The paper deals with problematic issues of conducting disciplinary practice by company commanders. The analysis of scientific publications and documents in the studied units showed that the existing system of maintaining and strengthening military discipline in the units is built on the basis of statutory requirements, but some military personnel allow violations of military discipline of various types. A priori research conducted by the authors has revealed that one of the main reasons for this contradiction is a phenomenon known as disciplinary practice distortion. The authors reviewed identified types of disciplinary practice distortion and analyzed possible causes of violations of this kind. As a suggestion for solving the problematic aspects of conducting disciplinary practice, a method was developed to eliminate disciplinary practice distortions in the process of military education in everyday activities. The presented method was tested in the work of the commander of the unit under study on the use of incentives and disciplinary penalties. As a result of the use of this technique, disciplinary practice distortions of all categories of company commanders were leveled, which in general had a positive impact not only on the use of disciplinary power by commanders, but also on the general state of military discipline of the unit.

Research on military education under the rapid development and growth of armaments and equipment is booming. The field is continually gaining more key insights about this important and complex pedagogical problem. Academic interest on the systemic approach in the development of military education has consistently been a multidisciplinary effort. But perhaps systemic approach in pedagogic researchers are particularly well situated to be the leading voices on the public’s understanding of military education and many are heeding the call. With that responsibility in mind, in this paper, we offer to consider four elements of the educational process for the future of pedagogic research that we believe can help focus this line of inquiry to better ensure we address some of the most pressing problems. Based on critical assessments of the gaps in the literature, the paper cites the need to combine all elements of the educational process into a single system to achieve a focused result in the training of military personnel in educational institutions. Our list is not exhaustive, nor do we suggest that areas we do not cover are not important. Rather, we make these observations with the goal of spurring a conversation about the future of military education research, but especially a systemic approach in the development of military education.

The tourism-poverty alleviation nexus is becoming an increasingly significant subject of academic inquiry within the tourism economics discourse. Using time series data from the World Bank (1995–2017) in a P-ARDL model, the present study explores the relationship between tourism (receipts from exports, the travel subsector, hospitality and accommodation subsector) and poverty alleviation (final household consumption) with tourism arrivals as the control variable within the context of the BRICS group. The results suggest that receipts from the travel subsector and exports met the a priori expectation – positively influencing poverty alleviation within BRICS nations in the long run. Contrastingly, receipts from the hospitality and accommodation subsector did not meet the a priori expectation of a positive sign, with the results indicating statistical insignificance in the long run. However, receipts from the hospitality and accommodation were found to only influence poverty alleviation in the short run. Relatedly, the results suggest that increases in consumption associated with growth in tourism arrivals did not influence poverty in the BRICS. The results point to the heterogeneity of the influence of tourism on poverty alleviation, whereby certain dimensions of tourism contribute to poverty alleviation in the long run and others do so in the short run. Based on these findings it is recommended that BRICS countries harness their tourism potential and promote intra-BRICS tourism to maximise the positive impact of travel and tourism export receipts on household consumption, which catalyses poverty alleviation.

In this chapter, the authors performed an analysis of the data extracted from 39 peer-reviewed scientific publications between 2015 and 2018 describing users' adoption of various mobile payment systems encompassing methods, technologies, adoption models, theories, variables of the adoption models and theories, as well as significant adoption factors. The analysis demonstrates that the technology acceptance model (TAM) is the most popular model to investigate users' adoption of mobile payment. Both the original and extended versions of TAM are studied broadly to examine the individual's intention to adopt mobile payment. In addition, the analysis of the results from this chapter demonstrates perceived compatibility has the strongest positive impact on the intention to use mobile payment technology whereas perceived risk has a negative relationship with the intention to use mobile payment technology.

Recently, the abolition of the guardhouse disposition was abolished, In the flow of the times, this study explored the issues and progress of the process of the abolition of the guardhouse disposition. Since the Kabo Reform at the end of the Chosun Dynasty, this system had been operated the disciplinary actions as a means of punishment to maintain discipline establishment in the Korean military. However, controversy has persisted that such a system may violate the constitutional ‘warrant in principle’ and the freedom of the soldier’s ‘right to liberty’. As a result, the legislative bill about the amendments of the Military Personnel Management Act for abolishing the military guardhouse disposition was proposed by the National Assembly. But there were still many controversies, including concerns that it would weaken military discipline in the legislative authorization process. In this sense, this study will delineate the overall progression of the military guardhouse disposition in Korea.

Introduction. In the electoral process, innovative technologies are legitimately and/or are de facto introduced. These are complex tools, the result of the integration of artificial intelligence, technology and human behaviour in elections. The article analyses the influence of these technologies on the electoral process from the standpoint of ensuring the rule of law. Theoretical Basis. Methods. In a State governed by the rule of law, the rule of law should fully apply to all stages of the electoral process. The paradigm (sample) of traditional approaches assumes direct physical commission of electoral actions by citizens, political parties, and other election participants, based on the presumption: “here and now”. The introduction of innovative technologies in the electoral process entails not only a change in forms, but also, as the quantitative growth increases, a change in the paradigm of the electoral process from traditional to digital, but at the same time the rule of law must be maintained. Results. The analysis of the functioning of innovative technologies shows their multi- vector and contradictory impact on the electoral process: from creating convenience for participants to complicating the structure, replacing electoral actions with transactions. Currently, there is no understanding of the legal significance of transactions in the electoral process, their relationship to electoral actions. The practice of Russian elections follows the path of changing the electoral process not by law, but by technical solutions that are a priori considered legitimate or do not allow their assessment from the position of the rule of law. As a result, the rule of electoral law is either ignored or is simply purely formal. The well-known principles of electoral law exist as if in parallel, without having a real impact on the introduction and regulation of innovative technologies of the electoral process. It is necessary to include innovative technologies in the subject of electoral law. A serious contribution to the solution of this problem would be the legislative consolidation of the principle of security of the electoral process. In this case, we are not talking about security in relation to public order. The content of the new principle should be a broad set of obligations of the state as an organiser of elections, including the obligation to fully verify these technologies, their transparency, new rights and guarantees of election participants, and public control. Discussion and Conclusion. The predominant use of innovative technologies aimed at providing voting services does not always have a positive impact on the integrity of the electoral process and the operation of the principles of electoral law. It is advisable to take care of the introduction and use of innovative technologies to serve them at all stages of the electoral process with unconditional guarantees of the rule of law.

The paper presents comparative research on the representation of subjects within the study programs of three higher military educational institutions (Military Academy, University of Defense in Belgrade, University of Defense in Brno, Czech Republic, Royal Military School in Belgium), in order to strengthen their leadership competencies. The conducted comparative research was intended to contribute to predicting the future development of education of professional members of the armed forces, as part of the defense system in the field of leadership, especially because the comparison includes educational systems of countries with different social, economic, historical and social milieu. The aim of the paper in a broader sense was to try and decipher the dimensions of leadership of professional members of the defense system; in a narrower sense the aim was to determine the possibilities of developing leadership competencies through the system of military education provided through the study programs of the Military Universities in Serbia, Belgium and the Czech Republic. The main subject of this research is the leadership competencies of professional military personnel. We have defined the concept of leadership as one of the functions of management, which primarily refers to the influence of leaders on other employees, in order to achieve organizational and group goals. The notion of the necessary leadership competencies is defined as a function of knowledge, skills and attitudes necessary to perform complex functions and roles of officers, which can be classified as systemic and interpersonal competencies. The problem of leadership in the defense system is complex due to the very nature and characteristics of the system itself. Precisely because of the significance of the topic, as well as the fact that this issue remains current and new, it is scientifically and professionally justified to dedicate attention to researching the problem of developing leadership competencies in the military educational system. Furthermore, given the fact that change has become a way of life inherent to every modern organization, the military ones included, new leadership competencies, necessary to perform complex functions and roles of defense system officers are required of the employees and therefore it is necessary to implement the concept of lifelong, permanent and continued education in order to meet the demands of the job set before professional military personnel.
