Reveals the prerequisites, the process of development and structure of the National qualifications system in modern Russia, its significance for managing creation and appliance of qualifications in the labor and education fields and development of their dialogue. The author shows the role, main stages of activity and future tasks of the National Agency for the development of qualifications as an operator and methodological hub of this system, coordinator of interaction between business and education. Presents the key projects implemented by the National Agency: monitoring of the labor market, support for sectoral boards in order to form qualification structures, and build of the independent system of qualifications assessment. Since 2017, in accordance with the decree of the Government of the Russian Federation, the National Agency has been performing the functions of a Basic center for training, retraining and advanced training of workers. This function is particularly in demand today, since the promotion of new professional standards, new qualification requirements, and a new system of recognition of qualifications in the field of vocational training, secondary vocational and higher education is a guarantee of the quality of training.

The results of the All-Russian monitoring of the number of children with autism spectrum disorders (ASD) in the constituent entities of the Russian Federation showed that more than 21,000 pedagogical workers who support and teach 23,093 children with ASD included in the Russian education system need advanced training. The key difficulties in personnel training are the lack of requirements for competencies in the field of ASD in professional standards and higher education standards, a small number of implemented master’s programs, insufficient practical orientation of higher education programs, imperfection of the advanced training system in the constituent entities of the Russian Federation, restrictions on the possibilities of broadcasting modern effective methods of working with children with RAS government organizations. A key role is played by the activities of the Federal Resource Center for the organization of comprehensive support for children with ASD of Moscow State University of Psychology & Education, to develop a network of regional resource centers, which implements advanced training programs for specialists from all over Russia. The solution to the existing problems is possible by introducing professional competencies in working with children with ASD into the professional standards in force in Russia, and by organizing large-scale training of specialists on the basis of the Federal Resource Center, together with partners-stack holders, within the framework of the main events of the Decade of Childhood.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

In recent years, higher educational institutions of the Baltic countries have become more and more popular among Russian youth wishing to get higher education (or take a certain course of professional training) abroad. The article, covering the period before the onset of the coronavirus epidemic, highlights the education of Russian students in universities in Latvia, Lithuania and Estonia. It is noted that a significant part of the students from the Russian Federation come from the Russian regions bordering on the Baltic states. The appendix presents the opinions of Russian students about the learning process and the quality of education received in Latvian, Lithuanian and Estonian universities.

The high level of competition among private universities is happening now requires every college has the right strategy to attract the interest of new students. Each college offers the advantages of each. However, not all universities have a particular brand image compared with other universities.One of the determining factors of brand image is the satisfaction of its customers. While satisfaction itself arises as a result of service perceived by the customer.College is not only required to provide a good quality education, but they also must be able to provide good service to students as well. Good service is expected to provide satisfaction for students. Of course in the long term, the impact of satisfaction that will form a good image for the college concerned anyway.STIE IBBI Medan is one of the private high school that has a good image in the city of Medan. However, STIE IBBI still have to further improve the quality of services provided to students. It is necessary to maintain the good image that has been owned STIE IBBI today.The plan of the research will be conducted in STIE IBBI Medan. The population is all students STIE IBBI. The long term goal of this research is to STIE IBBI to increase public confidence in higher education that will take in high school applying good quality excellent service. Expected from the results of this study, STIE IBBI can also implement appropriate marketing strategies to improve the quality of service to students. In addition, the results of this research can be a good reference for prospective new students who will pursue higher education in the STIE IBBI Medan.

The strategic goal of the state policy of the Russian Federation concerning education is to ensure the quality of functioning of additional professional education (APE) as means of social development, and in this regard, the creation of a modern system of continuous education, i.e. the implementation of the concept of lifelong learning. The solution of this problem is possible on the basis of the development and integration into the overall management system of the educational organization of the quality management system (QMS) of additional professional education, taking into account the specifics of this type of activity. The paper is proposed to develop the QMS of APE of higher education on the basis of a standard model of quality system proposed in 2006 by a consortium of representatives of educational institutions of secondary vocational and higher education of the Russian Federation. The creation of quality systems of educational organizations on the basis of the model of QMS of OO considered in the article, adapted to the specifics of APE will contribute to the creation of conditions for ensuring the quality of training of students of professional educational programs.

This article is devoted to the problem of correlation of the higher education system of the Russian Federation in accordance with the requirements of professional standards. The relevance of this problem is due to a radical change in approaches to personnel Museum policy and in the profile system of higher education. The most controversial issue in this study is the fragmentary implementation of professional standards in the field of Museum business and the dependence of the educational process on them. The article reveals the problems of determining the qualification requirements for a number of Museum professions, and assessing the possibility of their solution at the level of the education system. The main method of research is the method of comparative analysis, which allowed to determine the content load of the definitions used and to correlate professional and educational standards in the study area. The materials of the article can be useful for the formation of working curricula in the field of museology and protection of cultural and natural heritage.

The article is devoted to the peculiarities of legal regulation of training for the sphere of recreation and sports tourism and evaluation of the quality and knowledge level. The author presents the scheme of functioning of system of training, retraining and advanced training of personnel for the sphere of recreation and sports tourism. He shows the mechanisms of interaction between the system of training, retraining and skills development with community employers through professional accreditation and professional standards in the training system. Such mechanisms could include joint community participation of employers and developers of basic and additional professional educational programs in the preparation and implementation of professional standards, community participation of employers in the formation of the main and additional professional educational programs with the requirements of professional standards, independent assessment of quality of graduates in terms of carrying out the state final certification public accreditation of associations of employers. The author describes the features of state and public accreditation. There is also the urgency of the implementation of public accreditation system of training, retraining and advanced training of personnel for the sphere of recreation and sports tourism. There is presented the analysis of normative legal acts determining the categories of personnel for the sphere of recreation and sport tourism, and the contradictions in the regulatory legal acts indicating a lack of common understanding of the professions of recreation and sport tourism. The author proposes priority measures of improving the system of training, retraining and advanced training of personnel for the sphere of recreation and sport tourism from the viewpoint of improvement of normative-legal acts.

In the article the background of the quality assessment model of training Master students is examined. Based on the analysis of foreign experience academic models are structured formed as a result of several factors. The criteria of the formation of the institutional framework for transforming the system of higher education in general and Master training in particular. On the basis of the study the problems of functioning of Master Institute in the Russian Federation are systematized. Indicators of compliance of competencies of Master passport with the competencies of Master program are presented.
