The article presents a multidimensional cluster analysis of the regions of the Siberian Federal Level by the level of savings and investment potential of the population. Clustering was carried out using the ACC Statistica based on the joint use of hierarchical and non-hierarchical algorithms. This approach made it possible to increase the reliability of dividing the regions of the district into homogeneous groups. As a result, the heterogeneity of the regions of the Siberian Federal District in terms of the studied potential is revealed. Three clusters with a high, medium and low level of savings and investment potential of the population were obtained. Each resulting cluster provides a tool for making effective decisions at the level of both a single region and the district as a whole. The analysis made it possible to analyze the current state and trends in the development of the level of savings and investment potential of the population in the Siberian Federal District. And also to find out the reasons for the low level of the investigated potential.

Objective. An analysis of the current state of the agricultural industry of the Siberian Federal District Methodology. The following methods were used: statistical, monographic, graphic. Results. The authors revealed that the main producers of agricultural products are agricultural organizations, followed by households (ranking second) and peasant farms (ranking third). Use in practice. The authors examined the dynamics of production of major crops and livestock, which subsequently can be included into the development programs for state support of agriculture. Originality. The paper emphasizes that an increase in agricultural production is possible through the use of intensive factors of production.

Food export is one of the most sensitive indicators of the State economic well-being, which testifies to the provision of high quality products consumed by the population and independence from imports. At the same time, the country's weight and international prestige are being strengthened. The Siberian Federal District (SFD) is the largest grain producer, which is in demand in Russia and abroad. The purpose of the study is to analyze the current state of supplies of grain and its processed products from the Siberian Federal District, to identify problems and development prospects. The methodological basis of the work includes the works of scientists in the field of theory of international trade in cereals, as well as legislative and regulatory acts regulating this area. During the research, the following methods and techniques were used: abstractlogical, economic-statistical, statistical groupings, monographic. Results – an analysis of the current state of grain and grain products export from the Siberian Federal District by types (wheat, rye, barley, oats, flour, cereals, pasta) is presented. The reasons that impede the development of this industry are shown, the main vector of which is grain exports from the Siberian Federal District. The strengths and weaknesses, opportunities and threats that affect the development of grain market of the Siberian Federal District and export of products are identified. The most attractive markets for grain and grain products have been identified. Practical measures have been developed to expand them; the prospects for the development of exports from the Siberian Federal District until 2025 are reflected. Conclusions about its export potential are formulated. Recommendations are offered on priority areas contributing to the growth of export-oriented grain volumes. The proposals prepared on the basis of the research results serve as a basis for further increase in grain exports and a sustainable economic recovery in the Siberian Federal District.

The aim of the article is an assessment the socio-economic security of a mining region. The article describes the assessment socio-economic security of Kemerovo region by the technique that consists of economic and social components. Results of assessment showed a low level of socio-economic security of Kemerovo region. Majority of analyzed parameters in Kemerovo region has low indicators of socio-economic security. Indicators of assessment socio-economic security of Kemerovo region are at a level below then the average for the Siberian Federal district.

The article considers the current specificity of foreign trade ties of the Siberian Federal District. It presents a brief analysis of dynamics for the volumes and commodity structure of export-import operations of the Siberian Federal District based on an analysis of the statistical data of the Federal Customs Service of the Russian Federation during the period of 2015-2018. In currents terms and in view of forecasting of the world economy development, of special significance for the Siberian Federal District is the search for directions and tools of modernizing the economy and transition to the innovative development. The foreign trade can be a prospective direction of socio-economic development of the Siberian Federal District. At the present time, the Siberian Federal District is export-oriented, but in the commodity structure of the export there prevail raw mineral groups of commodities, which decrease the positive effect from the export. Developing processing industries and machine-building oriented at increasing the depth of processing the raw resources and the finished goods export can be the basis of the sustainable development of Siberia.

The article presents an analysis of the victimological aspects of hooliganism committed in the Siberian Federal District for the period from 2015-2020. Among the results of the study, there is a low level of victimization from hooliganism in the SFO, while the rate of decline in this level is higher than in the Russian Federation. The characteristic of the personality of the victim of hooliganism is given. It was revealed that a typical victim of hooliganism is a relatively young man who is not married, who is in a state of intoxication at the time of the crime. Its moral and psychological characteristics allow us to speak about such a dominant type of victimization as victimogenic deformation of the personality. Despite the fact that the vast majority of victims were not familiar with the criminal, every fourth had some kind of connection with him, the main share of which is friendly and neighborly. Among the types of contributing behavior in a situation of committing hooliganism, the imprudent behavior of the victim is distinguished, as a rule, giving a minor reason for the decision to commit a crime. The consequences of hooliganism for the victim are mainly associated with causing him moral harm, property harm was caused in every fifth case studied; physical harm is not widespread (6%). The main victimogenic factors determining victimization from hooliganism are analyzed. About the Authors

We examine the spatial distribution of banks in Russian regions to identify the factors that affect changing territorial architecture of the banking system. The object of the study is dynamics of the number of commercial banks and their branches in 1991-2016. Besides the well-known tendency of concentration of the banking business in Moscow and reducing the number of banks in other regions we analyzed situation in the federal districts taking as an example the Siberian Federal District. This approach allowed us to formulate hypotheses about the causes of differences in the availability of banking institutions in Russian regions.
