DEVELOPMENT OF THE LABOR MARKET ACCORDING TO THE POSTULATES OF INCLUSIVE ECONOMIC GROWTH IN BELARUS

The article discusses the mechanism of formation of a sustainable labor market on the basis of coordination of professional qualification structure of the labor force with technical and technological options for jobs leads to generators of employees in the workplace of scientific ideas. Also provided the conceptual basis of the formation of educational clusters - industrial enterprises and educational institutions. It allows governments to form industrial policy taking into account the components of graduate employment prospects. The article attempts to scientifically substantiate and develop a theory, methodology of employment and methodological support, conceptual frameworks of the formation of effective employment for the development of productive labor that ensure an efficient distribution of labor resources and inclusive economic growth in the Republic of Belarus.

The article deals with the development of science in higher educational institutions of Bashkiria in the 1960- 1980s, also the problem of the growth of the number of scientific and scientific-pedagogical personnel. The paper shows the dynamics of creating of research sections (departments), research industrial branch and problem laboratories, research production units in the universities of the republic. Thus, the first research laboratory in the higher educational institutions of the republic appeared in 1960, and the first research sections (departments) in 1963. The paper shows that in institutional terms, research activities were particularly intensively developed in the Ufa Oil and Aviation Institutes, the Bashkir State University. For some time, from 1963 to 1967, the former research institutes of the Bashkir branch of the USSR Academy of Sciences were part of the BSU; namely the Institute of Organic Chemistry and the Institute of Biology. However, the most rapid emergence of research laboratories in most universities of the republic dates back only to the 1980s, when they were established in the Bashkir State University, Medical and Agricultural Institutes. The article describes peculiarities of the formation of scientific trends and schools in various higher education institutions of the region. Thus, in the Bashkir Agricultural Institute, scientific research was closely related to agricultural production, in the Medical Institute - with medical and preventive practice in the republic. The Ufa Aviation and Petroleum Institutes, partly the University, served the production interests of large industrial enterprises. The article reveals that during the period under review, there occurred a certain integration of college science with academic and branch science, production, also increase the volume of contractual self accounting work took place The problem publication the results of scientific research remained acute during the study period. The issue of the implementing of the results of scientific activity in to production is touched upon. A number of difficulties in the development of science in higher educational institutions of the republic are identified in the article: the weakness of the experimental and production base, its inefficient use, the increase in the time of implementation of developments in to production, the low level of cooperation and coordination of scientific activities.

The article describes the socio-economic relations between individuals and institutions of the labor market on the subject of reaching an effective employment and development of productive labor that ensure efficient distribution of labor resources.The article attempts to scientifically substantiate and develop a theory, methodology of employment and methodological support, conceptual frameworks of the formation of effective employment for the development of productive labor that ensure an efficient distribution of labor resources and endogenous economic growth in the Republic of Belarus.In the study the following conceptual bases for the achievement of effective employment, productive labor, the efficient allocation of labor resources are proposed: it is proved that in the absence of technical changes, an increase in capital per employee does not bring about a steady increase in the growth rates of production per employee or per capita; it is noted that a high level of salaries can affect the growth of labor productivity stimulating the growth of capital relative to labor and also affect the growth of the unit cost of production and result in a decrease of jobs; it is noted that the reason for the efficiency distribution of the labor force is the size analysis of unit costs, profits and income; it is proved that the firms are not profitable to invest in workforce for the reason that the dominant investment is spent on consumption; the analysis of the structure of employment on the question of the optimal ratio of managers in relation to working hands is noted as one of the ways of achieving effective employmentThe purpose of the research is to study the theoretical and methodological foundations of labor force employment in economically viable jobs and the mechanism of its effective distribution for inclusive economic growth. The novelty of this study lies in the fact that the conceptual foundations of the theory of employment have been studied and scientifically substantiated. The fundamental prerequisites for the formation of the theory of employment and methodological basis of modeling the process of achieving effective employment have been identified and systematized.

The transformation of the importance of vocational education and training, the determining the development trajectories occur due to the structural changes that are under the influence of technological factor changes. Especially, digitalization, automation, robotics, the artificial intelligence, the transition to industry 4.0, the changing nature of consumer demand directly affect the restructuring of the labor market. The listed factors accelerate the development of new professions in demanded areas and the disappearance of outdated ones, they stimulate the improvement of needed skills and meet the modern requirements from employers for educationalщl programs. The purpose of research paper is to identify the new trends in the training of competitive young employees, taking into account the conditions of digitalization of economy The research methodology includes general scientific and theoretical research methods. Methods of tabular representation of data is used as statistical tool. Originality of the research is that It is relevant and necessary to develop new model of training young specialists, involving the implementation of educational, research, innovative and entrepreneurial, spiritual and moral activities that meet modern trends. Authors carried out the analysis of the level and quality of training of national personnel in terms of ensuring the future needs of the labor market of the Republic of Kazakhstan in the conditions of digitalization of economy. This article is devoted to the problems of management and development of the labor market of the Republic of Buryatia. This article discusses the concepts of “labor resources”, “labor management system”. The main components of the labor management system in the region are considered. Systematized methods of labor management. The problems of the formation of new approaches to the management of labor resources in the Republic of Buryatia are highlighted. The features of the labor market infrastructure of the Republic of Buryatia are determined. A quantitative and qualitative analysis of the labor resources of the Republic of Buryatia, an analysis of the number of employees by type of economic activity and by form of ownership, an analysis of the distribution of cash incomes of the population of the Republic of Buryatia was carried out. Based on the analysis, a balance of labor resources was compiled, on the basis of which the main conclusions were made about the state of the labor market of the Republic of Buryatia, specific measures were developed to improve the infrastructure of the labor market of the republic.

The article defines the formation conditions of regional development vectors on the basis of approved federal documents and the opinion of regional authorities on the expediency of applying efforts to certain sectors of the economy. The authors indicate the necessity of focusing on the development of the industrial sector of the economy. This is justified, first of all, by the high level of the added value of industrial products. The industrial sector is also pointed out as a factor of intellectualization of the consumer sphere and a driver of economic growth. At the same time, staff potential is highlighted as one of the most important resource components. The results of the study indicate the participants in the formation of labor resources and the problems of their interaction, the shortcomings of staffing support at modern industrial enterprises. The article contains the mechanisms that are necessary for managing the processes of staff potential development, including the ones that take into account the prospective needs in the conditions of industrial transformations and the young people’s understanding of their purpose in economic activity. The emphasis is placed on the complexity and consistency of the actions taken. At the same time, the authors provide a list of the most significant professional skills and promising professions for both large manufacturers and small and medium-sized businesses.

The transition path from education to employment is a key determinant of sustainable economic growth and development. A poorly trained workforce penalizes companies when they try to grow (Cojocaru, 2017, p. 25). It is generally accepted that university graduates as workforce are the key driver of economic growth and development. The main aim of this study is to identify the difficulties faced by enterprises in the Republic of Kosovo to provide the necessary profiles with adequate skills. Employers say students don’t have the ability to think critically, innovate, solve complex problems and work well in a team (Alsop, 2015) In order to analyze the problems that companies face during the selection process, the necessary training, and also the projections for new employments for the coming years, this study uses the primary data provided by the face-to-face questionnaire. The program used for data analysis in SPSS. We came to the conclusion that enterprises find it difficult to ensure the right skills they require, the university graduates lack practice experience and soft skills. The right person with the right skills in the right workplace is the driving force behind the well-functioning of the labor market. The study comes up with further recommendations for the well-functioning of the triangle higher education institutions, policymakers, and enterprises.

Currently, the economy of Kazakhstan is in the process of global changes in the economic and technological structures. The situation in the labor market and educational services calls for changes in the content of education in relation to the modern requirements. Discloses a digital transformation sector: the importance of the balance of the strategy and tactics of business and society, issues involving the human capital and society in modernizing the management of the economy in terms of globalization. In the article the human capital is considered as the driving force behind the development of innovation-based economy, capable of responding to the challenges of the world civilization. Without the human capital development of a country can neither achieve sustainable economic growth, nor to create a contingent of workers who will be willing to take require retraining of workers of the future places or to compete effectively in the global economy. According to the authors the important role it is necessary to take digital technologies. It is necessary to completely review the contents of all levels of education and training in the IT-industry, in the field of organization of management through the development of digital skills. Currently, the economy of the Republic of Kazakhstan is at the stage of global changes in the economic and technological structures. The situation on the labor market and educational services necessitates changes in the content of education in relation to modern requirements. The sector of digital transformation is revealed: the importance of balancing the strategy and tactics of business and society development, the issues of involving human capital and society in managing the modernization of the economy in the context of globalization.The formation of a multicomponent information and educational environment, information and digital technologies make it possible to build completely new communications, as well as new relationships among people, the restructuring of the entire economy and society, so that our life is better and “smarter”. The modern economy is called the economy of effective human capital, which emphasizes its main role in the development and growth of the economy. Human capital is seen as the driving force behind the development of an innovative economy that can respond to the challenges of world civilization.It makes up more than half of the national wealth of each of the developing countries and the main intensive factor in economic growth and social development. The level of skills demanded by the labor market is changing rapidly, which creates both new opportunities and new risks.Without the development of human capital, countries will not be able to achieve sustainable economic growth, nor create a contingent of workers who will be ready to occupy advanced jobs for the future, or compete effectively in the global economic arena.

This article studies the employment of Kazakhstan university graduates in the professional labor market. The problem of matching the needs of employers and the interests and competencies of graduates of higher education institutions of the Republic of Kazakhstan is of great importance and yet insufficiently studied. This article aims to analyze the possibility of employment and assessment of professional training of the graduates of Kazakhstan universities from the position of employers. Using the expert survey method, the authors present the main results obtained from Kazakhstan employers on the problems of employing young specialists and defining the requirements to their qualification. 643 employers from all regions of Kazakhstan took part in the survey. The analysis showed that Kazakhstan employers in certain professions look for the graduates of higher degrees (i. e. Masters and Ph.Ds.), but most employers in this study consider the training of students at the undergraduate level sufficient to enter the labor market. The study provides an insight into the main trends in the labor market for Kazakhstani graduates and how these trends affect the skills that graduates should possess; the key characteristics that employers pay attention to when employing higher education graduates; and the skills that graduates should possess in order to be successfully employed. The conclusion is that the institutions of higher education are concerned with developing an institutional narrative that is based on building long-term strategies to enhance the development of competencies for employing graduates. Currently, there is a dual situation in the evaluation of educational programs’ performance, caused by the gap between the goals that educational institutions set and the expectations of employers. This problem remains relevant even in conditions of a sufficiently high level of employment of graduates. In other words, the demand for certain groups of specialties on the labor market does not yet provide young professionals with competitiveness due to the quality of training. Accordingly, the interviewed employers note the need for qualified specialists capable of realizing the organization’s tasks.

The article analyzes the current processes on the global labor market in Russia and the Republic of Bashkortostan. Changing demographic proportions, the pension reform, migration processes, intensive development of production technologies, automation, the use of artificial intelligence all these factors are undoubtedly transforming the labor market environment. The content of occupation is changing, structural changes in the economy lead to the dropping-out of a number of specialties and the emergence of new ones, which did not exist before. To match the supply of labor resources to the modern requirements of the economy, new competencies of workers as well as continuous training or retraining are required. Educational institutions have to adapt to the new requirements of the labor market environment to meet the needs of the labor market for qualified specialists with relevant knowledge and skills. Major changes in the labor market amid the spread of the new coronavirus infection have affected most countries of the world economy, including Russia. A long period of restrictions in most industries is reflected in the economic indicators of enterprises, development opportunities, and the number of required workers. The situation with the pandemic clearly demonstrates how unstable the modern labor market is; how events that occur in one country in the world are capable of undermining the whole balance, even in fairly stable and durable economic systems. The article analyzes the situation on the labor market of the Republic of Bashkortostan. The main problems of the region in this direction are highlighted. The analysis of the situation in the registered labor market showed that in 8 months of 2020 the number of officially registered unemployed increased 5 times, the level of registered unemployment increased 5.5 times, tension in the labor market increased 3 times. In the context of a worsening economic situation caused by an unfavorable epidemiological situation, the situation with the employment of citizens has become more complicated. The analysis showed that for several years the employment rate remained stable at 70%, and by September 2020 it was 17.4%. Currently, the labor market in Russia experiences the consequences of the economic crisis caused by the unfavorable epidemiological situation. The crisis is changing the forms of employment, which is becoming remote, non-standard, online professions appear. The structure of labor demand is changing. Labor resources will be rebuilt or replenish the modern labor market. In these conditions, the role of the state is growing significantly and there is no doubt in the need of the development of the anti-crisis plan for the labor market’s regulation.
