The study presents a new approach to building an educational program of higher education, taking into account the individual capabilities and characteristics of the students personality. The modern digital environment is changing the nature of the interaction between participants in the educational process and puts forward the requirement for the design of new educational standards, polyprogrammes and learning outcomes. An innovative model of designing and implementing a customized educational itinerary based on the integration with artificial intelligence technology is presented. It is aimed at the forward-looking development and the self-development of the student. Philosophical and pedagogical implications of conditioning the polyfurcation field of the students activity as the basis for organizing an individual educational process are substantiated. The idea of constructing an educational route in the context of individualization of the education system is underpinned by the concept of a customized educational itinerary, which is considered from two perspectives, being the changes in the educational process in the digital educational environment, and the changes in the interaction paradigm of the student and other educational actors involved. The mechanism for introducing elements of artificial intelligence for the effective construction and implementation of a customized educational route is briefly canvassed.

In the study the features of artificial intelligence use, the main advantages and disadvantages of this technology are analyzed; the aspects of such a pedagogical process in learning Arabic are substantiated, the results of research and scientific advances in cyberlinguistics are summarized. The relevance of the use of artificial intelligence technologies and chatterbots in the study of Arabic in higher education is highlighted. The current state of introduction of artificial intelligence technologies in the educational process of students of higher education institutions is analyzed. Examples of the use of artificial intelligence technologies in the study of Arabic are given. Categories of computer programs with the use of artificial intelligence technology for learning a foreign language are singled out and described. The advantages and debatable issues related to access to user data during the use of artificial intelligence technologies in the educational process are identified. The expediency of using chatterbots with a linear structure is substantiated. Scenarios for the use of chatterbots in the educational process during the study of a foreign language are identified: search script and content generation script. The tasks of a linear chatterbot for learning a foreign language are presented and described. The educational trajectories which will allow reaching the set purposes in training with use of chatterbots are allocated. Mandatory methodological and content elements during the creation of a linear chatterbot are highlighted. The practical scenario of creating an author's chatterbot for learning a foreign language on the sendpulse.ua platform with its further use in Telegram is given. When creating a chatterbot, it was found that the chain constructor is the main tool for setting up a chatterbot. The practical advantages of using a linear chatterbot when learning a foreign language are presented. The study identified a promising direction for the creation of several linear chatterbots (without the use of artificial intelligence), which can be involved simultaneously at different stages of the development of the individual trajectory of education. Multiple chatterbots that provide different answers and ask different questions can significantly improve a learner's communication and other skills.

Worked out is the analyzes of development of the Kazakhstan system of standardization of higher education on the example of several generations of state educational standards. Their features are examined in structural terms, as well as in terms of the requirements for the compulsory minimum of the educational content, the level of preparedness of graduates and learning outcomes. The dynamics of transformations in the context of expansion of universities academic freedoms, the ratio of compulsory and university components of educational programs is shown. The role of educational and methodological associations of universities of the Republic of Kazakhstan in the development of the regulatory and legal support of the educational process is emphasized. The relevance of introducing the competence-based approach in higher education on the basis of combining educational and professional standards is noted. It is shown that inconsistent and hasty reforms, uncompetitive level of teachers’ remuneration, expanding bureaucratization, underdeveloped quality assurance culture do not contribute to the successful modernization of higher education.

The urgency of the problem of providing a developing educational environment in modern conditions is justified by the reform of the education system in the Republic of Kazakhstan. At all levels of education, it is necessary to create conditions for the development of the personality of the subjects of the educational process, taking into account age patterns. The article reveals the leading approaches to the study of the essence and provision of developing educational environment. As the theoretical basics of accepted socio-cultural approach of Vygotsky humanistic approach Maslow personality-oriented approach of I. A. Baeva, the ecological approach V. A. Asvina etc. Developing educational environment is considered as an environment conducive to the development and self-development at all levels of education. In the present article the condition of maintenance of the education environment: meeting the needs of the individual in communication and development, the development of adaptive abilities of students, prevention of delactovine, the development of psychological culture of teachers, the development of social and emotional intelligence of teachers and students, formation of skills of effective communication subjects of educational process, development of skills of intercultural communication etc.

Introduction. The paper addresses the issue of support of the students involved in a fully online retraining program, which imposes special requirements on the development of the self-education ability. The study aims to establish the conditions for organizing the support of self-education in a digital educational environment. Materials and methods. The study relies on the methodology proposed by G.N. Prozumentova for reconstructing the innovative experience to analyze the reflexive text materials of the Logbook of students of the retraining program; to identify the points of stress, misunderstanding, breaks, and transitions during training; and make an analytical generalization. Results of the study. Categories of difficulties encountered by students of the program in their self-educational activity were identified, and the conditions necessary to support self-education were established. These are points of self-determination, professional trials, points of reflection, and individual educational route. Conclusion. In the context of restrictive measures during the pandemic and the transition to the online educational process, self-skills related to self-education, i.e., self-organization, independence, and self-determination, become essential. These competences are an indispensable part of the work of a tutor. However, before the tutor can support someone, they need to build these self skills themselves. The established conditions in the retraining programs will facilitate this process. At the same time, additional studies are required to reveal in more detail the individual progress of a person under these conditions for building a model for supporting the development of self-education ability, and to determine the methods for tutors to provide the support of this progress. Это включает не только новые технические средства, а также новые формы и методы преподавания, новый подход к организации процесса обучения и общения между участниками образовательного процесса. Обновленное образование должно основываться на входе в инновационный режим работы и профессионализации педагогов, его творческом самоопределении, направленности на самообразование, саморазвитие и самосовершенствование. Только неравнодушие педагога к познанию и использованию в своей деятельности нововведений будет способствовать воспитанию успешной личности. Стратегические направления развития образования, определенные в рамках реализации государственных программ и национальных проектов, определяют формирование интеллектуального и культурного потенциала нации путем обеспечения постоянного духовного самосовершенствования личности. Трансформационные процессы в образовании предусматривают развитие творческой, инициативной стороны человека, который способен не только к трансляции знаний, но и готов создавать новые мировые образцы культуры и духовности, новых интересные навыки. Today, the focus should be on the personality of the scientist, her unique inner world. The main goal of the modern teacher should be to choose such innovative methods and forms of organizing the educational activities of students, which will be aimed at the comprehensive creative development of the person. This includes not only new technical means, but also new forms and methods of teaching, a new approach to organizing the learning process and communication between participants in the educational process. Renewed education should be based on entering the innovative mode of work and professionalization of teachers, their creative self-determination, focus on self-education, self-development and self-improvement. Only the teacher's indifference to knowledge and the use of innovations in his activities will contribute to the education of a successful person. The strategic directions for the development of education, defined within the framework of the implementation of state programs and national projects, determine the formation of the intellectual and cultural potential of the nation by ensuring the constant spiritual improvement of the person. Transformational processes in education provide for the development of the creative, initiative side of a person who is able not only to translate knowledge, but also ready to create new world models of culture and spirituality, new interesting skills.

This article is devoted to the actual problem of providing the regional tourism markets with high-quality specialists. It is found that, despite the large number of higher education institutions that train specialists for the tourism industry and the constant updating of educational standards, tourism businesses and organizations in the country suffer from a lack of competent specialists, while graduates cannot find work in their profession. The research has been conducted in Transcarpathian region by the method of expert survey of owners and managers of successful tourism enterprises. The research technology is presented in details: a step-by-step definition of the nature of the requirements that employers impose the graduates of tourist specialties; analysis of educational standards and work programs of educational disciplines to meet these requirements in the preparation process; identification of reasons that do not allow to prepare the much-needed specialist on the regional labour market in higher education institutions; concrete steps are suggested to improve the educational process. It is found that the learning outcomes laid down in the educational standards are determined by the manufacturer of educational services, they are more oriented to the needs of large tourism enterprises, and do not meet the needs of employers at least because most tourist enterprises and organizations in the country are small and medium in size. Training programs shall be focused on regional tourism markets, since the requirements for tourism professionals differ depending on the type of tourism activity, the size of the enterprise, the region of its operation. Owners of tourist complexes in Transcarpathia prefer to see at their enterprises multi-skilled managers (specialists), who are immediately ready to fulfill their functional responsibilities in their primary positions. For solving the problem of human resources in the tourist market of Transcarpathia it is recommended: to define and detail the expectations of the heads of regional tourism enterprises; to prepare curricula and work programs in accordance with these expectations, formulating learning outcomes in accordance with SMART technologies; to create the conditions for the implementation of these programs.

The article analyzes the priority and opportunities of the child's formation as a subject of life-creation in the educational space of the New Ukrainian School. The fundamental ideas of the humanistic and existential psychology’s founders and modern scientists regarding the conscious and creative attitude of the individual to his life as a prerequisite for its self-actualization in the mode of being and the realization of freedom of life (A. Maslow, E. Fromm), the ideas of setting a life goal, determining meaningful life orientations and developing life personality strategy (K. Abulkhanova-Slavskaya, A. Adler, R. May, G. Allport, K. Rogers, V. Frankl), the ideas of individual readiness for life innovations in the process of self-projection (N. Samoukina, T. Titarenko) are analyzed. There were defined the life-creation methods of personality self-development as a subject of life (F. McGraw, A. Molloy, I. Pidlasa). It is shown that the priority of the psychological support of the educational process in the New Ukrainian School is the formation of students as subjects of life creation through the development of their ability to anticipate life, internality, optimistic perception of life prospects, stress resistance and motivation to achieve success. It was established that the fundamental ideas and modern approaches to the interpretation of the problem of formation of the individual as a subject of life-creation fully correspond to the conceptual priorities of the New Ukrainian School, which is designed to bridge the gap between the educational process and the requirements of society. It is revealed that the psychology of life-creation is a holistic scientific concept, which was formed on the fundamental ideas of humanistic and existential psychologists and is now actively developing within the psychology of personal life. There were defined the technologies and forms of work within the framework of psychological support of students in the educational space of the New Ukrainian School. These include: technology of life design, technology of organization of life-cognitive activity of students, psychological counseling and facilitation, training forms of psychological work, in particular, trainings of personal growth, trainings of self-determination and trainings of construction of life perspective.

The problem of self-development of a student related to the transformation of the educational process in the post- neoclassical science is highlighted. This problem is considered in the context of a synergetic approach with the actualization of the needs and opportunities for self-organization of the applicant’s personality as a holistic characteristic of a human. It is noted that the pedagogical process of an educational institution of innovative type should be aimed at developing the abilities of the applicant, their ability to meet the challenges of the information society and self-realization in the changing conditions of the modern world. It is stated that self-development of an applicant within the synergetic paradigm of education requires a reorientation of the educational process from traditional conservative to innovative creative, in which the acquisition of vital competencies is carried out in interaction (communication) with other subjects and taking into account external (physical) and internal (mental) human activity. It is substantiated that the key aspects of the self-development of the student should be focused on the formation of their optimal developmental lifestyle. It is about the ability to self-determination, personal growth, self-regulation, existence, self-expression, self-realization. In the projections of the synergetic paradigm, the individual as a complex, open, nonlinear system appears with all the potential opportunities for self-development, which can be realized under certain organizational and pedagogical conditions. It is stated that despite the fact that the applicant – the future specialist controls their own development, the teacher of higher education should exercise general management of educational activities and is fully responsible for the quality of training of the applicant. This is inherent in any level of education. The new roles of the modern teacher (“moderator”, “coach”, “tutor”, “speaker”, “medium”, etc.) set adequate requirements for these roles. Not only the updated knowledge, but also the ways of obtaining it and the possibilities of its application become valuable for the student at various stages and levels. Key aspects of self-development: the ability to self-determination, personal growth, self-regulation, existence, self-expression, self-realization will contribute to the formation of the individual’s personality, open to new knowledge and values, able to realize their own life purpose.

The article presents a methodology for assessing the level of formation professional competencies in university digital environment. The proposed methodology includes principles that should be taken into account when assessing learning outcomes in the digital environment, a three-step approach to building the educational process using adaptive e-learning course (AELC), and a model for assessing the formation of professional competencies in AELC. The scientific novelty of the methodology is constructing a model that includes formalizing the structure of an adaptive e-learning course and means of assessing labor functions: knowledge, skills and labor actions according to the cognitive, praxiological and motivational/axiological components of competency. The formalization of the structure and evaluation tools of the adaptive e-learning course was carried out to assess the results of the formation of professional competencies. Formulas are proposed for assessing professional competency for individual modules of the discipline, for the discipline and for the educational program as a whole, implemented in digital environment. The results of testing the methodology for assessing the formation of professional competencies in teaching students of the direction of training “Information Systems and Technologies” in School of Space and Information Technologies of Siberian Federal University are presented. The approach allows us to minimize the subjectivity of the teacher in assessing student learning outcomes, and also allows for automated assessment of the level of formation professional competencies in the digital environment and, according to the new education standards (FSES 3++), provides sufficient objectivity in assessing formation level. In the future, the proposed method can be extended to estimate the level of formation of universal and general professional competencies of the curriculum and to become the universal tool to assess the level of training of the graduates.

Within the Federal Target Programme on the Development of Education in Russia strategic projects on introduction of new models for managing education and arranging educational process are being implemented in all higher educational institutions of this country. This transformation is going on in the context of large-scale use of information and telecommunication technologies, which are aimed to ensure the individual approach to education on the basis of merging educational process with technologies and also to reduce costs for the shift towards innovation development of higher educational institutions. The significant role of self-guided work, stipulated within the third generation educational standards, emphasizes top priority issues both on effective arrangement and control of students’ learning outcomes and on helping to reduce teachers’ efforts for functions to deliver knowledge to learners.
