This article presents theoretical and methodological basis for studying the phenomena of emotional intelligence and emotional maturity in foreign and Russian psychology including the status of research done by prison psychologists. The article also provides data of our research on determination and psychodynamics of emotional intelligence, as well as transformation of other personality characteristics in 220 female convicts at various stages of serving their sentence in penal correction colonies in five regions of Russia. The findings of the psychodiagnostics indicate insufficient levels of emotional intelligence and reveals the prison-specific subcultural manifestation of its components in the examined inmates, who at the same time possess underdeveloped compensatory personality resources. Cluster analysis made it possible to isolate the predominant types of convicted women: "emotionally impulsive" and "emotionally rigid" whose contrasting psychological characteristics must be taken into account when developing individual correctional and group-related correctional and developmental programs. In order to improve female convicts' emotional maturity, a series of measures of legal-institutional and correction- and development-related character has been substantiated.

Organisations have shifted from traditional beliefs to the incorporation of agile methods for attaining high levels of performance through its established goals and objectives. Emotional intelligence (EI) is envisaged to contribute to the achievement of higher levels of performance. With the current global economic crisis and the pandemic situation, it has become very critical to achieve higher levels of performance with limited resources. Countries confront challenges by way of attaining a higher level of emotional maturity and realisation in order to sail through the current economic storm. The Administrative and Diplomatic Officers (ADOs) are seen to shoulder a heavy responsibility in materialising this shift. This study analyses the impact of EI on organisational performance (OP) in the Malaysian public sector. A survey instrumentation was distributed to 700 ADOs based in Putrajaya, within five selected ministries, obtaining 375 valid responses. The results attained, analysed using the SMART-PLS method, affirm the significant positive effect of EI on OP, suggesting the need for an increase in the EI of civil servants by including EI indicators and measures in the areas of recruitment, learning and development, workforce planning, succession planning, and organisational development. EI should actively be adopted to increase awareness and maturity, which would thus enable civil servants to embrace the current challenging agile environment.

The article examines the theoretical and legal aspects of waste management, describes the state of the waste management sector in Russia and the problems associated with it. On the basis of cluster analysis, regional differentiation in the considered sphere is determined. The efficiency of waste management in terms of current costs and investments in fixed assets, aimed at preventing the harmful effects of waste, for the national economy and at the level of the regions of Russia is assessed. The directions of improving of waste management sphere in Russia are formulated.

Background: To evaluate the psychological characteristics of coronary heart disease (CHD) patients after coronary artery bypass grafting (CABG) by cluster analysis of Minnesota Multiphasic Personality Inventory (MMPI-2) questionnaires and to assess the impact of the profiles obtained on long-term outcome. Methods: 229 CHD patients admitted to cardiac rehabilitation filled in self-administered MMPI-2 questionnaires early after CABG. We assessed the relation between MMPI- 2 profiles derived by cluster analysis, clinical characteristics and outcome at 3-year follow-up. Results: Among the 215 patients (76% men, median age 66 years) with valid criteria in control scales, we identified 3 clusters (G) with homogenous psychological characteristics: G1 patients (N=75) presented somatoform complaints but overall minimal psychological distress. G2 patients (N=72) presented type D personality traits. G3 subjects (N=68) showed a trend to cynicism, mild increases in anger, social introversion and hostility. Clusters overlapped for clinical characteristics such as smoking (G1 21%, G2 24%, G3 24%, p ns), previous myocardial infarction (G1 43%, G2 47%, G3 49% p ns), LV ejection fraction (G1 60 [51 – 60]; G2 58 [49- 60]; G3 60 [55-60], p ns), 3-vessel-disease prevalence (G1 69%, G2 65%, G3 71%, p ns). Three-year event rates were comparable (G1 15%; G2 18%; G3 15%) and Kaplan- Meier curves overlapped among clusters (p ns). Conclusions: After CABG, the interpretation of MMPI- 2 by cluster analysis is useful for the psychological and personological diagnosis to direct psychological assistance. Conversely, results from cluster analysis of MMPI-2 do not seem helpful to the clinician to predict long term outcome.

The topic of improving the system of state and municipal administration is always relevant. In 2020, the importance of reforming local self-government was emphasized during the discussion of amendments to the Constitution of the Russian Federation. Among the numerous changes regularly introduced to the basic federal law governing the organization of local self-government in Russia are the radical amendments of May 2014 and 2019 in terms of its territorial foundations. A number of regions have quite successfully switched to a single-tier system of local self-government, having completely eliminated the settlement level, or to a mixed one, when municipal districts with their rural settlements remain within the boundaries of the region, and as a result of the transformations of a number of districts and settlements, new municipal districts are created, or this occurs when urban districts are given the status of municipal ones. The authors made an attempt to systematize the experience of the regions that have already created municipal districts, and to project it onto the territory of the Altai Territory. In the course of the study, a number of legal, organizational, socio-economic aspects of the reform were analyzed, recommendations were developed to adapt both the authorities and the population to the upcoming transformations.

t. The article presents the results of a study of the characteristics of family awareness among convicted women. The subject of the article is family and family relations. The aim of the study was to determine the factors for successful adaptation in prisons and resocialization after release. Scientific works of foreign and domestic scientists, synthesis, analysis, statistical and analytical methods made the methodological basis of the research. As a result of the work carried out, the distinctive features of family awareness by female convicts serving sentences in prisons were identified, which must be taken into account when carrying out psycho-correctional measures, during the educational process in a correctional institution.

This chapter assesses the strengths and weaknesses of Millard Fillmore, focusing on six realms: public communication, organizational capacity, political skill, policy vision, cognitive style, and emotional intelligence. Vice President Fillmore unexpectedly became the thirteenth president of the United States following the death of Zachary Taylor on July 9, 1850. Fillmore had been sidelined in his predecessor's administration, but in his capacity as presiding officer of the Senate, he had carefully followed the heated congressional debate over the status of slavery in the Mexican Cession. Plunged immediately into a crisis when he assumed the presidency, Fillmore played a critical part in the enactment of compromise legislation that appeared at the time to have averted the threat of a war between the slave and free states.
