The transformation of the importance of vocational education and training, the determining the development trajectories occur due to the structural changes that are under the influence of technological factor changes. Especially, digitalization, automation, robotics, the artificial intelligence, the transition to industry 4.0, the changing nature of consumer demand directly affect the restructuring of the labor market. The listed factors accelerate the development of new professions in demanded areas and the disappearance of outdated ones, they stimulate the improvement of needed skills and meet the modern requirements from employers for educationalщl programs. The purpose of research paper is to identify the new trends in the training of competitive young employees, taking into account the conditions of digitalization of economy The research methodology includes general scientific and theoretical research methods. Methods of tabular representation of data is used as statistical tool. Originality of the research is that It is relevant and necessary to develop new model of training young specialists, involving the implementation of educational, research, innovative and entrepreneurial, spiritual and moral activities that meet modern trends. Authors carried out the analysis of the level and quality of training of national personnel in terms of ensuring the future needs of the labor market of the Republic of Kazakhstan in the conditions of digitalization of economy. It includes the factors affecting the reproduction of competitive national personnel and their provision with high-quality jobs, identifying new trends in the training and retraining of professional personnel and improving their skills, examining the features of training competitive national personnel in the system of ensuring the balance of labor resources and jobs.  The paper was prepared within the grant project of the Ministry of Education and Science of the Republic of Kazakhstan AP09260584 «Employment restructuration in Kazakhstan in terms of social and economic tensions».

The article analyzes the current processes on the global labor market in Russia and the Republic of Bashkortostan. Changing demographic proportions, the pension reform, migration processes, intensive development of production technologies, automation, the use of artificial intelligence all these factors are undoubtedly transforming the labor market environment. The content of occupation is changing, structural changes in the economy lead to the dropping-out of a number of specialties and the emergence of new ones, which did not exist before. To match the supply of labor resources to the modern requirements of the economy, new competencies of workers as well as continuous training or retraining are required. Educational institutions have to adapt to the new requirements of the labor market environment to meet the needs of the labor market for qualified specialists with relevant knowledge and skills. Major changes in the labor market amid the spread of the new coronavirus infection have affected most countries of the world economy, including Russia. A long period of restrictions in most industries is reflected in the economic indicators of enterprises, development opportunities, and the number of required workers. The situation with the pandemic clearly demonstrates how unstable the modern labor market is; how events that occur in one country in the world are capable of undermining the whole balance, even in fairly stable and durable economic systems. The article analyzes the situation on the labor market of the Republic of Bashkortostan. The main problems of the region in this direction are highlighted. The analysis of the situation in the registered labor market showed that in 8 months of 2020 the number of officially registered unemployed increased 5 times, the level of registered unemployment increased 5.5 times, tension in the labor market increased 3 times. In the context of a worsening economic situation caused by an unfavorable epidemiological situation, the situation with the employment of citizens has become more complicated. The analysis showed that for several years the employment rate remained stable at 70%, and by September 2020 it was 17.4%. Currently, the labor market in Russia experiences the consequences of the economic crisis caused by the unfavorable epidemiological situation. The crisis is changing the forms of employment, which is becoming remote, non-standard, online professions appear. The structure of labor demand is changing. Labor resources will be rebuilt or replenish the modern labor market. In these conditions, the role of the state is growing significantly and there is no doubt in the need of the development of the anti-crisis plan for the labor market’s regulation.

The conditions of the pandemic have left an imprint on the development of many socioeconomic processes, including the process of reproduction of labor resources. The consequences of the pandemic on the labor market have yet to be assessed, but today it is already possible to draw interim conclusions regarding emerging trends, transformation or strengthening of old ones. In this regard, it is important to assess in advance the structural changes of the labor market in order to timely manage the processes of formation and distribution of the labor force. Processes in the labor market, in turn, are a consequence of changes in demographic factors and, in turn, are an impetus for the development of economies and society as a whole, which emphasizes the importance of studying the current situation in the labor market, assessing it and forming predictive development scenarios.

This article is devoted to the problems of management and development of the labor market of the Republic of Buryatia. This article discusses the concepts of “labor resources”, “labor management system”. The main components of the labor management system in the region are considered. Systematized methods of labor management. The problems of the formation of new approaches to the management of labor resources in the Republic of Buryatia are highlighted. The features of the labor market infrastructure of the Republic of Buryatia are determined. A quantitative and qualitative analysis of the labor resources of the Republic of Buryatia, an analysis of the number of employees by type of economic activity and by form of ownership, an analysis of the distribution of cash incomes of the population of the Republic of Buryatia was carried out. Based on the analysis, a balance of labor resources was compiled, on the basis of which the main conclusions were made about the state of the labor market of the Republic of Buryatia, specific measures were developed to improve the infrastructure of the labor market of the republic.

Experts determine the changes in the labor market and employment as one of the peculiarities of the European integration process of the Republic of Poland. The article indicates trends that led to changes in the labor market and employment, focusing on a concise analysis of the threats and challenges that Polish society faced.It is indicated that trends, challenges and threats, their extensive diagnostics and theoretical understanding became the subject of studies of labor pedagogy. This is a branch of pedagogical knowledge that studies issues of education in conjunction with human professional work, develops qualification frameworks, modular programs of professional learning, professional education programs, practical projects for the further development of professional training, retraining, and improvement of specialists for the free labor market. The new forms of employment, including outsourcing, freelance, competition for the place of work (as the basis for the development of new competencies) relate to positive phenomena in the labor market during the investigated period. The threats that arise in the field of employment have also been reconsidered. In particular, such forms of the functioning of the individual in the work environment as workaholism, mobbing, professional stress, high unemployment level.Studying of the Polish experience of applied approaches in the research of these phenomena has a direct impact on: the formation of the goals of professional education of specialists in the context of Ukraine's Eurointegration course; the development of flexible content in order to adapt to the needs of the modern economy, to the various forms of population's engagement (especially unemployed one) to different types of education and social inclusion.

In a situation of uncertainty, there is a rapid change of priorities, which is reflected both in the requirements for the level of professional training of specialists and in the requests of employers for new specialties. However, the list of specialties and areas of training of workers for the regional economy in the regional system of secondary vocational education is formed on the basis of applications from employers for a five-year perspective, but in a situation of uncertainty, no one can guarantee that in five years graduates of a particular specialty or profession will be in demand in the labor market. To achieve a balance in this problem, it is necessary to develop and implement new mechanisms for interaction between professional educational organizations and employers. The aim of this study is to determine the list of popular vocational education specialties, the description and identification of effective mechanisms of interaction between professional educational organizations and employers that affect the improvement of the quality of specialists training and the indicators of their employment according to their specialty based on the analysis of the indicators of the admission campaign and graduates employment of vocational education system of the Republic of Buryatia.

In the research theoretically studied and classified the characteristics of the factors for the multi-factor analysis of the employment indicators of the population. On the basis of theoretical research, analyzed employment indicators in the labor market of the Republic of Uzbekistan on the basis of the multi-factor link and determined econometric model. On the identified regression models, developed forecast indicators of the main employment indicators for 2020-2026 years and directions for effective employment in the labor market.

Overcoming the contradiction between specialists who are trained by the system of secondary vocational education, on the one hand, and the need of employers for personnel, on the other, is one of the priorities of state policy in the field of professional training. The article contains a number of provisions: understanding the problem of imbalance in the labor market, the activities of state Executive bodies to overcome this problem at the Federal and regional levels, as well as the assistance of all stakeholders and social organizations. Such a problem as an imbalance between supply and demand in the labor market of various professions, specialties and qualifications was characteristic of the Sverdlovsk region, as evidenced by its reflection in the current Strategy of socio-economic development of the region. That is why improving the training system has become one of the goals of socio-economic policy. At the Federal level, a list of the TOP 50 most popular in the labor market, new and promising professions that require secondary vocational education has been developed. This list is a guideline for structural changes in the system of secondary vocational education, but it is not enough to bridge the gaps between supply and demand in the market of these regions. To take into account regional specifics, it is necessary to develop a similar list of professions in each subject of the Russian Federation. The adoption and updating of such a list requires an organized interaction of enterprises, authorities and educational organizations. The joint managerial and sociological problems that affect the interaction of social groups and public organizations of Sverdlovsk region in the process of achieving common goals, contains a compilation of practices that can be applied in other subjects of the Russian Federation.

Subject. I investigate the current situation in the labor market, and factors affecting its formation and development. Objectives. The article aims to analyze the current demographic situation in Russia based on official statistical sources and expert opinions, to identify demographic problems and their impact on the current condition of the labor market and the structure of the economically active population over the next decade. Methods. The study employs the methods of logical, statistical, qualitative and qualitative analysis. Results. I offer an approach to further development of the mechanism of State regulation of demographic changes from the perspective of supporting the labor market with required labor. Conclusions. The demographic factor should be the basis of the policy of the State in the labor market. It is important to solve the issue of labor resource allocation on the territory of the country in accordance with plans for socioeconomic development. Trends in the labor market formation and development are primarily based on labor resources, the imbalance of their quality in territories. Thus, a differentiated approach to developing a labor market strategy with a long-term perspective is required.

According to the data of the National Statistical Institute [www.nsi.bg], on the basis of the census as of February 1, 2011, the population aged 50 and over in the Republic of Bulgaria is 2 943 055, or 40,0% of the total population of the country. In response to the challenges posed by an aging population, in June 2012 The Council of Ministers of the Republic of Bulgaria has adopted a National Concept for the Promotion of the Active Life of the Elderly for the period 2012-2030. [www.mlsp.government.bg]. [3] The concept includes six operational goals and objectives in the fields of labor market, pension system, healthcare, education, long-term care and so on. As noted in the National Strategy for Active Life of the Elderly in Bulgaria for the period 2019 - 2030. [www.mlsp.government.bg] [1], lifelong learning and lifelong learning will contribute to people's ability to follow structural changes in the labor market. According to the results of the author's study, educational programs even for people out of the employment range are linked to the opportunities they provide for acquiring new knowledge and skills, but this knowledge satisfies the personal needs and needs of the elderly.

This article studies the employment of Kazakhstan university graduates in the professional labor market. The problem of matching the needs of employers and the interests and competencies of graduates of higher education institutions of the Republic of Kazakhstan is of great importance and yet insufficiently studied. This article aims to analyze the possibility of employment and assessment of professional training of the graduates of Kazakhstan universities from the position of employers. Using the expert survey method, the authors present the main results obtained from Kazakhstan employers on the problems of employing young specialists and defining the requirements to their qualification. 643 employers from all regions of Kazakhstan took part in the survey. The analysis showed that Kazakhstan employers in certain professions look for the graduates of higher degrees (i. e. Masters and Ph.Ds.), but most employers in this study consider the training of students at the undergraduate level sufficient to enter the labor market. The study provides an insight into the main trends in the labor market for Kazakhstani graduates and how these trends affect the skills that graduates should possess; the key characteristics that employers pay attention to when employing higher education graduates; and the skills that graduates should possess in order to be successfully employed. The conclusion is that the institutions of higher education are concerned with developing an institutional narrative that is based on building long-term strategies to enhance the development of competencies for employing graduates. Currently, there is a dual situation in the evaluation of educational programs’ performance, caused by the gap between the goals that educational institutions set and the expectations of employers. This problem remains relevant even in conditions of a sufficiently high level of employment of graduates. In other words, the demand for certain groups of specialties on the labor market does not yet provide young professionals with competitiveness due to the quality of training. Accordingly, the interviewed employers note the need for qualified specialists capable of realizing the organization’s tasks.
