Legal Regulation of Unmanned Vehicles: Foreign and Russian Experience

The main purpose of this article is to analyze the legal regulation of unmanned vehicles in the world and in Russia. The methodology is founded on various methods and logical techniques of information processing. The principle method is that of analysis: comparative-legal, structural-functional, and formal-legal. The article highlights the growing interest in self-driving vehicles and autonomous control systems in general, as well as the main advantages of using such technologies. It is determined that there is a constant building of capacity within the framework of information systems and technologies, an active search for labor resources, and a constant training of new personnel to expand the segment of autonomous management systems. The article discusses the intention of legislators from a number of states to develop a regulatory framework aimed at ensuring the testing of unmanned vehicles and their access to public roads, as well as the creation of entire networks of unmanned vehicles that can relieve the transport system and improve the economic and environmental well-being of the population. Within the framework of Russian realities, various government initiatives, initiatives of the President of the Russian Federation, and attempts to regulate unmanned vehicles at the legislative level are being considered. The authors have concluded that the issue of unmanned vehicle use, as well as the legal regulation of such vehicle use is on the agenda of many states. Russias achievements in the framework of the issue are highlighted separately. The question of the emergence of two models for the development of legal regulation of unmanned vehicles is raised: the Russian model and that (those) of other countries.

The current problems of administrative-legal regulation in the field of health protection and ensuring the sanitary-epidemiological well-being of the population of the Russian Federation are investigated, eurrent trends in its development and problems of systematization are considered. Based on the analysis of statistieal data and the practice of applying international legal acts regulating the issues of interaction in the field of preventing the spread of dangerous infectious diseases, the conclusions and recommendations of the World Health Organization and other international organizations, proposals are formulated for further improvement of national legislation in the field of ensuring the sanitary and epidemiological well-being of the population, methods are proposed its systematization and options for possible codification. The features of the mechanism of administrative and legal regulation of relations that develop during the implementation of state sanitary and epidemiological supervision in the conditions of the spread of dangerous diseases are analyzed. A new model for the development of sectoral legislation in the field of sanitary and epidemiological welfare is proposed, based on modern criteria and principles of systematization of regulatory legal acts that ensure sanitary and epidemiological welfare of the population and protection of public health. The main versions of draft model laws in the form of codified legal acts aimed at improving the activities of executive authorities and their officials performing the functions of state regulation and sanitary and epidemiological supervision in the studied sphere of relations are submitted for discussion.

The relevance of the publication topic is argued by the need for an in-depth study of the globalization process, which is global financial, political and cultural integration, unification, the global division of labour, the planetary migration of capital, human and productive resources, standardization of legislation, and interference of cultures of the world community. The theoretical and practical goals of the publication are to study causal algorithms for the formation of a negative scientific and production balance of the Russian Federation and an increase in disproportions between the import and export of high-tech products, as well as a comparative description of global development as a symbiosis of contradictory trends in the subordination of the world economy to the interests of transnational capital. The theoretical and methodological basis of the publication was the scientific works of domestic and foreign scientists studying the globalization of the industrial economy due to the intensification of international scientific and technological competition and the expansion of the innovation market, deepening of specialization and division of labour, and the increase in the risks of producing high-tech products at the national and world levels. Scientific novelty lies in the authors’ interpretation of such socio-economic advantages of globalization as economies of scale, stimulation of labour productivity, rationalization of production at the interstate level and the spread of innovative technologies, cost reduction, price regression, achieving sustainable growth in the well-being of society, on the basis of which the development is confirmed global industrial economy on a research basis characterized by such attributes interdependence, asymmetry, regionalization and diversification, regression efficiency, inclusiveness, resource and raw material demarcation, a high degree of uncertainty and of the economic risk. The practical significance of the results obtained is determined by an in-depth analysis of the American (based on differentiation of labor and specialization of personnel, demarcation of labor duties, concentration of scientific and production efforts on a purely economic result) and Eurasian (characterized by mobility and compactness of production processes, saving transaction costs, adaptability to market conditions and availability of labour-tolerant staff) strategies for innovative development of industrial economics. Based on a critical rethinking of the American and Eurasian strategies, proposals and recommendations are formulated on the formation of the scientific and technical policy of the Russian Federation

This article discusses the problems of environmental safety in the sphere of disposing of domestic and industrial wastes in the environment as one of the most important aspects of sustainable development of society. At present, this problem is one of the top priorities and is being solved at the world level. With the emergence of the consumer nature of society, the issue of waste disposal becomes more acute, requiring immediate solutions on a global scale. At present, the quantity and variety of solid household waste (MSW) in the countries is rapidly increasing. This is typical not only for industry, agriculture, megacities, but also for individual residents. At the beginning of 2014, the Russian Federation accumulated more than 35 billion tons of waste. The problem of garbage is not just a difficulty, but a global environmental challenge. One of the main reasons is that there are no mechanisms for regulating the market for collection and processing of solid domestic waste in Russia. We can also say that there is a shortage of specialists in this field, competent managers capable of establishing the entire chain of waste utilization. In the Russian Federation, this problem is as acute as it is throughout the world. Unauthorized landfills are one of the components of this problem. The state should pay more attention to legal regulation of this issue, engage in environmental and legal culture of citizens in order to prevent the emergence of unauthorized landfills, their prompt liquidation, and protect the constitutional rights of citizens to an environmentally safe environment.

The article explores the dialectic of determining the legal status of cryptocurrencies. Digital technologies are considered specifically for their application in the financial sector. The features of the use of digital technologies in various countries of the world are analyzed. Due to the variability of the legal regulation of digital technologies, the complex nature of their implementation is noted, which is not reduced to a simultaneous behavioral act. It is concluded that there is no universal way to sell cryptocurrencies in the financial market. The analysis of existing scientific approaches to understanding the concept of cryptocurrency, bitcoin is carried out.The article examines the digital technologies used in the financial sector, which include virtual currencies and — like their kind of cryptocurrency. The cryptocurrency status is not defined, however, there is the prospect of normative fixing it on the territory of the Russian Federation.

The relevance of researching of the topic of migration to the Russian Federation from neighboring countries is determined by the constant increasing of the number of migrants in Russian Federation. Essays of migrants were used as a source for writing the article. Essays were written in the framework of the competition "Is it Easy to be a Migrant?" that was organised by the women's Council of mi-grants in ANO "Migration". The analysis of competitive essays of migrants allows us to conclude that in the process of adaptation migrants successfully solve the problem of financial stability, form a new view of the world, fitting into a new social environment for them.

Recently, the legislation on cryptocurrencies has been rapidly developing both in foreign countries and in the Russian Federation. The paper analyses trends and prospects of legal regulation of cryptocurrency emission and allocation, represents various approaches to this issue in the international arena. The author provides us with a thorough analysis of recent trends in the development of legislation on the emission and allocation of cryptocurrencies in the world, substantiates the theses that states are constantly seeking to settle the digital realm. By defining the legal nature of cryptocurrencies and referring them to a particular object of legal regulation, the state streamlines and systematizes the rules that will be applied to mining and ICO. Whether the market is interested in such regulation is a philosophical question, but the state as a sovereign cannot afford to recognize (the lack of regulation should be treated as a tacit recognition in this case) the existence of cryptocurrency as an alternative to the national payment unit.

The article is devoted to an urgent problem related to the security of critical information infrastructure. The introduction of digital technologies in all spheres of society is in line with the priority policy for the development of the digital industry. At the same time, the number and quality of cyberattacks on significant objects of critical information infrastructure is constantly increasing in the world. But not all subjects of information relations, even understanding the presence of threats, are able to adequately assess and organize an effective security system for these objects. In this regard, ensuring the security of significant objects of critical information infrastructure is currently the primary task of the state - both the Russian Federation and other countries. The article provides a comparative analysis of approaches to ensuring the security of critical information infrastructure in Russia and in foreign countries. The problems of legal regulation of critical information infrastructure in Russia are identified and solutions are proposed to overcome them. There are traced the shortcomings associated with the implementation of legislation on the security of critical information infrastructure in Russia: in the digital industry, it becomes difficult to differentiate information infrastructure objects and classify some of them as critical; not all relevant legal entities have provided information on critical information infrastructure facilities, and therefore the register of facilities was not compiled in full, cyberattacks on which would create dangerous consequences for the country; some subjects of the critical information infrastructure deliberately underestimate the importance of their objects.

Demographic trends in Uzbekistan have a specific character associated with the active natural growth of the country's population (in the past 50 years, the country's population has increased by 2.86 times and amounted to 35 million people). In the early 1990s, there was an outflow of people to their historical homeland, the migration balance is still having a negative character. The article analyzes the gender and age composition of the population, changes in the dynamics of indicators of the natural movement of the population, in which the fertility rate decreases, life expectancy increases (73.4 years). The high proportion of young people (up to 60% in the population structure) and the annual high growth of labor resources (about 500 thousand people) creates a burden on the internal labor market. There is a significant flow of labor migration to foreign countries, in which the Russian Federation occupies a leading place. The article analyses of the current reforms in the field of regulation of labor migration, which have been significantly developed under the new government of the country (since 2016), including the establishment of organized forms of labor migration. There are highlighted the present main targets of the Government of Uzbekistan, to create conditions and mechanisms that contribute to ensuring managed and regulated migration flows, legitimate rights and interests of citizens of the country. The author analyzes the trends in the normative and legal regulation of the sphere of labor migration, the relevance of the development of a new draft "Law on External Labor Migration" aimed at improving the efficiency of state bodies in solving complex migration issues. There is shown the institutional reform of the Agency for External Labor Migration in the field of migration management. It is proposed to develop a Concept and Strategy of state policy in the field of labor migration, as basic documents relating migration for the future. There are proposed directions of reforms in the migration sphere, establishment of organized forms of labor migration, expansion of international cooperation, powers of various departments of the country, improvement of the system for collecting statistics and data analysis, and conducting scientific research in the migration sphere.

Currently, the world is facing environmental problems. Various human activities, including rapid development, have intensified our contribution to environmental degradation. Although development is necessary, our excessive reliance on conventional resources for development has contributed immensely to environmental damage. For example, our preference for fossil resources has been exacerbated by poor waste management systems. As the world develops, energy becomes precious for the world’s technological advancement. And as technology advances, the well-being of our environment is paramount. This concern has a solution: a paradigm shift from conventional energy resources to renewable energies, such as wind power, hydropower, biomass, biofuel, geothermal technology and, as we will focus on here, solar power.
