Atualmente, a responsabilização dos agentes políticos na gestão pública desperta a atenção dos cidadãos e, também, de diversas entidades tanto civis quanto governamentais. Com o surgimento dos chamados portais de transparência, que dispõem de informações sobre os gastos públicos e outras questões da Administração Pública, ampliou-se a possibilidade de análise das atividades do gestor público. Assim, o objetivo geral da pesquisa é examinar a legislação sobre a prestação de contas e verificar a relação com a “accountability”. A pesquisa se utiliza dos estudos de O´Donnell, Koppel e Denhardt, baseada em uma abordagem qualitativa para investigar se ocorre indícios de “accountability” nas prestações de contas dos prefeitos do Rio Grande do Sul, no período de 2006 a 2008 e qual a sua abrangência. Através da análise de dados foram identificados os temas mais citados e quais as ocorrências que levaram o Tribunal de Contas a considerar tais prestações de contas com pareceres desfavoráveis. A pesquisa gerou uma reflexão sobre o conceito de “accountability”, expondo a realidade administrativa desses municípios e sua importância para o atendimento das demandas sociais. Oportunizou o estudo da Lei de Responsabilidade Fiscal, mostrando a sua contribuição para a gestão pública eficiente, que resulte em melhorias sociais, mas também a necessidade de maior rigor punitivo para aqueles gestores, que não a cumprem. Espera-se ampliar debates sobre a “accountability” e, assim, contribuir para políticas públicas efetivas.Palavras-chave: Agente Político. Políticas Públicas. Lei de Responsabilidade FiscalAbstractNowadays the empowerment of public agents in public administration arouses the attention of both citizens and manycivilian and governmental entities. With the emergence of the transparency portals that have information about public costs and other issues of public administration, expanding the possibility of analyzing the public manager activities. Thus, the main objective of this research is to examine the legislation about account and verify its relationship with the “accountability”. The research uses especially de O´Donnell, Koppel andDenhardt studies, based on a qualitative approach to investigate the evidence of “accountability” in the account of Rio Grande do Sul city halls during the period from 2006 to 2008. Through data analysis, the most frequent themes were identified and what the events are that led the Court to consider such accounts with unfavorable opinions. This research created a reflection about the “accountability” concept, showing the administrative reality of this cities and their relevance to meet the social demands. It provided an opportunity to study the Fiscal Responsibility Law, showing its contribution from an efficient public management, resulting in social improvements, but also the need of greater punitive rigor for those managers who do not comply. It is expected to expand discussions on “accountability” and contribute to make effective public politics.Keywords: Public Agent. Public Politics. Fiscal Responsibility Law.

The main purpose of this is paper is to presents the Theil-T index based on the laws of physics and Shannon´s modern mathematical theory of communication to measure income inequality. This index enables to use stratum data by income besides to estimating the inequality intra stratum. The methodology will be  illustrated with an  application to measure the inequality   in the formal labor market in  Santa Maria city in  Rio Grande do Sul, using  social characteristics  as gender, age and education level  and,  attributes of the own market like  sphere of activity and economic activity  from 2000 to 2009. Although the ex-inequality index calculated using the characteristics above mentioned is classified as medium low according to the PNUD classification, the index  emphasizes the importance of assessing the distribution of income considering the local conditions of each micro region  in order to direct the public politics  to correct the most influential determinants of disparities.

OBJECTIVE: We analyze the socio-demographic profile of the dentistry graduates at the Universidade Federal do Rio Grande do Sul, 2010-2011, the reasons which led them to choose Dentistry, appreciation for the course, as well as job prospects and Graduate studies. METHODS: Cross-sectional, observational study Dentistry graduates, classes of 2010-2/ 2011-1 (n=76, 90.5% response rate). Data collection took place through the giving of a structured and anonymous pre-tested questionnaire. Results were grouped in tables and graphs by means of the distribution of the frequency of variables studied (descriptive analysis), with the assistance of the Statistical Package for the Social Sciences (SPSS) for Windows 17.0. This Study was approved by the Committee on Ethics in Research of the Universidade Federal do Rio Grande do Sul (18249). RESULTS: The classes of 2010-2/ 2011-1 Dentistry Graduates of the Universidade Federal do Rio Grande do Sul, were, in their majority, women, young, single, childless, natives of the State of Rio Grande do Sul, with a monthly salary income of 10 to 20 minimum salaries and without the presence of dentists in the family. More than 90% of these students were satisfied with the choice of Dentistry. They opted for the course especially due to personal as well as professional success, followed by security and peace of mind and financial comfort. The great part of the students evaluated the course as good or excellent. They intend, as a majority, to work in the public service as well as private practice and graduate work, particularly, specialization. CONCLUSION: Results identified the profile of the classes of 2010-2/ 2011-1 Dentistry graduate of the Universidade Federal do Rio Grande do Sul, classes of 2010-2/2011-1. It has been recommended that there be a permanent follow up of the graduates as an important instrument for monitoring the students as well as the development of the current integrated curriculum.

The Brazilian Public Sector is being pressured by society to provide more and better services to citizens. Thus, this research is motivated by the need to provide management tools to improve the performance of public administration for better use of public resources. The research explores a constructivist methodology of performance evaluation as a tool for decision aiding in a Brazilian public organization. It highlights propositions identified in qualified literature to justify the use of constructivist approach in public management, as the need manager actively participate in the model of construction in order to expand his/her knowledge about the context and the need to recognize the uniqueness of the resources and moment instead of seeking generic models of evaluation. The development of the model itself, provided a detailed overview of the aspects understood as needed and sufficient by the decision-maker. It was able to disclosure the uniqueness of the context, the objectives of the sector and the construction of indicators for the performance evaluation of aspects understood as important to the public manager. It was observed the theoretical contributions to the area of public management knowledge, especially the key role of public manager to build evaluation models, recognition of limited rationality in decision making and uniqueness as a major element in the decision within the public administration.

Problem setting. In the context of modern transformation processes, the modernization of the public administration system becomes important, in particular in the application of qualitatively new strategic approaches, mechanisms and tools in the social sphere. The current priority of public policy implementation at both the national and regional (local) levels is to meet the social needs of the most vulnerable and socially vulnerable categories of citizens. Current trends in public administration practices in developed countries indicate the need for effective intersectoral partnership in the system of public management of the social sphere, which provides for effective participation in this process, both relevant government institutions and civil society actors.Recent research and publications analysis. Problems of public management of the social sphere, public administration influence on social processes are characterized by considerable attention among both foreign and Ukrainian researchers. Highlighting previously unsettled parts of the general problems. Despite significant scientific interest, the issues of substantiation of the role of decentralization in the formation of the principles of qualitative renewal of the content of the public administration system in the social sphere, the influence of state institutions on social processes, identification of trends and main directions of decentralization on the formation of strategy and modernization of public administration social sphere, etc.Paper main body. Based on the fact that the state level is of decisive and integrated importance in the implementation of the social function, the social responsibility is borne primarily by the state through the system of legislative and executive bodies. In view of this, it is the state that has the power to establish fair and transparent rules for the activities of various actors, including civil institutions, through the functioning of an effective system of control that would ensure their implementation.Researchers and experts point out the inconsistency of the current state policy of social development in Ukraine neither with the challenges formed under the influence of globalization processes and national conditions, nor with European standards for the introduction of this area of public administration.The system of social services provided by the current legislation is largely inconsistent with the current system of budget funding, which is mostly based on a formal approach that does not take into account the real need for material security of vulnerable groups and the real cost of benefits and services.Among the areas set out in the draft of the new National Strategy for Civil Society Development in Ukraine for 2021-2026, emphasis is placed on improving approaches to state support for civil society organizations and strengthening cooperation between them and the executive branch. In particular, one of the main tasks of the Strategy is to expand the mechanisms of support of civil society organizations by the state, as well as to increase the order of services from such organizations.Conclusions of the research and prospects for further studies. Processes of modernization of public administration in the social sphere should include the following key areas: regulatory (provides for the completeness and integrity of regulatory standards for the implementation of sectoral / functional policies and guarantees of social rights); organizational and institutional (consists in improving the institutional support of public management of the social sphere); functional-instrumental (provides for ensuring the integrity of the organizational-functional structure; effective coordination of the functioning of institutions); financial and economic (is to optimize the financial mechanisms for the implementation of tasks of social development and functioning of the social sphere); infrastructural (provides for the modernization of the social services system through the state's demonopolization of the social services market); resource (provides for the development and integration of different types of resource provision).

No contexto político-social, pós-Constituição Federal de 1988, a conquista de direitos pelos povos indígenas exige o estabelecimento de uma nova relação com o Estado (e suas respectivas instituições) visando à construção de políticas públicas específicas. O objetivo deste artigo é fazer uma reflexão sobre a minha experiência vivenciada como antropóloga da ação junto a coletivos Guarani no Rio Grande do Sul, Brasil, na execução de uma política de etnodesenvolvimento que buscou atender sua reivindicação pelo apoio do poder público no processo de construção de suas casas de rezas [opy]. The article under the auspices of studies aims to elucidate issues pertinent to the Disciplinary Administrative Process (PAD), and an existing disparity with the Inquiry instrument, in order to conceptualize them as connected and opposing spheres. Therefore, the resolution of the project fails to comply with the search for an analysis of the effectiveness, importance and legal basis of the administrative instruments, considering the current legislation, jurisprudence and corresponding doctrines, in order to avoid formation of processes that present defects and nullities, being -the so-called unnecessary to public management. It was possible to obtain by design that the duty of managers in investigating disciplinary infractions, transcends the mere opening of the appropriate administrative procedure. This is because in addition to being associated with public management, the operator must maintain conduct in compliance with constitutional principles, in opening and judging unnecessary procedures. In a conclusive way, it appears that the Public Administration cannot, as an employer, relieve available absences practiced by its employees, even though its labor expression is of enormous quality. The resulting understanding promotes, finally, the opening of such procedures only when based on elements that make their continuity and useful completion essential, in order to satisfy Management's aspirations and desires. Thus, to encourage the study, the applied precept will be the deductive method and the dialectical hermeneutics, starting from a generalization to a particularized question, with the intention of considering the social practices, in the Administrative-Legal scope, in order to explore the means that use the Administration, to stigmatize its administrators.

Through a critical document-based methodology, the research analyses the essence of social risks as the object of public administration, proposes their classification, tests the need for interconnection of social and fiscal policies, bases the structure of the financial and budgetary mechanism for public management of social risks and, consequently, proposes to improve it by increasing investment in human capital to prevent social risks. It is concluded that the orientation of the social protection system to countervailing measures in relation to certain groups of the population seeks to solve the problem of poverty by strengthening tax distributional processes, increasing the amount of social spending on total state spending, but if it fails to increase the effectiveness of social programmers, the main social problems will not be solved. It is established that the main direction of improvement of the public social risk management tax mechanism should be the minimization of the compensatory nature of the financial provision of the consequences of social risks and, the activation of the application of investment tools for the prevention of their occurrence.

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

"The paper addresses to the Public Administration (PA) from the management perspective. The first part of the study defines the conceptual framework of the two management doctrines, generically called the New Public Management and New Public Government. The second part of the paper reviews the transformation movement in PA management and governance in Romania in the last two decades.
