial real estate requires special attention. The paper discusses the prospects of the organization of collection and disposal of substances containing useful components burial which, in accordance with the Decree of the Government of the Russian Federation from 25.07.2017 № 1589-p, is prohibited.

The article identifies priority areas and trends of the government to accelerate economic growth by attracting investment in the industrial sector. The article discusses different approaches and scholarly positions of a number of domestic and foreign economists regarding the desirability of one or another of industrial policy and its effectiveness. The author, drawing on the results of functioning of free economic zones in the Russian Federation, justifies the strategic importance of formation and implementation mechanism of the territories of priority development for the successful modernization of the industrial sector in Russia. The article presents the institutional matrix of formation of the territories of priority development, described in detail its elements, strict interconnection which allows the mechanism to work effectively. The author evaluates and analyzes the strengths and weaknesses of this matrix to determine which of them worked out in the Federal law of the Russian Federation and which require immediate action from the state for successful implementation in practice of the mechanism of the territories of priority development. The author introduced the priority point of intersection of interests of state and business is the need of the formation of the working mechanism of return of private capital and modernization of current technologies. In Russia, this problem can be solved in the framework of implementation of the territories of priority development.

The aim of the study is to find solutions aimed at the formation of optimal conditions for the creation and functioning of reclamation parks on the territory of existing institutions for reclamation subordinated to the Ministry of agriculture of Russia, through the establishment and justification of the necessary list of functions and powers of their management companies. The comparative analysis of the concept of creation of agricultural parks and the documents regulating functioning of agro-industrial parks is carried out. In addition, the studies were conducted in the context of Federal programs and other legislative acts of the Russian Federation. The analysis of regulatory documentation and scientific developments in the field of agro-industrial sector allowed to compare and make informed decisions on the formation of functions and powers of the management companies of reclamation parks. The formed materials will allow to organize highly effective work of the management companies of recreational parks, by endowing the latter with the necessary functions and powers, without burdening them with unnecessary functions that are not within their competence. Thus formation of functions and powers providing competitive level of activity of reclamation parks needs to be carried out on the basis of functions and powers of the industrial and agroindustrial parks regulated by the current legislation. The formed substantiations will allow to accelerate decision-making processes in the field of powers and functions of managing companies of reclamation parks by legislative and Executive authorities, and thus will contribute to more rapid development of the reclamation complex of the Russian Federation, and as a consequence of the implementation of Federal programs and other legislative acts aimed at the development of agriculture and import substitution in this area.

The purpose of the article is to consider the peculiarities of investigative and judicial actions that are caused by their postponement, the inability to attract a lawyer, as well as the suspension of the preliminary investigation during the period of emergency measures taken by the government of the Russian Federation in response to the outbreak of the coronavirus infection pandemic (COVID-19). The authorsanalyze the features of the courts activity in connection with the coronavirus pandemic, which is associated with minimizing the personal reception of citizens and submitting documents via electronic Internet reception offices of courts or by Russian Post, as well as the possibility of conducting online court sessions. The authors come to the conclusion that the judicial system was not sufficiently prepared for the pandemic, and therefore it is urgently necessary to adopt a special normative act that would regulate the implementation of judicial proceedings in emergency situations, allowing to continue to consider urgent cases, including materials on the election, extension, cancellation or change of a preventive measure.

In Russia, the reform of the regulatory guillotine is being implemented in the field of control and supervisory activity. It should result in a new regulatory system formed according to the principles specified in the key federal laws: «On state control (supervision) and municipal control in the Russian Federation» (Law on Control) and «On mandatory requirements in the Russian Federation» (Law on Mandatory Requirements) adopted in August 2020. In the field of industrial safety, this process was launched by the Decree of the Government of the Russian Federation № 1192, which will come into force on January 1, 2021. The main provisions are discussed in the article, which are related to the Law on Control and the Law on Mandatory Requirements. The Law on Control establishes the priority of preventive measures aimed at reducing the risk of causing harm in relation to the control activities, the grounds for carrying out control (supervisory) activities, the types of these activities in the forms of interaction with the controlled person and without such, the procedure for presentation of the results of control (supervisory) activity. The Law on Mandatory Requirements establishes that the provisions of regulatory legal acts should enter into force either from March 1 or September 1, but not earlier than 90 days after their official publication, and their validity period should not exceed 6 years. The drafts of regulatory legal acts developed by the federal executive bodies are subject to regulatory impact assessment. With a view to ensuring systematization of mandatory require ments, their register is kept. The federal executive body prepares a report on the achievement of the goals of mandatory requirements introduction. By January 1, 2021, 10 resolutions of the Government of the Russian Federation, 48 federal norms and rules in the field of industrial safety and 9 other regulatory legal acts of Rostechnadzor should be adopted. The drafts of all the documents are already prepared, some of the acts are completing the process of discussion and approval.

In the article, the author reflects the existing problems of the fight against corruption in the Russian Federation. He focuses on the opacity of the work of state bodies, leading to an increase in bribery and corruption. The topic we have chosen is socially exciting in our days, since its significance is growing on a large scale at all levels of the investigated aspect of our modern life. Democratic institutions are being jeopardized, the difference in the position of social strata of society in society’s access to material goods is growing, and the state of society is suffering from the moral point of view, citizens are losing confidence in the government, and in the top officials of the state.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].
