Using the Irish Radio Industry as a case study, this chapter illustrates how the Public Service Broadcaster (PSB), Raidió Teilifís Éireann (RTÉ), was slow to react to change and the effect this had on the organisation’s competitiveness. This chapter analyses how RTÉ’s youth radio station, RTÉ 2fm, lost its place as the market leader to the competition including commercial station Beat and other stations as it resisted the required technological, social and economic change which ultimately affected its listenership. The author argues that the independent sector led the way in innovation and affected change which greatly benefited the industry as a whole and brought it into the digital age. This research was based on a methodology involving in-depth interviews, online surveys, textual analysis, direct observation and a longitudinal content analysis.

O objetivo é averiguar a correlação dos fatores motivacionais e produtivos no contexto institucional da Polícia Civil. O estudo de caso foi conduzido por entrevistas em profundidade com um Delegado de Polícia, um Investigador de Polícia, e um Escrivão de Polícia. A análise de conteúdo foi utilizada. Conclui-se que há evidente correlação entre o desenvolvimento de artefatos motivacionais, sejam eles de ordem ambiental ou individual, com a produtividade na instituição da Polícia Civil. Destaca-se também, que apesar do controle e avaliação dos índices de produtividade serem predominantemente burocráticos, institucionalizados e legitimados, a ligação que se estabelece com a manifestação dos artefatos motivacionais é subjetiva, relacional e intangível nas normas institucionais. Destaca-se este evento neste artigo, porque como foi visto anteriormente, tanto a natureza do trabalho, quanto o ambiente da Polícia Civil, estão em total desencontro ao desenvolvimento de produtividade e motivação no sentido clássico destas vertentes. The aims is to determine the correlation of the motivational and productive factors in the institutional context of the Civil Police. The case study was conducted by in-depth interviews with a Chief of Police, Police Investigator, and Actuary Police. The content analysis was used for fixed grid. It is concluded that there is clear correlation between the development of motivational artifacts, whether environmental or individual order, with productivity in the civil police institution. Also noteworthy is that despite the control and evaluation of productivity indexes were predominantly bureaucratic, institutionalized and legitimized, the connection that is established with the manifestation of motivational artifacts is subjective, relational and intangible assets in the institutional rules. It highlights this event in this article, because as discussed above, both the nature of the work, as the environment of the Civil Police, are in complete disagreement with the development of productivity and motivation in the classical sense of the aforementioned areas.

The Egyptian public broadcaster, newly named the National Media Council (NMC), has been under pressure to undergo comprehensive restructuring. Many changes have taken place recently to enable this transformation. Through analysing financial reports, evaluating the new regulatory framework and conducting in-depth interviews, this study examines the likelihood of the NMC adapting to the recent changes and the extent to which the new regulatory framework promotes a public service system suggesting a model for implementation. Findings show that the NMC must respond to four main challenges: lack of strategic vision and identity, a centralized regime power structure, an acute financial deficit, and a weak digital presence. Interviewees evaluated the new regulatory framework as inexhaustive with an intention to maintain grip on power. Interviewees proposed an integrated decentralized model that combines the public service mission with private partnership.

This paper explores the difficulties of building a service-oriented government by taking the evaluation results of public service satisfaction of Guizhou province in 2019 as an example. This paper finds that building a service-oriented government is the process of improving the quality of public service in an all-round way. With the steady improvement of the public service quality in China, the public’s expectation of the public service quality has been improved by changing from the original “yes or no” to the current “good or not”. In order to speed up the construction of service-oriented government, government departments should pay attention to the change of public demand and take the comfort, richness and transparency of public service as the key points of quality improvement.

RESUMOEste estudo teve como problema de pesquisa verificar como blogs/vlogs literários, enquanto meios de comunicação, podem influenciar a escolha leitora. Para isso, selecionou-se o vlog da Ju Cirqueira, blogueira do blog Nuvem Literária, para um estudo de caso. O objetivo geral foi identificar quais estratégias a blogueira utiliza que podem influenciar na escolha literária dos seus seguidores a partir de suas publicações/vídeos. Os objetivos específicos foram verificar as estratégias que a blogueira utiliza para transmitir suas mensagens e criar conexões, e se utiliza algum padrão em seus vídeos. Para tanto, abordou-se questões relacionadas à leitura, texto, práticas de leitura, formação de leitores e ato comunicativo. Os procedimentos metodológicos abrangeram uma parte quantitativa, em que foram destacados números de blogs existentes, perfil dos usuários e categorias de blogs, e uma parte qualitativa em que, por meio de categorização de análise proposta por Jeffman (2015) e de análise de conteúdo, examinou-se dez vídeos do canal da Ju Cirqueira. A partir dos dados coletados, pode-se ter uma amostragem de como são os blogs no Brasil, o perfil do público leitor de blogs e vlogs e características que fazem com que os booktubers fidelizem seus seguidores e, consequentemente, apresentem novas opções de leitura. Entre os padrões utilizados pela blogueira destacam-se a cultura do quarto, as estratégias de comunicação e a cultura de participação.Palavras-chave: Booktubers. Influência literária. Ju Cirqueira. Vlog. Formação do Leitor. ABSTRACTThis study aimed to verify how literary blogs/vlogs, as a means of communication, can influence te choice for reading. To this end, the vlog by Ju Cirqueira, blogger of the blog Nuvem Literária, was chosen for a case study. The goal of the survey was to look at how the blogger influences the literary choice of her followers, what strategies she uses to broadcast her messages and make connections, and whether she uses some pattern in her videos. The focus of the analysis was on concepts pertaining to reading, the text, reading practices, reader training and mass media. There were quantitative methodological procedures in which  numbers of existing blogs, profile of users and categories of blogs were sought; followed by  qualitative procedures carried out through categories of analysis and content analysis to look for patterns in ten videos of the channel of Ju Cirqueira. From the data collected, one can have a sampling of how blogs are in Brazil, the profile of the public readers of blogs and vlogs and characteristics that make booktubers loyal to their followers and, consequently, present new reading options. Among the different languages used in communication, we highlight the culture of the room, the communication strategies and the culture of participation.Keywords: Booktubers. Literacy influence. How to serve the audience? The Belgian National Radio Institute (N.I.R.) in search of putting into practice the public service remit through its music and audience policy before the era of television (1930-1953). This article questions in what way the Belgian radio-broadcaster was searching how to put into practice the central public service remit through its music and audience policy from the start of the institute in 1930 till the launch of television in 1953. Departing from a theoretical reflection on the concept of Public Service Broadcasting, this article presents the results of a qualitative content analysis of policy documents (minutes, annual reports) as well as writings of key members of the N.I.R.-staff. It reveals a shared paternalistic vision on the public service remit as well as oppositional views upon the audience and how to serve it.

Purpose The purpose of this study was to investigate the adoption and use of electronic document and records management system (EDRMS) in the public service in Namibia and Zimbabwe with the aim of establishing barriers and enablers, and best practices which each country could adopt from the other. Design/methodology/approach This multi-case study was informed by an interpretivist paradigm. Qualitative in nature, the study applied face-to-face interviews as the data collection method, supplemented by documents analysis. The study population was Namibia and Zimbabwe’s public sectors with units of analysis, being the governments’ ministries, offices and agencies which have implemented EDRMS. Findings The paper provides the state of EDRMS implementation in Namibia and Zimbabwe. It establishes how the two countries have implemented EDRMS and factors that have contributed to the success/failure of the implementation in both countries. Originality/value The paper is a response to the need for further research studies on the implementation of EDRMS in various countries.

This article asks to what extent public service broadcasting’s online news service resembles that of commercial media. The context of this inquiry is claims of ‘out-crowding’ facing public service broadcasters across Europe. In Norway, commercial players in this debate accuse the public service broadcaster, NRK, of being too similar to competitors in the private sector for commercial operators to attain sustainable revenues in the online realm. To ascertain the extent to what these claims are warranted, this article compares NRK’s online content with that of nine commercial competitors in national and local markets, using a hybrid methodological approach combining quantitative content analysis with Latent Dirichlet allocation, analysing in excess of 115,000 documents. Findings show that commercial operators resemble each other more than they do NRK, indicating closer competition in the commercial segment than between the public service broadcaster and market players.
