People’s Islamic Religious School (SAR) in Northern Malaysia: Administrative Model for Notable Achievements

People’s Islamic Religious School (PIRS) or Sekolah Agama Rakyat (SAR) in Malaysia is a non-sponsored religious school that needs a paradigm shift to become more visible and luminous in the national education system. The management of school that is not guided by an effective administrative model will effect on the school excellence. The continuity of the schools excellent performance depend heavily on the efficiency and effectiveness of the SAR administration. Generally, most of the SAR administration are based on each administrators discretion without relying on one common acceptable model for all SAR. Therefore. only a handful of SAR manage to excel in their operations. This study is done in order to identify the administrative practice and the challenges faced by SAR administrators in managing the SAR, based on these scenario. Eight SAR administrator in three northern state of Peninsular Malaysia (namely Kedah, Penang, and Perlis) were interviewed individually using a semi structured questions in this qualitative research. Data collected from the interview were then analyse with Atlas t.i version 8 (AV8) content analysis software. Findings indicated six administrative practice commonly adopted by selected SAR’s administrators that makes them the finest and most outstanding SAR administrators of their respective states. The findings also suggested one administrative model that could be used by all SAR as a guide to ensure smoothness and excellence of each SAR in order to produce and develop great leaders of the future with Islamic teachings as its root

One of the main factors that often interfere with the existence of education as an agent of development is the increase in education costs. In developing countries, factors that can cause a reduction in student education include delays between inflation rates and increases in teacher salaries. Cost is an element that determines the budgeting mechanism , determining the cost will affect the level of efficiency and effectiveness of activities in an organization that will achieve a certain goal. activities carried out effectively and efficiently.In an effort to develop a national education system that processes equality, relevance, quality, efficiency and effectiveness in relation to the goals and ideals of education, in reality. In order to achieve optimal educational goals, one of the most important things is to manage costs with both in accordance with the needs of the funds needed. Minimum funding administration includes planning, implementation and supervision. Budget distribution needs to be done strategically and integratively between stakeholders.

AbstractThe National Education System has grown so rapidly over time. A variety of efforts have been made to build every prosperous, dignified Indonesian human being, so that the quality of Indonesian thinking is progressing. The ASEAN Economic Community which has been launched since 2015 has resulted in free competition, both in trade, employment, and there is free competition for educators in ASEAN countries. Besides that, Indonesian education is faced with challenges and developments in the times, where the culture between ASEAN countries has no limits, this is the challenge faced when implementing the Asean Economic Comunity (ASEAN Economic Community) MEA. Indonesia as a country in the ASEAN region must prepare domestic educators to have professionalism and character so that they can compete with the AEC. Educators must be aware of the essence of the existence of their profession, continue to struggle to make changes in order to realize professionalism with noble character. Efforts made in preparing professional educators to face the challenges of the AEC must touch the most fundamental aspects of changing their competencies, namely the mindset. A student must be more advanced and innovative in developing his learning so that he can change the mindset of students to do agent of change. Abstract: One of national education aim is to developing student’s potentials in order to become a faithful man. It is based on Republic of Indonesia’s Law Number 20 of 2003 on National Education System, Chapter II Article 3. Islamic Religious Education is one of education that done to create a faithful man. Prayer is one of Islamic Religious Education’s matter should be learned by all Moslem’s students, include students with special needs. Research of prayer practice guidance is an important thing to be done. The important thing should be researched is about prayer practice that taught in the inclusion school. Inclusion school have regular (common) students and special needs students. How the teacher can teach prayer practice for students with special needs in the inclusion school. Once of inclusion school is Junior High Boarding School Putra Harapan. The goal of this research is to explore and to describe about how teacher guides prayer practice for students with special needs in Junior High Boarding School Putra Harapan Purwokerto Banyumas. This research belongs to field research on qualitative descriptive form. The methods of collecting data used by the author are interview, observation and documentation. Meanwhile to analyze of data, it’s done by collecting data, reducing, presenting and verifying data to be valid and reliable report. The findings of this research show that guidance of prayer practice for students with special needs in Junior High Boarding School Putra Harapan done through some ways namely dividing students into two class that regular and inclusion class, establishing guidance of prayer practice program, using musyafahah and demonstration methods. AbstrakPola Strategi pengembangan Pondok Pesantren di Malangke, strategi pengembangan pesantren adalah cara atau srategi yang digunakan oleh wadah atau tempat guna proses suatu perubahan berencana yang memerlukan dukungan semua pihak, anatara lain Kepala, staff, guru, dan siswa dengan perubahan-perubahan itu diharapkan dapat mengembangkan dan meningkatkan lembaga pendidikan, yang memerlukan usaha jangka pendek, menengah, dan panjang guna menghadapi perubahan yang akan terjadi pada masa mendatang. Peluang dan tangan pengembangan Pesantren di Luwu Utara,  terdapat Undang-undang Nomor 20 tahun 2003 tentang Sistem Pendidikan Nasional, yang beberapa pasalnya menekankan penyelenggaraan pendidikan keagamaan, seperti, pasal 30 ayat (1) dan Peraturan Pemerintah (PP) Nomor 55 Tahun 2007 tentang Pendidikan Agama dan Pendidikan Keagamaan pada pasal 1 ayat (2) tentang Pendidikan Agama dan Pendidikan Keagamaan yang didalamnya secara tegas dikemukakan bahwa pondok pesantren menyelenggarakan pendidikan diniyah pada tingkat dasar dan menengah, tergolong dalam sub sistem pendidikan Nasional di Indonesia yang bertujuan untuk mencerdaskan bangsa, menjadikan manusia yang beriman dan bertaqwa kepada Tuhan yang Maha Esa, berakhlak mulia, sehat, berilmu, cakap, kreatif, mandiri dan menajdi warga negara yang demokratis serta bertanggung jawab. Sedangkan tantangan ada beberapa hambatan 1)Sistem kurikulum yang lebih modern, sehingga pesantren ketinggalan jauh dari sekolah umum, 2) Kurangnya anggaran dan sumber pendanaan disebabkan oleh kurang siswa. 3) adanya sebagian orang tua tidak tertarik menyekolahkan anak di sekolah Pesantren.Kata kunci:      Pengembangan, Pondok Pesantren As’addiyah.  AbstractThe pattern of the development of Islamic boarding schools in Malangke, the strategy of developing pesantren is the method or strategy used by the place or place for the process of planning changes that require the support of all parties, among others, the Head, staff, teachers and students are expected to develop and improving educational institutions, which require short, medium and long-term efforts to deal with changes that will occur in the future. Opportunities and hands for the development of Islamic boarding schools in North Luwu, there is Law Number 20 of 2003 concerning the National Education System, some of which emphasize the implementation of religious education, such as article 30 paragraph (1) and Government Regulation (PP) Number 55 of 2007 concerning Education Religion and Religious Education in Article 1 paragraph (2) concerning Religious Education and Religious Education in which it is expressly stated that Islamic boarding schools conduct early childhood education at the elementary and secondary levels, belonging to the national education sub-system in Indonesia which aims to educate the nation, make humans who have faith and devotion to the Almighty God, are noble, healthy, knowledgeable, capable, creative, independent and become a democratic and responsible citizen. While the challenges are several obstacles 1) A more modern curriculum system, so that pesantren lag far behind public schools, 2) The lack of budgets and funding sources is caused by lack of students. 3) there are some parents who are not interested in sending their children to school in Islamic boarding schools.Keywords:        Development, As'addiyah Islamic Boarding School.

this article describe about curriculum administration. administration originates from the Latin language, which consists of the words ad and ministrare which means to help, serve or direct. The word administration can be interpreted as any joint effort to assist, serve and direct all activities, in achieving a goal. The curriculum is a set of plans and arrangements regarding the content and learning materials as well as the methods used to guide the implementation of learning activities to achieve certain educational goals (Law No.20 th 2003 on the National Education System). A curriculum is a plan prepared to expedite the teaching-learning process under the guidance and responsibilities of schools or educational institutions and their teaching staff.

The article reveals the economic essence of the current state of higher education in Ukraine. It examines the main problems of state regulation of risks and challenges facing modern education at the stage of reform. The subject of the study is the very system of higher education in Ukraine. The purpose of the study is to analyze the state of the modern market of higher education in the country, as well as the features and trends of its development to date in the process of reform. The development of the national education system is shown together with its social and economic problems and challenges, as well as the political conditions that find the direction of the development of education in the country. It was revealed that the main risks in the education system of Ukraine can be considered a decrease in the number of highly skilled professionals, the closure of a number of educational institutions with a reduction in the contingent that lead to financial losses. In addition, among the risks studied, the low efficiency of training technologies and the low-level of graduates’ competence, corruption and low rating indicators in the world educational community are highlighted. The author specifies the existing external risks of the education system in the country and presents possible ways of overcoming them. And also draws the conclusion that the current conditions of the country’s existence and specifically the development of the education sector, the introduction of new models and training programs is a complex process. The reform of higher education today does not have significant results, therefore, it is suggested that the entire education system in Ukraine is integrated and fundamentally reformed, with the aim of overcoming existing discrepancies between the educational product and the needs of society. So, the author says that the modern structure of education should give to ensuring ideal conditions for the functioning and development of the education system, taking into account the needs of modern society and the existing problems in the educational sphere, which should give quality educational services and freedom of choice in education.

Pancasila has critical, fundamental, rational, systematic, comprehensive thoughts and eventually this system is a value. Pancasila provides fundamental and universal foundations for human beings in social, national, and state. Thus, through the philosophical values of Pancasila, the development of science education is expected to make it as main reference to national education system, which takes place as way to achieve goals and national objectives. The method in this paper is descriptive analytical. The data entered is the most relevant and primary related to the study of Pancasila and education science, then analysis is carried out to produce an ideas. The results demonstrate that educational philosophy of Pancasila as the spirit of national education system should actually lived as source of values and reference to planning the development of science education in Indonesia, both theoretically and practically. Keywords: Educational Philosophy; Science Education; Pancasila; Values.
