Modern society has a lot of issues which require immediate interference from the side of state policy and government. Special place among these problems takes the process of marginalization of young people which is caused by deformation of state and public institutions, destruction of social, cultural, ideological and political bases of life, loss of value orientations. Stereotypical presumptions about people, coupled with prejudiced views concerning specific religions and their followers, are dangerous with respect to the influence that these stereotypes can have on progress towards social integration and community cohesion. Research conducted on youth show that experiences of poverty, homelessness, racism, unemployment, abuse, addiction, gender preference and so on generally determine marginalization but not necessarily. The notion of social exclusion and social marginalization are enlighten in the paper and propositions for development of effective policy strategies to prevent marginalization are presented. This article deals with analyzing the determinants of social exclusion, ideology of marginalization, educational marginalization.

The article is a response to the publication of A. V. Ivanov, Yu. V. Popkov “Spiritual and ecological civilizational perspective: the value potential of the value potential of young people in the Siberian context” (journal «Siberian socium», no. 1, 2021). The authors made an attempt to analyze the article devoted to an urgent problem — the identification of value orientations of modern youth in the context of a new civilizational transformation. During the discussion of the article, attention is focused on the analysis of the current situation in which the formation of youth is taking place; characterization of the historical challenge for the entire modern society and the specifics of the required response from young people. Particular attention is paid to the thesis of the article that youth will be the main subject of the civilizational transformation of Siberia. An assessment is given to the statement about the uniqueness of Siberia, taking into account the requirements of scientific rationality. The topic of the presence and preparedness of an active subject of mankind’s transition from a technogenic-consumer to a noospheric civilization is discussed. The sections of the research “Assessment of strategic guidelines of global civilizational development and the possibility of personal participation in it”, “Assessment of the role of Siberia and Siberians in the formation of the foundations of the spiritual and ecological development prospects” are analyzed. Revealing the characteristics of modern youth in the context of the Siberian future, the authors cite for comparison the results of their own research conducted in 2020 among students of the Omsk State Agrarian University, during which 1,600 respondents were interviewed. The urgency of the problem being analyzed is emphasized, the value of such studies is shown, on the basis of which project activities should unfold, a management culture of various processes that attract labor resources, and primarily young people, should be formed. The analysis of the article by A. V. Ivanov, Yu. V. Popkov led to the conviction that the potential of Siberian youth, provided it is adequately developed, will give a significant positive effect for the successful course of transformations in the Russian Federation and in the international context. There is an urgent issue of attracting young people to Siberia and ensuring their stay. In this sense, two perspectives of interest in Siberia are determined — this is a situation when Siberia becomes an object of study, Siberia can also be considered a territory where subjects are formed that are able to generate meanings of interest outside the region.

The Author of this paper studies the impact globalization processes on socio-cultural changes,which lead to social exclusion. Being out of a society has different origins especially in modernworld and modern society. A reason does not always lie only on the man’s side. Being out of asociety is sometimes a result of many different processes like, in my opinion, the most essentialones - global trends and the especially ambiguous process – globalization.The Author pays attention to the origins of the social marginalization and tries to show themost important ones. Simultaneously, he analyzes them by looking at the intensity of theirimpact on social marginalization. This article ends with an unaided commentary in which theauthor passes his judgment on the origins and degree of influence of above-mentioned issues.

The article is devoted to the consideration of the value orientations of modern youth, which are formed against the background of socio-cultural transformation of society. It is noted that in modern society, there is also a change in family values, which are rendered by the parent family and institutions of secondary socialization. Social institutions should play an important role in the development and maintenance of family attitudes among young people.

The article deals with the problem of spiritual and personal development of the individual, which is relevant both in science and in social practice. The urgency of this problem is due to reasons of several types: First, the current youth committed to the fullest identify and implement their capacity as seeks to “meet” the modern world as an "equal partner"; secondly, to modern human problem of implementation of all its possibilities connected with quite influential social trends of today derived from “the need for self-actualization”, which has acquired the status of social need and value in modern society. The research shows modern approach to spiritual and personal development of young people. We presented the idea of an integrated approach to nature, mechanisms spiritual and personal development of young people. It was established that the socio-psychological meaning of spiritual and personal development of students is the realization of cognitive-intellectual, sensory, emotional, volitional, creative potential, the implementation of advanced qualitative and quantitative change in the value orientations and actions that result in achieving mental integrity and harmony. We established that this can be interpreted as a form of art, because it is individual knowledge of nature, the discovery of own possibilities and implementation

pedagogical, psychological factors, which influence on the process of values formation and development. It has been figured out the definition of “value”, which is usually considered as importance, significance or usefulness for a personality, society or ethnic group. It has been stated that values formation for a person happens in hard conditions in comparison with social norms and values. Such factor causes contradiction and, perhaps, strong and notable conflicts. In modern students youth environment, high common to all mankind values are diminished and lost; they are namely, kindness, honour, humanity, sincerity, justice, and compassion for other people. Sometimes students youth prefers not spiritual moments of human-being, but the values of material welfare forgetting that the best and most important in life, such as love, smile, family, happiness, can be obtained free of charge. It has been singled out the mental manifestations of spirituality, among which there are development, religiosity, creativity, search, and love. It has been presented here the sociological researches of value orientations among students’ youth of the last decade. These researches convince that the certain personality type has been forming in the consciousness of modern youth. This type is common for the Western society that is a person who first of all values themselves and thinks that their activity, success in life and all of this depend on them. It has been studied that, from a psychological point of view, value orientations are a special meaningful value and sense dimension, which characterizes the subject as a personality. It has been revealed that mass media strongly influences the formation of youth value orientations, considering that mass media occupies the leading positions in the system of communications of the individual in the modern society. According to the conducted study of values and views of young people, the main priorities in life, for most of them, are family happiness and career. Of the lower priority among youth preferences there are the opportunity to be free and independent in their decisions and actions and to be able to realize their talents and abilities. Young people living in urban areas, compared to rural youth, say mostly about their family-oriented happiness, their intentions to make a career and to be able to realize their talents and abilities. As a result of the study, it has been found out that the values of modern youth are significantly influenced by the environment, in which the individual resides and the place of residence. This all defines his opportunities and, accordingly, values orientations.

Freedom, autonomy and responsibility are the ends of every educational process, especially in the modern society: globalized, rapid, in transformation; society in which each one of us is called to make numerous choices. Therefore, it is urgent to educate to choose and educate to the choice, so that young people can emancipate themselves from possible conditionings. To this end, the Montessori method represents a privileged way: child is free to choose his own activity and learns "to do by himself" soon; the teacher prepares the environment and the materials that allow the student to satisfy the educational needs of each period of inner development. Then, Montessori gives importance to adolescence because it is during this period that grows the social man. Consequently, it is important to reform the secondary school in order to acquire the autonomy that each student will apply to the subsequent school grades and to all areas of life

This article analyzes the growing impoverishment and marginalization of the Roma in Bulgarian society and the evolution of Bulgaria’s post-1989 policies towards the Roma. It examines the results of the policies so far and the reasons behind the “poor performance” of the policies implemented. It is believed that Post-communist Bulgaria has successfully re-integrated the ethnic Turkish minority given both the assimilation campaign carried out against it in the 1980s and the tragic events that took place in ex-Yugoslavia in the 1990s. This Bulgaria’s successful “ethnic model”, however, has failed to include the Roma. The “Roma issue” has emerged as one of the most serious and intractable ones facing Bulgaria since 1990. A growing part of its population has been living in circumstances of poverty and marginalization that seem only to deteriorate as years go by. State policies that have been introduced since 1999 have failed at large to produce tangible results and to reverse the socio-economic marginalization of the Roma: discrimination, poverty, and social exclusion continue to be the norm. NGOs point out to the fact that many of the measures that have been announced have not been properly implemented, and that legislation existing to tackle discrimination, hate crime, and hate speech is not implemented. Bulgaria’s political parties are averse in dealing with the Roma issue. Policies addressing the socio-economic problems of the Roma, including hate speech and crime, do not enjoy popular support and are seen as politically damaging.

Abstract In recent decades, we observe a significant disorganization of family life, especially in the sphere of parental functions performed by unprepared for the role emotional, socially and economically young people. Lack of education, difficulties in finding work, and the lack of prospects for positive change are the main causes of their impoverishment and progressive degradation in the social hierarchy. Reaching young people at risk of social exclusion and provide them with comprehensive care, should be a priority of modern social work and educational work. In order to provide help this social group and cope with the adverse event created a lot of programs to support systemically start in life. An example would be presented in the article KARnet 15+ program as a form of complex activities of a person stimulating subjectivity, and allows you to modify support in individual cases

Summary One cannot write about the relationship of young people and current sports stars in modern society without having previously studied the processes of mediation and globalisation of sport, and the transformation of traditional social values. The goal of the science and practice engaged in sports and education of young people is a constant quest for preserving universal ethical values and reconciling them with the modern-day social processes. This paper will present the result of a survey conducted with adolescents in five different Serbian cities in order to find the answer to the question if sportspersons were their favourite television role-models. According to the results of our survey, 45% of adolescents do not have a favourite TV personality and do not know for sure who that could be. Novak Đoković, who would be the choice of adults for a role model of the young, with 63.2% according to the survey conducted by the Ministry of Youth and Sports, scored 3.81% in our survey with adolescents who would chose Novak Đoković as their favourite TV personality. The necessity of raising media literacy of young people with the aim of clear identification of sports role models who are going to improve their quality of life still remains an open issue for further research on this course.
