Introduction. Nowadays, an important criterion for the effectiveness of vocational education is the demand for graduates in the labour market. In order to ensure maximum compliance of the structure of training of specialists with the needs of the economy in personnel, the Ministry of Education and Science of theRussian Federation annually establishes admission quotas in universities on the basis of regional development forecasts. However, one of the options for the distribution of admission quotas in recent years has become an inter-university competition, as a result of which budget places are transferred to educational institutions only on the basisindicators of their effectiveness, i.e. excluding the dynamics of local labour markets. While the problems of coordination of admission quotas and the need for personnel are sufficiently covered in the literature, the mechanism of the distribution of places in the competition has been insufficiently studied so far.The aim of this research was to analyse the mechanism of competitive distribution of admission quotas on the example of higher education institutions, which provide training for bachelor and specialist programmes in the field of “Education and Pedagogical Sciences”.Methodology and research methods. The present research is based on the methodology of integrated research, including the methods of comparative and statistical analysis of data, their systematisation and generalisation.Results and scientific novelty. It is shown that the process of distribution of admission quotas is generated in accordance with the official competitive selection methodology. The study established that none of the indicators applied in the calculations of the effectiveness of universities’ activities were statistically related to the results of the competition. The main reason for the inability of the competitive mechanism to carry out the correct ranking of participants in terms of success is the major methodological and mathematical errors inherent in the algorithms for determining the effectiveness of educational organisations. As a result, the number of budget places allocated to each university is largely determined by chance. The results of the competitive distribution of admission quotas depend only on the industry sector of educational institutions. The widespread development of the idea of quoting of budgetary education on indicators of an interuniversity competition will inevitably aggravate a disproportion problem between territorial training and demand for them in regions. There will certainly be a deficiency of young specialists due to low mobility of graduates of the Russian higher school and reduction of the contingent of provincial higher education institutions-outsiders. Conversely, the personnel surplus will appear in the regional educational institutions (mainly metropolitan), which won the competitions. The proposals on correction of the evolving negative socio-economic situation are formulated.Practical significance. The authors believe that the research results will make it possible to thoroughly discuss the rectilinear projection of effective outcome monitoring in higher education institutions for competitive distribution of admission quotas and the feasibility of holding a competition in general. Moreover, the results of the present study contribute to the method of competitive distribution of university admission quotas.

Introduction. In the context of current trends in the development of the modern world, the successful solution of numerous socio-economic problems is possible only on the condition of effective functioning of higher education system, in which higher education institutions do not only implement the mission of providing society with high-quality and relevant educational services, but also carry out research and development of entrepreneurial nature. In this regard, search for opportunities to fulfill such missions currently takes precedence. The formation of alliances between higher education institutions can be considered as one of the promising mechanisms for performing such missions, as well as for integrative solution of issues in the field of public policy to support and develop higher education. In Russia, insufficient attention is paid to the issues of alliance formation within the sphere of higher education. Therefore, it is relevant to analyse foreign practices, i.e. a specific strategic alliance by higher educational institutions in Germany - The Berlin University Alliance.The aim of the present work is to contribute to the evidence base of research in the field of development of strategic cooperation between higher educational institutions, as well as to define the prospects for alliance formation through the analysis of foreign practices.Methodology and research methods. The methodological framework involves the following general scientific methods: systematisation and generalisation, structural and functional analysis, comparative and retrospective analysis of data from international rankings. The study was based on materials presented on the official Internet resources of “The Berlin University Alliance”, German programme “The Excellence Strategy”, international ranking agencies QS and THE, as well as scientific publications included in international citation databases Web of Science (RSCI) and Scopus.Results and scientific novelty. Based on established research, theoretical approaches to understanding the essence of alliances were structured; the criteria for classification of alliances were defined; the possibilities of alliances and factors, which serve as prerequisites for their formation, were investigated. The novelty of the current research lies in the fact that the author presents his own opinion on the phenomena in relation to such categories as “university alliance”, “strategic partnership” and “alliance formation”. Moreover, the author reports on the results obtained in the course of the analysis of the Berlin University Alliance as an example of the development of strategic partnership between higher education institutions in Germany.Practical significance. The present research may be a useful guideline for forming alliances between higher education institutions and generating new ideas for its development. The research outcomes can be used not only by the leaders of higher education institutions, but also by the experts and specialists involved in forming and implementing state policy in the field of higher education development.

A historic review of the emergence of domestic faith-based higher education institutions founded by the Protestants is proposed, from informal and underground presence to full participation in the educational realm. Best achievements worth scaling are systematized. Best accomplishments of the public organization "Evangelical Accreditation Theological Association" in terms of performing the functions provided by the unrealized provisions of Article 23 of the Law of Ukraine "On Search for Education" on independent institutions for evaluation and quality assurance of higher education are examined. In the official letter, issued by the Ministry of Education and Science of Ukraine on July 5, 2018, under № 1/9-421 addressed to the leaders of all higher education institutions, there is a list of 230 ‘faith-based’ schools, with about 44 % qualifying as Protestant. Historically it was the Protestant Branch of Christianity that laid foundational principles even in the world-recognized Universities like Harvard. Quality assurance is being declared as one of the top priorities of Ukraine’s development. At the same time within almost 30 years, none of the Ukrainian Universities made it to the top of world rankings. At the same within almost 30 years of Ukraine’s Independence, Protestants of Ukraine were able to establish their own network of education institutions without any governmental financing. Thus best achievements are to be identified and scaled to the whole Ukraine. Faith-based educational institutions founded by the Protestants of Ukraine in their early years applied American educational standards. Level of awareness is still low, thus any research in this area will have scientific novelty by default. The research objective is to identify ways of development among the Protestants on the example of NGO “EATA”. Two possible scenarios are proposed: 1) a preferred way when Agency acquires State and International recognition as agency that is licensed to issue accreditation to educational institutions, and 2) less preferred way one Agency serves inner Christian circles, author argues against that approach.

The increased focus of the state, business and public both in Russia and abroad on the development of leadership skills in the young age motivates the educational institutions to create programs which can help trainees to develop and realize their leadership potential. The purpose of the study is to analyze the development of leadership skills in the trainees’ professional forming. The psychologists selected the trainees of “Leader” Career Reserve School and analyzed the results of their training. The obtained results characterize the workforce capacity of the University. Some difficulties in the trainees’ understanding of the practical significance of training at the career reserve school were identified, and recommendations to overcome them were given. The authors consider the development of the trainees’ awareness of the significance of working on their leadership skills as the training result. In addition to applying the results of the work done within the University and other higher education institutions in the sphere of transportation, the article can be of use for those in charge of the development of the trainees’ leadership skills at various stages of their professional forming.

To safeguard the rights of women for professional and social adjustment in a society, higher education institutions can play a vital role. This study was designed to find the factors that affect the professional and social adjustment of women employees concerning gender discriminating culture in higher education institutions. Women employees from 4 universities were conveniently taken as a sample of the study. The sample size was (n=160). Inferential statistics; t-test and one-way ANOVA were used. The study concluded that women employees were satisfied with: recruitment and selection process; assignment of wages; workload; leaves rules; promotion process; dealing of head and professional development practices, while, they were not satisfied with: duty hours; career development; decision-making process, existing co-working environment and social adjustment. No effect of age, qualification, designation except experience on professional as well as on social adjustment was significantly observed.

Under the influence of globalization and integration of economic processes in the domestic economy, the importance of intellectual resources is growing. Based on its use in economic activities, enterprises and organizations are able to realize their intellectual capital. The main condition for the formation of this special type of capital is the presence of intellectual potential that arises in the process of manifestation of intellectual abilities and professional competencies of the company's staff. The intellectual component is the fundamental basis of the system of relations between science, industry and society. Therefore, educational institutions play an important role in raising the intellectual level of the national economy. The theoretical approaches to determining the economic essence of the intellectual capital of higher education institutions have beem summarized in this article and the main aspects of realizing the intellectual potential of educational and research institutions in Ukraine have been explored. The availability of intellectual capital allows scientific organizations to formalize and implement in the market various forms and types of knowledge: research, skills, experience, competencies, professional skills. The purchase of knowledge allows commercial organizations to significantly increase the level of their technical and technological solutions, develop know-how, to acquire ownership of the right to use knowledge in the form of patents, licenses, franchises. On this basis, the production of new products can be carried out; use of new technologies, new management methods; creation of a trademark; development of new activities; entering new markets. The implementation of the socio-economic policy of the state should be based on the intensification of intellectual activity of higher education institutions, because in market conditions it is the state that should stimulate educational institutions to form intellectual capital. The important role of intellectual capital of higher education institutions is manifested in the fact that it allows them to become intellectual enterprises and significantly affect the national economy by increasing its competitiveness.

Introduction. Higher education has been constantly upgrading, competition in the educational services market is intensifying in recent years. This leads to an increase in the role of marketing in the activities of higher education institutions. It is necessary to constantly look for new ways to improve the efficiency of the management of higher education institutions. Such an opportunity exists only with the constant use of marketing and the improvement of its tools. In connection with the mentioned, important and actual tasks of the present time is research and improvement of the methodology of developing an advertising campaign of higher education institutions in order to enable educational institutions to overcome existing problems in their marketing activities and develop this trend in the future. Methods. Commonly used methods of research are used in the course of the research: dialectic, monographic method, abstract and logical, method of scientific generalization, and specific methods of statistical processing of information. Results. The article deals with the general situation on the domestic market of educational services. The specifics of advertising activity of educational institutions are revealed, in particular, the necessity to study this issue, due to its urgency and lack of elaboration, is substantiated. Advertising activity is considered as a necessary condition and factor of sustainability, the competitiveness of the educational institution and its success in the education market. It is indicated on the preconditions of reorientation of priorities of educational activity into the sphere of improvement of marketing activity and advertising process of an educational institution, as well as tasks, which should carry out advertising activity in the field of educational services. Discussion. Further research is planned to be carried out in order to assess the effectiveness of the use of modern marketing tools by higher education institutions. Students’ experiences have been covered by a large number of studies in different areas. Even so, the concept of student experience (SX) is diffuse, as it does not have a widely accepted meaning and is often shaped to the specific purposes of each study. Understanding this concept allows educational institutions to better address the needs of students. For this reason, we conducted a systematic literature review addressing the concept of SX in higher education, specifically aiming at undergraduate students. In this work, we approach the concept of SX from the perspective of customer experience (CX), based on the premise that students are users of higher education institutions’ products, systems and/or services. We reviewed articles published between 2011 and 2021, indexed in five databases (Scopus, Web of Sciences, ACM digital, IEEE Xplore and Science Direct), trying to address research questions concerning: (1) the SX definition; (2) dimensions, attributes and factors that influence SX; and (3) methods used to evaluate the SX. We selected 65 articles and analyzed various SX definitions, as well as scales and surveys to evaluate SX, mainly relating to satisfaction and quality in higher education. We propose a holistic definition of SX and recommend ways to achieve its better analysis.

The article is devoted to the topical problem of professional training of teachers of humanities in higher education institutions in Germany. The problems and features of basic competencies that are formed in teachers of humanities in training in higher education institutions are considered. Objectives of the study: to investigate the professional training of teachers of humanities; consider the structure of higher education institutions in Germany; to analyze the presentation of the main material on the professional training of teachers of higher education institutions in Germany. Based on the study of domestic and German scientific sources, it was found that the attention of researchers focused on the study of the development of higher education, the origin and formation of pedagogical education in Germany; theories and practices of teacher training in Germany; comparative pedagogy. The study found that the training of foreign language teachers in Germany is based on ancient traditions and is closely linked to the peculiarities of the development of school education in the country; dissemination and teaching of foreign languages; opening of modern languages in universities of philological specialties; typology of educational institutions. It was found that the system of training foreign language teachers in Germany has gone from the training of a classical philologist to a thorough philological and psychological-pedagogical training.

The article reveals the peculiarities of the use of athletics to improve the physical fitness of students of higher education institutions. The influence of physical education on motivation for athletics is also revealed. It is established that the use of means and methods of athletics in physical education classes in higher education institutions leads to a significant increase in the level of physical fitness. It was found that one of the factors influencing the growth of student morbidity and low level of their physical development is the lack of physical activity. The combination of these factors determines the level of physical fitness and efficiency, which, in turn, are important indicators of professional training of students. However, the use of other methods of strength development, the method of unsatisfactory efforts with a normalized number of repetitions, the method of unsatisfactory efforts with the maximum number of repetitions, the method of dynamic efforts, the shock method, the method of static efforts, the static-dynamic method, the method of circular training, the game method has a beneficial effect on the development of all physical qualities. The decrease in the indicators of general physical fitness is facilitated by the fact that during the holidays, students practically do not go in for sports on their own. As the analysis of the survey has shown, only students of higher educational institutions are independently engaged in physical culture.
