This article presents issues of the fight against corruption and analysis of anti-corruption processes in Russia, Finland, Israel, Great Britain and the USA. Issues of international cooperation in the anti-corruption sphere have already been considered by the United Nations, the World Bank, the International Monetary Fund, the World Trade Organisation, the Organisation of American States, the Organization for Economic Cooperation and the European Union. The fight against corruption in the Russian Federation is one of the key areas of consolidation of the statehood and it is being performed step by step through improvement of the legislation, activities of law enforcement, regulatory and public authorities of all levels as well as cultivation of civil intolerance to any manifestation of this social blemish. Russia is actively engaged in international dialogue on a wide range of issues for preventing corruption within the scope of coordination activities and international cooperation in different areas, including issues of anti-corruption in the sphere of sports, ecology and education. Cooperation with relevant international authorities and international organizations is one of the priorities of the General Prosecutor’s Office of the Russian Federation. Given that the Russian anti-corruption system is based on the national legal culture in the context of historical, social and economic development and specific social needs and interests, the author emphasizes that anti-corruption cooperation shall be based on respect for national legal systems and compliance with the international law under coordination of the UN. Legislative proposals on the need for introducing grounds for application on recovery of property, owned by corrupt officials and registered under a third party’s name, to the public revenue and increasing the terms of imprisonment for bribery, which shall be prepared for further improvement of the anti-corruption law.

The paper examines the interests of Russia, the United States and China in the regions of the world and identifies the priorities of Russia's activities in Europe, Central Asia and the Caucasus, the Asia-Pacific region, the Arctic, Africa, the Middle East and Latin America, their comparative assessment with the interests of the United States and China. An approach to assessing the impact of possible consequences of the activities of the United States and China on the realization of Russia's interests is proposed. This makes it possible to identify the priorities of the policy of the Russian Federation in various regions of the world. The results of the analysis can be used to substantiate recommendations to the military-political leadership of our country. It is concluded that the discrepancy between the interests of the United States and China is important for the implementation of the current economic and military policy of the Russian Federation.

Annotation. The widespread introduction of laser products in various fields of science, technology and medicine, as well as the possibility of serious damage to the organ of vision and skin during their operation, put forward new and increasingly complex tasks for laser hygiene. An analysis of the hygienic normative and methodological documents currently in force on the territory of the Russian Federation showed that they cannot fully ensure laser safety. Differences in the approaches to the hygienic standardization of laser radiation (LR), adopted in the Russian Federation and the USA and the European Union, have been established. The LR hygienic standards in GOST R IEC 60825-1-2013 are practically identical to foreign IEC 60825 standards, that is, in most spectral ranges they exceed the MPL by an order of magnitude or more (SanPiN 1.2.3685-21). The necessity of correcting the hygienic standards of LR, harmonizing the classification of lasers according to the degree of hazard, and developing effective means of control and protection was revealed. Draft documents have been developed: "Hygienic standards for laser radiation" and "Sanitary and epidemiological requirements for working conditions during the operation of laser products", the introduction of which into the practice of sanitary and epidemiological supervision will ensure the preservation of the health of workers. Considers the problem of the Orthodox religious identity from the point of view of the influence of five types of discourse, widely represented in the Orthodox semiotic picture of the world: philosophical, mythological, artistic, political and ideological. Selected types of religious identity: normative, marginalized, and folkloristically, and determined what type of discourse most pragmatically strongly influences the formation of a type of Orthodox identity. The authors come to the conclusion about the existence in the Russian Federation "rural" and "urban" Orthodox discourses. The first leads to the development of social strain in the area of religious identity and is the base of the formation polarisierung religious identity. The second sets the normative Orthodox identity, avoiding archaism and development of the centaur-ideas. This study was conducted in part supported by RFBR, research project No. 18-011-00164 on "Discursive study of religious identity." Designed for a wide range of sociologists, philologists, cultural studies and religious studies, as well as for a wide circle of readers interested in questions of religion.

The epidemic rise in the incidence of West Nile fever (WNF) in the season of 2018 was observed in the countries of the European Union (EU) and bordering states and exceeded the values of all previously recorded epidemic rises of 2010–2012. An increase in the incidence rate was registered in the USA and Canada, however, it did not exceed the indicators of epidemic rises of 2007–2012. In the territory of the Russian Federation, the WNF epidemiological process became more intense mainly in the territory of the Southern and North Caucasian Federal Districts. In general, in Russia, the incidence rates were 2 times lower than the average annual rates, but significantly exceeded those of 2017. The epidemic process had a number of peculiarities in the seasonality, the structure of morbidity and the clinical manifestation of WNF. Genotyping of the isolated WNV RNA fragments from clinical and biological material showed that I, II and IV West Nile virus genotypes were circulating in the European part of Russia. Forecast of epidemic situation development in 2019 reveals further increase in the incidence and does not exclude the possibility of a significant localincrease of WNF incidence in certain regions of Russia.

The document analyzes the legislation of the Russian Federation and the member states of the European Union on extradition from the point of view of its compliance with the current European Convention on Extradition. It also makes proposals to improve the rules of the Criminal Procedure Code of the Russian Federation that regulates the extradition procedure. Methodologically, the work uses scientific methods of analysis and synthesis, as well as the historical, comparative method, all in an integrated approach. Among the conclusions, the fact that for the previous legal provisions to work, its consolidation only in the Code of Criminal Procedure of the Russian Federation is insufficient. The first step to put them into practice could be to discuss the issue of making the necessary amendments to the Convention on Legal Assistance and Legal Relations in Civil Matters, as well as in the Family and Criminal Affairs regulations of January 22, 1993, of which the countries of the European Convention on Extradition are parties.

Abstrakt: Współczesna polityka Federacji Rosyjskiej na Bliskim Wschodzie jest elementem szerokiej strategii ukierunkowanej na cele w środowisku międzynarodowym oraz na cele wewnątrzpaństwowe. Polityka ta jest konfrontacyjna na płaszczyźnie Rosja – Zachód i stanowi koło zamachowe w dążeniu kraju do odzyskania dominującej roli w świecie. Zaangażowanie Federacji Rosyjskiej w konflikt w Syrii jest konsekwencją jej mocarstwowej polityki w zmieniającym się środowisku międzynarodowym. Głównym celem było wyeliminowanie rozwiązań USA i innych państw Zachodu w zakresie interwencji humanitarnej w Syrii. Poza tym utrzymując reżim Baszara al-Asada Federacja Rosyjska podjęła realizację własnego ładu na Bliskim Wschodzie, gdzie chce odgrywać kluczową rolę. Pomagają jej w tym Iran – wieloletni oponent USA oraz Turcja – nowy koalicjant, które mają też swoje partykularne cele w regionie. W przypadku polityki wewnętrznej, rosyjskie elity polityczne chcą utrwalić władzę populistyczną, oferując narodowi drogę dokonań państwa, szczególnie w wymiarze międzynarodowym – wskazując siłę militarną i wyższość polityczną, jako podstawowe elementy odbudowy mocarstwowej roli Federacji Rosyjskiej w świecie. Te kierunki polityki zewnętrznej i wewnętrznej dają obraz konsekwentnych, a jednocześnie zaskakujących działań Federacji Rosyjskiej na Bliskim Wschodzie. Abstract: Contemporary policy of the Russian Federation in the Middle East is an element of a broad strategy focused on international and internal purposes. This policy is confrontational at the level of Russia - the West and constitutes a flywheel in the pursuit of the country to regain its dominant role in the world. The involvement of the Russian Federation in the conflict in Syria is a consequence of its superpower policy in the changing international environment. The main goal was to eliminate the solutions of the USA and other Western countries in the field of humanitarian intervention in Syria. What is more, maintaining the regime of Bashar al-Assad, the Russian Federation has embarked on the implementation of its own order in the Middle East, where it wants to play a key role. Iran, a long-term opponent of the USA, and Turkey, a new coalition partner that also has its particular goals in the region, are the countries which help Russia in this area. In the case of domestic policy, Russia’s power elites want to consolidate populist power by presenting the nation country’s accomplishments, especially in the international dimension, indicating military strength and political superiority as the basic elements of rebuilding the superpower role of the Russian Federation in the world. These external and internal policies give a picture of the consistent and also surprising actions of the Russian Federation in the Middle East

The authors studied the availability of gene therapy drugs in the Russian Federation on the basis of information on the permission of the medical use of drugs of this group in the world. Literature data and information about medicines approved by the FDA, EMA and the Ministry of Health of Russia were used. In general, the FDA registered only 13 drugs (46%) of the total approved for medical use in the world, 2 of them have already been withdrawn from the market, and 2 additional clinical trials are underway. In Europe, the EMA has approved 16 drugs for medical use (57%), with 4 of them already withdrawn. Most of the drugs were first approved by the FDA, and then, on average, a year later, were approved in the European market. A total of 4 drugs were approved in the European market and were not approved by the FDA at the time the data was requested. And only 1 drug, approved in the USA, is not registered in Europe. In the Russian Federation, two medicines are allowed, Neovasculgen (2011) and Spinraza (2019). This is only 7% of the total number of gene therapy drugs on the world market. Most of the drugs are intended for the treatment of orphan diseases and are cost expensive. This can explain the unevenness of their distribution across regions.

The monograph presents the research questions of efficiency of functioning of national standardization system of the Russian Federation, which was conducted by the authors in the framework of the analytical work on the order of Minpromtorg of Russia in 2018 (the state contract from April 17, 2018 No. 18401.16Д0190019.10.002) taking into account the actual directions of development of national standardization system of the Russian Federation and additional generalizations. The assessment of the current scenario of the development of the national standardization system of the Russian Federation was carried out using comparable indicators of the national standardization systems of France, Germany, great Britain and the USA. The findings and proposals were based on the results of a survey of civil servants at the Federal and regional levels on approaches to strategic dimensions of standardization. The methodology of forecasting the development of the national standardization system of the Russian Federation includes a scenario approach and a method of constructing dispersion diagrams (bubble diagrams) and sufficiently illustrates the current state of Affairs in the field of standardization at the national level. The developed tools will require additional configuration when changing the current development scenario from "inertial" to "progressive". A number of author's proposals to change the current scenario of development of the national standardization system of the Russian Federation are presented. It is of interest to a wide range of readers and specialists in the field of public administration, standardization and can be used in the preparation of curricula and manuals for undergraduate, graduate and further education.

Problem and goal. The actual problem of digitalization means, degree and consequences of influence on fostering public and personal opinion in society is considered in the article. The purpose of the study was to show that digitalization is qualitatively changing some aspects of social life. Methodology. Determination of digitalization means, degree and consequences of influence on some aspects of social life was carried out by analysis of work results of some sites/portals devoted to events of World War II. Results. Digitalization nowadays is a process being quickly spread all around the world. It covers a wide range of human activities: business, industry, agriculture, education, healthcare, culture and social life. The process being very new, complex and challenging demands developing of a high (state) level strategy such as Industrie 4.0 - one of ten projects for State Hi-Tech Strategy of Germany up 2020 or Digital Economy of the Russian Federation. Moreover it becomes obvious that digitalization influences not only production but also society. In 2016 Japan released concept Society 5.0 - a large plan of social transformations. Interesting and remarkable results in fostering some aspects of social life were also reached in the Russian Federation during preparation of Great Victory 75th anniversary celebration. Conclusion. It is demonstrated that massive digitalization of personal archives (photos, documents, family/participant of events stories, eyewitness accounts) as well as access to archived data of state institutions and possibility to translate all information for free has fostered qualitatively new personal and social attitude to remarkable historical events.

In December 2019 the European Union presented an ambitious plan called the Green Deal which is aimed at combating climate change. In the EU 2021–2027 budget approved in 2020 about 25 % of the expenditures are allocated for climate projects. Legal framework of the project was established in summer 2021. Its elements can impact seriously the structure and dynamics of the EU's relations with its leading trading partners, including the Russian Federation. The article analyzes the impact the European Green Agenda has on Russia, which has its own approaches to combating climate change. They form an integral part of national development priorities system. Having analyzed the relevant strategic documents, the authors compare the directions of environmental policies of the Russian Federation and the EU. Attention is paid to the goals and objectives, as well as to the proposed tools for reducing and absorbing carbon dioxide emissions into the atmosphere. The paper also provides a detailed description of the "Fit for 55" package of measures and determines its significance for Russia. The study examines a wide range of economic and political risks for Russia in the mid and long terms. In addition, the consequences of the introduction of a Carbon Border Adjustment Mechanism for the fuel and energy complex of the Russian Federation are highlighted. Furthermore, the article presents possible dynamics of a competition in the international energy market amid the implementation of the "Green Deal" and the transition to a low-carbon economy. As a result of the research, possible economic and political measures in internal and external dimensions aimed at mitigating risks are suggested. Moreover, possible ways to improve the effectiveness of combating climate change and the reduction of harmful emissions are put forward. In addition, the research identifies prospects for cooperation in ecology between Russia and the EU.
