This paper examines how the dominant political parties in a corruption-prone political system have been struggling for survival (and legitimacy) based on anti-corruption crusades and the attendant supports. The study has in the process, interrogated what may constitute the core concerns of the leading political parties, in such corruption-bedeviled polities. The investigation is fundamentally, a case study of the Nigerian state. Accordingly, the central research questions of the paper are as follows: How are the two dominant political parties in Nigeria brawling for survival? Attendant to the wrestles, what is the fate of good governance in the country? The study finds that while the two dominant political parties are engaged in the scuffle to survive, a national vacuum is in contradiction, created in the area of general political mobilization. It has been posited in the paper that political parties’ legitimacies are never constructed on single societal agenda. It is finally recommended in the work that while the government (in power) may be wedging wars against the debilitating sleaze in the system, the political parties (in order to survive and retain legitimacy) must continously engage in the articulation and aggregation of politically complementary programmes and actions. This would not only lead to the survival of the parties as political entities but in a generic dimension, lead to the critically desired national growth and survival in such countries, where corruption still presents the overriding national challenge. The methodology of the paper is logical argumentation.

The dimensions of travelling and tourism have become manifold in recent decades. People love to travel with various purposes. Religious tourism, yoga tourism, peace tourism and spiritual tourism are some dimensions. Lumbini can be a best destination for meditation tourism, which could be much rewarding for individual, social and national development. The travelers and stakeholders have yet to be aware of this aspect. In Buddhism, Lumbini is a best destination for meditation tour. Exploring the importance of travelling Lumbini for meditation is the main objective of this article. Tourists and pilgrims would benefit immensely if they understand the significance of meditation tourism to Lumbini, its philosophy and practice. This article aims to explore the spiritual significance of Lumbini and it will provide visions of a purposeful development and publicity that would shape Lumbini as a best destination for meditation tourism. The government and private sectors are interested to develop Lumbini as best tourist destination. People all over the world are attracted to visit Lumbini for different reasons. Most tourists are unaware of the core aspect of visiting Lumbini. People who visit Lumbini are unaware about meditation practice or involving in charity works. Meditation and compassion are the core aspects of Buddha’s teachings, which are neither realized nor practiced. There seems a vast gap between the actual philosophy of Buddhism and the attitude of most of the visitors. This research study attempts to reveal the significance of meditation tourism in Lumbini.

In the digital age, technology and digital media shapes virtually every aspect of our lives. Poetry, which has seen a surprising revival in recent years, is no exception. One of the most popular contemporary poets today is Rupi Kaur, made famous for her verse posted on the social media platform Instagram. This MRP seeks to answer the following research questions: 1) In what ways has the digital age effected contemporary poetry? 2) What role has digital media played in shaping the success and formal elements of Rupi Kaur’s body of work? This MRP begins by offering a brief history of poetry’s relationship with media and an account of how poetry is produced and consumed in the digital age. The core of the MRP is a case study of contemporary Insta-poet Rupi Kaur. Through qualitative visual and textual analysis, the case study considers: 1) Kaur’s poetry, 2) her Instagram content, 3) her readership, and 4) the criticisms of her work. AbstractIn this article, by studying the candidate-nomination process of the two major political parties, I show how power is distributed within the political party in Bangladesh. I show that the general acceptance by scholars that political power lies in the hands of the innermost circle of the political-party leadership in Bangladesh is too simplistic. A more nuanced observation of power and influence within the party structure shows that, in the context of Bangladesh's clientelistic political system, which is based on reciprocity between patrons and clients and relies on the ability of middlemen to organize and mobilize (in order to disrupt through hartals and strikes), power is often in the hands of those mid-level leaders who are in charge of mobilizing because their demands cannot be ignored by the topmost leadership. Through studying the candidate-nomination process of the major political parties and using the Narayanganj mayoral election of 2011 as a case study, I answer questions such as whose interests political parties are representing, what channels of influence are being used, and why these channels exist.

From the late eighteenth century to WWII, shrine Shintō came to be seen as a secular institution by the government, academics, and activists in Japan (Isomae 2014; Josephson 2012, Maxey 2014). However, research thus far has largely focused on the political and academic discourses surrounding the development of this idea. This article contributes to this discussion by examining how a prominent modern Shintō shrine, Kashihara Jingū founded in 1890, was conceived of and treated as secular. It also explores how Kashihara Jingū communicated an alternate sense of space and time in line with a new Japanese secularity. This Shintō-based secularity, which located shrines as public, historical, and modern, was formulated in antagonism to the West and had an influence that extended across the Japanese sphere. The shrine also serves as a case study of how the modern political system of secularism functioned in a non-western nation-state.

The article acknowledges that Lesotho governance has been characterised by unstable democracy since its attainment of independence in 1966, which makes civil society and other democratic institutions unable to pursue their roles as expected. The proposed solution to overcome predicaments that Lesotho faces was to have active and vibrant democratic institutions such as civil societies, ombudsman, political parties, independent media, independent electoral commissions and the legislative, executive and judiciary. The article aims to bridge the gap by examining published literature and documentary review, which clearly elucidate how good governance can be achieved in a democratic country with the help of active democratic institutions. The article highlights the importance of active and vibrant civil society in governance and public policy. The article concludes by justifying that in deed the government of Lesotho should accept and allow participation of civil society so as to be able to realise its contribution and the important role played by it. Also, civil society in Lesotho must distance themselves from suspicions that they are political parties in disguise.

Strategic Environmental Assessment (SEA) has been associated with "good governance" by bodies at national and international levels including the World Bank, OECD, and UK and Scottish Governments. Typically involving components such as transparency, accountability, public participation and partnership working, this SEA/good governance nexus has been promoted in Scotland where the government sees SEA as central to its sustainable development aspirations. Using a governmentality lens to view SEA as a technique seeking to instil environmentally-focused governance, the paper examines the operation of the SEA/good governance nexus in the SEA process of one Scottish case study, a road corridor development framework undertaken between 2006 and 2008. The paper exposes instances of resistance to both the democratising elements of good governance and to SEA itself as the public and statutory Consultation Authorities find their efforts to constructively engage with the SEA process thwarted. This reveals that, in the case studied, the SEA/good governance nexus, as a high-level policy objective, is more aspiration than reality.

Praetorianism has been authoritatively defined as a situation in which ‘the military class of a given society exercises independent political power within it by virtue of an actual or threatened use of military force’.1 A praetorian state, by elaboration, is one in which the military tends to intervene and potentially could dominate the political system. The political processes of this state favor the development of the military as the core group and the growth of its expectations as a ruling class; its political leadership (as distinguished from bureaucratic, administrative and managerial leadership) is chiefly recruited from the military, or from groups sympathetic, or at least not antagonistic, to the military. Constitutional changes are effected and sustained by the militaty, and the army frequently intervenes in the government.2

In order to make improvements in public services, the City Government of Bandung and Kota Makassar implement Smart City, and it is also in accordance with the directions of the Kementerian Pendayagunaan Aparatur Negara & Reformasi Birokrasi provide quality services that satisfy the needs of society in the fields of education, health, housing, and so forth. Local governments must also work creatively and innovatively to improve accountability, transparency, and responsiveness by utilizing information technology. The focus of this study is to compare the Government of Bandung with Makassar City in running Smart City in order to implement the innovation of public services. As a method for this research, a qualitative analysis is used, so that the phenomena or situations in the field can be realistically and systematically explained in detail while using the review literature from previous research. The Governments of Bandung City and Makassar City have shown to be successful areas with the implementation of Smart City. Both cities have received many awards for providing innovative services of high quality in spite of the fact that Makassar city started relatively late with implementing Smart City. Although they have been successful so far, the innovation of public services in these two cities will still have to be improved, so that a larger part of society will be able to profit from them. It takes a deep commitment on the part of the local authorities in order to be able to implement Smart City that creates an innovative programme. Smart City's implementation is a solution for creating good governance and makes improvements across multiple sectors of society. Moreover, Smart City sustains community activities and also provides easy access to information made by local governments. Keywords: Smart City, Innovation, Public Service

The administration of any democratic state revolves around the three constitutionally recognized arms of government; the legislature, executive and the judiciary. Their relationship is very important for the actualization of the goals of the state. However, this relationship is more pronounced between the executive and the legislature as both appear to belong to political parties and are elected by the electorates. Executive/legislative relationship most times appears conflictual and in some cases cooperative. The study examines the executive/legislative relationship in Bayelsa State to determine the nature and the issues and challenges in their relationship during Henry Seriake Dickson administration. To achieve the objective of the study, two research questions were formulated to guide the study. System theory was used as framework for analysis. The study draws its arguments basically from secondary source hence content analysis research design was used to analyze the secondary data. The findings revealed that the executive dominated the legislature in their relationship under Henry Seriake Dickson’s administration which weakened the ability of the legislators to effectively perform their duties as the representatives of the people. It was also revealed that the unprofessional and inexperience of the legislators also affected their ability to effectively perform their duties which affected the social, economic and political development of the state. In the light of the above, the study recommends amongst others that the legislature should wake up to their responsibility as the watchdog of the executive and effectively monitor the activities of the executive in order to ensure good governance in Bayelsa State. More experienced people should be elected to the legislature to curtail the excesses and the continued dominance of the executive on the legislature and other institutions of government.

This study analyzes the urgency of implementing public administration ethics to realize good governance. This study uses a qualitative method with a case study approach. The data sources used in this study are primary and secondary data. Preliminary data was collected from interviews and questionnaires to respondents, while secondary data was collected through the literature study method. The location of this research is in one of the sub-district offices in the Sumedang District. Respondents who were given a questionnaire totaling 100 people living around the sub-district were selected based on the random sampling method. Based on the data and analysis of research results, it can be seen that sub-district employees in Sumedang District still have not implemented bureaucratic ethical governance properly. Government governance has not been able to absorb and develop more advanced management values. The problem arises because of the following: learning culture, processes, tools and techniques, and skill and motivation. This should be a concern, especially by the government, to create good governance, which is indicated by the high public trust in the government.
